Politics / Nigeria Pays N400.1m As Aso Rock Rent To Mysterious Landlord by LatestTori4Town: 1:20pm On Nov 27, 2020

Aso Rock Rent is being paid to a mysterious landlord
The 2021 State House budget, as in previous years, has earmarked N66.6 million as payment for ‘residential rent’, a provision that many Nigerians have described as ‘suspicious’ with questions on if, indeed, Aso Rock is on rent.

By 2021, total money paid as rent for Aso Rock residential quarters will exceed N400 million as questions remain on who the mystery landlord is.

In 2016, following an outcry on the same item in the budget, former Head of State, and also the first occupant of Aso Rock, Ibrahim Babangida, lent his voice to criticism of the residential rent provision, asking the Nigerian government to explain who exactly are the landlords.

“I built Aso Rock and I wonder who the current Landlord is. I read a certain N22M for the payment of Aso Rock rent. Rent to who, Me or GEJ?” Babangida asked in 2016.

Aso Rock Presidential Villa was constructed in October 13, 1989, by Ibrahim Babaginda, following a 1976 proclamation by the Military Government of Murtala Mohammed for a more central state capital.

Although the controversy precedes President Muhammadu Buhari’s administration, the item has over the years continued to not only be a permanent feature of the statehouse budget but has increased in the last five years.

In 2015, N22.4 million was budgeted as a rent payment for state house, by 2016, it increased to N27.73m.

Despite the outcry that trailed the previous year and economic uncertainty, the 2017 provision saw a massive increase by over 123% to N77.54m.

2018, 2019 and 2020 budgets also provided 66.6 million as rent for payment.

Structures in the Statehouse also called the Villa, include Office and Residence of the President, Offices of the Vice President and Wife of the President, the State House Conference Center, State House Annexe and the Akinola Aguda House.

President Buhari, when assuming office in 2015, had promised Nigerians he would cut waste from government spending while its funds would be directed to public good.

“The residential payment could be for those working in the statehouse, living around the villa,” Atiku Samuel a Research Lead at BudgIT explained when asked on the provision. Read FULL story on Tori4Town

Politics / Garba Shehu: Accept Repentant Boko Haram Fighters Or They Go Back To Terrorism by LatestTori4Town: 1:19pm On Aug 06, 2020

Accept repentant Boko Haram fighters or they go back to terrorism, presidency urges Nigerians

The Presidency on Wednesday asked Nigerians not to reject repentant Boko Haram fighters unless they want the terrorists to take up arms and resume terrorism from which they’ve repented.

The presidency also dismissed as untrue, the insinuation that the current administration had been absorbing repentant Boko Haram terrorists into the Nigerian military.

Garba Shehu, the Senior Special Assistant to the President on Media and Publicity, said in a statement that none of the 601 former Boko Haram members who voluntarily laid down their arms and had recently graduated from the Federal Government’s de-radicalization and rehabilitation programme, was going into the military.

“At the point of their graduation, a determination is made that the former combatants have repented and are better citizens, imbued with genuine nationalism. They must no longer represent a danger to society or to themselves.

“Where they’re certified as such, communities have the duty of accepting them. Unless they want them to take up arms and resume terrorism from which they’ve repented, community leaders must work with the relevant agencies to end their rejection,” Shehu said in the statement.

The presidential aide added that no serious leaders must fall for fake news on repentant terrorists, stressing that “nobody has ever been absorbed into the military from the de-radicalized Boko Haram and there is no such plan for their absorption.”

He said the Muhammadu Buhari administration as a responsible one was conscious of its duty to the state and society, and to the victims of terror as well as to those who inflicted these pains and losses on our people.

The statement read: “Now that groups with hitherto proven bona fides, some religious leaders and a few in the legislature have joined the supply chain of fake news, it is important that we step in to clear the false reports that the administration is absorbing repentant Boko Haram terrorists into the military.

“None of the 601 former Boko Haram members who voluntarily laid down their arms, and have recently graduated from the Federal Government’s de-radicalization and rehabilitation programme, is going into the military. This is the fourth such graduation of repentant Boko Haram fighters and not one of such graduates has been absorbed into the military.

“The public needs to be reassured that the de-radicalization, rehabilitation and reintegration of violent extremists of the Buhari administration code named ‘Operation Safe Corridor’, follows an established example from countries with similar experiences, and is supported academically and materially by the European Union and the United Nations.

“The lead agency for the implementation of the programme in Gombe is the International Organization for Migration, a leading inter-government organization which is represented in Nigeria.

