Motorists across Lagos have been asking the same question since a string of court decisions this month: if the Court of Appeal in Abuja has affirmed a judgment restraining Vehicle Inspection Officers (VIOs) from stopping, impounding or fining motorists, why are Lagos VIO patrols still visible on the state’s roads? The short answer: Lagos says its Vehicle Inspection Service (VIS) operates under a Lagos State law that gives it powers within the state’s territorial jurisdiction, and the state government has repeatedly told motorists that the Abuja rulings do not automatically strip VIS of the powers conferred by the Lagos Transport Sector Reform Law (TSRL) 2018. Meanwhile, the VIO/DRTS has announced it will pursue further appeals to the Supreme Court. What the courts said In early December 2025 the Court of Appeal in Abuja affirmed an earlier Federal High Court judgment which held that the Directorate of Road Traffic Services (often referred to in national reporting as “VIO”) lacked the statutory power to stop, impound or fine motorists on the federal roads in the manner alleged in the suit, a decision framed by the courts as protection of motorists’ rights against unlawful seizure and harassment. Where does this leave Lagos drivers? If you are stopped by VIS/VIO in Lagos, the agency will point to the TSRL 2018 and its enforcement powers. Lagos State maintains VIS actions are lawful within the state. I want to bring to our attention the fraudulent practices of Payorboro Platform. It is a payment platform that is not bad, but pray not to have a failed transaction because if you do, the money is as good as gone. They have no responsive customer support channels. All the telephone numbers on their social media pages are not working, and email addresses are as silent as a graveyard. I decided to top up my I.E. Prepaid Meter, but the transaction failed, and there was no way of lodging complaints. Every avenue is a dead-end. Numbers are either fake or inactive, and even the address is not real. I went to their social media pages, only to see numerous complaints of failed transactions with no refund in view. In fact, some have cases as far back as 2023. I just gave up and decided to alert anyone to tread carefully while using the platform. Please do not recharge what you can not afford to lose because they have no way to receive your complaints, and this makes it look fraudulent. I will discuss this with their regulators(CBN and FCCPC). Times are too hard for one entity to rip people off their hard-earned money.

Some corrupt Officials of these two Ministries (Environment and Transportation) have been allocating Government Canal Setback to Mechanics and Diesel Adulterating Groups in different parts of Lagos in exchange for allocation fee and yearly charges from the Allottee. Part of the Community affected is situated at Olasimbo street off Kudirat Abiola Way, in the heart of Ikeja is their latest Victim. The Wire mesh barricade erected to protect the community from incessant dumping of waste and refuse, open defecation, Drug Abusers, Armed Robbers and Car Vandals etc was removed by Ministry of Environment. The Community got Removal Notices from the two Ministries to remove the gate for free access but unfortunately the street has no thorough fare(it is a dead end that leads to the Canal). Funnily, other adjoining Communities that share the same setback with proper gates did not get any removal notice. Some of the Representatives of the Association met with the Head of Drainage Unit in the person of Eng M. Adekoya. he refuted all of defenses and claims about the security benefits of the barricade. Even showed the letters written before the barricade was installed seeking permission. he said and quote verbatim: " that there is nothing our Community can do about the Mechanic incursion because they have been given approval, except we accept them and use that same barricade to control their activities" These people were dumbfounded at the level of avarice and recklessness coming from government office. so many questions kept popping up in the minds of concerned Residents like: 1. Is it under their statutory purview of Ministry of Environment in conjunction Ministry of Transportation to allocate canal setbacks to Mechanics in a full Residential Estate? 2. I wonder why LASTMA TMS is targeted at Private Car Owners always. While the Public Transport Operators remain Traffic Outlaws; operating with reckless abandon, like they are untouchable. Most Keke-Marwa riders are...(fill in the gap), and they dont know what Traffic rules are; they jump traffic light, even drag with those on green light and do the unspeakable stunts on Lagos Roads. Even Kowope Buses(new madness in Lagos), drive on walkway, stay on yellow lines and park right on the road, areas like Ojota, Surulere etc, they carry out their nefarious acts most time in the presence of Lastma Officials(because these crooked Officials are well paid by the Agbero Top Guys so as to look the other way) and at times, they have representatives at the major Busstops collecting tolls for them from the Drivers of Keke, Kowope and danfo...going by the introduction of TMS, I feel it should be extended to the public Transporters especially Keke Marwa and Kowope. My worry here is that, was LASTMA created to manage Lagos Traffic for free flow of traffic and to ameliorate the suffering of Motorists or to generate money for the Government only. Should their approach be corrective or punitive. I am just wondering!!! We have too many Officials on Lagos Roads wanting to fleece people of their hard earned money, from Lastma, VIO, Road Safety, CBDs, Neighbourhood Watch, Police even Theives sef join. I am not supporting recklessness on Lagos roads, just concerned that if these Public Transporters are also punished like the Private Owners it will make sense, and it will put them in check. I tried recharging my prepaid Meter all through yesterday June 30th, all failed; maybe the traffic of panic buying of the old rate being the last day was responsible for the glitch. Woke up very early this morning to recharge and boom it went just at the 1st trial, chai!!! I recharged 20k and I got 267 units in return. I was shocked. Usually 1500 is for the 7.5%(VAT). I quickly did the maths 18500 divided by 267.(something). So my tariff now is around 69 Naira per KWH. Mehn, cold gripped me, before now when u buy 20k, u are good for a month due to epileptic power supply. Ironically we have been having 24hours power supply, only God knows if this will last up to 3 weeks sef. Everything is increasing except for salaries that are on stunted growth. From Fuel, that has impacted directing on food cost and transportation. While this Electric tariff increment will have a larger impact on almost everything. But we all know that the Masses will bear the brunt if it all. Which way o? How do a common Man survive with all these skyrocketing Bills?

I want to throw my observation and hear other views/opinions on this matter. I was privy to go round Lagos Metropolis and I can say that I have not spotted One VIO/Road Safety Official unlike their normal systemic positioning on Lagos Roads. We can allude this to protest going on here and there, in short ; volatility in the Society caused by CBN New Naira Design that led to shortage of cash and Banks' oppressive ways. So my questions are, why did these Officials disappear from our roads? Are they there to help or increase people's hardship? If their staying on the road is legitimate and impactful; why didn't we see their brake light? Are they there for revenue only when the going is good...? I personally engaged the Team when the Street Urchins tried to rob me around 7up/Motor ways just opposite of where they were stopping Vehicles. So WHAT IS SAFE ABOUT Federal Road Safety Corp? That their job is not only to stop vehicles or help out during traffic but to liaise with the Police to clear our Federal roads of Touts always taking advantage of Passengers in Go-slow(Traffic) and broken down vehicles on the road especially 3rd Mainland Bridge, Oworonshoki, Gbagada, Alapere etc So why do we need Agencies that are suppressive? VIO have advanced their operations with technology in Lagos, so why are they still on the roads? The kind of Traffic they cause at times is needless. They are suppose to be sitting ducks waiting for Offenders when they come for renewals and Inspection of their Vehicles and work with Police to apprehend Offenders. It is their lack of civility and I-catch-you mentality that have made these Agencies anti-people. Legitimacy and acceptance regardless of any situation should be accorded to any Government Agencies. I think it is time for a reformation. And re-orientation. We are tired of duplication of Offices: on the same road, you have Lastma, RRS, Regular Police, VIO, Road Safety Corp, CBDs, Touts(won por gan)/Armed Robbers and their aim is to sha collect the little the Masses are earning. |
