Politics / COVID-19: Bayelsa State Extends Lockdown By One Week by LatestTori4Town: 10:07am On May 05, 2020


The Bayelsa state governor, Sen. Douye Diri in a public statement yesterday extended the lockdown in the state further to one week. He stated that though it's a had decision, it is imperative that residents should adhere to it, owing to the fact that four new cases of coronavirus were confirmed in Bayelsa state.

A week ago I gave an order for all those who are not on essential duty to stay at home for one week. That decision became inevitable after the index case of COVID-19 in our state.

Following the expiration of the one week, and with four new cases, it has also become imperative to extend the duration of the stay at home order by another one week beginning from today.

This decision as hard and biting as it is is for our own good and it will enable us to further contain the spread of the deadly pandemic.

As a state, we have also decided to adopt the directive on the presidential curfew (8pm and 6am) for two weeks, commencing today.

Also, in accordance with the presidential directive, wearing of Face Mask in public is now compulsory and violators risk prosecution. In line with this, we will massively produce and distribute face masks to residents in the state.

In the same vein, the interstate lockdown order as announced by the President last week is also being fully implemented.

Let me add that the previous ban on social gatherings, the order on the number of worshippers in churches and mosques as well as the operations of markets are equally still in force.

The Federal Ministry of Humanitarian Affairs, Disaster Management, and Social Development has delivered 110 trucks of palliatives foodstuff from the Federal Government to the Kano State Government for distribution to the needy, vulnerable, and people of concern in the state.

The Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq explained in a statement that the ministry had two weeks ago delivered 10 trailer loads of parboiled rice to the state government.

She noted that the National Emergency Management Agency (NEMA) was directed to deliver 100 trucks of grains to five locations in the State for distribution to poor and vulnerable households on the instruction of President Muhammadu Buhari.

“The grains in 100 trailers are now on their way to Kano, comprise millet, sorghum and maize, which were released from silos holding the country’s strategic food reserve located across the country.

“It could be recalled that President Muhammadu Buhari has directed the Federal Ministry of Agriculture and Rural Development to release 70,000 metric tons of food for distribution to less-privileged Nigerians to cushion the effect of the lockdown aimed at checking the spread of the killer-disease triggered by COVID-19 in Nigeria”, she said.

The Minister emphasized that “One of the humanitarian interventions provided by the Federal Government is the delivery of food items as palliatives to the poor and vulnerable in all states affected by the Covid-19 pandemic to ease the lockdown situation”.

Sadiya Farouq assured the Director-General of the National Emergency Management Agency, Engineer Mustapha Maihaja that: “The Ministry will continue to work closely with all the agencies under its purview, including the National Emergency Management Agency (NEMA), in discharging its mandates, including providing effective coordination of humanitarian interventions both nationally and internationally for the benefit of the citizens of this country, especially during this Covid-19 Pandemic.”continue

The Commissioner took to social media to show how he flamboyantly celebrate his wife’s birthday, organized her an exorbitant party, and presenting her with a new iPhone 11 Pro as a birthday gift.

However, residents expressed shock over the post, accusing him of siphoning government resources to spend lavishly while others are starving.

They took to social media to accuse him of being liable for deduction of 20 percent from salaries of local government staff, which has put a lot of families in an undue hardship.

A Facebook User, John Ekpe wrote: “This Commissioner is heartless. This shows he is making of our plight. ”

Another Facebook user, Aliyu Enagi commented: “25 workers salary @ 30,000 each. Allah ya karba. Imagine how many salaries this IPhone will pay?”

A search on the price of the iPhone 11 pro shows it sells for N400,000.

Apple pegged the smartphone at $999, $1149 and $1349 for the 64GB, 256GB, and 512GB models respectively.

Commenting on the amount of the phone, other Facebook users said even if he is free to give his wife a phone for her birthday, he should not have flaunted it on the social media when his ministry is responsible for deduction of workers’ salary.

Raymond Dokpesi Jnr, chairman of DAAR Communications Plc, owners of Africa Independent Television, has tested positive to coronavirus.