“It’s also important to note that this programme does not have a place for hard boiled, ideologically hardened terrorists. It only admits, after careful scrutiny, repentant fighters that were captured and forced to bear arms in the first instance, and there are many who have been drafted by force”.

Politics / Port Harcourt Flyovers Will Be Ready By October - Wike by LatestTori4Town: 7:03pm On Jul 03, 2020

Rivers state governor Nyesom Ezenwo Wike says the three flyover bridges under construction in Port Harcourt the state capital will be completed one month ahead of the initial deadline of February 2021.

The new development is coming after Julius Berger Nigeria PLC, the Construction firm handling the projects assured of delivering the Rebisi flyover (Garrision Junction) by October 2020.

Speaking to journalists after inspecting the bridges, Governor Wike said his administration is mindful of every promise made to Rivers people.

Such promises have included delivering critical infrastructure that will improve the economic status of the state and the life of the people.

"If you look at the Rebisi Flyover at Garrison junction, you'll see that they are working hard to finish with the concrete superstructure by October so that motorists can ply the bridge. That's what I've always said when you give work to good contractors, you will be comfortable that those jobs will be delivered.

"From what I have seen, ahead of their schedule of the work, it is important to know that Julius Berger is committed to making sure they handover the projects even before the time scheduled," he said.

Commenting on the Rumuola flyover that is billed for expansion, Governor Wike said the chaotic traffic situation experienced there will be addressed with the planned expansion.

"Rumuola flyover was built under the military government. When there is maintenance work to do or a vehicle breaks down, it causes a lot of traffic jams, so the need to expand the flyover became necessary.

"The contract papers have been signed and I believe they are preparing to go to the site within the next few days.

"Generally, we are happy to achieve such feat within the shortest possible time and with the quality job done. We want the people to be confident that we will not take their mandate for granted and they will not regret reelecting us," he added...

Politics / Governor Wike Threatens To Sanction Erring Project Contractors by LatestTori4Town: 6:12pm On Jul 03, 2020

Rivers state governor Nyesom Ezenwo Wike has stated that contractors who fail to abide by the contractual agreement in handling projects in the state will be sanctioned.

Governor Wike said it is unacceptable for contractors, particularly those who have received full payment before the COVID-19 pandemic to use it as an excuse not to deliver their projects on time or compromise set standards.

The governor issued the warning shortly after inspecting projects located in Eleme and Tai local government areas of the state.

Governor Wike said while the structural work of the five thousand capacity auditorium at the National Youth Service Corps orientation camp in Nonwa is commendable, the contract will however be reviewed.

According to the governor, the review has become necessary because the contractor refused to make the furnishing of the auditorium an integral part of the original design...Read FULL story on Tori4Town

Adesina noted that the President would have taken action not only against Wike, but former Governor of Ekiti State, Ayodele Fayose, for their “anti-Buhari tendencies”.

Wike, who was elected on the platform of the opposition Peoples Democratic Party (PDP), this week thanked Buhari for approving a N78.9bn refund to Rivers state for the repair of federal roads.

Travelers who fail to fill in the forms with the details and refuse to self-isolate will be fined.

Politics / Ohanaeze Supports IPOB, Says Blackmail By Nigerian Government Is Backfiring by LatestTori4Town: 1:05pm On Jun 10, 2020

Following a statement issued on Sunday by the Federal Government that the Indigenous People of Biafra is allegedly waging war against Nigeria, Ohanaeze Ndigbo, standing in defence of IPOB, has described the government’s worry as a complete case of chasing shadows.

Publicity Secretary of Ohanaeze Ndigbo, Uche Achi-Okpaga in an interview with Vanguard says the Presidency was drawing attention to an allegation of persecution of Christians in Nigeria but failed to draw attention to the seemingly intractable insecurity in the country.

Ohanaeze Ndigbo Speaks In Defense Of IPOB

Achi-Okpaga said, “Would they (FG) also say that there is no insecurity in the country? All over the country, people are posting on the spot audio and video records of senseless and targeted killings.

“I think now that the ovation of the Presidency’s actions and body language have become loudest, attracting condemnations from highly pedestalled and well-meaning Nigerians, including the latest letter from Col. Abubakar Umar, the next available response, as is usual in their colour, is to heap some blame on a given quarter as the IPOB and deliberately divert attention from the issue.”

Ohanaeze Ndigbo says it was unfortunate that whereas the President swore to protect the lives and property of Nigerians, Nigerians are "killed in their homes, their farms, on the roads, by herdsmen, while travelling, by bandits or Boko Haram terrorists, as the case may be."

