 The Transmission Company of Nigeria (TCN) yesterday disclosed that the national electricity grid transmission has attained a new peak capacity of 4,662 megawatts (MW), some 6MW different from its last record of 4,656MW. TCN, in a statement by its General Manager, Public Affairs, Seun Olagunju, in Abuja, explained that the new peak was attained at about 8p.m on Tuesday. It said the country’s power generation and transmission capacities have in the last couple of days enjoyed new peaks above 4,500MW following improvements in gas supply to the generating stations as well as equipment and infrastructure upgrade in the transmission network. TCN which assured that it would continue to work at enhancing the capacity to transmit more quality power to the electricity distribution companies in the country, also attributed the new records to enhanced human capacity of its system operator. The transmission company had on Wednesday, July 15, announced its attainment of the previous 4,656MW peak transmission, just two days after it recorded 4,545MW peak transmission in the national grid. Meanwhile, about 32,229 electricity consumers that are serviced by the Abuja Electricity Distribution Company (AEDC) within its franchise distribution areas of Abuja, Kogi, Nasarawa and Niger have reportedly begun to receive refunds for excess charges levied by the Disco for electricity they consumed between the months of October 2014 and May 2015. The refund which runs into millions of naira may however come in the form of credit awards on the bills of the 32,229 affected customers. The development follows an enforcement order on the Disco by the Nigerian Electricity Regulatory Commission (NERC) for flagrant breach of its licenses conditions as regards estimated billing methodology. NERC had in the order accused AEDC of continuous fleecing of consumers and threatened to take punitive measures against it if it fails to refund to consumers monies collected from them from estimated billing over certain periods. The commission equally asked it to submit to it comprehensive data it used for the billing of its unmetered customers for the months October, November and December 2014, saying that it had noticed unusual increase in the estimated bills of customers of the Disco. AEDC’s Executive Director, Regulatory and Stakeholders Affairs, Abimbola Odubiyi, however confirmed the Disco’s commencement of the refund. “The first thing is to give a rebate to the affected electricity customers before July 3 which we have done. All the affected customers as identified jointly by NERC and AEDC have been compensated accordingly. The next thing is that NERC gave us a two -month deadline and that will elapse in mid-August for us to publish in newspapers the apology which we are going to do,” Odubiyi said. He noted that on the public apology which NERC also mandated it to tender to its customers that: “Why we haven’t done that is to ensure that all the affected customers have been informed and duly compensated. We can’t do the apology adverts when the customers have not been compensated. Some might be wondering if it worked. I know that the identified customers are over 32,000 and the rebate varies from N1,000 to N5,000. She also said that subsidy payment from 2005 to 2012 indicated that $11.63bn had been paid to the NNPC but that “there is no evidence of the money being remitted to the federation account.” The NEITI boss, who called on the Federal Government to privatize the refineries, stated this during a courtesy call on Governor Nasir el-Rufai, at Sir Kashim Ibrahim Government House, Kaduna, on Wednesday. El-Rufai is among the four governors appointed by the National Economic Council to scrutinise the accounts of the Nigerian National Petroleum Corporation and the Excess Crude Account managed by the administration of Goodluck Jonathan. ADVERTISEMENT Part of the terms of reference was to unravel the N3.8trn not remitted to the Federation Account by the national oil giant between 2012 and May 2015, as well as $2.1bn said to have been deducted from the Excess Crude Account. Justice Mohammed Idris of the Federal High Court in Lagos thursday again stopped the attempt by the Nigerian Electricity Regulatory Commission (NERC) to go ahead with its plans to effect a hike in electricity tariff across the country. This was consequent upon the striking out a preliminary objection filed by NERC challenging a suit filed by a lawyer, Toluwani Yemi Adebiyi, against the proposed hike in electricity tariff across the country. The judge equally struck out an application seeking to discharge an order of court restraining NERC in concert with electricity distribution companies from increasing electricity tariff pending the determination of the suit. Adebiyi, in the suit, is seeking an order restraining NERC from implementing any upward review of electricity tariff without a meaningful and significant improvement in power supply at least for 18 hours in a day in most communities in the country. But NERC filed a preliminary objection challenging the locus standi of the lawyer to file the suit. The commission had also argued that the suit disclosed no reasonable cause of action, and that the applicant failed to comply with relevant provisions of the law, as the suit was wrongly instituted. Also, in the motion to set aside the interim order against electricity hike, NERC had equally