A young female suicide bomber killed 12 worshippers when she blew herself up in a mosque in northeastern Nigeria, a witness and a vigilante aiding the military against Boko Haram said Friday.

“The bomber was a girl aged around 15 who was seen around the mosque when worshippers were preparing for the afternoon prayers,” vigilante Danlami Ajaokuta said of Thursday’s attack in Malari village, adding 12 had died and seven were injured.

“People asked her to leave because she had no business there and they were not‎ comfortable with her in view of the spate of suicide attacks by female Boko Haram members.

“She made to leave‎ but while the people were inside the mosque for the prayers she ran from a distance into the mosque and blew herself up,” he added — an account corroborated by resident Gajimi Mala.

There was no immediate claim of responsibility but Boko Haram has used both men and young women and girls as human bombs in the past, and Borno state where the attack took place has been the hardest hit by the insurgency.

The attack comes just a day after Boko Haram militants gunned down at least 145 people in three Borno villages, shooting Muslim worshippers during the holy month of Ramadan in the bloodiest day of attacks since new President Muhammadu Buhari came to power.

Six school children on Wednesday drowned in the Lagos Lagoon after the passenger boat conveying them from the Ojo area of Lagos to Irewe Island capsized.


The school children who were yet to be identified were said to have been coming back from school and were crossing the Lagos Lagoon, when they met their unfortunate end.


While the bodies of six children were yet to be accounted for, THISDAY gathered that already eight were rescued alive.


It was gathered that immediately the incident happened, local divers had been called in and eight of the children rescued.


Due to the lateness of the hour, the emergency workers said the search has been suspended to be continued today.


Confirming this, the South-west Spokesperson for the National Emergency Management Agency (NEMA), Mr. Ibrahim Farinloye. said eight were rescued alive. He said the boat had capsized after a speed boat overtook it, causing a wave splash that unturned the boat conveying the children.


He said, “NEMA has just been alerted of a boat mishap that involved 14 school children who were being conveyed across Ojo to Irewe jetty.


“A speed boat was said to have ran across their boat which caused the boat conveying the children to loose control.


“While six of the children were yet to be recovered, eight were rescued alive. The search continue tomorrow to recover the bodies possibly.”


“It would be recalled that NEMA had issued strong warning and advise two weeks ago against the ongoing turbulence on sea.


“We also emphasized on the need for ferry/boats operators and other users to to be very careful while carrying out their daily activities.”

Lagos IGR doesnt even come close to helping the development of the state. If borrowing is the only way out, it wont be long before it unravels. Greece and Puerto Rico had (/access to) more qualified accountants and economists bt it still didnt prevent a crisis. There has to be a balance...dats hw others do it.
Sure the balance has to be there, that's where utilizing the loans appropriately comes. In, In a country like Nigeria, the government both Federal, States and LG alike can't survive without external borrowings, the after effect of these loans is key, likewise making a drastic effort in diversifying the economy from oil, if this is done effectively, that's when borrowing can be reduced to the barest minimum, otherwise they keep getting these loans to keep Government moving, whatever form they come, credits, bonds, treasury bills, etc

Lagos State, yesterday, secured $200 million World Bank credit to support a range of reforms on fiscal sustainability, budget planning, budget execution, and the investment climate in the state.
The credit is expected to help sustain the state’s recent economic growth and poverty reduction index, while continuing to deliver social services to the city’s expanding population.
A statement by Senior Communications Specialist, World Bank, Nigeria, Obadiah Tohomdet, said the fund from the International Development Association, IDA, which supports the Third Lagos State Development Policy Operation, is the last of a series of two development policy operations to improve public finances and the investment climate in a fiscally sustainable manner.
Lagos State government was said to have, in the past decade, achieved significant economic growth, improved its infrastructure and services, significantly reduced crime, and brought millions of people out of poverty.

Gov. Ambode
World Bank Task Team Leader for the Project, Jariya Hoffman, said: “The operation is focused on furthering improvements in the transparency of the budget system, effectiveness of public expenditures, and the business climate will help sustain the pace of economic growth and thus the state’s positive momentum towards income equality and the delivery of public services.
“With enhanced budget transparency and efficiency, adequate funding can be shifted to programmes to benefit the state’s booming population, especially the poorest families.”
According to him, the operation will enhance the state government’s fiscal sustainability by anchoring the budget in a framework that accounts for key fiscal risks and improves revenue collection.
Also, he explained that the project would support adopting a new approach to budget planning and preparation and ensure adequate allocation of budgetary resources to social services such as education and health.
In addition to budgetary improvements, the project is equally expected to support a reduction in the cost of land transactions and development and introduction of an electronic web-based system for processing of planning permits that will help to improve the business climate and attract new investments.
Also commenting on the credit, World Bank Country Director for Nigeria, Marie Francoise Marie-Nelly, said: “This operation is designed to assist Lagos State in its quest to continue its recent success in spite of the challenges brought on by rapid economic and population growth.
“As an urban agglomeration that has reduced income inequality during double digit economic growth, Lagos is an example of inclusive growth in Nigeria.
“If the Lagos experience is sustained, there is strong potential for this type of inclusive growth to spread to other parts of Nigeria.”
The World Bank’s IDA was established in 1960 to help the world’s poorest countries by providing grants and low to zero-interest loans for projects and programmes that boost economic growth, reduce poverty and improve poor people’s lives.
IDA is one of the largest sources of assistance for the world’s 77 poorest countries, 39 of which are in Africa.
Resources from IDA bring positive change for 2.8 billion people, the majority of whom live on less than $2 a day.

