Business / Fintech Execs Convicted In US After $160 Million Sent To Nigeria by lalasticlala(m): 9:26pm On Jul 15, 2022
The operators of a Texan payments firm with ties to the UK pleaded guilty in the US to money laundering failures after their business facilitated the shipping of $160 million to Nigeria over about three years.

Anslem Oshionebo, 45, and Opeyemi Odeyale, 43, received 27-month prison sentences for failing to maintain effective anti-money laundering controls and unlicensed money transmitting, according to US legal filings. The Dallas-based company they owned and operated — Ping Express US LLC — faces five years of probation and a fine as high as $500,000 after pleading guilty to a similar charge, while another executive received a 42-month sentence, the Department of Justice said in a July 7 statement.

Ping Express sent customers’ remittances to Nigeria, Kenya and other African nations. In one three-year period highlighted by the DoJ, the firm failed to flag a single suspicious transaction to regulators despite processing a “significant amount” of them, though it filed a batch of reports later.

One customer used the firm to move funds they made from fake-romance scams, with victims including a woman in Indiana who sent $15,000 to a supposed roughneck oil worker in the Gulf of Mexico, and another who sent $6,300 to a purported Irish sea captain, according to the DoJ’s statement. Another customer moved more than $80,000 in a single month, far more than the company’s $4,500 limit, court filings show.

“Having gone through a very painful three years of legal battle with a monstrous US DoJ, it was time to give in and move on,” Odeyale said in an emailed statement that claimed the case against him had “gross violations,” while he cited his track record with other businesses. “There is a lot of good I can do with the next two to three years than waste it in fighting an insurmountable foe.”

Oshionebo said in an email that “history will be the best judge” but he did not have the resources to continue fighting the case.

Odeyale also founded and controlled Payzen Ltd., a London-based payments company where Oshionebo has also been a shareholder. The UK Financial Conduct Authority granted Payzen approval to operate in January 2020, two months before federal prosecutors for the Northern District of Texas charged the two men and a number of others with money-laundering crimes, according to US and UK filings. The British business wasn’t mentioned in the US case and hasn’t been accused of any wrongdoing.

Odeyale ceased to be a controlling shareholder of Payzen in December 2020. The company is today controlled by Adekanmi Adedire, filings at Companies House show. In a LinkedIn message, Adedire said that Payzen is “unrelated” to Ping Express, which is a “totally different entity.”

Payzen still holds an active license as a payments company, with its website listed as ping-express.com, the FCA’s website shows. Ruth Wharram, a spokeswoman for the regulator in London, said she was unable to comment on an individual case. The watchdog takes “all relevant information into account in our supervision of firms,” she added.

The British financial-technology scene has come under scrutiny amid fears that its weak controls are enabling the movement of illicit funds around the world. Transparency International UK has called for tougher supervision after finding that more than one-third of UK-licensed electronic-money institutions show red flags.

Crime / Report Robbery In Police Stations, Not Twitter – Lagos Police Spokesman by lalasticlala(m): 11:42am On Jul 15, 2022
Following an alleged incessant robbery at Aguda, Surulere area of Lagos State, the state’s Police Command has called on residents to ensure incidents are adequately reported at designated police stations in their area.

A resident, Kelechi Bernard, on Thursday took to his Twitter handle to lament the repeated armed robbery along Adetola street, in Aguda.

“Robbers are having a field day in Aguda Surulere Lagos. These dangerous individuals raid homes from 2am, traumatizing Innocent citizens.

“Streets affected are the ones branching off Adetola Street, heading towards Cele Bus Stop. Reports about the raids have been consistent over the past few days,” he wrote.

He, however, called on the Lagos police to tackle the issues.

Another Twitter user, Don sazzy, said he was robbed in the area two months ago.

He said, “Ah I was a victim 2 months ago. In broad daylight oh.

“Went to the police station, gave my statement, they visited my flat self. Till now, nothing. I am moving on abeg,” He added.

A firm, Salyek Steel Limited said, “When incidents are reported police don’t take it seriously until after the incident. What then is the purpose of security when one cannot live comfortably in the hood. What they focus on mostly is how to extort. Am sorry for saying this but the truth must be told.”

Reacting to the report in a post on his Twitter handle, the Lagos state police spokesman, Benjamin Hundeyin, debunked the report.

