PoliticsBREAKING: Atiku Wins Adamawa Presidential Election by Limitednow(op): 5:05pm On Feb 25, 2019
Atiku Abubakar, the presidential candidate of the Peoples Democratic Party, has won the Saturday’s presidential election held in his home Adamawa State.

Mr Abubakar polled 412, 266 to defeat President Muhammadu Buhari, his closest challenger who scored 377,488.

Mr Buhari, however, won 11 of the state’s 21 local government areas, while Mr Abubakar picked the remaining 10. The results show a difference of 34,778 between them.

The outcome, despite its closeness, effectively flipped Adamawa back to the PDP, four years after Mr Buhari’s All Progressives Congress won it by over 100,000 votes in 2015 presidential election.

Although Mr Abubakar was tipped to narrowly win the state in the lead up to the February 23 election, fears that he may not clinch it gripped his supporters after he lost his polling unit to Mr Buhari on election day.

The PDP candidate, who was Nigeria’s vice-president from 1999 to 2007, polled 167 votes, losing by 19 votes to Mr Buhari, who scored 186 votes.

Okowa Campaign AD

Mr Buhari, on the other hand, heavily defeated Mr Abubakar at the president’s own polling unit in Daura, Katsina State.

A cursory analysis of the results shows Mr Abubakar scored heavily in Christian dominated areas of the state, while Mr Buhari did well amongst both Muslim and Christian voters.

The results would now be on their way to Abuja, where they would be collated alongside others from across the country in an exercise already underway in Abuja.

PoliticsHow I Was Forced To Announce Okorocha Winner Of Senate Seat – INEC REC by Limitednow(op): 2:59pm On Feb 25, 2019
How I was forced to announce Okorocha winner of Senate seat – INEC Returning Officer

Sunday night’s melodrama snowballed into a full-blown controversy Monday morning when the returning officer for Imo West Senatorial District, Innocent Ibeabuchi, said he was “detained at the centre for days.”

He said this while announcing the results of the senatorial election for the zone.

Before reeling out figures at the district collation centre in the Independent Electoral Commission (INEC) Office in Orlu, Mr Ibeabuchi, a professor, said he was being held “under duress” to announce the results.

“My name is Ibeabuchi Izuchukwu Innocent, a professor at the Federal University of Technology Owerri (FUTO), the returning officer for Imo West (Orlu) senatorial zone”, the official said.

“My area commander; my P.Os; the party agents here present; members of the press; ladies and gentlemen.

“I have been held hostage here for days so I’m trying to ease off and take my life home back to my children and for the sake of that I am calling these results under duress,” the returning officer said.

Okowa Campaign AD

He then reeled out the results.

The Drama
After announcing nine out of 12 local government areas that made up the zone, Mr Ibeabuchi paused. The time was 9:45 p.m Sunday.

Three LGA results were being awaited to finalise results for Imo west district. They are Oru West, Ugwuta and Orlu.

The outgoing governor of the state, Rocha Okorocha who ran under the All Progressives Congress (APC) won in eight of the nine local governments announced earlier.

Mr Ibeabuchi said he received an urgent call from the state’s Resident Electoral Commission (REC), Francis Ezeonu, to return to Owerri and continue the process Monday morning.

But Mr Okorocha’s supporters insisted the returning officer “must complete” the announcement, “otherwise, he is not going anywhere.”

They blocked the professor from leaving the building. They refused to yield even when police officers intervened.

For hours, the APC agents who initially hauled verbal threats at the returning officer resorted to pleading. But Mr Ibeabuchi stuck to his guns.

He remained unmoved even after Mr Okorocha and his closest rival, Jones Onyeriri of the Peoples Democratic Party visited the centre at different intervals Monday morning.

Mr Ibeabuchi would later yield and declared Mr Okorocha winner of the election. He said the governor polled 97,762 votes while Mr Onyeriri returned second with 63,117 votes.

Mr Okorocha’s old rival and a former senator, Osita Izunaso, came third with 30,932 votes.

What happened?
It was not immediately clear why Mr Ibeabuchi initially refused to announce the remaining results on Sunday night but later did on Monday “under duress.”