AIT Chairman, Raymond Dokpesi Jnr Confirms He's Positive

“I got a call this morning confirming the result is COVID-19 positive. I am leaving now to the Gwagwalada Isolation Centre for treatment and hope to be back in two weeks.

Many of you may have interacted with me during our various meetings and I would advise you to get tested as soon as possible,” Dokpesi said in a short message to members of staff in Abuja, AIT reported on Monday evening.

Dokpesi was said to have been self-isolating in the past week, before he developed malaria symptoms and started coughing.

He reportedly contacted the Nigerian Centre for Disease Control (NCDC) for a COVID-19 test which came back positive. Dokpesi is said not to have a recent travel history, advised those who have interacted with him lately to get tested.

Rivers State Governor, Nyesom Ezenwo Wike has announced a lockdown of parts of Port Harcourt and Obio/Akpor Local Government Areas in view of the failure of residents of the affected areas to comply with the regulations of the State Government to check the spread of coronavirus.

Governor Wike Announces Locks Down Of Parts of Port Harcourt

In a State Broadcast on Monday, Governor Wike stated that the complete lockdown starts from Tuesday 28 April 2020, till further notice.

He said: "In view of the non or passive compliance with these measures, it has become compelling to also place the following parts of Port Harcourt and Obio/AkporLocal Government Areas on 24 hours complete lockdown, beginning from Tuesday 28 April 2020, till further notice:

Parts of Port Harcourt To Be Locked Down

"(i) Elekahia, including the entire stretch of Rumukalagbor-Elekahia link road;

(ii) Rumuomasi, including Stadium road; and

(iii) Rumuobiokani.

"(iv) All residents in these areas must stay at home. All shops, mini-markets, offices and business outfits in these areas must also cease to operate until further notice.

"(v) Landlords in these areas must take personal responsibility to enforce this lockdown as we will not hesitate to pull down any commercial building or structure that opens to business in violation of this specific directive."

"We appeal to the leaders of these communities to enforce the established restrictions or risk the imposition of a total lockdown on their communities."

Governor Wike berated security agencies for allowing travelers to enter and leave the state at will despite the closure of the state's borders.

He said: "These unscrupulous security officers are deliberately putting our State and the lives of our people at risk as our health system can hardly cope, should there be a surge in COVID-19 cases.

"To contain this threat, therefore, we will be inaugurating the State’s Taskforce on Border Closure on Tuesday, April 28, 2020, to effectively monitor our boundaries and ensure that no unauthorized person and or vehicle leaves or enters our State under any guise in breach of the lockdown order."

Governor Wike directed the State Commissioner for Social Welfare to round up and deport all vagrants to their state of origin.

He said: "We have also directed the Commissioner of Social Welfare to round-up and deport all vagrants, including the almajiris, to their States of origin to protect our people from the threat they present to the transmission of this pandemic.

" We have also widened our case finding and containment strategy by moving from targeted testing to active sentinel search for cases with acute symptoms across various public and private facilities and subject them to immediate testing, isolation, and treatment.

"With these measures and ceaseless supplications to God, we are confident to win the battle against COVID-19 in our State."

Governor Wike commended Rivers healthcare workers for their efforts and personal sacrifices and in prayed God to bless them richly.

He said: "While we will step-up our efforts to deliver more palliatives to the vulnerable ones among us, we urge all residents to simply comply with the established directives and protocols on the lockdown and social distancing and save our State from the COVID-19 scourge."

Governor Wike gave a situation report on the fight against the spread of coronavirus, urging Rivers people to remain steadfast.

He said: "As of yesterday, 26th April 2020, Rivers State had 6 confirmed cases of COVID-19, with 2 fully recovered and discharged, 2 confirmed deaths, while 2 are active and presently receiving treatment in our isolation and treatment centre at Nchia General Hospital, Eleme.

"The recent positive cases, in spite of the strategic measures we have put in place, are clear evidence of a gradual increase in transmission of the virus, which has happened as a result of the actions of those who either chose to breach or sabotage our directives on lockdown and social distancing.

