Africa to pilot world's first malaria vaccine. Programs beginning next year in Ghana, Malawi and Kenya will test the vaccine's effectiveness in children. The trial was announced ahead of World Malaria Day. A pilot program testing the first ever malaria vaccine will begin in Africa in 2018, the World Health Organization has said. Children and babies in high-risk areas in Ghana, Kenya and Malawi will receive the RTS,S vaccine, which is also known as Mosquirix. "Information gathered in the pilot will help us make decisions on the wider use of the vaccine," Matshidiso Moeti, the WHO's African regional director, said. "Combined with existing malaria interventions, such a vaccine would have the potential to save tens of thousands of lives in Africa. RTS,S is an injectable vaccine administered in four doses. It aims to trigger the body's own immune system to defend against malaria caused by Plasmodium falciparum - the most deadly species of the malaria parasite, which is the most prevalent in Africa. Large clinical trials in seven African countries between 2009 and 2014 showed that the vaccine helped protect children and infants from clinical malaria for at least three years after first vaccination. According to the WHO's World Malaria Report, published at the end of last year, the number of cases of malaria worldwide decreased by 21 percent between 2010 and 2015. However, Pedro Alonso, the director of the WHO's Global Malaria Program, explains that there is a long way to go in tackling the disease: "It still takes the lives of over 400,000 people every year - mostly African children." In fact, 90 percent of malaria cases and 92 percent of malaria deaths occur in Africa. The long lifespan of mosquitoes in Africa, as well as their tendency to bite humans, is thought to be one of the main reasons for the high prevalence of malaria in Africa. By the year 2020, the WHO wants to see malaria incidence and mortality reduced by 40 percent and the disease eliminated completely in at least 10 countries. Seven countries, including Morocco, the United Arab Emirates and the Maldives, have been certified by the WHO Director-General as having eliminated malaria in recent years. But, as Alonso explains, preventative measures are not reaching everyone. "It's about having the health systems that can get those commodities to all those that need them," he says. "It's about the financial resources to ensure that happens, and it's about the political commitment. "We are very encouraged by the political commitment and leadership we see in the affected countries themselves. But the fight against malaria is going to be a long and hard one." |

- Obong Victor Attah calls on Nigeria o return to fiscal federalism - He said the centre should not be in control of all the resourced - The former governor warned that this might lead to a break-up Former governor of Akwa Ibom, Obong Victor Attah has declared Nigeria risks breaking-up if the country does not return to fiscal federalism. There has been call for the country to be restructured while Biafran agitators have called for an outright disintegration. In an interview with Vanguard; the former governor highlighted the need for the country to take this direction. Attah said each region should be allowed to control its resources and remit 50 per cent of what is made to the centre. He said: “I believe we have succeeded because it was not a solo effort. I led the movement because I was convinced of the need for it and, today it is taking a new dimension called restructuring. “People are now talking about accepting the need for fiscal federalism and marrying it with the idea of restructuring and so on. So, thank God we have moved from one point and, we will soon get to another and I agree with those people who say that, unless we go back to fiscal federalism, Nigeria will break. “You know there is a formula but the important thing is to create the situation that we always had before. Contribute 50 percent of what you have to the center and use the remaining 50 percent to develop yourself; even what you contribute to the center, some of it is coming back to you. That was the basis of the agreement for staying together and forming Nigeria. So, if we destroy the basis of our agreement, then the consequence of what we agreed should also disappear. “That is Nigeria and, unfortunately, I am speaking like this because I believe passionately in the need and I believe that eventually all the government that should make it happen will make it happen; that there would be fiscal federalism. The South East Governors’ Forum has set up a 10 member committee to fashion out ways to integrate and boost economy of the zone. The Chairman of the forum, Gov. Dave Umahi of Ebonyi, disclosed this to newsmen in Enugu on Sunday at the end of its meeting. Umahi said that the committee made up of two representatives each from the five states of Abia, Anambra, Ebonyi, Enugu and Imo states in the zone, would present its report at the next meeting of the forum. “We have mandated the committee to meet and fashion out road map towards our economic integration. “This, the committee will do in coming weeks and present our economic indices and development route in our next meeting. “We equally agreed to meet with all stakeholders in the zone to discuss and address all issues of interest to our people,” he said. He said that the activities of the Indigenous Peoples of Biafra (IPOB), Movement for the Actualization of the Sovereign State of Biafra (MASSOB) and others were also discussed. “We discussed the issue of IPOB, MASSOB, Nnamdi Kanu’s detention, ecological problems of South East and various water dams that have been abandoned in the zone. “Other challenges such as power, security and other very many concerns of our people were also discussed and we agreed to immediately meet with the various and appropriate authorities to address them,” he said. Umahi said that the governors were committed to addressing the challenges and had already initiated action on them. He said that the meeting was so crucial that they agreed to attend in persons instead of sending representations. “To underscore the importance of this meeting, we decided to attend in our capacities as governors,” he said. The chairman said that the secretariat of the forum in Enugu had become fully functional adding that the governors could be contacted through the secretariat at the government house in Enugu. The News Agency of Nigeria (NAN) reports that all the governors in the zone except Gov. Okezie Ikpeazu of Abia, could not attend because of delayed flight from Lagos. Electricity Generation Companies (GenCos) says they have not been paid for their services by the Nigeria Electricity Bulk Trader in the last three months and as a result are ready to grind everything to a halt. A source also told Vanguard that: “GenCos have not been paid a dime since the beginning of this year. Our invoices for power delivered in January, February and March have not been settled. The situation is very terrible and has become unbearable. “To produce power, deliver to the grid and without payment has been our experience since the beginning of 2017 and we are grinding to a halt. We just can’t continue like this.” NAIJ.com however learnt that the presidency was aware of the development the GenCos had written the National Security Adviser on the implications of their shutting down and that even after meeting with the NSA, the situation largely remained unchanged. The source further revealed that he is being owed N57 billion from an accumulated arrears since 2013 while insisting that the last time the company was paid for its services was in December 2016 when it got N1.6 out of a N5.4 billion invoice for that month. However, when contacted, Henrietta Ighomrore, the spokesperson for the NEBT said GenCos are paid for electricity generated and put on the grid based on money collected from the Distribution Companies (DisCos), explaining that her organization does not keep such funds once paid by DisCos. She insited that DisCos paid for the electricity they received in the month of January only last week and that arrangements were on to pay the GenCos shortly. Meanwhile, a Nigerian engineer, Obayagbona Emmanuel Imafidon, has revealed that he has invented a power-generating device that can solve the problem power outage in the country. In an interview with Guardian, the graduate of Electrical Engineering from the Institute of Management and Technology in Enugu said he could generate power from thunder lightning and that he has been working on it since 2006.