He stressed that robbery incidents should be reported at the real police station and not twitter stations.

He said, “I just confirmed from the DPO Aguda that not one person has reported these alleged incidents.

“People need to learn to channel their complaints appropriately to real police stations, not twitter stations. Complaints will be followed by actions. Do the needful!

“If these alleged incidents had been reported, the DPO would have mapped out strategies to forestall its perpetuation, including improved patrols. No DPO would want to risk sanctions by ignoring such weighty complaints.”

Politics / I Regained Freedom After 104 Days In Captivity - Sadiq Ango Abdullahi by lalasticlala(m): 1:55pm On Jul 13, 2022
Alhamdulillah… I regained freedom after 104 days in captivity. I thank the many people out there, family, friends and well wishers that prayed and wished for my safe return during these trying times.

Indeed it is a big relief to be home with family, but I am afraid that relief is temporary knowing I left 43 others including aged women and children below the age of 10 that are still in captivity waiting and hoping to be rescued.

I am once again calling on the Federal Government and all Nigerians to help secure the release of the remaining victims.

Train Attack: Kidnappers Free Ango Abdullahi’s Son, Pakistani, 5 Others

Some of the passengers abducted from a Kaduna-bound train in March have regained freedom.

Kaduna-based publisher, Malam Tukur Mamu, disclosed this on Saturday.

Mamu, who had earlier negotiated the release of 11 passengers, said the kidnappers have released seven more victims.

Those released were identified as Muhammad Daiyabu Paki, Bosede Olurotimi, Abubakar Zubairu, Alhassan Sule, Sadiq Ango Abdullahi, Aliyu Usman and Muhammad Abuzar Afzal, a Pakistani.

In a video released in May, Abdullahi, who won PDP ticket for Kaduna legislative election while in captivity, had begged for the Federal Government’s intervention, saying most of the 62 abducted victims were sick.

He had said: “We have been here for 62 days. Most of us here are sick and we are not in good condition. Everyday, the situation gets deteriorates. We are appealing to the Federal Government to come to our aid before we start losing our lives.”

Literature / Wole Soyinka Celebrates His 88th Birthday Today by lalasticlala(m): 8:24am On Jul 13, 2022
Birthday: Wole Soyinka Turns 88 Today.

Akinwande Oluwole Babatunde Soyinka (born 13 July 1934), known as Wole Soyinka is a Nigerian playwright, novelist, poet, and essayist in the English language. He was awarded the 1986 Nobel Prize in Literature, the first sub-Saharan African to be honoured in that category. Soyinka was born into a Yoruba family in Abeokuta. In 1954, he attended Government College in Ibadan, and subsequently University College Ibadan and the University of Leeds in England.

After studying in Nigeria and the UK, he worked with the Royal Court Theatre in London. He went on to write plays that were produced in both countries, in theatres and on radio. He took an active role in Nigeria's political history and its campaign for independence from British colonial rule. In 1965, he seized the Western Nigeria Broadcasting Service studio and broadcast a demand for the cancellation of the Western Nigeria Regional Elections.

In 1967, during the Nigerian Civil War, he was arrested by the federal government of General Yakubu Gowon and put in solitary confinement for two years, for volunteering to be a non-government mediating actor.

Soyinka has been a strong critic of successive Nigerian (and African at large) governments, especially the country's many military dictators, as well as other political tyrannies, including the Mugabe regime in Zimbabwe. Much of his writing has been concerned with "the oppressive boot and the irrelevance of the colour of the foot that wears it".[8] During the regime of General Sani Abacha (1993–98), Soyinka escaped from Nigeria on a motorcycle via the "NADECO Route." Abacha later proclaimed a death sentence against him "in absentia." With civilian rule restored to Nigeria in 1999, Soyinka returned to his nation.

In December 2020, Soyinka described 2020 as the most challenging year in the nation's history. He said: "With the turbulence that characterised year 2020, and as activities wind down, the mood has been repugnant and very negative. I don’t want to sound pessimistic but this is one of the most pessimistic years I have known in this nation and it wasn’t just because of COVID-19. Natural disasters had happened elsewhere, but how have you managed to take such in their strides?".