"We consider the emerging trend as not only serious and risky but also, one that compels us to step-up our strategies and prevent a spike in the transmission of the coronavirus in our State."

The Secretary to the Government of the Federation, Boss Mustapha, has called for unity in the fight against the coronavirus (COVID-19) outbreak in the country.

Mustapha, who is the Chairman of the Presidential Task Force on COVID-19, made the call in his opening remark at the briefing of the team on Monday in Abuja.

He said, “Let me remind all Nigerians that the fight against COVID-19 is a fight for all of us. It is only when we unite that victory can be assured in the next phase of this fight.

The SGF noted that the extension of the lockdown order issued by the President in the three cities of Lagos, Ogun, and the Federal Capital Territory (FCT) would lapse on Monday.

He hinted that the Minister of Health and the Director-General of the Nigeria Centre for Disease Control (NCDC) met with the President on Sunday.

The task force chairman also revealed that the team has continued to assess the situation across the country and an appropriate report has been submitted to President Buhari.

According to him, the team is making adequate efforts to curb the spread of COVID-19 and is working in collaboration with relevant agencies.

Some Eleko community youths have embarked on a violent protest in the Ibeju Lekki area of Lagos State over the Covid-19 lockdown.

How The Protest Started
The protest, which started on Monday morning, turned violent as the youths were said to have had a faceoff with some security officials over the enforcement of the COVID-19 lockdown in the community.

Locals told Channels Television that the youths mounted roadblocks with bonfires at different locations on the road leading to some companies, including the Dangote refinery in the area.

Youths Accuse Police Of Bribe During Lockdown Period
They accused the security officials enforcing the lockdown of being bias, saying expatriates were allowed to go to their places of work while residents were forced to stay in their houses.

On their part, the police say they have dispersed a group of violent protesters at the Eleko Junction area of the community.

Femi Falana, a Senior Advocate of Nigeria, has issued Osagie Ehanire, Minister of Health, seven days to publish the full report of the investigation into the mysterious deaths in Kano State.

Mysterious Deaths In Kano

There have been controversies in Kano over the mysterious death of over 600 persons in the state.

Falana, in a letter addressed to Ehanire on Sunday asked the federal government to take over the situation of Kano, adding that the state government is overwhelmed.

He expressed concern over the burials conducted in the state without any official information from the government.

The statement reads in part: “During a press briefing held at Abuja a week ago, you announced that the Federal Ministry of Health, the Kano State Chief Epidemiologist, Officials of the Kano Public Health Department and those of the Nigeria Centre for Disease Control (NCDC) had commenced investigations into the strange deaths and mass burials currently going on in Kano State.

“We are disturbed by the burials which have since continued without any official information on the cause of the strange deaths.

“The people of Kano State and Nigerians, in general, are worried over the worsening health crisis as it may spread to other parts of Kano State not yet affected as well as other parts of the country if not urgently addressed. But since the Kano State Government is completely overwhelmed, we hereby, call on the Federal Government to take over the management of the crisis without any further delay.

Governor David Umahi of Ebonyi State has said he would not entirely lock down the state even as cases of the Coronavirus disease continues to increase across Nigeria.

Umahi said this in a statement by Mr. Uchenna Orji, the State Commissioner for Information and Orientation, on Sunday in Abakaliki, NAN reports.

According to Umahi, the economic peculiarities of the state must be considered before reaching such a decision.

“I considered the state’s poverty index as those agitating that I close all markets have to re-evaluate their suggestions.

“We have not recorded any index case of COVID-19, and therefore, there is no need to shut our economic activities entirely,” he said.

Umahi also thanked the residents of the state for their patience over the dusk to dawn curfew, noting that their compliance was ‘encouraging.’

“I believe that by May 1, 2020, and if there is no record of the disease in Ebonyi, we shall lift the 7 p.m. and 7 a.m. curfew but maintain total closure of the boundaries within a distance of 300 meters radius.”

