This isn’t about impunity. The PIA contradicts the Constitution by allowing deductions before remittances to the Federation Account, so the EA appears to be a temporary stopgap pending proper amendments.

If the amendment route had been taken first, NNPC cabals might have stalled it. In any case, since no law overrides the Constitution, one would expect the EO to be upheld against the PIA, and anyone dissatisfied can challenge it in court.