“Perhaps, it is also IPOB that is sponsoring all that. It is a pity that we are exerting more effort to tarnish IPOB than to do the needful by ensuring the protection of citizens no matter whose ox is gored,” Achi-Okpaga said.

Media Adviser to the President General of Ohanaeze Ndigbo, Chief Emeka Attama, said, “The reaction of Ohanaeze Ndigbo Worldwide is that finally, the hen is coming home to roost.

Education / Candidates Can Now Print JAMB Result Notification by LatestTori4Town: 3:40pm On Jun 08, 2020

The Joint Admissions and Matriculation Board (JAMB) has disclosed that candidates in the just-concluded 2020 Unified Tertiary Matriculation Examination (UTME) can now print their jamb result notification slips.

The results which had earlier been made available through text to candidates on request by them but are now requesting a printed version can now be printed free from the Board website: www.jamb.gov.ng.

How To Print JAMB Result Notification Slip

All a candidate needs to do after visiting the site is to click on QUICK LINKS, then on "EFacility" where the candidate would be required to provide his/her registration details, and the result notification slip would be displayed for printing.

The printing of the jamb result notification slip is free as it is different from the original result slips that comes with the
candidate's picture. Candidates can print their result notification slip anywhere in the country even from the comfort of their homes once there is internet access.

The Board has, until now, restricted the printing of result notification slips and had made it available to candidates only
through SMS to avoid anxiety on the part of candidates as well as prevent clustering at cybercafes with the attendant risk of COVID-19 contagion all in a bid to print result notifications.

This new development, however, is predicated on the gradual easing of the lockdown and resumption of economic
activities in most parts of the country. The Board wishes to advise candidates to be wary of fraudulent elements
masquerading as JAMB agents stating that it has not mandated any person or group to do the printing on behalf of the

Education / 2020 Jamb Cutoff Mark: Board To Hold Policy Meeting June 16 by LatestTori4Town: 3:14pm On Jun 08, 2020

The Joint Admissions and Matriculations Board JAMB, has scheduled the 2020 Policy Meeting of all tertiary institutions for 16th June 2020.

The Policy Meeting is to be chaired by the Hon. Minister of Education with all Heads of Tertiary Institutions in attendance. The 2020 Policy Meeting is peculiar as it will go down in history as the first Policy Meeting that will be holding online owing to the COVID-19 Pandemic.

It would be recalled that part of the protocols put in place by the government to curb the spread of COVID-19 requires
that no gathering of persons exceeds prescribed numbers.

Compliance with this directive has become imperative as no fewer than 4000 Heads of Tertiary Institutions comprising degree, diploma, NCE and NID-awarding institutions and other stakeholders would normally be expected to congregate at a location but because of extant protocols, would nown be expected to participate in the virtual meeting.

Modalities For Participants In 2020 Jamb Policy Meeting

The modalities for the meeting would entail the Board issuing only one access code to each participating institution to
join the meeting. This access code is not to be shared or given to unauthorized persons. However, other critical stakeholders within the institutions like the Registrars, Admissions Officers can cluster around a big screen in a location to attend the meeting using the unique access code.

The Honourable Minister of Education, Malam Adamu Adamu, would preside over the meeting with other stakeholders
and top functionaries of the Education Ministry joining in from the operational base.

Heads of regulatory agencies and other critical stakeholders such as chairmen of committees on Education at the Lower and Upper Chambers of the National Assembly are also expected to join the meeting.

Politics / Atiku Abubakar's LGA Part Of Ambazonia, UN, Nigeria Denies Knowledge Of UNO by LatestTori4Town: 11:17am On Jun 06, 2020

By July 10 this year, Nigeria may lose 24 local councils, by way of ceding, to a new country to be known as United Nations Organisation (UNO) State of Cameroon at its borders with la Republique du Cameroun, the United Nations said.

The 24 Local Government Areas that Nigeria may loose are five in Borno State, twelve in Adamawa State and seven in Taraba State.

Names Of Nigeria's Local Government Areas In Map of Ambazonia

The Local Government Areas to be taken from Nigeria to create Ambazonia include Bama, Gwoza, Ngala, Kala/Balge, Dikwa. Others include Madagali, Michika, Mubi North, Mubi South, Mayo/Belwa, Toungo, Ganye, Serti, Hong, Jada, Maiha and Jada councils.

