e Jigawa office of the National Agency for Food and Drug Administration and Control says it has confiscated fake food items and drugs worth N3.28 million.

The Director of the Agency in the state, Mr. Olakunle Olaniran, told the News Agency of Nigeria on Thursday in Dutse
that the items were confiscated in Dutse and other major towns in the state in the last three years.

He explained that the food items and drugs confiscated were fake and adulterated.

The director said the items included sugar, spaghetti and vegetable oil.

He said the others were oxytocin injections, gentamacin injections, sudrex tablets and augmentin syrup.

Olaniran said the agency was waiting for directive from its national office approving the destruction of the seized items.

The World Health Organisation (WHO) has warned governments and the international health community that the threat of a cholera outbreak is a major public concern in Nigeria and some developing countries.

WHO, however, in a statement, said the use of Oral Cholera Vaccines (OCV) was proving to be an efficient tool to effectively control outbreaks.


According to the apex United Nations (UN) health body, new outbreaks are ongoing in South Sudan and Tanzania, fanned by insecurity and displacement. Intensive control efforts are ongoing and vaccination programmes have been rolled out to target communities at risk.

In conflict-wracked Yemen and earthquake-ravaged Nepal, WHO has been working with national authorities and partners on the ground to prepare for any outbreak as well as acute water diarrhoea.

On its part, the United Nations Population Fund (UNFPA) has called on governments to redouble efforts to protect the health and rights of women and girls. It made the call in a statement ahead of the 2015 World Population Day.

Meanwhile, a damning independent report, commissioned by the organisation itself, has declared, “the Ebola crisis proves the organisation lacks the ‘capacity and culture’ to deal with global health emergencies.”

The review panel said WHO was too slow to act to get on top of the deadly virus, which has now killed more than 11,000 people in West Africa. And it calls for an urgent overhaul of the organization.

However, the WHO, in a report published by British Broadcasting Corporation (BBC), says it has plans for reform. It has already admitted that it waited too long to declare Ebola a public health emergency of international concern.

WHO Director-General, Margaret Chan, admitted in May, it had been “overwhelmed” by the Ebola outbreak, saying it “shook this organisation to its core.”

The disease that hit Liberia, Sierra Leone and Guinea began spreading in December 2013, but it took until August 2014 for WHO to sound the alarm. By that point, more than 1,000 people had died of the virus. The death toll now stands at more than 11,000.

According to the report, WHO lacked a culture of rapid decision-making. In the early stages of the Ebola crisis, messages were sent about the seriousness of the situation but these “either did not reach senior leaders or senior leaders did not recognise their significance.”

“There seems to have been a hope that the crisis could be managed by good diplomacy rather than by scaling up emergency action,” the report says.

In addition, the Director-General reemphasised that there is no public health justification for refusing entry or quarantining travellers simply because they had been in, or are citizens of one of the affected countries. Any measures applied must be based on appropriate public health evidence or information about potential risks posed by the individual traveller.

Meanwhile, the WHO report on the global tobacco epidemic 2015, says too few governments levy appropriate levels of tax on cigarettes and other tobacco products. They, therefore, miss out on a proven, low-cost measure to curb demand for tobacco, save lives and generate funds for stronger health services.

The report, published Tuesday on WHO’s website, focuses on raising taxes on tobacco. Although 33 countries impose taxes that represent more than 75 per cent of the retail price of a packet of cigarettes, many countries have extremely low tax rates.

Abuja – The Economic and Financial Crimes Commission (EFCC) on Wednesday, confirmed the arrest and detention of two former governors, Ikedi Ohakim of Imo and his Adamawa counterpart, Murtala Nyako.

Mr Wilson Uwujaren, Spokesman of the EFCC confirmed the detention in an interview in Abuja.

Uwujaren, who said Nyako’s son Abdul-Aziz was also in the custody of the commission, added that the three suspects were arrested on Tuesday.

He said the detention was ahead of likely arraignment before a Federal High Court in Abuja.

