There were indications in Abuja on Thursday that security aides attached to the Governor of Rivers State, Mr. Rotimi Amaechi, may be withdrawn. A highly placed security source, who briefed reporters in Abuja, said there were plans to withdraw the security aides of the governor. The source insisted that the alarm raised by the Speaker of Rivers House of Assembly, Mr. Dan Amachree, that the security aides attached to the governor would be asked to return to their bases, was true after all. The Speaker had, in an open letter sent to President Goodluck Jonathan, further alleged that the situation in Rivers State had reached a crescendo. He alleged the governor might as well be assassinated following a series of reported nocturnal meetings held in a neighbouring State and Abuja. The speaker had said, "The situation is exacerbated with the planned release from detention, of 18 notable robbery and kidnap kingpins currently in custody to carry out this planned mayhem on the government officials and innocent citizens and residents of the state." The source said, "They have just withdrawn the security aides of the Speaker today (Thursday) and when he raised that alarm about the plan to do that, we thought it was not true. "As I speak with you, there are plans to withdraw the security aides of the governor as well. That will be done soon. "Those that will be affected include the policemen, soldiers and men of the State Security Service attached to the governor, who is also the Chairman of the Nigerian Governors' Forum. "Unless those planning it have a change of heart, the withdrawal could take place as early as this weekend." But when contacted, the Deputy Force Public Relations Officer, Mr. Frank Mba, said he did not have information on the matter. He said, "I have no such information. You may speak with the commissioner of police, Rivers." Reacting to the allegation by the speaker against him, the State Police Command said no policeman had been withdrawn from either the State House of Assembly or the Rivers Government House. Peoples Democratic Party, Lagos State chapter, has called on the Economic and Financial Crime Commission to probe the activities of the Babatunde Fashola administration in the state. The party said it was convinced that there was "massive corruption" in the administration of the state under Fashola. In a statement by the party, the state PDP Chairman, Chief Tunji Shelle, made the call on Sunday, after a church service to mark his birthday. Shelle alleged that the government was already trying to hide the massive misappropriation of public funds by gagging its officials. He said, "Recently, the Speaker of the state House of Assembly, Mr. Adeyemi Ikuforiji, talked about plans by House committees to begin the probe of ministries in the state. " This move, we learnt, has been vehemently opposed by Fashola and the leadership of the Action Congress of Nigeria." Shelle said there was a need for the government to give statistics on projects it was handling and allow the public to have access to such information to know if its claims were true or false. He said, "What Fashola, a so-called progressive governor, has done is to warn his commissioners never to speak to the media on the state projects as well as activities in their ministries." According to him, there is a need for Fashola to explain the utilisation of the over N23bn realised by the state Security Trust Fund. Shelle said, "Recently, Chairman of Ejigbo Local Council Development Area, Mr. Kehinde Bamigbetan, was kidnapped. There has been many kidnappings recently of foreigners and these incidents were kept away from the public by the state. "We are worried that the continued silence of the state government has become very dangerous and is unfair to the entire people of Lagos." The PDP chairman also expressed uncertainty about the completion of the Light Rail project by June 2013 as promised by Fashola in spite of the huge sums of money spent on it. Action Congress of Nigeria has accused the President Goodluck Jonathan administration of launching an assault on the civil rights of Nigerians. The party stated this while reacting to a report that the Federal Government had awarded a $40m Internet surveillance contract. According to an online newspaper, Premium Times, the contract will allow the government to monitor the Internet communication of privacy of citizens, especially journalists and those considered to be opponents of the administration. An Israeli firm reportedly won the contract. The ACN, in a statement in Lagos on Sunday by its National Publicity Secretary, Alhaji Lai Mohammed, said since the contract was reported, the government had yet to deny it. It said because the government had yet to deny the report several days after its publication, it was safe to submit that it was true. The party said the contract would mark the beginning of what would be the curtailment of the right to freedom of speech and expression and the freedom of the press. The ACN stated, "For a government that is increasingly paranoid, having failed to meet the yearnings and aspirations of the citizenry,who are justifiably becoming restive by the day, the ability to spy on the Internet communications of citizens as well as to intercept and read private emails, not to talk of being able to suppress unwanted connections, is a potent weapon against the civil rights of Nigerians as well as the constitutionally-guaranteed rights like freedom of expression, freedom of the press and freedom of