Chief Obafemi Awolowo pictured lying in state in 1987, his trademark cap placed on glass casket. Chief Obafemi Jeremiah Oyeniyi Awolowo, GCFR was a Nigerian nationalist and statesman who played a key role in Nigeria's independence movement, the First and Second Republics and the Civil War.
Some say he died peacefully in his hometown, Ikenne in Ogun state while others argue that the political heavyweight committed suicide after being allegedly betrayed by a loyalist to the military president -(then General Ibrahim Babaginda).
Whatever the controversy may be, the foremost leader undoubtedly contributed to the upliftment and development of Nigeria.

Politics / Pwc NNPC Audit Report Exposes Double Subsidy Payments On Kerosene, Petrol by ludamix(m): 11:12pm On Apr 27, 2015
The audit was conducted by
PricewaterhouseCoopers (PwC) following
allegations that the NNPC did not remit $20
billion into the federation account in a
letter written to President Goodluck
Jonathan in September 2013 by the former
governor of central bank, Sanusi Lamido
Sanusi, who is now the emir of Kano.
Sanusi initially put the figure at $49.8
billion, but after a reconciliation committee
was set up following a media leak
of his letter, he revised the figure to $20
billion.
He was subsequently asked to resign by
Jonathan and suspended when he refused
to do so, but presidency said his suspension
was based on a report by the Financial
Reporting Council of Nigeria (FRC) on his
misdemeanors at the central bank.
The PwC report, which was ordered released
to the public by Jonathan on Monday, did
not corroborate Sanusi's figure but the
findings were no less damning.
PwC stated in the report that in the
payment of subsidies for petrol (PMS) and
kerosene (DPK) between January 2012 and
July 2013, that there were gaps between
what was paid and what was supposed to be
paid.
It put the difference at $980 million
(about N195 billion) and alleged "duplicated
discharges" in subsidy computation.
"Our review of the subsidy documentation
revealed that the subsidy due to NNPC
between January 2012 and July 2013 on
PMS and DPK import was $8.99billion
compared to the $9.97 billion stated by the
Reconciliation Committee.
"The difference was due to the following:
Exclusion of October 2011-December 2011
subsidy claims of $1.2billion. This does not
relate to the review period of January 2012
to July 2013; $0.13billion increase in PMS
subsidy claimed for the 19 months period,
$0.09billion increase in DPK subsidy
claimed for the 19 months period;
duplicated discharges noted in subsidy
computations
"Our examination of the PMS and DPK
import verified by PPPRA revealed that
some discharges were apparently verified
and subsidy advised to NNPC more than
once," the report said.
PwC alleged "repeated subsidy" for PMS
amounting to N3,709,879,190
($23,954,796) and another "repeated
subsidy" for DPK amounting to
N6,169,502,266 ($39,836,652).
It said the there was another $36.05 million
"over-statement" in PPPRA’s PMS subsidy
payment advice to NNPC.
The accounting firm said its review of the
payment advice sent by PPPRA to NNPC for
discharges between January 2012 and July
2013 revealed that PPPRA applied the
pre-2012 Ex-Depot Price (N49.51) on some
discharges in 2012 instead of the approved
Ex-Depot Price of N81.51.
A total of 174,449,778 litres of PMS
were affected in these PPPRA computations,
it said, concluding that the "error" resulted
in an over-statement of PMS subsidy by
N5.6 billion ($36.05 million).
$205m DPK subsidy over-charge
A review of a sample of the copies of the
pro forma invoices (PFIs) issued to the other
marketers of DPK across different
geopolitical zones of Nigeria, PwC said,
revealed that the other marketers bought
DPK from NNPC/PPMC prior to arrival at
NNPC depot in Nigeria at N40.90.
It noted that the marketers were required
to incur the Lightering expenses, NPA
charges, Jetty Throughput Charge and
Storage Charges before bringing the
product into Nigeria. Subsidy is then
calculated as Landing Cost minus Ex-Depot
Price.