Ohakim was on June 18, arrested and interrogated by the EFCC over allegation of corruption during his tenure as the governor of Imo state.
Nyako and his son were accused of criminal conspiracy, stealing, abuse of office and money laundering.

The EFCC had also alleged massive looting by top officials in Nyako’s administration when he was governor of Adamawa.

CONTROVERSY now trails the Federal Government’s bailout package for cash-strapped states as widely reported in the media yesterday.

While the ruling All Progressives Congress (APC) and the National Council of Muslim Youth Ornanisations (NACOMYO) commended President Muhammadu Buhari’s reported release of N713.7billion to bail out states, Governor Ayodele Fayose said Ekiti got N2.1billion legitimate earning, not bailout.

Fayose argued that Ekiti State’s share (N2.1bn) of the N413.7 billion ($2.1bn) from the Nigeria Liquefied Natural Gas (NLNG) was legitimate earning to the state and not bailout from the Federal Government.

The governor said it was necessary to correct the erroneous impression created by some newspaper reports that listed the state among those that got bailout from the Federal Government.

Fayose, who said the N2.1billion being expected could not pay the N2.6billion wage bill for June, however assured workers in the state that he would strive to raise the balance to ensure June salary would be paid next week.

Apparently elated by the gesture, the APC described the President as a father for all for coming to the aid of suffering workers by approving special intervention funds to bail the states out of their precarious financial conditions.

In a statement issued by APC National Publicity Secretary, Alhaji Lai Mohammed, the party said it was particularly delighted that the President has shown that he is truly the father of the nation by eschewing partisanship in approving the intervention fund for all the states. “We say this because when states were financially handicapped during the tenure of the last Federal Government, opposition states were hung out to dry while states belonging to the then ruling Peoples Democratic Party (PDP) got generous bailouts.”

However, Fayose, who spoke at a media parley in Ado Ekiti said the N2.1billion being expected could not pay the N2.6billion wage bill for June. He, however, assured workers in the state that he would strive to raise the balance to ensure June salary would be paid next week.

In the same vein, PDP declared that “the N804 ‎billion released to bail the states” out of their present financial trouble was part of the funds saved by it when in power.

The PDP, in a statement issued in Abuja yesterday by its National Publicity Secretary, Olisa Metuh, said the party “notes that a significant amount of the bailout came from savings accumulated in the Excess Crude Account handed over to the Buhari-led APC administration by the past PDP-led administration.

“This development is in clear contradiction to the earlier impression given by President Buhari to Nigerians and the international community that they should not expect much from his administration in its first 100 days because, according to him, upon assumption of office, he met a virtually empty treasury.

“We want to believe that given the President’s release of such huge amount, he may have realised that he was earlier misdirected on the actual financial state of the nation at the time he took over. In this regard, we expect the President, as a respected statesman to do the needful to correct that erroneous impression.”

PDP, therefore, charged the APC as a party in government to put its house in order, desist from injecting confusion and distracting the President from settling down to form a government and face the enormous challenges of governance, especially the implementation of his long list of campaign promises to Nigerians.

It said Nigerians are no longer interested in insults, tirades and propaganda but in actions and policies that would move the nation forward.

But the Presidency yesterday distanced itself from a statement credited to the Accountant General of the Federation (AGoF), Ahmed Idris, that Buhari ordered the sharing of money in the Excess Crude Account (ECA).

Idris had, while briefing State House correspondents on Monday, said the Federal Accounts Allocation Committee (FAAC) meeting would share the $1.7 billion from the ECA among the three tiers of government.

A statement by the Special Adviser to the President on Media and Publicity, Femi Adesina, however, said reports in sections of the media that funds would be drawn from the ECA for the relief package approved by Buhari for states and local governments were incorrect.