Abuja – The Senior Pastor of Champions Royal Assembly, Kubwa, Abuja, Joshua Iginla, on Sunday gave out 22 cars and millions of naira ranging from N50,000 to N500,000.
The pastor, who celebrated his birthday and that of his wife at the service, also unveiled 33 book titles written by him.
Presenting the cars, among which were 10 SUV cars to the beneficiaries, Iginla challenged the well-to-do in the society to assist the less-privileged.
The pastor, who said that he had tasted poverty and knew how it felt, said the less-privileged of today could become important personalities tomorrow.
“My birthday is all about giving to the needy. What I do here is just 10 per cent of what I do secretly.
“I don’t give to show up; I give to teach people and to provoke them to give.
“I have many people on scholarship, I have widows on my payroll, we have rescued prostitutes and empowered them with skills acquisition programmes, I have orphans I am taking care of.
“I have schools of the handicapped that we have been assisting and the physically-challenged students irrespective of their religions. Gospel is practical, not only spiritual,” he said.
Iginla said this was the third time that he would be giving out all his cars without leaving any one behind for himself.
Unveiling the books, Gov. Samuel Ortom of Benue, commended Iginla for his humility and hard work in writing the books.
Ortom, who recalled that he was a school drop out and later a motor park tout in Gboko, said God made him Governor of Benue in spite of the “political persecution” he suffered.
“At this time in my country’s history that there is dearth of leadership, I commit myself to lead with the fear of God that will translate to equity, integrity, justice and fairness.
“I will strive to unite the people of this country,” he said.
The occasion was attended by Senators Grace Bent, Anthony Kila and Effiong Bob, Onyeka Onwenu, Tope Alabi and Chris Morgan.
There were also 16 Nollywood actors who attended the service, including Zack Orji, Francis Duru, Alex Usifo and Fathia Balogun, six of whom were beneficiaries of the car gifts. (NAN)

To stem the tide of brain drain and enable Nigeria meet up with the World Health Organisation’s recommended doctor to patient ratio and stem the tide of brain- drain as well as prevent half-baked specialists, the Federal government has been called upon to empower training institutions with equipment and personnel.
Making the call last week in Lagos at a 2-day training workshop for over 450 trainers, examiners and assessors/supervisors of trainees on the residency training programme in the country, the Registrar, National Posgraduate Medical College of Nigeria, NPMCN, Prof. Wole Atoyebi urged government to contribute more in terms of funding.
Speaking to Good Health Weekly, at the workshop entitled: “Current Examination Methods with a sub theme: “Dissertation and Curriculum Development and Evaluation”, Atoyebi said over 60,000 doctors have been trained in the country, but the doctors practising in the country at the moment is about half this number.
“We have Nigerian medical association in America with about 10,000 trained from here. To me, it’s a perverse subsidy that poor nations are subsidising treatment in the rich nations. And for us to keep our own home there is need for government to create enabling environment. Our people are hot cakes wherever they are.
“We are working hard to make sure we increase the capacity, we don’t want half-baked specialists. There is a minimum requirement. When we visit institutions in different countries, we award them depending on the equipment and personnel they have,” he said.
Reacting to the ban on residency training in some tertiary institutions, Atoyebi who described it as a sad development, explained as doctors graduated, new ingredients should be made to get the final product, and that stopping them half way, will affect the training and make it slower.
On the training organised by the College’s Docimology and Evaluation Committee, Atoyebi stated that it had become imperative that the College must not only ensure doctors undergoing postgraduate medical education are properly trained by appropriately empowered trainers, but that the assessment methods are robust, valid and reliable.
“We expect a change in the health sector. Change in being more purposeful, change in implementing action programme. We expect a change in putting words into action.”
College President, Prof. Arogundade said the College is saddled with producing competent medical and dental specialists who would provide world class services in teaching, research and healthcare through proper planning, implementation, monitoring and evaluation of appropriate postgraduate programmes of training.
”Regular review of the training curricula of all faculties of the College is aimed at raising the standards of training content and methods of delivery in conjunction with more scientific and rigorous examination methods in line with International best practices.”
He charged participants to come up with a global model of assessment of residency trainees applicable across all faculties similar to the six interrelated domains of competence developed by the Accreditation Council for Graduate Medical Education, ACGME, which includes medical knowledge, patient care, professionalism, communication and interpersonal skills, practice –based practice