While conceiving the new state, the former UN Secretary-General, Kofi Annan invited former President Olusegun Obasanjo of Nigeria and Biya of Cameroon to sign documents respecting their countries’ international boundaries.

The former Nigerian Vice President of Alh. Atiku Abubakar is from Jada town in Jada Local Government Area of Adamawa State of Nigeria.

Adamawa alone is loosing twelve Local Government Areas to the separatists who pressed on the United Nations for several decades from Southern Cameroon to be given a country.

map of Amazonia

The country which shall be known as The Republic of Ambazonia created under the treaties of UNO State of Cameroon will be the divorce of the English speaking regions of the present-day Southwest, Northwest and Northern Cameroon that will annex 24 LGAs in Nigeria.

Atiku Abubakar has had contested elections several times to be President of the Federal Republic of Nigeria but had never won. It’s not yet clear whether Abubakar commonly known as the Turaki of Adamawa will move his Presidential ambition to the Republic of Ambazonia as soon as the new country will be given sovereignty on July 10, 2020.

United Nations Instructs Paul Biya To Withdraw Soldiers From Region Under Ambazonia

The United Nations has instructed President Paul Biya to withdraw soldiers from the southern part of the planned UNO State of Cameroon to set the stage for the creation of the new state being spearheaded by the UN.

The withdrawal of troops by Biya was formally demanded by the former President of the United Nations General Assembly, Ali A. Treki on May 20, 2020. This was disclosed in a May 26, 2020 letter of the UNO State of Cameroon to Prof. Martins Chia Ateh, the United Nations-appointed workshops coordinator in Cameroon and Nigeria.

Ateh said in the letter: “Greetings and thank you very much for the attached list of those who were detained in the Nkambe prison of Cameroon in August 2008.

“It is only now that the soldiers of la Republique du Cameroun are being withdrawn from the southern part of UNO State of Cameroon.” He said it was a good thing Treki kept the records straight.

On UN’s creation of a new country in Africa, Ateh said: “I should be getting back to you once the United Nations finishes with an official announcement on the existence of UNO State of Cameroon to the international community.”

While conceiving the new state, the former UN Secretary-General, Kofi Annan invited former President Olusegun Obasanjo of Nigeria and Biya of Cameroon to sign documents respecting their countries’ international boundaries.

How Obasanjo And Biya Signed Ceded Both Territories

It was learned that Obasanjo and Biya signed the documents in March 2003 to cede their twin territories (Northern and Southern Cameroons) to the proposed UNO new country in West and Central Africa.

The UN, according to recent reports, pledged to actualize a new State of Cameroon on July 10, 2020.

In Nigeria, the new country’s landmass extends from Bakassi Peninsula in Cross River State to Ngala Local Government Area of Borno State in the Lake Chad region.

Rivers State Executive Council has approved the concession of existing agricultural facilities in the state to investors who are interested in bringing their expertise to bear in harnessing the potentials in the sector.

At its meeting held on Thursday, June 4, 2020 that held at Government House Port Harcourt, which was presided over by the state governor, Nyesom Ezenwo Wike, the council said the decision is predicated on the fact that the state is been driven to become the agricultural hub in the south-south region.

Addressing journalists after the meeting, Rivers State Commissioner for Agriculture, Dr. Fred Kpakol said such investors will be expected to indicate interest in any of the agricultural facilities existing in the state.

He said there are fish farms and multi-crop school-to- land farms in the 23 local government areas of the state including the Songhai Farms that are now available for investors who want to key into the agricultural programme of the government to achieve food security and generate employment for Rivers people.

The commissioner also said the name of the cassava plant at Afam, Oyigbo local government area of the state has changed to Rivers Cassava Processing Company limited.

Dr. Kpakol said the change became necessary because one of its partners, Datco changed the name it used in 2011 on the contractual agreement, which made it cease to be a recognised entity.

According to him, the equity shareholding of the partners in the investment still stands at 70% for Rivers State Government, Datco has 28% and SPDC 2%.

Also addressing journalists after the meeting, the Rivers State Commissioner for health, Professor Princewill Chike said after the index covid-19 case was recorded, the state government had taken measures to contain the spread of the virus in the state.
The success of those measures, he said, is evident in minimal spread seen.

Prof. Chike said the testing capacity of the state has also been boosted with the acquisition of testing machine by the state government, which now aids the collection of more samples daily.

Commissioner for special duties, Dr. Thomas Bariere said the council also approved the opening of the Ogbum-nu-abali Fruit Market for daily business activities beginning from Monday 8th June 2020....Read the FULL news on Tori4Town