According to the statement, the President only approved “the sharing of the $2.1 billion dividend paid to the Federation Account by the NLNG; a CBN-packaged special intervention fund that will offer financing to the states, ranging from N250 billion to N300 billion as a soft loan available to states for the purposes of paying backlog of salaries; and a debt relief programme designed by the Debt Management Office, which will help states restructure their commercial loans currently put at over N660 billion, and extend the life span of such loans while reducing their debt-servicing expenditures.”

The statement added that the measures approved by Buhari did not include drawing down the balance in the ECA or the “liquidation” of the account as some media outlets have wrongly reported.

Also yesterday, the Accountant-General of the Federation noted with great concern that the information in the public domain was inconsistent with the details of the amount distributed at the emergency FAAC meeting on Monday, July 6, 2015.

In a statement to provide further clarification about the outcome of the said emergency FAAC meeting, he said:

• the amount distributed was not from the excess crude account ECA but rather the accrued company income tax (CIT) realised from the Liquefied Natural Gas (LNG) N359, 374,355, 607.60;
• the amount that was distributed was less the cost of collection;
• the Federal Government got 56.68% amounting to N181,745,674,112.72
• the state governments got 26.72% amounting to N92,183,834,705.62;
• local government councils got 20.60% amounting to N71,069,872,564.96.

“The public is also invited to please note that no withdrawal was made from the Excess Crude Account (ECA) and that the current balance still remains $2.1 billion,” the statement read.

Meanwhile, former Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala, has explained that the alleged ‘missing $2 billion’ from ECA was actually not missing as insinuated, but was approved by former President Goodluck Ebele Jonathan for payment of oil subsidy claims to marketers.

Okonjo-Iweala, who re-iterated this in a statement yesterday by his media adviser, Paul Nwabuikwu, was reacting to a claim by some state finance commissioners that the Federal FAAC did not authorise the withdrawal.

Ogun State Governorship Election Petition Tribunal sitting in Isabo, Abeokuta, the Ogun State capital has dismissed applications seeking to strike out the petition filed before it by the Governorship Candidate of the Peoples Democratic Party, (PDP) in the last election, Prince Gboyega Nasiru Isiaka and his party against Governor Ibikunle Amosun’s victory in the last election

The Chairman of the tribunal, Justice Henry Olusiyi while ruling on three applications filed before it by the Independent National Electoral
Commission (INEC), the All Progressives Congress (APC) and Governor Amosun, held that granting prayers contained in the application “would amount to standing justice on its head”.

Issues for determination, according to the ruling, was whether the petitioners’ reply to each of the replies of the respondents was filed within time “And is incompetent and whether in the circumstances, the petitioners could be deemed to have abandoned their petition”.

Justice Henry Olusiji in his ruling stated, “Before I proceed, let me state that it is clear that Prayer 1 of each of the applications of the 1st and 2nd respondents (Amosun and INEC) having been overtaken by events, is no longer relevant and is accordingly struck out”.

The Chairman also determined the other prayer in favour of the petitioners maintaining that the issues raised are technical issues, saying the time of technicalities are gone in law.

The Judge who maintained that the petition could not be deemed abandoned in the circumstances said instead of technicalities, the substances in the petition would be determined.

“It is crystal clear that the petitioner’s reply in answer to each of the 1st and 2nd respondent’s reply and the reply of the 3rd to 128th respondents’ replies is hereby struck out. Issue 1 for determination, as formulated by the tribunal, is resolved in the negative, in favour of the respondents.

“In the circumstances, the petitioner cannot, stricto sensu, be described as ‘sleeping petitioner’. This is not a clear-cut case of abandonment of the petition in the true sense of the meaning of the word ‘abandon’.