When contacted, INEC spokesperson in the state, Emmanuella Opara, said the commission was following the development and had sent security personnel to bring Mr Ibeabuchi to Owerri.

“Let him come back here with his report and tell us what happened.”

Mr Onyeriri, who is a sitting member of the House of Representatives, later alleged that the returning officer was held hostage throughout the night by Mr Okorocha’s supporters after a directive from the REC to “stop the collation and return to Owerri.”

He said Mr Ibeabuchi stopped the process after observing “the whole results were rigged and inflated in favour” of the outgoing governor.

“Throughout the night, they used several means to compel the returning officer to go ahead with the wrong results.”

He further described elections in the zone as heavily rigged by Mr Okorocha, saying he would not accept the results.

“In Ideeato South, he brought all collation officers to his house and compelled them to write results on his behalf. The number turned out was far behind the number captured by smartcard reader.

“He also colluded with some RAC techs to make the smart card readers not to work to enable him to do normal registration, hence inflation of voters.

“I want that results to be changed because I will not accept them. I am the actual winner. In law, if the returning officer says he can no longer continue, you cannot force him.”

The election was adjudged by observers and participants to be fraught with irregularities such as ballot snatching, invasion of polling units and harassment of voters by thugs.

Shortly before the governor’s arrival, PREMIUM TIMES reported how a journalist, duly accredited to cover the polls, was harassed and briefly detained by the thugs in Mr Okorocha’s polling unit at about 10:14 am.

This happened in the presence of two female police officers at the centre.

Mr Albert, who represents Akwa Ibom North-East, defeated his main challenger, Bassey Etim of the All Progressives Congress (APC).

Mr Albert scored 147,731 votes, while Mr Etim scored 60, 930.

Mr Albert had stayed back in PDP and pledged his loyalty to the party and the state governor, Udom Emmanuel, when the two other senators from the state – Nelson Effiong and Godswill Akpabio – defected from the PDP to the APC.

The governor, Mr Emmanuel, had described Mr Albert as “the only senator speaking for Akwa Ibom State” when the other senators left the PDP.

Senator Albert is from Ibiono Ibom Local Government Area, where the special adviser on National Assembly Matters (Senate) to President Muhammadu Buhari, Ita Enang, is from.

David Umahi, governor of Ebonyi State has ordered security agencies to gun down bandits terrorising the state.

The directive by Mr Umahi comes after a similar one by President Muhammadu Buhari urging security agencies to kill ballot box snatchers who might wish to thwart the electoral will of Nigerians as the go to elect their leaders in the rescheduled general election beginning from Saturday.

Mr Buhari’s order earned him enough criticism but the president is not backing down.

The mandate from the governor who belongs to the Peoples Democratic Party (PDP) came amidst rise in incessant attacks and violent crimes in the state.

He gave the order when he visited Agbaja communities in Izzi local government area to sympathize with the victims, calling on the youths to organize themselves and defend women and their families from further attacks.

“I am the Chief security officer of Ebony state. I want to order security agencies to shoot-at-sight any person bearing illegal firearms which he is using to attack Ebonyi people,” Umahi was quoted by Blueprint Newspaper to have said.

“I want the commissioner of Police to withdraw all illegal policemen attached to some politicians in the state. The leaders of Izzi clan are the ones causing the crisis.

“Youths of Izzi should unite and come together to protect their mothers, younger ones and themselves too.

“If you arrest any person with gun, break the person’s hands, legs and tie him to the police station.

“I want the security agencies to be ruthless to any person who attacks innocent and lawn abiding citizens in the state. If this violence and attack continue,

“I will order the arrest of all the leaders of Izzi no matter the person or his relationship with the president,” he warned.

Vice President, Yemi Osinbajo, has dispelled rumors of his intention to resign as been speculated in some quarters.

Unconfirmed reports on social media had claimed Mr Osinbajo threatened to step aside over his exclusion from the security meeting held on Wednesday.

President Muhammadu Buhari, some State governors particularly from the Northern region, alongside security chiefs gathered at the presidential villa to discuss some security challenges in the region.

POLITICS TIMES observed that the vice president was absent from the meeting. This led to rumors flying around that he was not being carried along on the affairs of the country.