"NNPC claimed that this cost is incurred by
both NNPC and the marketers. For the
purpose of this report, we have considered
this cost as a cost incurred by the
marketers. Over-charge of subsidy above
depends on PPPRA’s decision to either
consider this cost in favour of NNPC or in
favour of marketers of kerosene," it
reported.
"Per PPPRA’s template, Landing Cost also
includes the extra expenses incurred by the
other marketers.
"By selling DPK to marketers at N40.90 and
claiming subsidy at an Ex-depot price of
N34.51 without adjusting the Landing Costs
for the extra costs borne by the marketers,
NNPC had over deducted subsidies to an
estimated amount of N31,522,234,881.06
($204 million)."
Under-recognition of NPDC lifting
PwC said liftings by the Nigerian Petroleum
Development Company (NPDC) were
"under-recognised" to the tune of
$0.82billion by the reconciliation
committee.
It reported: "The Reconciliation Committee
put the value of liftings in favour of NPDC
at $6billion. We did not receive any
supporting documentation from NPDC to
validate this figure other than the
submission to the Senate by the former MD
of NPDC, Mr Victor Briggs, who disclosed
the total value of NPDC liftings from all its
assets as $6.82billion.
"While we were unable to verify the $6.82
billion directly at NPDC, we performed a
recomputation of the values of liftings
using information provided by COMD
(NNPC's Crude Oil Marketing Department)
and arrived at a value of $5.65 billion.
Discussions with COMD revealed that lifting
data captured by COMD for NPDC might not
be complete as COMD does not capture
liftings done directly by NPDC’s Strategic
Alliance Partners. Volumes recorded by DPR
for NPDC did not contain the necessary
pricing information for valuation."
PwC said cash payments of $863 million by
NPDC to FIRS were not captured by
reconciliation committee.
Computation of Crude Oil loss
PwC also raised observations on the
computation method adopted by the NNPC
to arrive at crude oil loss - a major source of
revenue leak in the upstream sector.
"NNPC used a conversion rate of $100/
barrel to value differences between the
quantity of crude oil pumped at the
terminals and quantity received at the
refineries. We adopted the monthly average
Platts price to value the losses, considering
that the revenue generated from Crude oil
lifted during the review period had been
accounted for using such Platts information
instead of a fixed rate. Applying the
monthly average Platts price to value the
crude oil losses amounted to
$73,851,144.93," PwC said.
TIMELINE
25 September 2013
Sanusi Lamido Sanusi, former CBN
Governor, writes a letter to the President
stating that from January 2012-July 2013,
NNPC had lifted $65bn worth of crude on
behalf of the FGN but remitted only
$15.2bn, thus $49.8bn was outstanding.
13 December 2013
The former GMD NNPC (Andrew Yakubu)
responds that no money is missing. A
revenue reconciliation meeting was set up
by the FGN to look into the allegations.
18 December 2013
After the reconciliation meeting, a joint
press statement was issued by all the
parties. Actual value of crude lifted over the
period was $67bn which was accounted for
as follows: Revenues which directly accrued
to NNPC (for the Federation Account) of
$14bn. Additional revenues lifted by NNPC
on behalf of other parties as follows: FIRS
($15bn), DPR ($2bn), NPDC ($6bn), Other
third party financing ($2bn), domestic crude
lifted by the NNPC ($28bn).
The Ministry of Finance acknowledged that
all crude lifted was remitted apart from
domestic crude remittances with a shortfall
of $10.8bn, made up of: Unpaid subsidy
claims – USD 8.77billion, Holding costs of
strategic reserves – $0.46billion, crude oil
and product losses – $0.76bn, Pipeline and
management costs – $0.91billion.
CBN governor stated that the shortfall is
$12bn because, of the $28bn due from the
domestic crude, NNPC had only remitted
$16bn. NNPC insisted that the shortfall
is $10.8bn and the difference was due to
$1.2bn subsidy payments it claimed to have
made between Jan-Mar 2012 (relating to
October – December 2011 discharges), and
which had been certified by the PPPRA. CBN
did not recognize it as no documents were
provided by NNPC to support the
explanation.
