A recent New York Times article on Axact, a Pakistani-based software company which made millions of dollars from its over 370 ‘University’ websites, by offering thousands of victims fake degrees in exchange for huge sums of money came as no surprise to many. The desperation to get a degree in Nigeria, and indeed in many parts of the world makes people easy prey for degree mills. No doubt, legitimacy accompanies quite a number of online learning platforms, but the reality of fake degrees thrives more on in the online space than anywhere else. In fact, according to the Vice Chancellor, Covenant University, Professor Charles Ayo, out of 900 foreign degrees presented during a recruitment exercise by the school, only 22 were legitimate. Here are some ways to recognize fake online schools before you lose a fortune: Accreditation Palaver The National Universities Commission is the body that governs and accredits all universities in Nigeria. For Polytechnics and Innovative enterprise institutions, that authority is given to the National Board for Technical Education. These organizations have websites that are easily accessible. The names of accredited institutions are listed on those sites. If the institution you’re considering is not accredited, that should raise a red flag. Even if the school claims to be foreign, be sure that its accreditation can be traced to the country of origin, and that such a country has a closely monitored, quality education system that can vouch for the institution. The money talk If the admission criteria consist entirely of possession of a valid Visa or MasterCard, then it is probably a fraud. Wouldn’t such a ‘top class, ivy league’ institution want to choose the best students based on prior performance? That definitely can’t be gauged through a debit card! Not so instant Everything is instant in today’s digital world. Coffee, noodles, banking, travel-everything-except getting an education. If you’re promised automatic entry regardless of your academic history or an instant degree within a short time of your application, regardless of your status upon entry, you should run as fast as your legs can carry. Where’s the alumni? Another thing to watch out for is the alumni membership of the school. Not just a group of people smiling on the website. Who can you contact personally that attended that institution? What job has he or she obtained with such a qualification? |

Eight months after he was sworn in as the Governor of Ekiti State, Mr. Ayodele Fayose has declared that his administration would only appoint 14 commissioners in view of the financial crisis facing the State. The governor, who assumed office on October 16, made the declaration on Friday while featuring on a monthly radio and television programme, “Meet Your Governor”, He said he deliberately refused to announce names of commissioners since he assumed office because of paucity of funds. Fayose added that the immediate past administration appointed more than enough number of commissioners as well as 102 special advisers, saying that the present economic situation in the state will not allow him to repeat that. Fayose assured the people of the state that the list of the commissioners would be presented to the state House of Assembly within 48 hours. www.thisdaylive.com/articles/fayose-to-appoint-only-14-commissioners-laments-cash-crunch/213171/ |
A Federal High Court in Abuja on Thursday ordered the Peoples Democratic Party member of the House of Representatives representing Onitsha North/South Federal Constituency of Anambra State, Godwin Idu, to vacate his seat. Justice Adeniyi Ademola also cancelled the certificate of return which the Independent National Electoral Commission earlier issued to him as the winner of the March 28, 2015 election for the Onitsha North/South Federal Constituency seat in the House of Representatives. The judge, who was delivering judgment in a suit challenging the submission of Idu’s name to the INEC as the candidate of the PDP for the election, ordered that the plaintiff in the suit, Lynda Chuba-Ikpeazu, should be sworn in Idu’s stead. Chuba-Ikpeazu, had filed the suit which predated the March 28, 2015 election, on March 18, 2015, to challenge the substitution of her name earlier submitted to INEC as the winner of the PDP’s primary, with that of Idu. The PDP, INEC, the National Working Committee of the PDP and Idu were the defendants in the suit. But INEC did not file any defence in the suit filed through the plaintiff’s counsel, Onyechi Ikpeazu (SAN). The judge, as part of the ancillary orders in his judgment ,directed INEC to issue fresh certificate of return to Chuba- Ikpeazu. He ordered the Speaker and the Clerk of the National Assembly to swear in Chuba-Ikpeazu as replacement for Idu immediately. The judge in granting all the prayers sought by the plaintiff held that the substitution of her name with that of Idu violated the provisions of sections 31(2)(j) and 50 of the PDP constitution; sections 31(1)(2) and 33 of the Electoral Act, 2010 (as amended); section 222(c)of the Constitution of the Federal Republic of Nigeria and Article 25 (xii) of the Electoral Guidelines for Primary Elections, 2014 of the PDP. www.punchng.com/news/court-sacks-pdp-house-of-reps-member/ |