While states battle to contain COVID-19, the Nigerian Centre for Disease Control (NCDC) confirmed another 87 cases of the disease in the last 24 hours, bringing to 1,182 the total number of infected persons in the country.

She would have come to my own place at Alakahia but I had two roommates and 2 people squatting with us in our one-room surrounded by graves.

Time was already after 11 in the night, I looked at the time and I wanted to postpone until tomorrow but I don’t know the next time her roommate would not be around, and by the time that happens, she may no longer be in love with me.

Alakahia vigilante was already moving about but I didn’t give a damn as long as there would be breast to handle once I found my way to Choba.

I lied to my roommates that I was going to read all night in campus. They were like “Brian, it’s past 11. It’s too late” but I explained to them that they’re not the ones that have Philosophy of Literature exam to write, trust me that course no get head.

She asked me to find Suya and buy so I bought at Choba junction before getting to her house. After the initial hugs and kisses, she carried the suya to the kitchen and prepared it with noodles for us to eat. She wanted me to have strength for the journey ahead.

The food was ready and we were about to eat when she received a phone call around midnight. She went outside to take the call so I decided not to eat until she came back as a gentleman.

She finished the call and came back into the room and told me she just reconciled with her ex that I should start going back that the guy was on his way to come and spend the night.

The Defence Industry Corporation of Nigeria (DICON) has fabricated a digital mechanical ventilator to be used for treating patients battling coronavirus, across the country. The digital ventilator, which is known as DICOVENT, was produced by a team of engineers, consultants and medical experts at DICON.

DICON DICOVENT Ventilator Is A Prototype

A prototype of the DICOVENT, alongside other items which include over 1500 dozens of DICSanz–a high-quality hand sanitizer; and quality non-permeable Personal Protective Equipment (PPE) kits, consisting of standardized gowns, face shield and nose masks, also produced by DICON, where handed-over to the Nigerian Military, at the Defence Headquarters, in Abuja.

While presenting the materials to the Coordinator of the Defence Media Operations (DMO), Maj. Gen. John Enenche, Director of DICON, Maj. Gen. Victor Ezugwu, said DICON took the lead among others, to provide a local content-driven response to address the shortage of Personal Protective Equipment (PPE) in Nigeria, as part of supporting the Federal Government (FG) fight against the COVID-19 Pandemic.

In addition to its primary responsibility of producing defence equipment, Gen. Ezugwu, said DICON has succeeded in diversifying its human, equipment, machinery, as well as research and development capacity, to support a much-needed strategic intervention to cushion the effects of the highly dreaded COVID 19 in the country.

DICOVENT: A Low-Cost Mechanical Ventilator

He explained that the DICOVENT is a low-cost mechanical ventilator produced by DICON in an effort to provide home-grown solutions to combating the COVID-19 pandemic, adding that their biomedical device comes with a backup battery that supports outdoor use, while also enabling it to deliver ventilation in regions where power supply is lacking.

The Federal Government says the School Feeding Programme will continue despite the closure of schools nationwide in order not to neglect malnourished children.

Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq, disclosed this while responding to questions at the national briefing of the Presidential Task Force on COVID-19 in Abuja on Tuesday.

According to the Minister, modalities on how free food will be distributed to children in 3million households are currently being developed and will be implemented soon.

“On the issue of malnourished children, Mr President has directed that we should continue with the Home Grown School Feeding Programme without compromising the objectives of the programme.

“We are finalising modalities to distribute food vouchers for food of up to three million households. Other modalities once finalised with approval from the President will be prioritised,” she said.

The Minister added that the Federal Government has secured support the World Food and has adopted door-to-door voucher distribution.

The school feeding programme was introduced in 2016 as part of the Social Investment Programme of President Muhammadu Buhari-led administration.

Ikwuemesi died today in London, United Kingdom few days after he was diagnosed with coronavirus pandemic.

A source close to the family disclosed that Ikwuemesi was admitted to an unnamed London hospital after a brief illness.

He later tested positive for COVID-19 in the result that was released today (Tuesday).