4 February 2014
The CBN Governor appearing before the
Senate Committee on Finance stated that
NNPC needs to account for $20bn
discounting some of the initial explanations
provided by NNPC (the lifting in favour of
NPDC, other third party financing and
certified subsidy claims). The Governor
stated that out of the $67billion worth of
crude oil lifted by the NNPC, only $47billion
had been appropriately accounted for as
follows:
· NNPC payment for FGN crude - $14bn
FIRS crude - $15bn
· Domestic crude - $16bn
· IOC payment (Royalty) - $2bn
· Total - $47bn
13 February 2014
The NNPC accounted for the $20bn
shortfall as follows: NPDC $6bn, Other
third party financing $2bn, Jan – Mar
12 certified subsidy $1.2bn, DPK
subsidy $3.5bn, PMS
subsidy $5.25bn, Crude oil product losses
$0.76bn, Maintaining the strategic
reserves $0.46bn, Pipeline maintenance
and management costs $0.91bn, Total
$20.08bn.
The Minister of Finance and Coordinating
Minister of the Economy, recommended
that there should be an independent
forensic audit of the amounts constituting
the $10.8bn as stated on 18 December
2013.

The image, which has not been verified, was re-posted by anti-ISIS activists in Syria with the warning: 'This child will be risk to you not just to us'.
The image bears a strong resemblance to earlier ISIS propaganda, such as this image of a baby lying on an ISIS flag surrounded by weapons.

The Nigerian Army has confirmed the explosion near its 3rd Armoured Division barracks at Bassa Local Government Area of Plateau State on Saturday.
The army said the explosion occurred as troops authorized to destroy some unserviceable ammunition moved it for destruction in a bush. Although the military barracks or neighbouring communities were not affected, the spokesperson for the Nigerian Army, Sani Usman, a colonel said two soldiers died in the accident while one sustained injuries.
Mr. Usman also said normalcy has returned to the area. The explosion near the facility occurred at about 9:45 a.m. on Saturday, scaring residents.
The state has witnessed a series of deadly bomb attacks in recent months. A blast at a bus station in Jos, late February killed 13 people and injured 14 others.

Utomo Karim said after visiting his client,
Nigerian Raheem Agbaje, on Saturday.
"Yes, I have received the notification, as
has Raheem, that the execution will be
held on Tuesday," he said at the Wijaya
Pura Pier in Cilacap, Central Java.
"All convicts have been placed in isolation
cells. In total, there are seven convicts [to
be executed on Tuesday]."
In total, 10 have been placed in isolation
cells: Zainal Abidin (from Indonesia), Serge
Atresi Atlaoui (France), Rodrigo Gularte
(Brazil), Silvester Obiekwe Nwaolise alias
Mustofa and Okwudili Oyatanze (Nigeria),
Martin Anderson alias Belo (Ghana), and
Andrew Chan and Myuran Sukumaran
(Australia) and Mary Jane Veloso
(Phillipines), in addition to Raheem.
When asked who of the 10 were not
scheduled for execution, Utomo said he
had not noticed Atlaoui's name on the list.
"There are seven names on the list, but I
don't remember who they were," he said.

The tank was built by Argentinian artist, Raul Lemesoff, who re-configured an old Ford Falcon to look like a military tank. But instead of carting around ballistics, the tank has built-in shelves that can carry about 900 books.
He’s dubbed his creative mobile library as the “weapon of mass instruction.”

The United States government
appears set to sanction a
former Niger Delta minister,
Godsday Orubebe, and
governor of Katsina State,
Ibrahim Shema, and other
Nigerians accused of either
disrupting the just concluded
elections, or instigating
violence.
The U.S. said Monday, that it
will impose visa restrictions on
any Nigerian found to have
incited violence or interfered
with the electoral process.