In Nigeria, Soyinka was a Professor of Comparative literature (1975 to 1999) at the Obafemi Awolowo University, then called the University of Ife. With civilian rule restored to Nigeria in 1999, he was made professor emeritus. While in the United States, he first taught at Cornell University as Goldwin Smith professor for African Studies and Theatre Arts from 1988 to 1991 and then at Emory University, where in 1996 he was appointed Robert W. Woodruff Professor of the Arts. Soyinka has been a Professor of Creative Writing at the University of Nevada, Las Vegas, and has served as scholar-in-residence at NYU's Institute of African American Affairs and at Loyola Marymount University in Los Angeles, California. He has also taught at the universities of Oxford, Harvard and Yale. Soyinka was also a Distinguished Scholar in Residence at Duke University in 2008.

In December 2017, Soyinka was awarded the Europe Theatre Prize in the "Special Prize" category awarded to someone who has "contributed to the realization of cultural events that promote understanding and the exchange of knowledge between peoples".

Education / Major Demands Of ASUU That Led To The Strike by lalasticlala(m): 9:04pm On Jul 12, 2022
As shared by Deborah Tolu-Kolawole:

#ASUUStrikeUpdate
I have decided to list and explain the major demands of the Academic Staff Union of Universities which led to the ongoing strike which commenced on February 14,2022.
Please help Retweet so that Nigerians can get informed. #Thread

-Only three of the demands have financial implications. However, only two have to do with lecturers.

-The payment of Earned Academic Allowance, Revitalisation Fund, the payment of withheld salaries are not negotiable.
The revitalization fund will be released to universities

-Major demands

One of the major demands is the demand for the deployment of the University Transparency Accountability System popularly known as UTAS.
UTAS was developed after ASUU got the permission from the government to develop an alternate system to the IPPIS

According to ASUU, the IPPIS doesn’t recognize some of the peculiarities in the NUS( Nigerian University System). Note that lectures in universities are entitled to allowances such as earned allowances, sabbatical allowances among others, IPPIS doesn’t recognize this

At the height of the ASUU strike of 2020, the minister of labour and employment, Chris Ngige told ASUU that FG had agreed for the union to develop an alternate payment platform. UTAS was developed and according to plans, will be under the control of the NUC.

Unfortunately, the government is yet to accept UTAS despite the numerous tests conducted by NITDA. The government has continued to insist that UTAS failed integrity tests conducted by NITDA

Release of the white paper of visitation panels to Universities.
The Federal Government constituted a panel to look into the issues at various tertiary institutions in the country. It is believed that the report will help to know and understand the issues of NUS

Till now, the Federal Government has refused to release the report of the visitation panel. If released, the report may indict some VCs, officials among others

Proliferation of Universities.
Another concern of ASUU is the proliferation of universities by the government. According to ASUU, the government has no business establishing new universities if it can’t fund the existing universities.

ASUU wants to stop lawmakers who continue to present bills to create universities. According to a report by The PUNCH, over 186 bills were presented by the 9th NASS in four years for the creation of new universities. This is as existing universities remain underfunded.

Finally, the Renegotiation of the 2009 agreement. The truth is that if the president fails to sign the new agreement that has been drawn up, the union may not resume. Truth is that university lecturers have been on the same salary scheme since 2009. Despite rising inflation.

Business / Dollar Equals Euro For The First Time In 20 Years by lalasticlala(m): 11:55am On Jul 12, 2022
Euro Equal to the US Dollar for First Time in 20 Years

The exchange rate between the euro and the US dollar is the same on Tuesday for the first time in 20 years.

As of Tuesday morning Greek time, one euro is equal to exactly one dollar, meaning that the value of the euro is down by over 12 percent compared to its value at the beginning of the year.

This means that the euro is at its weakest against the dollar since winter of 2002, twenty years ago.

While the news is positive for Americans conducting business and traveling in Europe, it is a worrying sign for the health of the global economy.

The euro has been significantly weakened by Europe’s energy crisis due to the war in Ukraine. Russia supplied nearly 40 percent of Europe’s gas before the war with Ukraine, and the bloc has since attempted to reduce dependence on fuel from the country.

Euro and dollar equal in value after fuel crisis, inflation

This has come in the form of sanctions and partial bans against Russian gas and fuel in the EU, as well as attempts to source fuel from other countries.

In retaliation, Russia has cut back supplies of fuel to European countries that depend on it. The Nord Stream pipeline, which links Russia to Germany, was shut down on Monday for ten days. While Russia claims that it was shut down for annual repairs, the EU fears that the pipeline, which is essential in bringing fuel to Europe, may be closed forever.

