By Festus Akanbi A new regime in mobile telecommunications in Nigeria is set to unfold soon as the Nigerian Communications Commission is expected to announce the nation’s mobile phone number portability service provider. Industry sources conversant with the bid conducted by NCC to appoint a service provider for number portability, have revealed that a consortium comprising US-based Telcordia Technologies and Interconnect Clearinghouse Nigeria (ICN) is likely to be announced by the industry regulator soon. Telcordia is the chief architect of the telecommunications system in the US, and has pioneered many of the telecommunications services used today, including caller ID, call waiting, mobile number portability and toll-free telephone number service. It was also appointed the service provider for number portability in South Africa when the service was launched in the country a few years ago. ICN, on the other hand, is a licensed interconnect exchange operator which was established over five years ago by the husband of the Minister of Petroleum Resources and former Chief of Naval Staff, Rear Admiral Alison Madueke (rtd), and other shareholders, to provide accurate billing of interconnect traffic for telecom operators in Nigeria. In a recent interview with Technology Times in Abuja, NCC Executive Vice Chairman, Dr Eugene Juwah, revealed that the telecoms regulator had selected a company from those who bid for the service to enable mobile phone users change service providers while still keeping their unique numbers. He, however, declined to disclose the identity of the company that will be licensed for the “Mobile Number Portability Administration Service”. The ability of mobile phone users to port their phone numbers from one operator to the other, will mark a major milestones in the industry and will engender competition in Nigeria’s telecoms sector of over 90 million active subscribers. It was also enable new entrants and smaller operators gain market share. The service will also be available to fixed line users after the successful execution of the project for mobile phone users. In the interview, Juwah had said NCC was delaying the announcement of the winner because some of the details of the porting arrangement "are being worked out." The telecoms regulator had recently shortlisted four companies, including Telcordia, among those bidding for Nigeria's mobile number portability operator licence. Apart from Telcordia, three others that were considered for the licence include Interconnect Clearinghouse Nigeria, Wagatel and TeleTeck. But the four companies were later to forge alliances into two consortia with Telcordia and ICN pushing a joint bid against the Wagatel-TeleTeck team. This was done in an apparent deference to NCC’s preference to issue the mobile number portability administration service to companies, which may have provided similar services “in other jurisdictions”, but must have a partnership with a Nigerian company. The two consortia presented their proposed service offerings, solutions and terms at a recent briefing held at the NCC corporate headquarters in Abuja where they made presentations to key decision makers in the telecoms industry, the regulatory agency and other stakeholders, in what marked the final phase of consultations and evaluations preceding the eventual grant of the number porting licence to one of the two bidding consortia. According to the bid documents issued to the bidding consortia, NCC plans to implement number porting in response to service quality challenges and also step up competition in the telecoms sector. Juwah, during the interview, said: "I am happy to tell you that we have now selected a service provider for the number portability. Don't ask me who it is but I can tell you we have selected the company and in the right time, we will announce it." Before the eventual selection, NCC held consultations with telecoms operators and stakeholders and also evaluated proposals and solutions proffered by the bidders for mobile number porting in which phone users will keep their mobile numbers when they change service providers. Under the plan, the number porting service is expected to commence after the completion of the ongoing nationwide mobile phone registration that ends September 28. The number porting service will be available to only registered phone users as NCC has directed network operators to disconnect unregistered lines at the end of the mobile phone registration exercise. “The registration is expected to be completed by September 28, 2011. After this period, all unregistered SIM cards will be disconnected from the networks,” the NCC had earlier announced. Juwah said under the terms of the selection deal, network operators, rather than mobile phone users, would pay for number porting by their subscribers, adding that finer details of the licence are currently being worked out among