association. "It is common knowledge that the Jonathan administration has been getting a bad rap from Nigerians in the traditional media as well as the social media – a veritable platform for the citizens to vent their frustrations at a do-nothing government. "It is also common knowledge that journalists have borne the brunt of the administration's increasing propensity to stifle freedom of expression and press freedom, while members of the opposition are being portrayed more and more as enemies of the administration, rather than being seen as indispensable allies in the nation's quest to evolve a strong and enduring democracy. "These may have been the motivation for the administration to acquire the Internet Surveillance capability. However, no government in the history of our country, whether elected or otherwise, has taken this kind of brazen measure for whatever reason, hence it must raise serious concerns among the citizenry, their political representatives as well as civil liberties organisations." The party said the government might want to hoodwink Nigerians by saying the technology was to enable it to keep a tab on insurgents. It said such justification was not acceptable it violated the country's constitution. ACN added, "This is why we are calling on the National Assembly, civil liberties organisations, professional groups and ordinary citizens to speak out now before it is too late. No government should have the right to play a 'Big Brother' role in the lives of the citizens, because this will ultimately herald the return to autocratic rule and sound the death knell of our democracy." However, the Special Adviser to the President on Political Matters, Dr. Ahmed Gulak, on Sunday, said the ACN did not have any moral ground to be attacking the Federal Government as it was doing. The presidential aide, who said he would not comment on the Internet contract based on speculation, noted that the ACN and its national leader, Asiwaju Bola Tinubu, lacked the moral platform on which they could be criticising Federal Government. Gulak said, "I am not aware of that (the surveillance contract). I cannot make comment on it based on speculation. I like making comments on issues from informed point of view. |

THE President of the Federal Republic of Nigeria, Goodluck Jonathan has given firm assurance that Nigerians by December 2014, would begin to enjoy uninterrupted power supply with nothing less than 10,000 megawatts. Addressing top members of The Guardian during his visit at the Guardian Editorial Conference room on Thursday, the Senior Special Assistant to the President on Publicity, Dr. Doyin Okupe said Jonathan administration inherited power crisis with its attendant problems on generation, transmission and distribution, which Nigerians would put behind them after the year 2014. Okupe who described President Jonathan as though quiet, but intelligent who does not make noise of what he is doing, but really working to fix various problems confronting the nation, added that he is concerned about the security issues in the country. According to Okupe, Jonathan is addressing the two major problems bordering on insecurity in the nation which include the Boko Haram insurgence as well as the issue of kidnapping. He said while Boko Haram issue was located in the Northern part of the country, the problem of kidnapping has been pronounced in the Southern part of the Country and occasionally in Lagos. “The issue of Boko Haram has a political undertone but some elites in the North have passionately made submissions to the President that though members of the sect had gone too far with much damage done, they should consider the way out they have preferred which they believed would bring peace and an end to the sect’s incessant assault. “A right thinking person would normally give a thought to anything that would bring peace at last which the President is considering. “I want to assure you that the Federal Government and Security Forces have what it takes to militarily end Boko Haram, but there is no need for that,” he said. Okupe on the issue of corruption also said that Jonathan administration was determined to fight corruption, which has become endemic in the nation,and which has been aided by the unwholesome attitude of judges in Nigeria. He also indicted Judges who unnecessarily prolong cases in court so that people accused of corruption are not punished in time. He cited the case of the recent three Judges who took bribes and placed under discipline. The Presidency has initiated a fresh move to ensure that Rivers State Governor Rotimi Amaechi does not retain his post as Chairman of the Nigerian Governors' Forum. It was gathered that ahead of the fifth meeting of the NGF slated for Wednesday, 15 state governors met with President Goodluck Jonathan on Sunday night in Abuja. Chairman of the PDP Governors' Forum, Godswill Akpabio of Akwa Ibom State-led the delegation which had Governor Peter Obi of Anambra State as the only non-PDP governor in attendance. A source privy to the meeting confided in one of our correspondents that the Forum which was preceded by a special dinner was "essentially to mobilise support for the emergence of Katsina State Governor Ibrahim Shema as the next chairman of the NGF." He said, "We have been able to secure the understanding of our governors especially our brothers from the North. I believe for the sake of balance, it makes a lot of sense to have a northern PDP governor as chairman of the NGF because we already