Nigeria protests killing of its nationals in Libya By Yusuf Alli 8 hours 41 minutes ago Nigeria is protesting to Libya’s Transitional National Council (TNC), Britain and France the killing of its nationals in the troubled North African country. Minister of Foreign Affairs Amb. Olugbenga Ashiru abandoned a church service yesterday to take distress calls of Nigerians in Libya, including their co-ordinator, Mr. Daramola Siji. Nigerians are being attacked in Tripoli, Benghazi, Gath, Agadez and Sirte, the hometown of the embattled Libyan leader, Muammar Gaddafi, whose 42-year grip on power has been removed by a six-month insurgency. A source said: “Unharmed Nigerians are being killed in tens for no just cause. In some instances, they rape Nigerian women before shooting them to death. “Yet, this is the same TNC that the Federal Government is backing in Libya. The blacks are not involved in Libyan crisis; they do not deserve this massacre.” In one of the distress notes sent to the Presidency and the Minister of Foreign Affairs, Siji, who is from Emure-Ekiti, said: “We cannot go out of our homes, my wife and children. We will certainly be shot. We don’t have food and we lack everything. “We can save lives. I am calling on AU to act and save African families boxed in troubled Libya and if anyone could reach out to the Nigerian government to stop the killing of Nigerians by the former rebels who are now the new leaders in Libya, it will be better.” In a telephone chat with our correspondent, Siji gave details of how Nigerians have become the targets of the rebels. He added: “The truth is that when Gaddafi was in office, he had sympathy for black Africans and many have even settled in Libya. “In fact, there is a city in Southern Libya called Suyima that is mostly populated by Nigerians, especially the Hausa. The city shares borders with Algeria and Niger. “But due to Gaddafi’s sympathy for the blacks, the rebels assumed that the blacks will naturally do everything to protect Gaddafi. So, they decided to kill any black man on sight. “Nigerians have been the butt of the attacks on the blacks because the rebels could hardly differentiate them from Ghanaians, Malians, Nigerians, Burkinabes, Senegalese and Gambians. “They are really killing many Nigerians and this is just unfortunate.” The Nation learnt that Amb. Ashiru was moved into action after getting the distress call yesterday. He shelved a church service to attend to the calls. A government source said: “Apart from talking to Siji directly, the Minister also reached out to the TNC, Britain and France on the need to stop the killing of black migrant workers, especially Nigerians. “For about five hours yesterday, the Minister was talking to the TNC leaders, Britain and France on why the genocide must stop. “The Federal Government has pleaded with Britain and France to prevail on the TNC leaders to ask their foot soldiers to end the massacre of blacks in Libya. “I think immediate action has been taken and there will be respite for not only Nigerians, but all the blacks in Libya. “The government has also asked the TNC to liaise with Siji, who will now serve as a coordinator or Liaison Officer on how to protect the blacks, especially Nigerians. “Also, the Nigerian Ambassador to Ethiopia has been asked to relate with the Nigerian community in the Libyan cities. The Ambassador will also work directly with the TNC. “The Ambassador is also expected to send hourly situation reports to the Ministry of Foreign Affairs where a desk has been opened to monitor TNC’s attitude to blacks, especially Nigerians, in Libya.” This is the second time in the last four days that the Federal Government has protested to its TNC ally in Libya over the massacre of black migrant workers. The Minister said Thursday: “The Government of the Federal Republic of Nigeria wishes to note with concern reports of incessant abuse of helpless civilians in Libya by some unscrupulous elements who continue to take undue advantage of the ongoing crisis in that country, particularly to carry out attacks on Black migrant workers and other Black Africans stranded in Libya arising from crisis in that country. “Regrettably, these reports revealed outright killings, rape and extortion of money from these helpless Africans who have taken refuge in camps as well as those in detention and incarceration. “This development is a deviation from the overall expressed desire of the TNC, the African Union and indeed the United Nations for the restoration of democracy and good governance in Libya. “These extra-judicial killings certainly run contrary to Nigeria’s call for the leadership of the TNC to be magnanimous in victory and can only stand in the way of peace building, early reconciliation and reconstruction in Libya. “While confirming that the concern of the Nigerian government on this reported development has accordingly been brought to the urgent attention of the representative of the TNC, the government seizes this opportunity to call on the leadership of the TNC to immediately take steps to check