Since every part of nigeria does not have network coverage as observed by nass and ncc,they should be a middle ground.areas with sufficient network coverage can transmit electronically while areas with little or no network can continue with manual transmission but must adhere totally to card reader accreditation.

The nass must also try and amend section 49 of the electoral act 2010 amended that authorizes manual accreditation.manual must be deleted and replaced with electronic accreditation in order to make scr total.again,efforts must be made to provide network in a parts of the country....it seems this was the intendment of the senate