I believe the N8.64bn wardrobe allowance meant for some 460 Nigerians has been paid already. The money could have entered their accounts even before the media reported on the heist. Our opposition to such looting of the treasury since 1999 seems to have yielded nothing. In 1999, it was N5m furniture allowance that each received; it has now jumped to N20-something million each. It’s of no use crying over spilt milk. The money is already gone. It’s their election expenses allowance. They probably deserve it. If only they could steal no more, the nation would move forward. But will they stop? Never! The looting spree will continue ad infinitum.Other allowances will be paid quietly. The wardrobe allowance is coming even before many of them are yet to set foot on the floor of the National Assembly and none of them has begun to do the work for which they were hired. The head of the Revenue Mobilisation Allocation and Fiscal Commission, RMAFC, Elias Mbam, has come to the rescue of the legis-looters. He said only N200m was approved for them as wardrobe allowance without mentioning other allowances that gulped N8.64billion. Each would get N500,000 as wardrobe allowance, he said. So, if the wardrobe allowance is just N500, 000 what has Senator Ben Bruce offered to give Osun workers and widows in his beloved Bayelsa? I’m yet to understand what the job of RMAFC is. What do they do at RMAFC? Share money? Right-sizing of the civil service should start from there. Like those in the Budget Office, many RMAFC officials are candidates for hell because they collect bribes in millions of naira. Ask the head of any agency how they get their allocations and hear what happens at the treasury department. In a similar way, I suspect, RMAFC is just a drain pipe. One person alone can share all the money in Nigeria by just using one laptop. I would be disillusioned if President Buhari failed to stop this thievery. I know the thieves that have ruled Nigeria have put laws to protect them in place. But it’s time for change. That’s what Nigerians voted for this year. Change! Change! Change! Any attempt to allow our legis-looters to make away with this loot at a time of great economic uncertainty will mark the beginning of the end of this new regime. The anti-corruption fight would come to an abrupt end. States cannot pay salaries. Osun, for instance is owing seven months’ arrears of salaries. Pensioners are not paid. Contractors are not paid. All we hear is debt, debt and debt. Nobody knows when the hundreds of billions were borrowed and the purpose for which they were borrowed. Dwindling oil prices? At $67 per barrel, our oil still fetches good money. The price was less than $15 in 1999. Naira’s value? It doesn’t matter. So long as our taste for foreign goods remains unchanged, so long will the naira remain worthless. Constant pillaging of the public treasury, as the politicians are doing, is what is causing the current austerity. Traders are not selling. Manufacturers are not selling. Wherever you go, everyone is moaning. Only our lawmakers should be smiling now. Even those in the states (and local governments) must have started salivating. Once the federal lawmakers get their allowances, they would toe the same line. For real change starts from the wardrobe, you know. As “representatives of the people”, their dressing has to change. They shouldn’t be seen dressed like the common people. Change! Lest our leaders — the change agents – forget the situation of their country, let me repeat some words I had written some nine months ago: What is responsible for the current cash squeeze in the country? Everywhere you go and wherever you turn, everyone is moaning. Not just the poor and the impoverished. Even the legislators who get paid N15-20m per month for spending weeks on vacation or shouting “aye” and “nay” once a week are scratching their soup-pots in search of lumps of meat. Money is not circulating because the amount shared by the three tiers of government has reduced significantly. The anti-terror war is taking a very large chunk; oil thieves are enjoying the best of times; and government agencies are conserving money with which to fight the 2015 elections. Treasury thieves are everywhere trying to get money for politics. Karl Marx said that economics determines politics. In Nigeria, it’s the other way: politics determines economics. Nigerian politics has become toxic and so has the Nigerian economy. Do I need to explain? You need to converse with heads of government agencies to understand how Nigeria is plundered. To get the allocation meant for an agency, the head or heads have to bribe both lawmakers on “oversight functions” and civil servants in the relevant offices. It is one reason the agencies are currently overstaffed: senators, honourable members, directors and perm secs are constantly sending lists of people that must be employed. And how does one get appointed to offices in government agencies? The primary condition is for them to “deliver” hundreds of millions of naira to their godfathers when the politics race begins. Competence is never considered; the ability to steal undetected is what matters. Former and future thugs have worked as commissioners in many states. Knowing that government business is “lucrative”, politicians fight hard to get into the business… The ultimate nightmare is not far ahead. As John Kennedy said, “If a free society cannot help the many who are poor, it cannot save the few who are rich.” War kills the rich as well as the poor. And, under such state of emergency, everyone can afford to be lawless. Seeking refuge in better managed countries won’t help our thieving leaders. www.leadership.ng/columns/441897/change-begins-at-wardrobe |