The West African Examination Council (WAEC) in Nigeria has advised candidates for the 2020 West African Senior School Certificate Examination (WASSCE) to take advantage of the period of lockdown over coronavirus pandemic to study hard for the forthcoming examination.

The examination body which earlier announced the indefinite postponement of the examination in the wake of the COVID-19 crisis said a new timetable would be announced as soon as normalcy is restored.

This was stated by the Head of Public Affairs, WAEC Nigeria, Mr, in a statement. According to him, “as we eagerly await the end of COVID-19 and the resumption of normal activities in the country, it is necessary to admonish candidates not to play around this waiting period but to study hard for the postponed examination. A timetable will be announced once normalcy is restored.”

Ojijeogu added that this would help candidates to avoid errors that made candidates record below-average performance in the previous examinations. This gives a comprehensive analysis of candidates’ performance in all subjects, identifying their strengths and weaknesses, what failed to do and what they should have done to perform better.

In a statement issued by its National Publicity Secretary, Kola Ologbondiyan, the opposition party said the presidential speech is very disappointing.

48 hours after the Governor asked the Christian Faithfuls to hold Full services In the state, the Rivers State Governor Nyesom Wike has canceled the permission he gave to churches to hold full Easter services.

In a special Government Announcement By the Honourable Commissioner of Information Paulinus Nsirim The Governor said:

The Rivers State Government has canceled the concession granted churches to hold Easter Church Services with their full congregations.

This decision was taken after due consultations with eminent clergymen, well-meaning Nigerians and civil society groups.

For the avoidance of doubt, churches should stick to the 50 persons per service to maintain social distancing.

It was observed that some churches in the state already held full easter services today while others are already set for the service tomorrow.

Although some Christian faithful are not happy this new development as reactions have begun to roll in, others have applauded the decision of the governor.

The Chief of Army Staff (COAS), Lt Gen TY Buratai, has relocated fully to the North East where he is overseeing and directing the overall operations in the theatre and other Nigerian Army operations across the country.

This was disclosed in a statement signed by the Acting Director, Army Public Relations, Colonel Sagir Musa.

According to the statement, Buratai, while addressing troops of the Special Super Camp Ngamdu in Kaga Local Government Area of Borno State on the 9th April, assured them that he will be with them in the nooks and crannies of the theatre.

Prior to his relocation, the COAS had been on operational tour to troops’ locations in the North East Theatre of Operation since Saturday the 4th of April.

During the tour, he was at the Army Super Camp 1 at Mulai and the Special Forces Super Camp 12 at Chabbol near Maiduguri on Wednesday, April 8, where he interacted with the officers and addressed the troops respectively.

The COAS was also at the Forward Operations Base at Alau Dam, and also personally led the troops on patrol round Mairimari and Maigilari Forests.

Meanwhile, the Army has assured Nigerians that it is highly committed to protecting all law-abiding citizens and defending the territorial integrity of the nation.

The Lagos State government has agreed to withdraw charges against the former governorship candidate of the Action Democratic Party (ADP) in Lagos State, Babatunde Gbadamosi, his wife Folasade, and popular singer Naira Marley.

This is as the defendants accepted to tender written apologies to the Lagos State Government, as well as to issue undertakings to comply with the directive on lockdown and social distancing, including a stay in isolation for the next 14 days.

The state government agreed to withdraw the charge against the three defendants based on the remorse they showed, however, this is still subsequent upon their fulfilling three conditions.

They were therefore not arraigned before the Magistrate Court sitting in Ogba today, April 8.

Why Charges Against Naira Marley, Gbadamosi, Others were Dropped
The conditions for which their charge was dropped include:

1) They have to write a formal apology to the Government of Lagos State which will solidify the remorsefulness shown by them.

(2) They have to give an undertaking in writing that they will continue to comply with the directives of Mr. President and Mr. Governor which is the subject matter of the case before the court.

(3) In view of the danger which the state believes they’ve put themselves by attending a gathering exceeding 20 persons, they must agree to go on 14 days isolation to protect other members of the public from any likely danger.