A social media influencer who helped in disseminating the speculation said he got the hint from a close aide of the number two citizen.

But reacting on Thursday morning, Osinbajo described the rumor as fake news.

“Misleading/FAKE news is on the rise especially in this season when Nigerians will make a choice about who will govern them for the next four years,” he tweeted, adding that, “I have not resigned.”

Osinbajo said he remained “committed to the service of the Nigerian people under the leadership of President Muhammadu Buhari.”

Godswill Akpabio, lawmaker representing Akwa Ibom North has been described as a political pensioner by his colleague, Dino Melaye.

Messrs Akpabio and Melaye are Senators at the upper legislative chamber of the National Assembly.

Mr Melaye representing Kogi West made the description on Tuesday when he featured alongside Festus Keyamo, the presidential spokesman of President Muhammadu Buhari’s campaign team, on a programme on Channels Television: The Verdict.

The duo had a heated argument attacking and defending Mr Buhari’s choice of punishment on ballot box snatchers.

The president had declared extra-judicial killings for those who might want to thwart the electoral will of Nigerians in the rescheduled general election expected to commence on Saturday.

The Nigerian leader said he has ordered security operatives to ruthlessly deal with ballot snatchers at the scene of the crime without recourse to court trial as stipulated in the constitution.

The Army and the Police have all nodded and are willing to carry out the directive.

After the shouting match, the moderator asked for their final summarization of what is expected on Saturday.

For Melaye, he said Nigerians are tired of the incumbent leader and has chosen Atiku Abubakar, the presidential candidate of Peoples Democratic Party (PDP) as their next leader. He said the opposition party will reclaim states it had lost in the 2015 general elections.

For the Senior Advocate of Nigeria (SAN), who claimed that the president’s choice of punishment on ballot snatchers is constitutional, the likes of Mr Abubakar, Bukola Saraki, Senate President, Senator Rabiu Kwankwaso among others who left the All Progressive Congress (APC) might have made minor contributions but that did not win the election for his principal.

The lawyer said being a plus and minus situation, the party has also received into its fold politicians like Akpabio, Uduaghan, Orji Kalu, Ken Nnamani among others.

When he mentioned the name of the former Akwa Ibom governor, the lawmaker who interjected asked him “Who is Akpabio?”

“These are political pensioners,” Melaye said mockingly.

“You called Akpabio a political pensioner? Keyamo asked as the lawmaker restated his earlier comment saying the former governor was not just a political pensioner but “a big one.”

Another round of heated argument began with the legal practitioner claiming that the PDP candidate has conceded defeat by alleging that the APC were out to import fraudulent devices from China aimed at frustrating him in his stronghold during the election. The lawmaker rejected the defeat claim and sent the “defeat arrow” back to the sender.

The moderator hurriedly closed the noisy segment.

POLITICS TIMES recalls that the incumbent governor of Akwa Ibom State, Udom Emmanuel, was installed by Akpabio single-handedly. He has since turned against his successor and currently spearheading to install Nsima Ekere as the next governor.

Mr Ekere running on the platform of the APC had served Akpabio as running mate while the federal lawmaker held sway as governor.

Messrs Udom and Ekere are from Eket Senatorial District whose turn it is to serve out their remaining four years rotational power zoning.

Akpabio is expected by the leadership of the APC to deliver majority of votes coming from the state to Buhari having did so for former president Goodluck Jonathan, even though he lost his re-election bid to the incumbent president who has boasted that nobody can unseat him.

QUOTE OF THE DAY

PoliticsBuhari’s Punishment For Ballot Snatchers Constitutional, Says Keyamo by Limitednow(op): 10:13pm On Feb 19, 2019
Festus Keyamo, the re-election campaign spokesman for President Muhammadu Buhari who seeks a second term in office, says the punishment the Nigerian leader prefers and wants to unleash on ballot box snatchers is constitutional.

Mr Buhari had on Monday promised to terminate the life of anyone who hijacks the ballot box as the rescheduled general election kick starts on Saturday.