“To buy into the arguments of the learned senior (Amosun’s lead counsel) could sell for the 3rd to 128th respondents/ applicant to the effect that the petition should be deemed to have been abandoned by the petitioners, when all the parties, including the 3rd and 128th respondents, have filed all the pre-hearing session processes, which have not been sought to be set aside is to allow technicalities to defeat the end of justice

Barring other arrangements and deductions, Nigeria earned $74.512 billion, about N14.902 trillion, from crude oil export in 2014, according to data released by the Nigerian National Petroleum Corporation, NNPC. The NNPC, in its 2014 Annual Statistical Bulletin, revealed that the amount was earned by NNPC and other oil and gas companies in the country, which exported about 773.833 million barrels of crude to different regions of the world.

nnpcThe amount is more than three times the N4.425 trillion budgeted by the Federal Government for 2015. It is also more than the combined budget of the Federal Government from 2013 to 2015, comprising N4.92 trillion for 2013; N4.6 trillion in 2014 and N4.425 trillion in 2015 respectively.

Using the OPEC’s Reference Basket which puts the average yearly basket price of crude oil for 2014 at $96.29 per barrel, the export of 773.833 million barrels of crude translated to $74.512 billion, an equivalent of N14.902 trillion.

Of the total amount, the report noted that the NNPC earned $26.077 billion, an equivalent of N5.215 trillion from the export of 270.819 million barrels of crude oil in 2014.

Top buyers

The NNPC report further revealed that the highest buyers India, Netherlands and Brazil, spent $30.672 billion, about N6.134 trillion on importing Nigeria’s crude oil in 2014. Specifically, the three countries purchased 318.534 million barrels of crude oil from Nigeria, accounting for 41.16 per cent of Nigeria’s crude oil export as shown below:

India – $13.136 billion, about N2.627 trillion for 136.42 million barrels.
Netherlands – $9.817 billion or N1.963 trillion for 101.954 million barrels
Brazil – $7.719 billion, about N1.544 trillion for 80.16 million barrels

Export to other countries

In addition to the top buyers, Nigeria exported its crude to other countries including:

Spain – 79.648 million barrels
South Africa – 51.149 million barrels
France – 49.384 million barrels
Italy – 35.39 million barrels;
Indonesia – 35.137 million barrels;
United Kingdom – 31.488 million barrels

Contrary to claims that the United States had stopped importing Nigeria’s crude, the report showed that it imported about 24.048 million barrels in 2014.

Export to regions

Analysis of Nigeria’s crude oil export by regions showed as follows:

Europe – 354.545 million barrels, 45.82%
Asia and Far East – 193.267 million barrels, 24.98%
African – 97.874 million barrels, 12.65%
South America – 90.664 million barrels, 11.72%, and,
North America – 27.094 million barrels, 3.5%

In general, the NNPC stated that, “A total of 796.654 million barrels, representing 2.18 million barrels per day of crude oil and condensate was lifted fo
r domestic and export purposes, showing a slight decrease of 0.46 per cent against 2013 figures. “Of the total quantity, NNPC lifted 349.721 million barrels of crude oil, representing 42.86 per cent of the total, averaging 958,141 barrels per day for both domestic utilisation and export.”

The EFCC’s lead counsel in the alleged CBN currency scan, Mr Rotimi Jacobs, on Tuesday said the defence counsel was scuttling further trial of the accused persons. Jacobs made the remark while addressing journalists after further hearing was grounded due to the inability of the defence counsel to serve process. He said it was a situation in which the defence counsel, whose clients were refused bail, had a dirty gameplan to ensure that the applications slated for the day were not heard. “Their gameplan is to scuttle further trial of the case and they have successfully done that.

“The judge directed us at Monday’s hearing that everyone should file his process that day, but the defence counsel did not, this was contrary to our agreement and court’s order. “We were supposed to have been calling our witnesses since the last three weeks, but they started filing series of applications to ensure that the trial did not commence. “Our witnesses are ready to start giving evidence, but they are trying to block those witnesses. So, we’ll now have to wait till October.

“Their strategy is that the matter must not go ahead before these current judges, they want to wait for the appeal court to decide,” Jacobs said. He said there was no amount of reform that could sanitise the system. According to him, the defence counsel has observed that the suspects don’t have a good case, and hence, have refused to change their habits of stalling trials through frivolous applications.