The U.S. Assistant Secretary of
State for African Affairs, Linda
Thomas-Greenfield, said in an
op-ed that the U.S. will shut its
doors on people involved in
any form of violence during
the polls.
“Anyone found to have incited
violence or interfered with
electoral processes will be
unwelcome in the United
States and subject to visa
sanctions,” Ms. Thomas-
Greenfield said.
Although Ms. Thomas-
Greenfield did not give names
of those considered for
sanctions, Mr. Orubebe,
appears one of the most likely
targets.
The former minister openly
disrupted the process of
collation of the presidential
election results in Abuja on
March 31, as the event was
broadcast live by the
international media.
Accusing the head of the
Independent National Electoral
Commission, Attahiru Jega, of
bias, Mr. Orubebe for several
minutes asked Mr. Jega to
stand down before the process
could continue.
The former minister received
worldwide condemnation for
his actions, and later
apologised.
The sanctions may also target
Mr. Shema of Katsina state,
who was caught on tape prodding his
supporters to attack and kill opposition
members and their supporters. He
described members of the opposition as
“cockroaches”. It is however unclear if Mr.
Shema’s comments resulted in any specific
case of violence.
The U.S. may also target the former
militant leaders in the Niger Delta who
threatened war if President Goodluck
Jonathan lost the elections.
Several other politicians may also be
sanctioned after investigations into dozens
of election-related violence are completed.
Ms. Thomas-Greenfield said, while the
elections were generally without a
significant scale of violence, and
irregularities in some parts of Nigeria,
some people were resolved to undermine
the will of Nigerians and interfere with
electoral processes, resorting to violence
and voter intimidation.
She said the U.S. regretted any loss of life
and property during the process, adding
that violence and rigging was
unacceptable in a democratic electoral
process.
She commended the Independent
National Electoral Commission and its
chair, Attahiru Jega. She also encouraged
Nigeria and other nations to continue to
explore the use of relevant technologies in
future elections.
She said, “Despite some technical glitches,
it is clear that technology and use of social
media-INEC’s online posting of results for
each polling unit, live tweeting of results,
the use of biometric permanent voter
cards and electronic card readers-
improved efficiency and limited fraud.”
The US President, Barack Obama, had
before Nigeria’s general elections said
successful elections and democratic
progress will help Nigeria meet the urgent
challenges Nigerians face today.
Ms. Thomas-Greenfield said, “Now more
than ever, it is up to all Nigerians to stay
united so that Nigeria can move forward
with a clear set of priorities for the
future”.
She said the U.S. welcomed all
commitments made by the outgoing and
the incoming presidents towards a
peaceful transition process.
“This next phase is critical as the world
continues its hopeful watch for what
happens in Nigeria,” she said.
She said the conclusion of a peaceful
electoral process in Nigeria will serve as
an example to other nation preparing for
elections.
She said, “Nigerian democracy will be a
beacon across the continent and beyond”.
Ms. Thomas-Greenfield said the US looked
forward to the inauguration of the
president elect, Muhammadu Buhari, on
May 29 and the beginning of a new
chapter of the relationship between the
two countries.

state the seventh city of opportunity in
Africa, behind Accra, Ghana.
According to the report by
PricewaterhouseCoopers, the indicators
represent concrete and pragmatic
determinants of a city’s social and
economic development, Gross Domestic
Product (GDP), inequality, middle-class
growth, ease of doing business, and
foreign direct investment.
Specifically, the indicators border on
current development or future potential,
location, nature of the opportunity, “must-
have” or “Knock-out” factors and time
scale (time for achieving return on
investments).
With a score of 321, Lagos ranked 77 in
infrastructure, 43 in human capital, 109 in
economics and 92 in society and
demographics. The report also showed
that the ranking of cities in Africa
benchmarked against the ranking of
countries is markedly different.