The president’s threat has generated reactions to which a fact check by POLITICS TIMES proved him wrong as the country was still operating under a democratic regime with electoral laws to punish those caught in the act of thwarting the electoral wish of the people.

Even the electoral body conducting the election said the president’s preferred punishment is not applicable as the commission under its act has punishment spelt out for such malpractice.

For the Senior Advocate of Nigeria (SAN) the president’s preferred punishment on defaulters is constitutional.

The legal practitioner stated this during a Channels television programme: The Verdict. Senator Dino Melaye also featured representing the opposing camp.

Keyamo who did not cite any section of the law to back up his claim said ballot snatching can be likened to robbery as the two crimes has criminal relations and can be tried using either electoral or criminal law.

He argued that armed robbery is punishable by death, saying Buhari’s statement should be understood as a commitment to protect the majority against the violent minority, which ballot snatchers represent.

The lawyer said both Nigerian and international law provided for an exception that allows criminal to be killed extra-judicially.

“I will advise the president to make the statement again and again…so if you don’t want to die, don’t snatch ballots,” Keyamu said.

Opposing him is Mr Melaye who described the president’s punishment as an endorsement of jungle justice.

“The president does not have the power to pronounce death on anybody even a criminal. That is for the judge and the president is not a judge,” the Senator said.

The Independent National Electoral Commission (INEC) has kicked against President Muhammadu Buhari’s Choice of punishment for ballot box snatchers.

Mr Buhari at the All Progressive Congress (APC) National Caucus meeting on Monday preferred to punish ballot box snatchers by taking away the life of anyone who is caught.

The president vowed that during this year’s rescheduled general election, security agencies will gun down those whose intentions are to thwart the electoral will of the people through snatching of ballot box.

But disagreeing with the president’s choice of punishment, INEC on Tuesday said those caught in the act will face the wrath of the law which stipulates at most, a three year jail term for those found culpable.

The electoral body says those caught will be dealt with according to its act contained in the constitution.

PoliticsSaraki: How Nigerians Can Prevent Election Rigging by Limitednow(op): 3:56pm On Feb 19, 2019
Bukola Saraki, President of the 8th Senate, has suggested ways to prevent election rigging in the country as the rescheduled general election kick starts on Saturday.

Mr Saraki is the director-general of the Peoples Democratic Party (PDP) Campaign Organisation which has Atiku Abubakar, as its presidential candidate.

Mr Abubakar known universally as Atiku is the major challenger of President Muhammadu Buhari, who is running for a second term in office on the platform of the All Progressive Congress (APC) claiming nobody can unseat him unlike his predecessor.

The top lawmaker is also wishing to return to the red chamber at the National Assembly on the platform of the PDP.

Detailing how election rigging can be prevented from manifesting, the Kwara born lawmaker said large turn out of voters is the only antidote to the illegal electoral interference.

At the 84th National Executive Committee (NEC), he urged Nigerians to turn out in their numbers to cast their votes as that is the only way Mr Buhari and his party can be chased out of power.

He said the PDP is against rigging as speculated in some quarters. Recently, the president ordered security agencies to deal ruthlessly with those who are out to thwart the electoral wish of the people in the rescheduled general election commencing on Saturday.

“We have 4 more days to go. I want to appeal to Nigerians: do not let them frustrate you. When there is a low turn out, they can rig, but if you come out to vote, they cannot,” Saraki said while addressing the gathering in Abuja on Tuesday.

“PDP is against election rigging. The law must apply to people that rig.

“When you come out to vote on Saturday, do you want a Nigeria that that adheres to the rule of law, or do you want a Nigeria that is governed by jungle justice?” the top lawmaker queried.

He hinted that there are forces who want the election rescheduled again so as to create room for the accommodation of their personal gains.

“INEC, we know that they do not want you to hold that election on Saturday, but we want you to hold that election on Saturday,” Saraki said.

The electoral body conducting the general election rescheduled the general election to commence on February 23 against the initial February 16 it fixed earlier, citing logistical challenges.

While presidential and federal parliamentary elections is expected to hold this coming Saturday, that of governorship and state assembly comes up on March 9.