all stakeholders. Asked if the operators will not transfer the cost to their subscribers, he said: "Well, not directly. At least, they cannot say because you transferred your phone number, this is the cost. As far as we are concerned, the cost of transfer of porting to a subscriber is free. It is zero." He said even if the licence is issued to a Nigerian company, part of the licence term is that the partnership forged during the licence bids must be retained. According to him: "It is not really a consortium but a partnership which must go on in the operations. It will be part of the agreement that these partners that came from day one in competition for this licence must be retained during the operations. So it is a partnership rather than a consortium." He said the decision is informed by the need to guard against a situation in which the partnership is severed once the licence is issued to the successful company. NCC had earlier said SIM registration would precede number portability not only to generate a database of phone users but also to assist security agencies in resolving crimes and by extension to enhance the security of the state; facilitate the collation of data by NCC about phone usage in Nigeria and enable operators to have a predictable profile about the users on their networks; and effectively implement other value added services like number portability, among others. By Tokunbo Adedoja One of the United States diplomatic cables released by internet whistle-blower, WikiLeaks, has revealed that US government suspected that former National Security Adviser (NSA), Major General Abdullahi Seriki Mukhtar, had links with extremists. The cable, dated December 31, 2008, originated from its Consulate in Lagos and was authored by Ambassador Robin Renee Sanders. Mukhtar, who was NSA to late President Umaru Musa Yar'Adua, was described by Sanders as “a closet extremist we need to watch”. Narrating a December 22, 2008 encounter she had with Mukhtar to discuss a range of issues, including internecine violence in Jos, she said: “Mukhtar, known as a hawk, should also be known now as a racist and anti-Semite." She said that though they knew that Mukhtar holds a less than favourable opinion about the US, during her encounter with him, he presented an “even more worrisome personality as he provided more insight into his thinking”. She characterised his thinking as not only “racist, anti-Islamic (apparently she meant anti-Semitic) and disparaging of official US persons, but radical and fundamentalist”. She said: “This should give us grave concern in his position asYar’Adua's National Security Advisor, given his easy access to the President where the latter is hearing his strong opinions on the nature of our relationship.” According to her, “Post believes that we need to be extremely cautious in engaging with Muktar, especially in any official US-based meetings in which he may accompany Nigerian President Yar’Adua. His comments and views border on him being a radical fundamentalist as well as anti-US.” The envoy then sent a clear warning to her country: “Any USG meeting in which Mukhtar is present should be handled with extreme caution. He is extremely close to certain Arab and Russian elements, and we do not know at this time if those contacts are on the extremist end of the spectrum, but it sounded like it in this meeting with the Ambassador as she listened to some of his dialogue regarding his discussions with both certain Arab nations and Russians on USG policy. “He is someone we need to monitor and be careful with regarding any conversation with him, and any access to senior USG officials, particularly in Washington in any meeting he might attend with President Yar’Adua. “His anti-Semitic comments about certain members of the in-coming administration need to be taken seriously and we need to limit Mukhtar's access to senior USG officials in Washington for the time being.” Describing his view of the world as "bizarre" and "disconcerting", Sanders said Mukhtar's “perception is that the USG's goal was to eliminate Islam, like it did with communism”. Sanders stated in the cable that she clearly told him that not only was this not true, but it did not make sense. The US official said she pointed out the range of her country's efforts that debunk this perception, and highlighted not only what the US Mission in Nigeria was doing, but her government's overall efforts to help build better relations in this area. She also said she “directly asked him then whether this 'perception'that he was stating was also his personal view; Mukhtar refused to answer”. In the cable, the US envoy said Mukhtar also provided insights into the Jos crises. She noted that the former NSA said he and other Federal Government officials warned Plateau State Governor Jonah Jang not to hold the Jos North Local Government Area election in the manner he did. She noted