These, indeed, are troubled times for Nigeria’s former state governors, as there seem no more hiding place, with a President that has sworn to “kill corruption” in the country, in the saddle. Barely 48 hours after playing host to 74-year old immediate past governor of Ebonyi State, Martin Elechi, the Economic and Financial Crimes Commission (EFCC) may have further rediscovered its venom. On Thursday arrested ex Imo governor, Ikedi Ohakim. Ohakim, who was arrested and brought to the EFCC headquarters at about 10am, was still with the commission as at 6p.m., responding to questions from operatives. The ex-Imo Governor was however not alone on Thursday, as his former colleague and immediate past Governor of Jigawa State and founding member of the Peoples Democratic Party (PDP), Sule Lamido, came to honour an invitation. Lamido was grilled by operatives over the way he managed the resources of his state during his eight-year tenure. The Spokesman of the EFCC, Wilson Uwujaren confirmed Ohakim’s arrest to Daily Independent in Abuja, yesterday. According to him, “I do not know the issuesinvolved, but what I know is that the former governor has been picked in connection with the way and manner he managed the resources of Imo state when he held sway as governor of the state.” Daily Independent findings show that Lamido is being questioned about issues relating to bribery and money laundering. Ohakim was however released at about 6.30pm on Thursday, while Lamido was still at the EFCC headquarters. It was not clear whether he would be released before close of day. Meanwhile, there is also fresh trouble lurking around former Enugu State Governor, Sullivan Chime, following two petitions filed against him and his former Chief of Staff, Mrs. Ifeoma Nwobodo, at the EFCC. The petitions, our correspondent learnt, were filed by former National Auditor of the PDP, Ray Nnaji. Chime had survived a plot by 15 members of the House of Assembly to impeach him in the twilight of his administration. But, the anti-corruption agency early this month, notified Nnaji through a letter, that investigation has started on his petition against Mrs. Nwobodo. The letter dated June 3, 2015, was signed by the Head, Economic Governance of the Commission, Olufunke Adetayo-Ogunbode, was titled: “Investigation Activities, Re: Petition Against Chief (Mrs) Ifeoma Nwobodo for Misappropriation of Public Funds, Self Enrichment, Breach of Code of Conduct Act and Other Related Offence While in Office As Chief of Staff Enugu State.” A copy of the letter obtained by our correspondent reads: “This is to acknowledge receipt of your petition, with the above caption and to inform you that investigation into the case has commenced. “In the light of the above, you are kindly requested to be interviewed by the undersigned through Mr Bashir Dalhatu on Monday, 15th June, 2015 at the Commission’s Headquarters, Block C, No. 5 Fomella Street, Off Ademola Adetokumbo Crescent, Wuse II, Abuja by 9.am.” Nnaji who confirmed the appointment with the EFCC in an interview, told our correspondent, however that he could not make it as the date coincided with two of his civil cases before the Federal High Court Umuahia. Nnaji said that he wrote to the EFCC, requesting for a shift in the date of the interview to any date between July 6, 9, 20 and 27, 2015. The former PDP Auditor filed an ex-parte motion before the Federal High Court Enugu, seeking an order of Mandamus to compel EFCC to investigate Chime and three others with respect to the activities of their offices and affairs in Enugu State from June 2007 to May 2015 with a view to prosecuting them after investigation. Nnaji had last month issued a two weeks ultimatum to the anti-graft agency to investigate Chime for misappropriation of public funds, forgery and related offences. |