the excesses of these unscrupulous elements in Libya in order to pave the way for the restoration of genuine democracy and true reconciliation for all Libyans. “Nigeria reiterates its support not only for the yearnings for political freedom by the Libyan people, but also in the ability of the leadership of the TNC to restore order in the Libyan society at the shortest possible time. “Government believes that the immediate task for the enthronement of democracy, rule of law, political and socio-economic reconstruction and development in Libya should be carried out without hindrance.” Images of black Africans camping near the port in Tripoli, the Libyan capital, were shown on Sky News yesterday. Gunmen kill father, mother and six children on SEPTEMBER 4, 2011 · in NEWS JOS (AFP) – Unknown gunmen stormed a mainly Christian-dominated Jos community overnight and hacked eight members of a family to death in the latest violence to hit the region, officials said Sunday. Plateau State Information commissioner Yiljap Abraham, who took reporters to the residence of the victims in Tatu, north of the administrative capital Abuja, regretted the rising spate of sectarian killings in the state. The victims were a father, mother and their six children, he said. The killings happened just as an explosive device was found in a market area in the volatile state’s Riyom district early Sunday. An old man was said to have spotted the explosive device at the market square and took it to his room thinking that he had found something valuable. A military officer, Sergeant Willford Egwu, who showed journalists the device said that it could have exploded but for a weak battery. Jos, the state capital, and the surrounding area have been hit by waves of violence between Christian and Muslim ethnic groups that have left hundreds dead in recent years. Following this, President Goodluck Jonathan has given an express order to security agencies to go after these terrorists and their sponsors, staing that they were testing his resolve to deal decisively with them. Speaking, in Abuja, yesterday, while launching the new national driver’s license and number plates, facilitated by the Federal Road Safety Commission (FRSC), Jonathan expressed regrets that since October 1, 2010, terrorists group have consistently detonated bombs in parts of the country and inflicted the nation and its citizens with undeserved and untold sufferings, pains and sorrows. He said he was provoked by the last week Friday’s bombing of the United Nations House in Abuja, and has, therefore, resolved to place the terrorists and their sponsors where they belong. Consequent upon this, Jonathan said he had already mapped out strategies and was turning the edge of his sword to crush all those who have sworn to destabilise and divide the nation under his leadership. Said Jonathan: “Today’s launch has acquired greatest significance, following last Friday’s unprovoked attack, which led to the loss of lives and has left, in history, gory images for the threat terrorism now poses to the peace and security of our nation and the safety of our citizens. Since the last bombing and the October1, 2010, I had directed the hastening of efforts to build a credible database of drivers and vehicles in order to improve public safety. The importance of this project is reaffirmed by the consistence use of vehicles in the conduct of the recent bombing episodes. “Let me use this occasion to reassure Nigerians and members of the international communities that we now have strong links as to those involved in this terror war on Nigeria and Nigerians. I have directed security operatives to go after them, no matter where they may be hiding. Also, I am using this opportunity to warn that those who choose to hide under our new freedom to perpetrate evil against our people shall have no hiding place. Jonathan urged that everyone must stand together against terror in its destructive manifestations. “We are in touch with all international agencies involved in the global war against terror. We will work in tandem with all organisations and partners towards a timely and eventual contending and defeat of terror and their sponsors in our land,” the President stated. Expressing joy at the new and standard driver’s licence and number plates, he said these marked the beginning of a new era, as these would not only restore the integrity of the driver’s licence but also provide the nation with a credible database of drivers and vehicles. The president directed the immediate implementation of the driving school standardisation programme, where only accredited driving schools must sponsor all fresh applicants for driver’s license, ordering also for a new regulatory regime of mandatory test and continuous driver’s training for commercial drivers. He assured the FRSC of total support in ensuring that enforcement of road traffic rules, “does not exempt or accord any undue respect to positions, ranks and status of any selected group of road users. I will, therefore, like to see greater enforcement on