The defendants through their counsel all agreed to the conditions and the court has adjourned till tomorrow for the prosecutor to brief the court on whether all the conditions have been met failing which they will be arraigned.

Nigeria has drawn $8 million from a World Bank support fund of $90 million aimed at strengthening its response to disease outbreaks, an official has said.

The fund is domiciled under the bank’s Regional Disease Surveillance System Enhancement Project (REDISSE).

The bank, in a statement released in Abuja on Tuesday, said it had set aside the fund to assist the nation to respond to its health crisis.

The REDISSE is a world bank project initiated to cover all countries in the ECOWAS sub-region as a consequence of the 2014‒2015 West Africa Ebola crisis.

It aims at strengthening national and regional cross-sectoral capacity for collaborative disease surveillance and epidemic preparedness in West Africa.

The bank also explained that it has been asked to provide a multi-pronged package of support over the next six months to strengthen the country’s preparedness for the immediate health crisis.

Nigeria’s finance minister, Zainab Ahmed, on Monday, had said the Nigeria Centre for Disease Control has access to the REDISSE facility which is worth $90 million, of which the agency had drawn $8 million from “and there is already a request to draw the remaining $82 million.”

The statement also indicated that the bank would also provide the federal government with budget support for a pro-poor stimulus package and the long term recovery.

Nigeria has had to adjust downward its 2020 budget in the wake of the coronavirus pandemic and its effect on the global economy including plummeting oil prices.

Higher institutions shut to prevent the spread of Coronavirus are likely to reopen for teaching but through the e-platform

Unsure of how soon the Coronavirus pandemic will end, Minister of Education Mallam Adamu Adamu on Thursday opened talks with 237 Vice Chancellors, Rectors and Provosts on how to reopen using virtual learning.

He directed all universities, polytechnics and colleges of education to activate virtual learning environment to enable students to continue their studies through digital devices.

He said although the Academic Staff Union of Universities (ASUU) is on strike, the government will do its best to resolve the labour crisis.

Most Vice Chancellors of private universities embraced the idea and expressed readiness to reopen because they claimed that they have top grade virtual learning system.

Adamu, who had a teleconference with the Vice Chancellors and other heads of tertiary institutions for four and half hours from his home in Abuja, said the Federal Government, cannot afford to shut schools for a long time.

Governor Wike Inspects Ongoing Construction Of 250-Bed Isolation Centre In Port Harcourt

Rivers State Governor, Nyesom Ezenwo Wike has declared that the State Government has put in place the necessary healthcare facilities to tackle coronavirus in the state.

Addressing journalists after inspecting a 250-bed isolation centre for coronavirus patients in Port Harcourt on Thursday, Governor Wike said that his administration is committed to the wellbeing of Rivers people.

The Governor was accompanied on the inspection by members of the Task Force on Enforcement of the Ban on Public and Religious Gatherings.

"We are here to inspect the ongoing construction of an Isolation Centre for the treatment of cases of coronavirus. This is an additional Isolation centre to the one we have at Eleme in case anything happens.

"But we pray it does not escalate in the state. That is why we are putting all measures to ensure that we restrict coronavirus to what it is presently ", he said.

About 10 persons have been killed in Bassa town of Bassa local government area of Plateau State on Wednesday night by unknown gunmen.

On Tuesday night, the same local government was attacked in which three persons were killed and many others injured.

This attack is coming barely two weeks after two soldiers attached to Operation Safe Haven (OPSH) and two other persons were killed in Katummai village of same Bassa local council.

When contacted, the Plateau State Police Public Relations Officer (PPRO), ASP Simon Ubah Ogaba, confirmed the attacks but said he would get back to the reporter on the death toll, which he was yet to do as at press time yesterday.

President of the Irigwe Development Association (IDA) of Bassa council, Sunday Abdu, bemoaned the spate of attacks in the area, saying they are helpless in the face of the incessant attacks and killings in this difficult time of coronavirus pandemic.