The Special Adviser to the Senate President on Media and Publicity, Mr. Yusuph Olaniyonu, on Sunday clarified that his boss, Senator Bukola Saraki, never claimed that he stepped down for President Muhammadu Buhari, as being interpreted by the Presidency.
Olaniyonu, who spoke with our correspondent on the telephone on Sunday, explained that what the Senate President said during an interactive session with journalists in Abuja on Saturday was that he dropped his presidential ambition, once President Buhari announced his intention to contest the 2015 presidential election.
The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, had on Saturday said there was no truth in the claim by Saraki that he stepped down for President Buhari in the APC presidential race.
Adesina, had in an interview with The Punch, said the issue of stepping down did not arise, because the party conducted a free and fair presidential primary which Buhari won.
But Olaniyonu explained that Saraki only stated during the interview that he stepped down from running for the President so as to be part of the solution to the nation’s social and economic problems which Buhari had prepared himself very well to tackle.
Saraki had, during the interview, assured members of the public of his unalloyed support and commitment to the success of the Buhari administration, having worked tirelessly to ensure his emergence.
He had also alleged that those who were blackmailing him before the President were actually his friends and associates, who were annoyed that he chose to support the Presidential ambition of Buhari, instead of supporting them.
Saraki had said, “Talking about relationship with Mr. President, I want to reassure the public that some of us….. If you look at the time of the APC and the period of the campaign, I was the first person that stepped down his presidential ambition once President Buhari announced that he was going to contest for the election.
“Since then, and throughout the period of the primary election,  I had worked tirelessly…even some of my own friends or those that are associates who did not support me in the Senate. My offence was because I did not support them for their Presidential ambition and I supported President Buhari.
“That is why I find this world very funny. I now find out that they are the ones now that claim that they love President Buhari more than me. It is a very, very funny world. These are people that we were begging.
“My offence was to tell them that, ‘Look, we are young; let us allow President Buhari. This is the man for today; let us allow him to contest. That is my offence. They are now the people that are now saying that Saraki does not like the President; they are the ones that like him.
“But time will tell, the truth will always prevail and that will be soon"

The Lagos State Government has given okada (motorcycle) riders in the state 21-day ultimatum to leave restricted routes.
The government met with okada unions on Thursday at the state secretariat, Alausa, Ikeja, Lagos, where the ultimatum was given.
The Secretary to the State Government, SSG, Tunji Bello, who chaired the meeting, said the government decided to give the riders 21-day ultimatum for the unions to sensitise their members to vacate the restricted routes before enforcement would begin.
He said. “We have held a meeting with the okada unions on what should be done. We had a meeting with security agencies before now on the resurgence of okada riders on the highways.
“They said they thought that the government had relaxed the law;   there is no relaxation. We have decided to give them three weeks for enlightenment because we are not doing anything new; what we are doing is to re-enforce the law.”
Bello said when the law was introduced in 2012, okada accidents reduced.
He said, “We are not going back to that era again. For three weeks, they will educate their members on the need to leave the road. We need to save members of the public and the only way to do that is to restrict their movement and enforce our traffic law.”
The SSG stated that enforcement was relaxed during the last elections so that political parties would not capitalise on the enforcement for cheap political gains.
“We relaxed enforcement during the general elections because we didn’t want crisis and violence. We needed to avoid crisis at that time so that political parties would not capitalise on it. The enforcement will be in full force after three weeks. This is a law already in place and it has to be obeyed,” he said.
The Permanent Secretary, Ministry of Transportation, Oluseyi Coker, said the law restricting okada riders from major roads was still in force as the government had not suspended it.
He said, “We are doing this so that when we start enforcement, they will not say government did not caution them. The violation is much and we want the unions to educate their members.

All Progressives Congress senators have nominated Ali Ndume as the Majority Leader of the Senate, in defiance of the party’s directive that Ahmed Lawan be given the role.

Mr. Lawan lost the senate presidency election to Bukola Saraki, despite being the party’s official candidate.

The party insists its preferred candidates who failed to be elected president and speaker for the Senate and House of Representatives respectively, be elected Majority Leaders in both chambers.

The crisis has stalled legislative business in both arms of the National Assembly for weeks.

The Senate on Thursday officially nominated Mr. Ndume, from Borno State, as Majority Leader.

It also nominated Bala Ibn Na’alla as deputy leader. Mr. Na’alla, a former House of Representatives member, is from Kebbi state.

The Senate also nominated Francis Alimikhena, from Edo State, as Deputy Chief Whip.

The nominations are subject to approval.