indiscriminate use of siren by unauthourised persons on our roads and removal of tankers and trailers that are indiscriminately parked, to obstruct the roads. The corps marshal and chief executive should come out with action plans in conjunction with other stakeholders by ensuring that adequate parks are provided for trailers and tankers on our highways nationwide.” President Jonathan promised that government would continue to support the FRSC in its quest to sustain the decline in road crashes and injuries in order to achieve the objective of the Accra declaration of reducing road crash fatalities by 50 per cent by 2015 and also, the UN decade of action on road safety 2011 to 2020, which hopes to make Nigeria’s roads to rank among the world’s 20 safest roads by the year 2020. UN House blast: We’ll capture Mamman Nur –Abolurin, Civil Defence chief From ADETUTU FOLASADE-KOYI, UBONG UKPONG, LAMBERT TYEM, Abuja, OLUWOLE ROTIMI, BIMBOLA OYESOLA and TAJUDEEN ADIGUN, Lagos Friday September 02, 2011 Encouraged by its recent empowerment to carry weapons, the Nigerian Security and Civil Defence Corps (NSCDC) yesterday offered to smoke out alleged mastermind of last Friday’s United Nations House bombing, Mamman Nur, Nur is said to be third-in-command of Boko Haram, which claimed responsibility for the bombing of UN House, Abuja. He was declared wanted by the Federal Government on Wednesday for his alleged role in the attack, which claimed 23 lives and scores of UN staff and others severally injured. By Press time, 14 critically wounded victims have been flown to South Africa. Reacting to the UN House bombing, security is being beefed up at more public places in the country just as a military peace-keeping outfit in Adamawa State killed two suspected members of Boko Haram. In his response to last Friday’s attack on the UN building, Commandant-General (CG) of NSCDC, Dr. Ade Abolurin, told reporters in Abuja yesterday that it was imperative for the Corps to re-strategise its operations in a bid to arrest Nur. He spoke to reporters after a security meeting with his officers. Abolurin said that following the recurrent terrorists’ attacks and the subsequent declaring of Nur wanted, the Corps was giving another look into its intelligence unit and would deploy all its arsenals into every nook and cranny of the country in a bid to smoke out all those declared wanted over terrorism. As an agent of government in charge of security, he said the NSCDC would not fold its arms at a time like this, but was collaborating with all other agencies of government whose duty is to protect lives and property . Abolurin, who said that he could not picture how Nigerians started carrying arms against the state and the people in such manner, noted that terrorism was imported into the country in view of the suspects’ foreign links to groups like Al-Qaeda and Somali’s Shebab fighters, amongst others. “Intelligent gathering, how do you operate, we work on any information made available to us and bring it to a close. Intelligence is part of why we have come here, to re-strategize. We want to map out our own modus operandi. Nigerians should be rest assured that government is at work and that agencies of government including the Nigerian Security and Civil Defence Corps are now more proactive and are ready to ensure the safety and protection of persons and property. “Be rest assured that government is not sleeping and government is also ensuring that agencies of government are living up to expectation. You can see the need for us to meet, the need for us to talk to ourselves, the need for us to re-strategize our operations. We will be ready to partner, and to collaborate with others”, the NSCDC CG stated. Just as the NSCDC was re-strategizing, men of ‘Operation Tsaro’, the military outfit maintaining peace in Adamawa State, on Thursday in Song, killed two motorcyclists suspected to be Boko Haram members. “One of the suspects was killed instantly while the other was injured,” Lt.-Col. Idachaba Idu, Public Relations Officer, 3 Armoured Division, Nigerian Army, Jos, said. According to him, the suspects were armed with an AK47 rifle and two magazines loaded with 17 rounds of 7.62 calibre ammunition.“The suspects tried to escape after firing a shot, but the soldiers from the 23 Brigade in Yola shot them down,” Idu said. Meanwhile, UN Resident Co-ordinator and UNDP Resident Representative in Nigeria, Mr. Daoudu Toure, yesterday gave a breakdown of the total victims of last Friday’s attack, saying that two bodies were yet to be identified. Mr. Toure said the bomb blast affected 130 workers in the building, 23 died and a total of 108 are being treated for injuries in hospitals within and outside Nigeria. Giving the breakdown to journalists during a visit to FCT Minister, Senator Bala Mohammed yesterday, Toure disclosed that 14 critically injured victims have been flown to South Africa for further treatment. “We are talking of 130 people that have been injured at various degrees or gravity. Those who required sophisticated treatment have been