Indeed, the attractiveness of cities on the
continent is sometimes stronger than the
country itself and the cities, which are
performing well, are those that have
succeeded with the challenge of
diversifying their economy and creating an
ecosystem conducive for the middle class
to grow. The top five cities according to
the ranking are Cairo, Tunis,
Johannesburg, Casablanca and Algiers.
The preponderance of North African cities
is explained by their longevity, which has
allowed for the development of their
infrastructure and human capital over
time.
“The question we asked at the outset of
this report was, ‘What makes a city suitable
to exploit an opportunity?’ The point, in a
nutshell, is that to discover different
opportunities, investors often need to look
through different lenses: different
strategies demand different perspectives.
“Africa is at an exceptional historical
crossroad.
The growing middle class, strong
demographic growth with improving age
mix, the technological innovation, growing
choice of investment partners from the
global south and fast-paced urbanisation
are shaping what the future of Africa
could look like.
These trends twinned with the generally
accepted economic data that cities are the
world’s engines of growth, makes the
report not only necessary but extremely
timely.
“Most of our African Cities of Opportunity
are on a path of real achievement,
however, and can rise to the highest levels
in our rankings with some effort and
planning.
Many, indeed, have become regional hubs
in a variety of areas: Dar es Salaam and
Douala as ports (and the latter as a
transshipment centre); Accra for
telecommunications; Lagos in culture
(music, as well as an essential venue for
Nollywood); and Nairobi in financial
services (along with the more obvious
Johannesburg)”, the report stated.
Speaking on the report, Chief Executive
Officer of PwC Nigeria, Uyi Akpata stated:
“In 2030 half of the population will live in
cities in Africa where economic activity
and growth will be focused and which will
become communication centers and hubs
for social trends.
This presents a major challenge to local
authorities, city governments and also for
businesses.” Commenting further, Akpata
noted that: “Lagos ranked 7th in the
overall rankings and was identified as a
regional hub for culture especially for
music and also as the destination for
African Cinema (Nollywood).
It was also listed as one of the top 5 cities
that are conspicuous sites for investment
at the moment along with Dar es Salaam,
Lusaka, Nairobi, and Accra.
“Lagos equally tied with Accra in 5th place
in terms of Economic index which
measured such variables as GDP per
capita, Rate of real GDP growth,
Headquarter of top 500 companies in
Africa and Ease of doing business but the
infrastructure challenges which for
example hinders easy movement and
increases journey time in the city was
identified as one of its weak points.
“Infrastructure and human capital take
time to develop but are often critical to
success.
Cities like Lagos, which are upcoming fast
developing opportunity cities, face
significant human capital and
infrastructure challenges, which limit their
economics.
“The role of the public sector policy
makers (and related development of
institutions) in guiding a city is important
to the private sector.
The building blocks are infrastructure,
human capital and also security. Where
these are in place, culture and society
starts to flourish.” The report also noted
the extraordinary opportunities in the
short, medium, and longer term and for
virtually any kind of economic enterprise
on the continent, from commodities to
manufacturing to consumer goods to
telecommunications and high tech.
PwC expects that the consistent growth of
Africans cities as a whole over the next
decade will not only alter the continent’s
socioeconomic landscape but will also
permanently alter the rest of the world’s
perception of Africa in an historic and
transformative way.

Politics / Election Update: Rivers Election Petition Tribunal Relocates To Abuja by ludamix(m): 4:44am On Apr 16, 2015
The Rivers Election Petition Tribunal has
relocated to Abuja for security reasons.
This is contained in a statement made
available to the News Agency of Nigeria
(NAN) on Wednesday in Abuja.
The statement was issued and signed by
Mrs Deborah Musa, the Secretary of the
tribunal.
The statement said that the relocation was
approved by the President of the Court of
Appeal, Justice Zainab Bulkachuwa.
The statement said Justice Ishaq Bello, the
acting Chief Judge of the FCT High Court,
approved the FCT High Court, Apo, as the
secretariat and trial court for the tribunal.
