Tertiary health care falls under the concurrent list and either the fg or sub nationals can build one,nothing stops either of them from owning theirs but most subnattionals except for maybe lagos,largely focuses on primary and secondary health care while the fg runs majority ofcthe Tertiary health institutions.

It's law of demand and supply,there are far more people wanting to commute on Monday mornings after the weekend and on Friday evenings before weekend and transporters take advantage of that consideringthat sector is grossly unregulated......I personally always avoid the Monday morning rush except its absolutely necessary for me to go out......the rush will begin to ease out by 11am or I dont go out at all on Mondays and there are several people who also don't like going out on mondays,they rather make Saturday a full work day.