He, however, stated that the truth would eventually prevail, no matter the delay. In his argument, Mr Olalekan Ojo, one of the defence counsel, debunked the accusation made by the prosecution, referring to it as ‘most unwarranted and unnecessary’.

“There is no diligent defence counsel that will fail to raise the kind of objection that we raised, except the defence that is indifferent to the success of his client. “What we simply asked the judge to do is to disqualify himself in this case, because we don’t trust him– based on his pronouncement. “If this amounts to scuttling trial, so be it,” Ojo stressed.

This happened just now at Olorunsogo Opposite Cottage Hospital Ilorin Kwara State.
A motorist was driving in front of this set of VIOs and they were driving at top speed in pursuit of another motorist who was trying to avoid arrest.Apparently the motorist in front of this VIO was oblivious of what was going on and he did not swerve for the VIOs like other vehicles did seeing the speed at which they were driving.This VIOs overtook the motorist and blocked his way abrutely almost causing an accident.
They asked the driver to come down and started harrasing him,snapping his car and threatening him.
People gathered to appease them but it they refuse to listen.
Please push this to FP asap,we need people to see the injustice some VIOs are carrying out in the name of carrying out their duty.

STAKEHOLDERS in Akwa Ibom State have rejected the plan to site of a nuclear power plant in the state.

Instead, they called on the Federal Government to partner with the state at ensuring that, the independent power plant is put to maximum use for the benefit of all.

Speaking at a press conference in Uyo, the state capital, they wondered that, if the International Atomic Energy Agency [IAEA] had warned that, Nigeria was nor ripe to handle nuclear issues for now, the country would insist in venturing into it knowing the dangers associated with it.

The stakeholders include, Atuekong Idongesit Nkanga, Senators Anietie Okon, Emmanuel Ibokessien, Effiong Bob, Chief Nduese Essien, Dr. Asuquo Usoro and Mr. Larry Essien amongst others.

Speaking on their behalf, Senator Anietie Okon noted that for the past 40 years, the Federal Government had not sited any industry in the state, stressing that if the government had intended to do so now, it should not be a nuclear power plant with extreme disaster potentials.

Accompanied by the people of Itu Council Area where the said nuclear plant is said would be located, the people stressed that, Akwa Ibom people, nay Nigerians are opposed to the project because of the disastrous consequences always associated with the failure of a nuclear plant.

“After proper examination of the pros and cons of the project, tapping the knowledge of experts on nuclear technology and related disciplines, we had no option than to brace up to oppose to the fullest and say empathically and without any question that it is not welcome in our state.

“Our opposition to the location of the plant in our state is not borne out of ignorance of the benefits of the project, but more because of the peculiar experiences in our country and the disastrous consequences those failures of nuclear plants have brought to even more discerning climes.

“We ask ourselves what the fascination is with the project and what the intensions of the promoters are. Former Big Brother Africa winner, Karen Igho Rakos has been delivered of a son at the Mount Sinai Roosevelt hospital in New York on the 4th of July 2015.

KarenExcited by her safe delivery, TV personality posted an adorable picture of her self and new baby on instagram with the caption, karenified.

”Finally my son is here. Welcome to my world . Thank you Lord for a safe delivery”.

It will be recalled that Karen who got married to her husband Yaroslav Rakos on the 14th of December 2014, was the first African and Nigerian female to ever win at the Big Brother Africa, where she won $200,000 at the 2011 edition of the famous reality show.

The blast occurred at a local branch of Redeemed Christian Church of God along Bauchi road in Potiskum Town, Yobe State.
A resident of the town who is also one of the officials working with the aid agencies informed PREMIUM TIMES that the bomb went off at a time worshipers were observing the Sunday service.
“Six persons died and there are no reports of injuries yet” he said.
Efforts to speak with the police were unsuccessful as their phones were switched off.
Also, the spokesperson of the Joint Task Force in Yobe, Lazarus Eli, said he had travelled out of the state for an official assignment and is yet to be briefed on the matter.