Before it was shut down, Russia reduced its gas supplies to the EU by way of the pipeline by around 60 percent.

“The most proximate concern for markets is whether or not Nord Stream 1 is going to come back online…the markets will likely price in a recession” if the pipeline remains closed said financial expert Bipan Rai to Reuters.

In addition to the fuel crisis, inflation has also contributed to the euro’s drop in value. The European Central Bank (ECB) has stated that it will increase interest rates in the bloc for the first time since 2011. Currently, inflation in Europe has reached 8.6 percent.

Inflation in Greece reached 12 percent in the month of June from 10.5 percent in May and 9.1 percent in April, according to data released by Eurostat, the official statistical authority of the European Union announced.

The rate is the highest recorded in Greece in the past 29 years. The last time prices rose at such rapid rates was in December 1993.

The US Federal Reserve has already increased interest rates by 75 points and is expected to raise it even further, causing investors to choose the dollar over the euro due to fears the that ECB has delayed in fighting inflation in Europe.

“The Fed is going to raise rates more aggressively than most other developed market central banks and we don’t think other developed market central banks really have the bandwidth to keep up,” Rai stated to Reuters.

Politics / Soludo Slashes Education Budget From ₦3.23 Billion To ₦1.1bn. Lawmakers Lament by lalasticlala(m): 8:14pm On Jul 07, 2022
The Anambra State House of Assembly has expressed displeasure over 70 per cent budget slash in education from N3.23 billion to N1.1billion in the 2022 revised budget presented by Gov. Charles Soludo.

They said that the budgetary allocation to education sector was unrealistic and the slash would lower the standard of teaching and learning, as well as development of students.

Mr Ejike Okechukwu, Member representing Anaocha Constituency ll, made the assertion during an ongoing 2022 Revised Budget defence of the Ministry of Education.

The defence is done before the Assembly Committee on Finance and Appropriation, on Thursday in Awka.

Okechukwu who is also Chairman, House Committee on Education, said that education was the bedrock of any society and that the legislature had a duty to check the actions of the executive.

“The education ministry is self sustaining because it generates revenue annually from students’ tuition, sports levy and exam fees. These money are paid directly into government’s account.

“It is sad that these funds are not released to the ministry to operate which is why our students are being exploited, they pay these levies twice or three times in a year.

“The slash in the budget is unacceptable. We are suppose to be working towards having 10 per cent of our budget allocated to education as recommended by the United Nations Children’s Fund. Not less than two per cent allocated annually,” he said.

Okechukwu urged the Ministry of Budget and Economic Planning who prepared the budget to look into an upward review of the education budget.

Also speaking, Mr Smart Okafor, representing Nnewi North Constituency, said that the Education sector should no be a revenue venture for the state.

“The ministry generate so much yearly to run their activities but once it enters into the government treasury, it will be used to fund other state projects. That is not okay,” Okafor said.

Earlier, the Commissioner for Education, Prof. Ngozi Chuma-Udeh, said that the ministry’s records in 2021 showed that over N636 million and N246 million were generated from the state’s secondary and primary schools respectively.

Chuma-Udeh said the ministry was working on a change in the curriculum of education from the conventional method of teaching to skills training and technology.

“We want to train and graduate students who will not be dependent on the state but be self-reliant and contribute meaningfully to the development of the state.

“We have a lot of reforms to carry our but we are surprised that our budget was slashed and when I queried, I was told that the state government cannot fund the initial budget of N3.23 billion.

“I’m appealing to the Assembly to look into an upward review of the budget to help us carry out our programmes optimally,” she said.

Responding, Mrs Christy Akabua, who represented the Commissioner for the state’s ministry of Budget and Economic Planning, explained that the slash was to dedicate funds to other important sectors.[/b]

Due to paucity of funds we had to slash the budget to concentrate on other areas. This is a new administration and as time goes on or in the 2023 budget, everything will fall in line.

“But we will still meet with the Ministry of education to resolve the issues raised during the budget defence,” she said.

