South African athlete Oscar Pistorius has been given five years in jail for killing his girlfriend Reeva Steenkamp. Judge Thokozile Masipa also gave Pistorius a three-year suspended sentence for a firearms charge. The parents of Reeva Steenkamp told the BBC they were happy with the sentence and relieved the case was over. The defence said it expected Pistorius to serve about 10 months in prison. Pistorius was convicted of culpable homicide but cleared of murder. Prosecutors had called for a minimum 10- year term, and the defence had argued for community service and house arrest.o 'Feeling of unease' Defence lawyer Barry Roux said his client was expected to serve 10 months in prison, with the rest under house arrest. Also reacting to the sentence, Dup De Bruyn, a lawyer for the Steenkamp family, told Reuters that "justice was served". The BBC's Nomsa Maseko, outside court, says opinion there was divided on the sentence, with some saying it was too light, others that it was fair. She says Pistorius will be evaluated over the next few hours in prison to decide where he will be staying based on his disability. Judge Masipa said she considered her sentence "fair and just, both to society and to the accused". She said: "A non-custodial sentence would send the wrong message to the community. On the other hand, a long sentence would also not be appropriate either, as it would lack the element of mercy." Judge Masipa said that nothing she could say or do could bring back Reeva Steenkamp, but "hopefully, this judgment on sentence shall provide some sort of closure for the family". The judge begun reading her decision by saying there must be a balance between retribution, deterrence and rehabilitation. She then summarised the evidence brought before the trial. She described the evidence of defence witness and social worker Annette Vergeer as "slapdash and disappointing". Ms Vergeer had argued Pistorius would be "a lot more vulnerable than the normal man" in jail. But Judge Masipa said she was sure prisons were equipped to cater for the requirements of a special needs inmate. http://m.bbc.com/news/world-africa-29700457 |
Today, October 15 is observed in Lagos as a horn-free day in the state. It should be noted that great applause must be accorded to the originators of the concept. At least, a noise- free environment will enhance the quality of life of every Nigerian. Starting it in Lagos which is reputed to be a sort of mini Nigeria with an estimated population of about 20 million residents is a good one. Also, filled up with noise generating industries, apparatuses, and large volumes of vehicles and congestion of all sorts, it will be a life-saving initiative. To ensure that October 15 is observed as a horn-free day, Governor Babatunde Fashola Lagos of State gave out the charge on the first Lagos Drivers’ Appreciation Day, a programme organised by Lagos State Ministry of Transportation aimed at sensitising drivers on good driving culture. Good as this concept may seem peripherally, one wonders that in trying to implement it, there wouldn’t be more hiccups and challenges than the envisaged benefits. Some of the salient issues raised by stakeholders are the issue of the state of our roads particularly in Lagos where there are a multiplicity of bad roads. The question being taunted here is what will a driver do when he is confronted with a big gully, crater or pothole and another vehicle trying to hit his vehicle. Should the driver jump inside the pothole or should he use his horn to wade off the intruding driver. Also, what is a driver expected to do when a pedestrian that is supposed to use a pedestrian bridge or walk path that is not provided suddenly dashes in front of his speeding car; should the driver use the horn to warn him off the road or crush him? Again, what will a driver do when in a terrible traffic, a LATSMA official who is supposed to control traffic, is busy negotiating gratification or unnecessarily harassing the life of a motorist? Should the driver use his horn or watch the road messed up as a result of a supposed road traffic official whose job is to maintain free flow traffic but decided to be aggravating it? It is to be noted here that in the United Kingdom and other western countries, it is observed that less horns are used by motorists. So, it will not be our way to be in a bus and observe for an upward of several hours one will not hear a sound of a horn except on a very serious case that may be life-threatening. In such societies, good roads and traffic lights and signals are in place to make any motorist using his horn unnecessarily to look very stupid! Also, in such societies, an adequate, efficient and effective public transport system is in place that will make ordinary car owners to conveniently park their cars in the houses and enjoy a jolly good ride to and fro work or business on a daily basis with public means of transport. There, you see functional and efficient metropolitan buses that operate almost on a 24-hour basis that commuters can never be stranded in any part of the city at any point in time. Not like what we have in LAG and BRT buses that are descript, dirty, lacking in timeliness and generally disorganised. Added to effective public bus system is the availability of an efficient rail system that comes in the form of normal train services, mono rail and underground tubes. These are massive transport devices that move thousands if not millions of citizens from one point in the city to another without much hassles thereby decongesting the road and making less use of horns by the motorists. The same sane societies also operate an efficient waterway system that has state of the art boats, ferries that convey their people to their various destinations in comfort that will make their usage of their vehicles less attractive. http://www.punchng.com/opinion/thoughts-on-lagos-horn-free-day/ |