that Mukhtar said not heeding the advice resulted in the violence that erupted. Sanders also said that the former NSA told her that Chadians and Nigeriens participated in the violence, but that they were long-time residents of the area and not recent arrivals. According to Sanders, Mukhtar said: “There were eight Chadian students who were attending the University of Jos who participated in the fighting once it started, while the Nigeriens have been informal workers in the area for decades," but added, "there was no evidence they had initiated the violence." The US envoy said Mukhtar told her that he wanted to find a way for Jang to be removed, or to call for another election that would see him defeated. Mukhtar was appointed NSA by former President Olusegun Obasanjo in 2006, when Gen. Aliyu Gusau, Mukhtar’s predecessor, resigned to participate in the 2007 presidential election. Late President Yar’Adua, on assumption of office in May 2007, retained Mukhtar, who eventually got replaced by President Goodluck Jonathan when the latter appointed Gen. Andy Whitfield, the British star of US TV drama Spartacus: Blood and Sand, has died at the age of 39. Whitfield died on Sunday in Sydney, Australia, 18 months after being diagnosed with non-Hodgkin lymphoma, his family and manager said. His wife, Vashti, described him as “our beautiful young warrior”. Whitfield was born in Wales and moved to Australia in 1999. Actor Liam McIntyre took over Whitfield’s role in the TV series when he became ill. “On a beautiful sunny Sydney spring morning, surrounded by his family, in the arms of his loving wife, our beautiful young warrior Andy Whitfield lost his 18-month battle with lymphoma cancer,” his wife said in a statement. ‘Courage and strength’ “He passed peacefully surrounded by love. Whitfield played the title role in all 13 episodes of the first series, screened in 2010, and was about to shoot the second series when he was diagnosed with cancer. In an interview with the Deadline Hollywood website last year, Whitfield said having cancer had taught him some important lessons. “After the initial shock – I was a healthy young man and had no idea this could happen – it was frustrating that the first season was ending on such a high note.” But he added he then found “time to heal, figure things out and spend time with my family. Oritsejafor Restates Stance On Islamic Banking . Saturday, 10 September 2011 00:00 From Joke Akanmu, Abuja News - National . THE president of Christian Association of Nigeria (CAN), Pastor Ayo Oritsejafor, has again cautioned Central Bank of Nigeria (CBN) Governor Sanusi Lamido Sanusi, on his role in the establishment of Islamic Banking system in the country. Speaking with journalists yesterday in Abuja, Oritsejafor who is also the president of the Pentecostal Fellowship of Nigeria (PFN), said the CBN governor has no business spearheading the Islamic Banking system in the country. He also urged firmer government action against the extremist Boko Haram Islamic sect. He berated Sanusi for spreading the notion that non-interest banking was synonymous with the Islamic religion. The cleric insisted there were more than two recognised models of non-interest banking. He, however, called for uniform guidelines for all non-interest banking systems seeking licence from the CBN. The CAN president also alleged that Sanusi was promoting Islamic banking with public funds, which according to him, is beyond the CBN governor’s constitutional limits. He challenged the CBN governor to give account of funds spent on Islamic banking to Nigerians and return such money to public treasury. He also called on the CBN to announce uniform guidelines for licensing non-interest banking system, as it is done in the educational sector, so as to avoid discrimination in the nation’s financial sector. His words: “There has to be one uniform guideline for all non-interest banking. You cannot have one separate guideline for Islamic banking and another set of guideline for all others. That is wrong and discriminatory and totally unacceptable to us. “In the educational sector, there is only one set of guideline to start any kind of school and if you meet the condition, they will give you the licence. We are saying in Nigeria, everyone should be treated as equal.” On Boko Haram terrorism, Oritsejafor said government should bring to book the sponsors of the sect. He stated: “We know that government knows the sponsors of this Islamic sect, but are only treating them with kids gloves. Government needs to act forcefully and decisively because Boko Haram is out to Islamise the country and that is the reason why the government needs to act fast”. The Christian leader also noted that if appropriate measures were not taken to stem the tide of violence in Jos and its environs, it might snowball into a crisis that might not be easily handled. EFCC denies recovering $13.5m from