Health / Tsetse Fly And Genetic Cause Of Kidney Disease In Nigeria by lalasticlala(m): 3:13pm On Jul 07, 2022
An Important Genetic Cause of Kidney Disease in Nigeria- APOL1 Mediated Kidney Disease

Ever wonder why so many people are falling victim to the problems of kidney failure in Nigeria and sub saharan Africa? Well, recent scientific advances show that the cause of this survival disadvantage in Africa is not only inherited from our parents but is part of our defensive response to overcome African sleeping sickness transmitted by the Tsetse fly. The genetic code to resist sleeping sickness that increases risk for kidney disease is called the APOL1 gene.

The growing problem of kidney disease around the world and in West Africa in particular is alarming. A casual look at social media pages very often show people reaching out for help to deal with the catastrophic physical and financial burden of kidney failure. Many Nigerians know someone personally who has or is suffering from the burden of kidney disease.

What is the reason for this? Well, for decades, the common medical advice has been that high blood pressure, high blood sugar and lifestyle choices like high alcohol intake, smoking and taking toxic herbal medications and remedies are the major causes of kidney disease and kidney failure in Nigeria.

However, recent medical advances in genetic testing and computational science in the last 20 years since the completion of the genome project have indicated that the cause of the plague of kidney disease in Nigeria and the broader sub saharan region is more complicated than just lifestyle choices or blood pressure. The cause seems to be in our cells and this cause has been part of our evolution as a people to survive against things in our environment that could kill us. What in our environment could kill us and make us have to adapt in such a way that we now suffer from kidney disease? Well, the answer has been linked to the story of our relationship with the Tsetse fly.

The Tsetse fly in Western and Sub Saharan Africa causes African sleeping sickness also called African trypanosomiasis. A bite from the tsetse fly releases the parasite into the blood that causes the disease. One of the first historical records of trypanosomiasis is by the famous Arabian geographer Abu Abdallah Yaqut (1179–1229). During his journey into Africa he found in the “Country of Gold” an underground village whose inhabitants and even their dogs were just skin and bones and asleep! The World Health Organization (WHO) in a 1998 report estimated the number of people infected to be about 300 000- likely an underestimation.

The Tsetse fly transmits a very serious and deadly disease called African trypanosomiasis or African sleeping sickness. The first stage of African sleeping sickness, known as the hemolymphatic phase, is characterized by fever, headaches, joint pains, and itching. Invasion of the circulatory and lymphatic systems by the parasites is associated with severe swelling of the lymph nodes, often to tremendous sizes. If left untreated, the disease overcomes the host’s defenses and can cause more extensive damage. The second phase of the disease, the neurological phase, begins when the parasite invades the brain and spinal cord. Disruption of the sleep cycle is a leading symptom of this stage and is the one that gave the disease the name ‘sleeping sickness.’ Infected individuals experience a disorganized and fragmented 24-hour rhythm of the sleep-wake cycle, resulting in daytime sleepiness and nighttime periods of wakefulness.

Human African Trypanosomiasis is causes by trypanosomes transmitted by the tsetse fly.

The 2 main species of the parasite Trypanosoma brucei gambiense and Trypanosoma brucei rhodesiense are most common in sub saharan Africa (B). The APOL1 gene is key to natural defenses to this infection and over time Africans have evolved even more effective gene variants to kill trypanosomes that resist the ancestral gene G0. These evolved gene variants are called G1 and G2 with a high prevalence in West Africa. You can see in the middle panel that Nigeria is ground zero and a hot spot for a high number of people with the G1 variant of APOL1.
So what has this history of the tsetse fly and African sleeping sickness got to do with kidney disease in Nigeria and other African countries? Well the story gets more interesting and the picture above tells part of the story where you can see an overlap in the occurrence of African sleeping sickness caused by trypanosomiasis with the defense against the illness. Simply speaking, we humans started competing with the tsetse fly. Over time, people affected by African sleeping sickness developed a resistance coded by a gene on chromosome 22 called the APOL1 gene. This gene produces a protein called APOL1 which circulates in the blood and is the tool the body uses to destroy the parasite injected into the body by the tsetse fly.

Over hundreds of years the parasite evolved resistance to this ancestral APOL1 gene (G0) and in response humans developed even more effective APOL1 called G1 and G2 variants. People with G1 and G2 variants of the APOL1 gene are able to resist infection transmitted by the tsetse fly. Approximately 23-46% of Nigerians have 2 alleles with either G1 and/or G2 while approximately 60% of Nigerians have at least 1 of the 2 genetic variants of APOL1 that also confers resistance to the infection. However, this survival advantage for people with 2 genetic variants of the APOL1 gene has been found to be a 12 times higher risk for progressive kidney disease.

