It's correct..it must be with you and the biometrics sticker is placed on the photo passport including ur consent form given to you there..is part of wat u gonna submit once u receive PPR!

In my opinion, I think decision has been made long before passport request. There is a lag between decision Point and PPR. Once your application pass some stage(s), you are good.
I know of a guy who did his biometric again before old one expired. His application was denied for conflicting biometric ( biometric related issue - i think) and also new visa approval or rejection may not have effect if stage relating to it has passed.
Whatever is it, approval is the main thing.

In late 2023, I submitted applications for my relatives.

Applicant1 - Application submitted November 29, biometrics enrollment date was December 5, 2023.

Applicant2 - Application submitted December 16 for she and her daughter. Biometrics on file.

Applicant3 - Application submitted on December 22. Biometrics on file.

I saw this morning that PPR message came in for applicant number 3 yesterday April 24.

Congratulations.. applicant 3 that's December 24 application ..is it a first time traveller ..it seems so faster!

Yes, they're in November already. Btw, my tech who helped submit my passport for onward doapatch to the ircc for stamping 2 months ago was able to also submit his own today at the vfs, manor house. He said the crowd he saw today of those submitting passport for stamping almost tripled those seen a couple of months back when he submitted mine.

Invariably, those who applied in the last quarter of the year was much, which could have been the reason some applications are taking longer than anticipated. In the end, i pray it ends in joy. The turnout also suggests to me that IRCC dey issue plenti visa daily contrary to the opinion of some.