have Governor Akpabio, a Southerner as chairman of the PDP Governors' Forum." The source noted that members of the NGF in opposition political parties were 10 out of the 36 governors in the country. He added that at least two governors in the opposition parties were likely to throw their weight behind any candidate supported by the PDP. Our correspondents also gathered that as the NGF meets in Abuja tomorrow, the issue of election has again been deferred as it is currently not on the agenda. Special Adviser to the President on Political Matters, Dr. Ahmed Gulak, said that Presidency's interest was in upholding the rule of law. According to him, the President as a loyal member of the PDP, will be delighted to have another PDP governor taking over from Amaechi as the NGF chairman as his tenure draws to a close. Gulak said the President was ready to work with any of the governors of the PDP that would eventually replace the Rivers State governor. When asked whether Jonathan would be ready to work with the embattled chairman of the NGF if re-elected, the presidential aide said the issue of re-election of Amaechi did not arise. Gulak said, "The fact that the President met with the PDP governors was an indication that he is united with the governors. When has it become an aberration for him to meet the governors? "It is not about removing Amaechi. Amaechi's tenure as NGF chairman is ending this April, so nobody is talking about his removal. When Bukola Saraki's tenure ended, he handed over to Amaechi. Since Amaechi's tenure is ending too, he must hand over to somebody else. "The President is interested in any PDP governor, not necessarily Shema, taking over from Amaechi at the expiration of his tenure. There is no re- election for Amaechi. His tenure has expired except if he wants to extend his tenure and there is no tenure elongation in the NGF." However, efforts to get the Rivers State Commissioner for Information and Commnications, Mrs. Ibim Semenitari, and the Chief Press Secretary to the Governor, Mr. David Iyofor, to react to Gulak's statement were not fruitful. While a personal assistant to the commissioner said Semenitari was indisposed, Iyofor, who promised to call one of our correspondents back, did not do so. But a dependable source in Rivers State Government House, Port Harcourt confided in The PUNCH that Amaechi was keen on seeking re-election as the forum's chairman. The source, who claimed that a part of the rules governing the forum had long been altered to accommodate any incumbent chairman seeking a second term to do so. He added, "I can tell you that the governor will not be stampeded into quitting. He will prefer to stand the election and be defeated than shying away from it because some outsiders are now interested in displacing him. Mind you, Governor Amaechi is a good fighter." The PDP had in its bid to whittle down Amaechi influence as NGF chairman created the forum of its governors headed by Akpabio. Two weeks ago, a court sacked Ameachi's loyalists from the helm of affairs at the Rivers State chapter of the PDP. It took only 24 hours for the national secretariat of the PDP to inaugurate a new executive council of the party in the state. |

President Goodluck Jonathan on Monday again admitted that corruption was currently pervading the nation's system. He however said the reports of the menace were being exaggerated. Jonathan spoke at the presidential power reform transactions signing ceremony held at the Banquet Hall of the Presidential Villa, Abuja, barely three days after the United States government indicted the Federal Government of massive and widespread corruption. According to the US Department of State's report, government officials and agencies frequently engaged in corrupt practices with impunity. This was contained in the Bureau of Democracy, Human Rights and Labour Country Reports on Human Rights Practices for 2012, which was released on Friday. In the report, the judiciary and security agencies, especially the police, were said to be lacking in transparency. But Jonathan insisted that although there were cases of corruption in the country, the menace was being "over-amplified." The President said, "Let me continue to assure Nigerians that yes, there are issues of corruption in this country but somehow it has been over amplified. "People should watch how we have been conducting government business. We have been bringing down the issues of corruption gradually. "If you look at the fertiliser sector, you will agree with me that if government actors are interested, we would have continued the same story of buying all kinds of things, awarding all kinds of contracts in the name of fertiliser. But we are not doing that, we have sanitised that sector. "Look at the power sector, when we started initially there were stories in the papers but at the end, even when I was in the US, companies from there that participated said publicly that the process was transparent and issues of corruption was not there. "At least, today we have also heard directly, that the process was transparent and that there were no issues of manipulations or corruptions." Jonathan said his administration was committed to ensuring that the right things were done in the interest of the country. "I plead with Nigerians that the country belongs to all of us and we will all protect what belongs to us, what belongs to our children and what belongs to the generation yet unborn. We are committed to doing our best for this country God willing, we will succeed," he said. On the signing of the power transactions, the President told Nigerians that his government cared for them and that he would not rest until he fixed the nation's power sector. |