The burden of kidney disease and kidney failure is now so common that several celebrities- a past president, musicians, actors, journalists have succumbed to the complications of this truly devastating disease. We do not know if APOL1 was the cause of their kidney disease but the chances are high that it may have been involved based on emerging research findings

But why does having an APOL1 gene variant increase the risk for kidney disease? Well, that has taken some time to figure out and scientists first figured out how APOL1 kills the trypanosome parasite. Essentially, the parasite while feeding on nutrients in the blood takes in the APOL1. The APOL1 then binds to structures in the parasite causing it to swell up, burst and die. APOL1 protein is also produced in other tissues as well as part of the defense against sleeping sickness infection and most importantly it is produced in the kidney. In the kidney, a special cell called the podocyte that helps in filtering the blood is damaged whenever APOL1 is activated in the kidney. What can activate APOL1 production in the kidney? Anything that injures the kidney or makes it think it is under attack by the parasite transmitted by the tsetse fly. This activated APOL1 in the kidney then kills the podocyte cell in the kidney in very much the same way that it kills the parasite leading to damage to the kidney filtration system of the kidney and eventually to rapidly progressive kidney problems and kidney failure. In fact is has been documented that patients with 2 APOL1 gene variants with kidney disease progress 2-3 times faster to kidney failure than patients with only 1 or no gene variants for the APOL1 gene.

QUESTIONS

Is there a test for APOL1 gene variants? The answer is yes. However, it is not easy to get by walking into any lab and it is only becoming more commonly available in places like the US. For now it is expensive.

Does everyone with 2 APOL1 genetic variants develop kidney disease? The answer is No and we do not yet know why. However, we do know that something can happen in the life of people with 2 APOL1 gene variants like infection, taking toxins contained in many of our herbal medicines that can hurt the kidney or other health problems that triggers increased production of APOL1 and that leads to accelerated kidney injury.

Does this mean that controlling blood pressure, body weight, blood sugar and avoiding excessive alcohol and smoking are no longer important? Absolutely not. These are still very important causes of kidney disease and can make the kidney disease in many of us who have 2 APOL1 gene variants progress much faster. So please continue to exercise, eat healthy, avoid excess alcohol, avoid smoking, get BP checks and take medication when prescribed.

Can the risk for APOL1 mediated kidney disease be inherited? Yes. If only one parent has a risk gene, it may be inherited by offspring but people with only one gene variant do not appear to be at increased risk for kidney disease. If both parents have the genetic variants, then the children can inherit the genetic variants and be at risk. Remember not all people with 2 variants will develop kidney disease and we do not yet know why.
Can APOL1 mediated kidney disease be treated? Well there are no specific treatments yet for this yet but efforts are under way in the US to develop treatments for this problem.

Politics / Security Lapses At Kuje Prison By Sadeeq Shehu by lalasticlala(m): 12:55pm On Jul 07, 2022
On Kuje Prison Break, Sadeeq Shehu, a military and security expert, wrote:

WHAT I SAW KUJE PRISON

I visited the Kuje Prison for the first time yesterday to see for myself the scene of the attack and somehow put myself in the mind of the attackers in a kind of playback.

I wanted to also see if I could identify some factors that might have contributed to the seeming ease with which the attack was carried out and assess how existing security measures in Kuje compare with what should be the standard for a facility of similar standing.

ABOUT KUJE PRISON

a. It is classified as a Medium Security (MS) prison meaning it is supposed to hold inmates whose escape would pose just moderate risk to community and/or inmates with moderate capacity to break jail. (BH/ISWAP/Ansaru terrorist is high risk and should be in MS)

b. Kuje is designed to hold 560 inmates maximum but as at time of attack was holding some 1000 inmates ie less supervision

c. The main access road leading to the main gate is covered by trees and overgrown bushes such that one’s approach is effectively covered from sight of sentries at gate even in daylight not to say night

d. The outer perimeter wall is just about 6-7ft high as against recommended height of 8-15 ft.

e. Only one or two coil of razor wire placed on top of perimeter wall against recommended 3 coils one on top the other.

f. No second inner fence line once you are over the first perimeter wall you’re through. Prison buildings should have outer and inner fence lines with a clear zone of at least 10 yards in between.

g. The walls of the prison (which attackers broke) is of ordinary cement and block instead of recommended 4 inch thick reinforced concrete wall or precast

h. There are two observation towers but not high enough with line of sight covered by trees and thick bushes. Additionally being positioned deep inside building instead of by the outer perimeter wall the observation towers cannot serve the intended purpose which is to be able..