PoliticsPrepare To Resign If INEC Chairman Quits, Minister Tells Oshiomhole by Limitednow(op): 9:28am On Feb 19, 2019
Adams Oshiomhole, the national chairman of the All Progressive Congress (APC) has been urged to prepare for resignation should Mahmood Yakubu, the chairman of Independent National Electoral Commission (INEC) step aside.

The goad was handed to Mr Oshiomhole by the Minister of Communications, Adebayo Shittu, who stated this on Monday at his home in Ibadan while addressing newsmen.

Mr Oshiomhole, while reacting to the rescheduling of the general election by the electoral body, called for the resignation of Mr Yakubu.

The call angered Mr Shittu who was deprived of his political ambition of being the gubernatorial candidate of the party in Oyo State on grounds of skipping the mandatory one year service of the National Youth Service Corps (NYSC).

With Mr Oshiomhole at the helm of affairs, several discrepancies were reported in the party’s primaries which produced candidates of the party for the forthcoming general elections rescheduled to commence on Saturday.

The minister said the APC chairman, having presided over a questionable party primaries since the inception of the party, has no moral right to demand the resignation of the electoral chief.

During the primaries, Oshiomhole had members of his party accuse him of receiving bribes from the highest bidder in a bid to scheme them out. He was reported to the State Security Service (SSS) who interrogated him while investigating the bribery allegations.

Shittu said even if the INEC chairman leaves office now, the election may need to be postponed for the incoming chairman to prepare for fresh elections that would be credible, free and fair.

“When Oshiomhole supervised that party primaries elections, which can be described as most horrible and corrupt in the history of the party, who called for his resignation?” the minister queried.

“I will not support such call for resignation of the INEC chairman. To err is human. We have not seen any political motivation as to what has happened in INEC.

“If Oshiomhole calls for resignation of the INEC chairman, he should also be preparing to resign as chairman of APC for conducting primaries marred by irregularities, and even accused of corruption in its conduct. Did anybody ask him to resign for the horrible management of primary elections under his watch?

“This is the first election that Professor Yakubu would be conducting, so we need to give him the benefit of doubt and I will advise that all the political parties should be vigilant.

“If you bring in another chairman, when does such person begin to learn the process? Or will you on the basis of that call for another rescheduling of the elections? Certainly, it is unacceptable for anyone to ask for resignation of INEC chairman,” he added.

PoliticsWe Are Battle Ready For Ballot Box Snatchers, Army Says by Limitednow(op):
The Nigerian Army has said its personnel are ready for ballot box snatchers as the rescheduled general election begins on Saturday.

President Muhammadu Buhari had warned those who thwart the electoral will of the people to shelve their plans or risk been gunned down.

The president gave the warning on Monday at the emergency meeting of All Progressive Congress (APC) caucus meeting in Abuja.

“Anybody who decides to snatch boxes or lead thugs to disrupt it (election), may be this is the last unlawful action you will take,” Buhari told his audience.

“I have already ordered the military and the police to be ruthless. We are not going to be blamed that you want to rig election.

“I want Nigerians to be respected, let them vote who ever they want across the (political) parties.

“Anybody who think he has enough influence in his locality to lead a body of thugs to snatch boxes or to disrupt the voting system, he will do it as the expense of his own life,” the president added.

Making known its readiness to comply with the directive, the Army through its spokesperson Sagir Musa, said the order will be complied with as the force is ready to carry out such order without hesitating.

“If Commander-in-Chief has given order to the Nigerian Army to that effect, be rest assured that order will be totally and effectively obeyed without any ifs or buts,” Mr Musa told an online news medium, Premium Times.

Meanwhile, a legal practitioner, Inibehe Effiong who disagreed with the president’s directive said such orders were in violation of the 2010 amended electoral act as security agencies are expected to take orders from the Independent National Electoral Commission (INEC) during elections.

“Under the Electoral Act, 2010 (as amended), all security agencies are to take instructions from INEC during elections. Buhari’s shoot at sight Order is illegal and amounts to a flagrant and disgraceful attack on the independence on the electoral commission and the rule of law,” Mr Effiong said Monday evening.

Meanwhile, a fact check by POLITICS TIMES has found the order of the Nigerian leader unconstitutional.