Tinubu, Buhari Political Liabilities - Presidency The Presidency on Sunday dismissed criticisms of the Goodluck Jonathan administration by the two main opposition parties, saying their national leaders-Maj. Gen. Muhammadu Buhari (retd) and Asiwaju Bola Tinubu were “heavily burdened political liabilities.” Senior Special Assistant to Jonathan on Public Affairs, Dr. Doyin Okupe, told journalists at a news conference in Lagos, that the Peoples Democratic Party-led Federal Government would not be distracted by their ‘empty’ criticisms. Tinubu had at the ACN convention in Lagos on Thursday, said “The current government’s trademark is to throw empty words and hollow actions at our problems,” while Buhari vowed that the All Progressives Congress would resist any move by the PDP to rig elections in 2015. But Okupe said Buhari and Tinubu, the arrowheads of the move by the ACN, CPC and the All Nigeria Peoples Party to fuse into APC, lacked “the antecedent that support their claim of possessing what it takes to move Nigeria forward.” He said, “It is evident that the proposed merger revolves around two personalities only, Senator Tinubu and Retd.- Gen. Buhari. Unfortunately, both are heavily burdened political liabilities. ” The Presidential aide described the proposed merger as “incongruous alliance of political weaklings, ,dysfunctional Lilliputians and repeatedly frustrated political power mongers.” He claimed that the promoters of the APC were desperate to “supplant the Jonathan administration, forgetting that one million giant ants can never muster the required strength to lift a concrete pole much less of a nationally entrenched pillar and structurally established institution like the PDP.” The Ogun State-born medical doctor called the ACN a “motley assembly” lacking in internal democracy and “notorious for outsourcing” its presidential candidates from the PDP. Noting that the ANPP “had existed for 13 years without any meaningful impact on the polity,” Okupe predicted that the APC would likely pick its presidential candidate from the rank of the PDP stalwarts.. He said, “It is noteworthy that the major plank of this motley assembly, the ACN, is notorious for outsourcing its presidential candidate from the ranks of the same PDP they gleefully villify. “In 2003, their choice was Vice-President Atiku Abubakar, who now knows them better. In 2011, it was a protégé of former President Olusegun Obasanjo, Mallam Nuhu Ribadu, who filled the slot although he was later betrayed and sacrificed on the altar of self interest. “Presently, the debates within the factionalised alliance suggest that they will not mind fielding another PDP stalwart as their presidential candidate.” Okupe said that the administration of Tinubu in Lagos State was characterised by labour crisis and that it did not at any time attain 60 per cent budget implementation. He said, “The leader of the opposition, Chief Bola Tinubu, who spoke disparagingly about the Federal Government on a number of issues was once a governor of Nigeria’s richest state for eight years and we all have a record of what he made of that position. “ Tinubu who spoke about meagre wages for public servants in Nigeria was known to have ignored calls of Lagos civil servants for a N7,500 monthly wage and when he eventually buckled to the pressure of Labour leaders, he wickedly sacked the arrowhead of the struggle in the person of Comrade Ayodele Akele, who was never re-instated. “Yet Tinubu spoke of the present government as ‘heartless and mean that put the interest of small elite above the interest of the common working man and woman who are the backbone of this nation.” On the National Chairman of the ACN,Chief Bisi Akande, he noted that when he (Akande) was the governor of Osun State, workers were denied N5,500 minimum wage. He added that the Akande regime laid off over 9,000 workers during its four years in office He said, “Comrade Adams Oshiomhole, who was then Nigeria Labour Congress President and now Governor of Edo State led workers on protest in Osun during the period but Chief Akande remained adamant. Where then is the credential of these people to talk about job creation, promotion of workers interest and democratic etiquette?.” He also described the decision of two nominated members of the Amnesty Implementation Committee, Mallam Sanni and Alhaji Datti Ahmed, to reject their membership, as “shameful”. Okupe said, “They wanted to do it as private citizens and take the glory. Some people feel because a committee has been established, their importance will be undermined.” Arguing that corruption with over 50 years existence in the country would not disappear overnight, the SSA added that Jonathan overhauled the leadership of government agencies saddled with the responsibility and signed the Freedom of Information Bill in order to reinvigorate the war against corruption. Faulting Okupe, the ACN National Publicity Secretary, Lai Mohammed, said, “Lagos State Government under Asiwaju Ahmed Tinubu was the first state to increase workers’ salaries without them asking him. Osun State witnessed unrivalled infrastructural development during the tenure of Chief Bisi Akande, these records are there for all to see.” The National Chairman of the ACN, Chief Akande, said that he would not dignify Okupe with a reply.