Jonathan’s wife By Yusuf Alli 10 hours 57 minutes ago The Chairman of the Economic and Financial Crimes Commission (EFCC), Mrs. Farida Waziri, yesterday said the commission did not recover $13.5million slush funds from the First Lady, Mrs. Patience Jonathan. She also said the commission had not witch-hunted anyone or group in the last three years. Mrs Waziri made the clarifications when she addressed members of the Women Empowering and Enriching Lives (WEEL) in Abuja. The EFCC chairman said the agency was not investigating Mrs Jonathan for any financial crime. Mrs Waziri said: “This even provides me an opportunity to respond to several enquiries I have been getting on an alleged pending case against Mrs. Jonathan. Let me state clearly that the commission will not allow itself to be used to drag innocent people’s names into crimes, cases or allegations they know nothing about. “In this particular case, I have read my predecessor say in interviews in September, last year, that Mrs. Jonathan was not in any way involved in any case of money laundering investigated by the EFCC under him. I have thereafter checked our records and cannot find any case of money laundering against Mrs. Jonathan or the President. So, each time I get an enquiry or read about this, I often wonder where this is coming from. “If the person said to have investigated her for money laundering had, as far back as September, last year, disclaimed this, I wonder why people still refer to it. “As I said, the commission does not have any account or record where $13.5 million was recovered from Mrs. Jonathan in 2006. I don’t have the details of the account where it was put and it was not documented. If there was a case against the First Lady, it should have been documented. There is no such record in the commission. “But in the case of the controversial $15million bribe offered the former Chairman of the EFCC, Mallam Nuhu Ribadu, by former (Delta State) Governor James Ibori, I met the records and the money is still with the Central Bank of Nigeria (CBN). “We should learn to separate the truth from blackmail. Our society can only thrive on justice and fair play if we uphold the right values and shun the politics of pulling innocent people down.” Promising that the commission under her operates within the law, the EFCC chairman said: “I am equally glad to note that women in authority are reputable for maintaining high standards and playing by the rules. This is why only the mischievous would say the EFCC under my leadership witch-hunts or drags people’s names through the mud or violates rule of law in our operations. “I am proud to say that in the last three years, we have done much more and achieved great feats without operating outside the ambit of the law. “For us in the EFCC, we will continue to promote the right values, focus on our mandate and abstain from tendencies that will not help the cause for a better society. “This we cannot do alone, and that is why we continue to enlist as many patriotic citizens and groups, like yours, to join in our crusade for good governance through a vigorous and masses-driven fight against economic crimes, including corruption.” She praised the WEEL for promoting women’s cause. [size=13pt]Terrorism here to stay, says Azazi, NSA[/size] On September 7, 2011 · National Security Adviser, Gen. Andrew Owoye Azazi said yesterday that the nation’s security outfits were caught unawares by the new dimension introduced by Boko Haram sect, declaring that terrorism has come to stay. Gen. Azazi who briefed an emergency meeting of the National Council of State yesterday, attributed the inability of the government to arrest rising spate of terrorist acts to lack of preparedness on the part of security operatives, despite the fact that the activities of the sect started in Nigeria over 15 years ago. He warned that unless adequate arrangements were put in place in terms of training and retraining of security operatives on modern security management that is technology based, and provision of modern equipment, there might not be an end to the growing insecurity across the country, saying that [size=13pt]“terrorism has come to stay”[/size]. The NCS meeting which was presided over by President Goodluck Jonathan, had in attendance three former Heads of State including Alhaji Shehu Shagari, President Olusegun Obasanjo and General Abubakar Abdulsalami; the Senate President, Speaker of House of Representatives, Attorney-General of the Federation, serving and former Chief Justices of the Nigeria; the 36 governors and the Minister of the Federal Capital Territory, FCT. The NSA who was accompanied by the governors of Benue, Hon. Gabriel Suswan, Jigawa, Alhaji Sule Lamido, and that of Cross River, Senator Lyel Imoke, briefed State House Correspondents at the end of the session which lasted for over six hours, at the Council Chambers of the Presidential Villa.