..to sight /engage with fire, intruders far off before they even reach outer perimeter or raise alarm.

I. A few cctv cameras on the towers (dunno if working) but such cctv should have been on the outer approaches.

m. I observed a few fixed stationery security lights around bt preferably movable lights that are wired to motion sensors so that they come on & point to area of intrusion. I confirm light was off during op which could be normal power outage, deliberate action or no standby power

n. On site Response force (according to NCS official who briefed press) is supposed to comprise 38 military, some unspecified police and civil defense and armed correctional service personnel but no clarity if these were on ground on particular day. Conflicting testimonies

o. The absence of any wounded or dead attacker left behind lends credence to the claim that all the armed defenders ran away without returning effective fire.

p. Facing outside from inside the prison, the left , right, and front are all covered by thick grasses, bushes & a deep ravine valley to the right from which 1 could approach prison completely unobserved especially at night. The attackers came on foot via the valley to the right

q. The fact that attackers operated for between 1-3 hours (depending on source) and again left on foot without the defenders mounting a counterattack (after recovering from initial surprise),

the fact that a divisional police station I sighted 2.5 km away couldn’t provide reinforcements, means there was no any contingency plan in place.

r. Mixing dangerous BHT inmates who ought to be in a maximum security prison with detained less dangerous politicians (Nyame Dariye Lawan Kyari) in same prison was against recommended practice for prison security of categorization and allocation of inmates and...

...probably endangered the less dangerous politicians the attackers could have shot them just for the fun of it or abducted them

The comptroller in charge of that axis should fired immediately.

Politics / All Boko Haram Suspects In Kuje Prison Have Escaped - Bashir Magashi by lalasticlala(m): 12:49pm On Jul 06, 2022
The Minister of Defence, Bashir Magashi, has said none of the Boko Haram suspects detained at Kuje prison in Abuja was found after the attack on the facilities on Tuesday night.

Sources had told Daily Trust that high-profile Boko Haram suspects and bandits escaped during the invasion of the prison on Tuesday night.

Addressing journalists after taking an assessment tour of the facility, the minister said, “The attack started around 10:30pm. They came in their numbers gained entrance into the prison and they released some of the inmates and which we are now following to see the kind of inmates that they have released.

“Very soon, we will give you the correct figure of the inmates that were taken. Aside that, we are trying to see what we can do to ensure that all escapees are returned back.

“The prison is accommodating about 994 inmates and over 600 escaped. Many people have been recaptured and brought back to the prison. Maybe by the close of the day, more will have been captured and returned.

“I think everything is under control. The people who came to do this activity, from the records, we believe they belong to a particular group. Most likely, they are Boko Haram members because we have sizeable number of Boko Haram suspects in detention, and presently we cannot locate any of them.

“I think they are about 64 in the prison and none of them now is available they have all escaped.”

Health / 14 Babies Die At UPTH’s Incubator, Doctors Suspend Surgery Due To Power Outages by lalasticlala(m): 9:33am On Jul 02, 2022
Doctors suspend surgery procedures as 14 babies die at UPTH’s incubator due to power outages

No less than 14 babies have died at the incubator of the University of Port Harcourt Teaching Hospital, UPTH due to power outage.

This is as some patients at the hospital said some surgery procedures have also been suspended due to irregular power supply.

A medical officer at the hospital who spoke to Standardobservers on the conditions of anonymity said among the dead babies were the twin babies of a woman who had been looking for the fruit of the womb for seven years.

She said the woman gave birth last month but due to the premature nature of the delivery, they were put in an incubator.

“I’m saddened. We lost those twins yesterday (Wednesday) because of power failure at the hospital. More than 14 babies have died at the incubator in the past weeks due to power failure”, she said.

Other patients told our correspondent that they were being referred to private hospitals by doctors due to the poor power situation.

They added that their relatives use their phone light to aid doctors and nurses who are taking care of the person he rushed to the Accident and Emergency Ward.

When contacted for comments, Prof. C. N. Mato, the hospital’s provost declined to comment on the matter.
