That the reason Thor was able to come that close to inflicting damage on Thanos was because the storm breaker came out of nowhere. Thanos was unprepared, acted out of reflex and also underestimated the power of the storm breaker.
Of course, very few beings would be able to withstand the force of the entire universe (the stone wielding infinity gauntlet). In other words, Thor got one lucky shot.

Taking that new info into consideration, Thor isn't "clearly" the strongest Avenger... Yet.

Well, it's not that easy to write her off. She could destroy the stones and she did have her fair share of effort trying stopping Thanos from coming closer. Whether or not it was a plot hole that Thanos was struggling through her powers rather than just using one of the stones to shove her away, i wouldn't know. But, given that she could destroy the stones and make Thanos grunt through makes her somewhat up for a good fight with Thanos. Though i hear the crazy Titan is immune to mind control.
