I think you got it wrong here. Those boys may not be directly responsible for most of the crimes in that region but they grow up to become ready and willing tools for crime in the future. And that's where the danger is.

You are absolutely correct. The first priority right now should be how stop the rapid manufacture of almajiris at a geometric rate. Thereafter, we can then think about taking away the ones on the street and rehabilitating them.
Hadeaks: A lot of students had issues with the last Jamb exam. There were quite a number of complaints about inadequate writing materials, issues with the computers and CBT centres and so on.
It seems Jamb and Professor Oloyede are more focused on the accolades that come from remitting excess funds to the government's coffers to the detriment of improving the exam process for the students. If over seventy percent of students who wrote the exam across the country failed, then Jamb should take a long hard look at itself.
I disagree with you on your last sentence. I believe the duty of JAMB is to conduct exams and not to teach students. I believe the the teachers responsible for teaching these students as well as the government are the ones who should take a hard look at themselves.

No country in the world likes to go to the IMF and ask for help. None.
In the 1970's, Britain borrowed from the IMF and paid it off within 2years. I think Ireland too approached the IMF in the late 2000's and paid it off within 2 years. No country likes the IMF dictating to them. They wanted to get the IMF off their backs and that's why they were quick to pay off the loans.
The IMF is run by technocrats and not politicians. They are straight talking and say it as it is. They are not politicians who tell the populace what they want to hear.

So as you can see from the above, the excess crude account was created during the era of Obasanjo administration. it is a brilliant idea as it seeks to save funds in excess of the official benchmark of oil price.