flown out to South Africa, which are 14 in number. The UN has assisted them. 108 of the victims are in hospital.” In the same vein, the minister also said that the FCTA is set to carry out an integrity test on the devastated UN office to ascertain the state of the entire structure. The structure, according to FCTA, may no longer be trusted due to vibrations that shook the building, leading to the collapse of some parts during the blast. He noted that the test would determine whether the whole structure will be demolished or only the affected part. The UN delegation that visited the minister to solicit for temporary office accommodation was given a promise of two weeks for a new accommodation. According to the minister, “we have discussed extensively with the Ministers of National Planning, Foreign Affairs and some of my other colleagues to make sure that we give you a temporary accommodation within the shortest possible time. “Pertaining to the securing of a permanent accommodation or ensuring that the building is rehabilitated, we will make sure we carry out an integrity test.“We will direct the Co-ordinator of the Abuja Metropolitan Management Agency (AMMA) to call Julius Berger to do the test so that we will advise government whether to rehabilitate the place or to demolish it and build anew. “I understand that the building was insured, but we will not wait for insurance alone. I have already directed the AMMA in conjunction with the Ministry of Foreign Affairs so that in the next one or two weeks, we can provide you a befitting temporary accommodation”, he stated. He stressed that while looking for the office accommodation, the integrity test, which will be carried out by Julius Berger Plc, will assist government to take appropriate steps in the reconstruction of the building. The minister also visited the National Hospital, Abuja to commiserate with the victims. He encouraged them to have faith and see what happened to them as sacrifice for peace and common good of humanity; promising that government would provide the best medical care to enable them recover speedily. The minister directed the Secretary of Health and Human Services, Dr. Onakomaiya Ademola to specifically attend to the additional and personal needs of the victims, particularly the cleaners and local security men, who are not on the employment of the UN. Meanwhile, Mr. Toure told reporters yesterday that the UN had not been informed of the arrest of two suspects the Federal Government is holding in Abuja. However, following the UN office bombing, the National Assembly has thrown a security ring round the Three Arms Zone. All entrances into the National Assembly were on Thursday cordoned off by a team of combined security agents. The security blanket was complemented by the National Assembly’s Sergeant-at-Arms. Unlike in the past when cars were usually screened by the Police anti-bomb unit, mounted strategically at the MOPOL unit located adjacent the Federal Secretariat before being cleared for onward entry into the Assembly, all cars were not allowed to go into the NASS complex yesterday. The entrance into the National Assembly was blocked from the Federal Secretariat end while all motorists were ordered to park at a designated place just before the last gate before going into the Assembly Complex. Visitors and staff were then confronted by gun-totting security agents who conducted thorough body checks before being allowed into the Complex on foot. For the lucky ones, who were allowed into the Complex, they were requested to produce valid National Assembly cards before they were allowed in. Failure to do so saw them being turned back, regardless of their mission in the complex. The Senate and House of Representatives are expected to resume plenary on September 13. Lagos State Government yesterday, strengthened security at the entrances leading to the offices of the governor and his deputy. Security officers turned back visitors without previous appointments with state government officials right from the gates. The directive, our correspondent learnt, was given by Governor Babatunde Fashola’s top security aides. The development led to the immediate construction of a barricade at the entrance and exit gate of the Deputy Governor’s Office. Police officers deployed to man the gates ensured that visitors and workers at the State Secretariat, Alausa, were barred from entering or exiting through the gates, except the Deputy Governor, Mrs. Adejoke Orelope-Adefulire and those directly working in her office. The state Deputy Commissioner of Police (Operations), Tunde Sobulo, was on ground at the secretariat to monitor the enforcement of the new restriction order as workers resumed from the two-day Eid-el-Fitri holidays. Speaking with our correspondent, a police officer attached to the Commander of the Lagos Rapid Response Squad, (RRS), Mr. Hakeem Odumosu, said the restriction order was a fallout of the decision reached at the state Security Council meeting. The officer, who craved not to be mentioned, said the order may not be