I believe that's the reason APC was not deposed to having him around.
Other cases are understandable, but this one is something different entirely.

A lot of states would benefit from even having one of these on lock. Focus on getting your party people to review the collection costs first.

Aside from that, there’s really nothing listed above that the average Nigerian governor of his set, or even before him, hasn’t done—not even the exceptional ones, talk less of the average governors.

There’s also this mentality we have that just abhors debt, and honestly, it’s a poverty mentality. As long as the debt can pay for itself, there’s nothing wrong with taking it on. In fact, credit is how you scale fast. It takes someone with zero vision to be saving naira in the face of countless needs of the people. Some of those needs can literally be used to turn around the fortunes of the state. It’s hard to justify a bank-savvy governor parking money in the bank while people’s needs are staring everyone in the face.

Lastly, on getting APC folks to reduce collection rates, you’re mostly right—but the beneficiaries aren’t just APC. Even non-APC beneficiaries won’t want the feeding bottle to stop. Still, those who understand what’s going on have to keep pushing. And with the recent Executive Order 9 signed by Bola Ahmed Tinubu, I think the next report should look better comparatively.

On the late naira devaluation of 2015/2016, I think it was based on his past experience.

When Babangida took over in 1986, he immediately devalued the naira in order to liberalise FX and prevent scarcity of imported items which led to queues in the Buhari era (both Shagari and Buhari had refused to devalue Naira despite fiscal crises from low oil prices since 1981).

Buhari and my parents saw first hand how the naira never looked back since that Babangida devaluation and they learnt the wrong lessons from it. That Naira devaluation itself by Babangida (or any president) is the problem rather than the symptom.
They failed to learn that when you don’t devalue on time based on the macroeconomic realities and you suppress a currency for long (leading to wide black market rates), the aftermath of the devaluation after the suppression usually becomes disastrous.

The key is to find a balance and manage the float.

This thing is not rocket science. As long as we keep increasing money supply without a commensurate increase in productivity or USD inflows, we will always have to devalue. The solution is a long-term fix to how we finance deficits, and also ensuring we legally and significantly reduce the tendency of printing money.

One example of this brilliance is the unification of the FX rate, a move that Nigeria and Nigerians will continue to benefit from even a decade from now. However, to answer your point—I do agree that the cushioning measures were below par or largely non-existent, though it still had to be done. As for taxation, most people are just noise makers; his tax policies expand the tax base by targeting the wealthy rather than the poor or average earners, so I’m not sure how exactly that impedes productivity.
