The only person known to have awakened the Rinnegan is Madara. The So6p was born with it as far as we know. Nagato was given Madara's Rinnegan and Obito l8r collected it upon Nagato's death.

1. The kyuubi shrunk when it was divided and that has been it's current and full size all the time that it has been in naruto

2. I mentioned that there were two occasions where the Kyuubi shrank, the second was after naruto had collected it's chakra after the battle in the subconscious, it shrank again but after feeding on naruto's chakra for a while it reverted back to it's original size (the size it was when it was out into naruto after it had been divided by minato)