unconnected with the wave of bombings across the country by Boko Haram , which was also sending signals of plans to bomb potential targets in the state. To ensure compliance, Sobulo and the RRS Commander, whose office is a few metres away from the barricaded gate, drove through another gate to get to his office. Meanwhile, Nigeria will from September 5 to 8 in Abuja, host experts on terrorism and economic crimes. They will deliberate on ‘National Development: the Challenges of Global Economic Crime’, which will be the focus of the eighth national seminar being organised by the Economic and Financial Crimes Commission (EFCC) in conjunction with other stakeholders. The seminar, according to a statement issued by EFCC’s spokesman, Femi Babafemi, will hold at the Training and Research Institute (TRI) of the EFCC, Karu, Abuja. The seminar will amongst others, assess the impact of corruption, money laundering and terrorism on national development; the use of international anti-corruption instruments in addressing bribery and corruption in the African business environment. It will also address the challenge of cyber crimes as well as provide a platform for practitioners to network and share experiences and best practices towards improved international cooperation in the fight against economic and financial crimes President Goodluck Jonathan, as the Special Guest of Honour, will host experts from the UK, USA, Indonesia, Botswana while the keynote address will be presented by Mrs. Ellen Johnson-Sirleaf, President, Republic of Liberia. A Port Harcourt-based lawyer, and social critic, Prince Gbogboade Akitoye, has condemned the deficiency in the nation’s security system. Akitoye, who spoke in Lagos, condemned the spate of attacks and loss of lives and property. He said that if the country had shown adequate commitment to the protection of the lives, cases of bomb explosions wouldn’t have occurred in the first place. “ It is sad and ridiculous that a country like Nigeria should be celebrating criminals by suggesting dialogue with them instead of smoking them out and prosecuting them as it is done in the civilised societies. It is the duty of security operatives to investigate and identify those behind the bombings, afterall, they are not spirits.” he said “It is foolhardy that some Nigerians are suggesting dialogue with Boko Haram, who are wasting human lives and property across the country when security agents have not thoroughly investigated to determine the real enemy they are facing,” he said. The Trade Union Congress of Nigeria (TUC) has challenged government to bring to book all Boko Haram members who bombed the UN building. TUC Secretary-General, Comrade John Kolawole, said the perpetrators must be brought to justice no matter what it would cost the nation, noting that the UN building blast has now taken a global dimension. “As it is, we submit, it must equally be tackled through a collective global action, especially among countries whose citizens were causalities of this condemnable act,” he said. The Congress said that the spate of bombings would not have gained grounds if the Nigeria Immigration Service (NIS) and other agencies of government charged with the monitoring of aliens’ movement, live up to their duties. Uwazurike alleges S-East CPs, military cmdrs’ membership of Boko Haram on SEPTEMBER 2, 2011 · in NEWS BY Tony Edike ENUGU – Leader of the Movement for the Actualization of the Sovereign State of Biafra, MASSOB, Chief Ralph Uwazurike, yesterday, accused Commissioners of Police and military commanders of northern origin serving in the South East zone of being members of Boko Haram. Uwazurike, who made the allegation moments after he and 280 members of his organisation were set free by an Enugu Magistrate court after eight days in detention for allegedly plotting to overthrow the governors of South East states, also said that the struggle for the actualization of Biafra would continue notwithstanding the intimidation and harassment from the Nigerian state. They were released by Magistrate Dennis Ekoh following the withdrawal of the charges of treasonable felony and acts capable of causing the breach of peace brought against them by the state. The case was struck out because the state government declined to continue with the prosecution. Answering questions from newsmen, Uwazurike said: “I can tell you that all the Commissioners of Police, military personnel here in South East are members of Boko Haram. ”All military personnel in the South East here, I have no exception, I can bet my life to it because I have more intelligence report than even Nigeria itself. They are members of Boko Haram including the Commissioner of Police in Enugu State. “I have evidence, let them challenge me then I will show you the evidence. Well, I can’t say everything but I know that they are members of the Boko Haram and I told them. My men told me that they were beaten up at the Military Cantonment in Anambra. I told them not to worry in future that Military Cantonment will be Biafran Military Cantonment.