argued that the lawyer misrepresented facts before the court, and misled the court to grant same. In his ruling, Justice Idris, who first dealt with the preliminary objection, held that from the processes before him, the defendant (NERC) failed to comply with the mandatory provision of Order 29 Rule 4 of the Federal High Court Civil Procedure Rules to the effect that such objection must be filed within 21 days after service. The judge disagreed with NERC’s counsel that the provision was discretionary, adding that the operating word “Shall” makes it mandatory for the court. “The objection is incompetent and it is hereby struck out having been filed outside the 21 days stipulated by Order 29 Rule 4,” Justice Idris ruled. On motion to discharge the interim order, the judge equally held that it was not filed within seven days as stipulated by Order 26 Rule 11, and no order for extension of time was sought. The development, according to the judge, equally rendered the motion incompetent, and accordingly struck it out. “The ex-parte order of this court restraining hike in electricity tariff is valid and still subsisting,” Justice Idris held. Meanwhile, the management of the Port Harcourt Electricity Distribution Company (PHED) has announced that it is planning to increase electricity tariff by 77 per cent. The company said its plan is to increase the electricity tariff by that percentage in a gradual process over a period of ten years. The Head Customers Service, PHED Headquarters, Dr. Godwin Orovwiroro, made the disclosure yesterday in Calabar during a one-day public consultation on tariff review. Orovwiroro said the plan of the PHED is to increase electricity tariff to its customers every two years in five instalments. He said at the conclusion of the process, it is believed that the tariff would stabilise and customers would begin to pay less. “There will be initial rise in tariff but when more operators come into the business it will likely crash. “What you will lose in the first two years, you will actually recover in a few years because then there will be competition and the tariff regime will either come down or stabilise,” Orovwiroro said. He said energy generation was influenced by the macro economic factors. Orovwiroro stated that some of the challenges facing the distribution company include vandalism, energy theft, illegal connections and obsolete equipment. He said some suspects caught perpetuating some of these economic crimes were being arrested and prosecuted. Orovwiroro said the company has undertaken some measures to reposition its operations in order to serve the consumers better. “We have started enumeration of all our customers and to key them into a data base so that we can the actual number of customers we have. “We have designed a new metering system where a customer can read his meter on his own and detect if there is any anomaly. “We also have a revenue protection and loss reduction programme. All these are being designed to provide efficient services to our customers, “he stated. At the interactive session, some customers including, Mr. Aniefiok John observed that many customers in Calabar pay for energy not consumed as a result of fixed charges by the company. “In my area, at Parliamentary, our transformer was bad and we had no light for 18 months. “When the state government gave us transformer and I went to recharge my pre-paid meter, I discovered that I was billed for the period I did not consume energy,” John said. Orovwiroro said no customer was allowed to pay for energy not consumed and advised those affected to write official complaint so that their monies could be returned. “If you do not have electricity supply for 15 days, you should not be charged fix charge. “If you have been charged for the period that your transformer was bad, you can come to our customer care unit so that, we can adjust your meter and remove the excess charge,” he said. He debunked claims that PHED abandons consumers to their fate whenever electricity transformers get bad, saying that customers were rather always in a hurry contribute money to repair the transformers. Nigeria’s effort at eradicating polio virus is one step closer to achieving the goal of eradicating polio in 2017 as it has been one year since the last case of polio was reported in the country. The last case of polio in the country was reported exactly a year today in a 16 months old boy from Sumaila Local Government Area in Kano State. Should all pending laboratory investigations return negative in the next few weeks, Nigeria will officially be taken off the list of polio-endemic countries. However, the country will only be certified polio free by the World Health Organisation (WHO) in 2017, provided it maintains its zero case status, further strengthens its surveillance system, improves routine immunisation and maintains high quality campaigns. Consequently, achieving one year without polio is just one of the hurdles the country needs to surmount before being certified polio free in 2017. As early as 2012, Nigeria with 122 polio virus cases, had reported the highest number of polio cases globally and the polio epicentre of the world. According to the the immediate past Minister of State for Health, Mr. Fidelis Nwankwo, “Our eyes are on the prize, but this is the most critical time in the programme. Because the stakes are so high we know