Fresh facts have emerged in the case of extradition between Ogun State senator, Prince Buruji Kashamu and the National Drug Law and Enforcement Agency (NDLEA) as the United Kingdom government has expressed its own findings through a letter it recently wrote to Nigeria’s inspector general of police, Mr. Solomon Arase. The NDLEA had last month invaded the Lekki home of Senator Buruji Kashamu, wanting to extradite him to the United States of America in order to face drug offences in the US District Court in Chicago, Illinois being presided over by Judge Richard Charles Norgle. However, after placing Kashamu under house arrest for about five days, Justice Buba ordered the NDLEA officials to vacate his house. He also ruled that the drug agency’s boss should appear before him immediately to explain why the agency violated an earlier order which said that all parties involved in the case should not take any action until the court says so. Explaining its own findings to IGP Solomon Arase through the British High Commission in Abuja in a letter dated April 27, 2015, the UK government said that it is no longer interested in any matter concerning Kashamu, having discharged him in 2003. The letter which was signed by Mr. Robert Hunter, a Police Advisor of the High Commission in Abuja and addressed to ‘Solomon Arase, Inspector General of Police, Force CID Headquarters, Garki Area 10’ also disclosed that the accused person is not wanted in connection with any other offences within the UK jurisdiction. The letter, a copy of which was exclusively obtained by our correspondent through a dependable source at the UK Home Affairs in London, also disclosed that the British Magistrate who freed Kashamu in 2003 did so when he was not satisfied that there was a case for him to answer. The letter added that this was why the United Kingdom authorities had decided to cancel the extradition request they received from the United States Justice Department. “I understand that the US authorities are seeking his extradition but can confirm that we have no current interest in this matter and he is not wanted in connection with any other offences within our jurisdiction”, Robert Hunter said in the letter. In a related development, our correspondent also gathered that the International Police (INTERPOL) had earlier cancelled the arrest warrant it imposed against Buruji Kashamu immediately it discovered that the US authorities had at the end of August, 2008 withdrawn their own Search Warrant. But the US is insisting that Kashamu is the same person as Adewale Kashamu wanted by its security agents in connection with the trafficking of heroine into America for several years up till 1994. The NDLEA had also said that the US had sent a request to extradite him to face the charges. www.leadership.ng/news/441304/uk-writes-igp-arase-over-kashamus-extradition |

A report in yesterday ’ s Financial Times has revealed that the Muhammadu Buhari administration plans to plug leakages in the Nigerian National Petroleum Corporation ( NNPC) as part of its short -term remedies . The administration also plans to implement quick fixes to curb electricity blackouts , fuel shortages and salary arrears . The report said: “ The action plan for the president ’ s first months in office was drafted by an APC transition team with the help of consultants KPMG , and makes priorities of short - term remedies for electricity blackouts , fuel shortages and salary arrears . “ It also suggests that a new government will move quickly to plug leakages at the state -owned Nigerian National Petroleum Corporation . Under former President Goodluck Jonathan , these allegedly cost the treasury billions of dollars in potential savings against an eventual fall in the price of oil , on which the state depends for about two - thirds of earnings . Mr Buhari returned from meeting G 7 leaders in Germany on Monday , having won international commitments to support his government in the fight against Islamist insurgents who stepped up a campaign of suicide bombings in his first days in office . ” The report, however , feared that the outcome of the National Assembly election could work against the reforms the administration planned to implement . It reads : “ Nigeria ’ s new president , Muhammadu Buhari , faced the first political storm since his inauguration when both the Senate and House of Assembly elected leaders on Tuesday in defiance of the ruling party ’ s choice of candidates . The vote for the nation’ s number three and four positions followed weeks of festering division among newly elected legislators and officials within Mr Buhari’ s All Progressive Congress and came as politicians jostle for influence over appointments to the new government. The 72 - year- old former military ruler became the first opposition candidate in Nigeria ’ s history to unseat a sitting president in April elections , after pledging to stamp out corruption , spread wealth more evenly and defeat Boko Haram insurgents . Inaugurated on May 29 , he is under pressure to take decisive action in his first weeks in office to head off the effects of the oil shock . “ The fall in the price of crude has left state coffers depleted , fuel in short supply and the incoming government facing up to $ 20 bn of short -term liabilities , including salary arrears , according to a draft action plan for the president ’ s first months in office seen by the Financial Times . Mr Buhari must quickly determine whether to maintain multibillion -dollar fuel subsidies that the state can no longer sustain or remove them and potentially stir popular unrest , the document advises . “ But tension between newly elected legislators and APC officials have raised concern within the business community of a drawn- out process for approving cabinet appointments , which could in turn delay action on the fiscal front . “ Bukola Saraki , a former state governor and flamboyant, at times controversial force in Nigerian politics , was elected as Senate president by just over half the chamber , with the majority of his support coming from the former ruling People ’ s Democratic Party , from which he defected only 18 months ago . The APC’ s preferred candidate was not even presented for the vote because he was at a party meeting at another location . APC officials and advisers to Mr Buhari were still trying to make sense of the setback late on Tuesday. However , they played down its significance , pointing out that Mr Buhari had remained studiously neutral and had pledged to work with whoever came out on top . “ The Senate has chosen their own person . That doesn ’ t mean they will oppose everything . It is something to celebrate. We are coming of age — we have proved we can change a sitting government, we can also allow the Senate to make its own choices. This is the separation of powers at work ,” a close adviser to the president told the FT. Other political insiders pointed out that Mr Buhari’ s ability to press forward with reform will be determined in part by his relations with members of the Senate and House of Representatives , where voting also went against the APC hierarchy’ s choice. ” www.thenationonlineng.net/new/what-transition-committee-kpmg-recommended-to-buhari-by-report/ |
Cape Town (South Africa) – A major manhunt is underway for a group of men, who posed as policemen and robbed a Nigerian delegate in Johannesburg, a report said on Thursday The delegate, Gabriel Gundo, is in the city to attend the 25th African Union (AU) summit. Police have confirmed that the taxi transporting Gundo was stopped on Marlboro Drive outside the suburb of Sandton while driving from OR Tambo International Airport. Police spokesman Lungelo Dlamini said the assailants produced police identification and took 570 dollars from the Nigerian but did not hurt him. The elite Hawks crime-fighting unit is now investigating whether the robbery was planned or if Gundo’s vehicle was followed from the airport. The summit, which kicked off on Sunday is being held at the Sandton Convention Centre until June 15. www.vanguardngr.com/2015/06/nigerian-au-delegate-robbed-in-johannesburg/ |

Nigeria’s former President, Chief Olusegun Obasanjo, has said that the ex-chairman of the Economic and Financial Crimes Commission, EFCC, Mallam Nuhu Ribadu, was once poisoned in the course of his duties as anti-corruption czar. Obasanjo disclosed this at an international forum on Third Tana High Level Forum on Security in Africa in Addis Ababa, Ethiopia. He also revealed that Ribadu created enemies for him because of the ruthlessness with which he carried out his responsibilities of tackling corruption in Nigeria. Obasanjo, who spoke from the floor following a presentation on Illicit Financial Flow and Governance of Natural Resources made by Ribadu, affirmed that he had known from experience that the fight against corruption attracts a lot of enemies. The former president declared that he has no fear of anyone still living in Nigeria, adding, “it is rather them that fear me.” Saying that Ribadu took on a lot of highly connected persons in his fight against corruption, Obasanjo said that the former anti- corruption chief was once poisoned, causing a scare among concerned quarters. “It was a matter of life and death,” the former president said, though further details of the incident were not given. Obasanjo said that once Ribadu was appointed, he gave him a free hand and that Ribadu investigated him, his late wife and several persons close to him at that time. He also narrated a story of how a serving minister, who was his senior in secondary school, was indicted and prosecuted by the EFCC, adding that when the minister was found wanting, “there was no issue of seniority again.” On leadership, Obasanjo, who is also the chairperson of the Tana Forum, re-echoed Ribadu’s submission that at the centre of anti-corruption fight there was the need for willing political leadership at the highest level. He, however, added that the leader also needs relevant legislations to work with, narrating his experience with the bill establishing ICPC which, he said, was whittled down by lawmakers, who felt they could be victims of the law. In his remarks, the Prime Minister of Ethiopia, Hailemariam Desalegn, thanked Ribadu for his presentation, which, he said, highlighted many good things about Nigeria different from what is portrayed in the media. In his presentation, Ribadu offered measures African countries can take to tackle illicit financial flow and repatriate money already illegally taken out of the African countries. He said that what Africa needs is honest and committed leaders who will set examples with themselves by eschewing corruption and close avenues of illicit financial flow. According to him, it is the seriousness and commitment showed by the political leadership that will convince other foreign countries to work with them towards recovering looted monies stashed abroad. Ribadu also emphasised the need for concerted effort among countries and a synergy between law enforcement agencies so that looters could be caught. www.dailyindependentnig.com/2015/06/ribadu-poisoned-obasanjo-reveals/ |
