Apply earlier, should in case you are denied, you will have enough time to appeal the decision. My opinion though

If you want your application to be processed by IRCC via the NSE route, IELTS is one of the requirements

If you want your application to be processed by IRCC via the Normal/Regular route, you don't need IELTS

You won't have to pay the biometrics fee again.
The visa processing fee should be 150CAD (excluding biometrics fee).

What is motivation letters? Are u referring to SOP/LOE?

its actually a kind of letter you write stating why you are applying for a particular course in school outside nigeria.. its actually unrelated to canada travel but i feel i will find people that are good at these .. i have actually written it i just need someone to proof read it for me.