that the eyes of the world are on us all to deliver and there is no room for complacency until we achieve eradication in 2017. We are far from there yet. “We’re really excited by the historic progress that has been made here in Nigeria, however we can’t get distracted by this progress. We are now looking ahead to our next challenge which is to sustain the momentum on an emergency footing until 2017, with strong government oversight and continued levels of funding, so that Nigeria can hit the three-year mark with no cases, and finally eradicate this crippling disease.” If this progress is sustained with no re-infection and surveillance remains strong, Nigeria and the rest of Africa will achieve polio eradication by 2017. Government and partners reiterate that it’s going to take a lot of hard work. Polio campaigns will need to continue and reach all children in the country several times a year. While there is polio anywhere in this world, every child is at risk. Surveillance needs to become even more sensitive so that no virus will be missed. And routine immunization coverage needs to improve significantly, especially in the northern states. Nigeria launched an ‘all-out’ effort, with focused attention, resources and activities on the remaining polio strongholds of the country, particularly the northern states. Special approaches were developed in the security compromised areas, including a focus on reaching the internally displaced populations. We recognise that it will only be through strong commitment, coordination underpinned by accountability that Nigeria will be in a position to stop transmission and sustain the gains through to eradication in 2017. The Executive Director of National Primary Health Care Development Agency (NPHCDA), Dr Ado Muhammed said: “Today we are looking forward to 2017. We remain committed to finding concrete and sharp solutions to overcome the remaining bottlenecks until we achieve eradication in this country. We recognize the need to sustain and re-double our efforts to ensure every child is reached.” Muhammed observed that “as Nigeria marks one year without a case of polio and embarks on the road to certification, it is important to pay tribute to the hundreds of thoughts of vaccinators, community mobilizers, Traditional and Religious leaders, parents and caregivers who have supported polio eradication efforts for more than a decade, despite the challenges. Nigeria’s achievement in stopping polio will save hundreds of thousands of children from lifelong paralysis or death each year. Polio efforts have contributed substantively to improving the health system, including disease surveillance, routine immunization and maternal and child health. “Today is an important health milestone for Nigerians. But now we call on all Nigerians – health workers, political traditional, religious and community leaders and communities themselves to help us to sustain the gains made towards polio eradication by 2017, when Nigeria will be certified polio-free by WHO. Let us not leave any stone unturned until we achieve this collective goal for our country. The National Youth Service Corps (NYSC) has introduced a self-deployment system to enable prospective corps members choose where they wish to serve. This was part of resolutions at the end of the 2015 Batch ‘B’ pre-mobilisation workshop which held in Kaduna. Similarly, pregnant women, nursing mothers and students undergoing postgraduate studies have been banned from participating in the scheme until they are free to enlist for the service. The NYSC, in a communique issued at the end of the meeting, said the new system of self-deployment is aimed at addressing the fraudulent activities associated with the previous method of deploying prospective corps members. “In a bid to tackle the problem of deluge of concessional requests with which the NYSC is being inundated, prospective corps members will henceforth be given the opportunity to choose states of their choice outside their socio-cultural and linguistic areas, using ICT,” the communique said. It added: “Given the negative implications of assigning invalid or wrong Joint Admissions and Matriculation Board (JAMB) numbers to prospective corps members during the mobilisation process, corps-producing institutions have been advised to always take advantage of the window of opportunity created by the JAMB and regularise the admission of their graduates and advise the affected graduates to activate such numbers before presenting them for mobilisation. “For us to bring administration nearer to everybody, complaints and issues arising from the online registration from prospective corps members and corps producing institutions will henceforth be lodged with the Deployment and Relocation officers at the NYSC state secretariats for onward transmission to the ICT department for necessary action. “It was further resolved that pregnant women and nursing mothers and students engaged in postgraduate studies should not bother to enlist for service until they are free to participate effectively.” The Director General of NYSC, Brig.- Gen. Johnson Olawumi, had on Wednesday at the opening of the workshop announced that henceforth, prospective corps members with First Class degrees and their counterparts who graduated with distinction from the polytechnics, would be posted to the universities for their primary assignments.
