Blame Buhari for the recession By Oby Ezekwesili I still find it funny that most people don't know why Nigeria economy went into recession, they love the incompetent lies of Lai Mohammed about the past government ruining everything. It's also myopic to think that if Jonathan were to still be in power, we would be worse off. The truth about Nigeria's recession is this; it was caused by the president's unguided rhetoric and uncultured body language. Firstly, there is nothing we are buying today that we weren't buying 5 years ago, therefore it's not our purchase that put pressure on Naira but withdrawal of funds by foreign investors. After the election, the president created instability with his unguided statements about how everyone is corrupt and how everyone is going to jail. The instability made foreign investors to liquidate their investment and change their money to dollars. In the process of trying to flee, they were willing to buy dollars at any price, which lead to high exchange dollar rate. Even though some of them were not ready to run away, but want their money in dollars to save their investments from devaluation, the president gave a bad signal by banning deposit of foreign currency into dormiciliary accounts. That was enough for free market believers to see the draconian handwriting on the wall, that was the beginning of dollar rush. To make matters worse, the president came up with another outrageous policy of rationing dollar to certain sectors and blocking many sectors out. That was the nail in the coffin which facilitated the emergence of free FALL. In the end, foreign investors took over $80B out of the economy within a short period and everything went down to free fall. To those who believe it will be worse if Jonathan is still there, you are all wrong. Policy continuity and political stability will not let billions of dollars leave our shores within such tiny time frame. Even though the government might have income shortage, the private sector will weather the storm by their confidence in the market. The fear of the unknown created by PMB is responsible for the economic downturn not low oil price. Interest rate in America is currently at 0.5% while it is 12% in Nigeria. JP Morgan & Chase will not mind borrowing $50b from Feds at 0.5 and put in Nigeria for return of %2000 profit. Citi bank will do the same, likewise US Bank Corp. Chase gave Buhari warning about the repercussions of his fixing policy before they pulled out, but his illiterate cyber warriors and misseducated e-soldiers said JPMORGAN can go to hell, they no longer believe in economic metrics since their messiah is in charge. Funny enough they are all suffering today because of the stupid policy, but they find relief by blaming it on past administration and Gucci appetite of average Nigerians. Nigeria, in spite of the declining economic fortunes, spent N595.5 billion on the importation of fuel in the first six months of 2016, rising by N34.3 billion from the amount spent in the last six months of 2015. According to data obtained from the National Bureau of Statistics, NBS, the country spent N276.226 billion on petrol import in the first quarter of 2016, while N319.28 billion was spent in the second quarter. The NBS report showed that the amount spent on fuel importation appreciated by 6.1 percent, compared with N561.2 billion spent in the second half of 2015. The report also highlighted that the country spent N1.24 trillion on the importation of fuel in 2015. For the first half of 2016, the NBS disclosed that Nigeria recorded total imports of N3.57 trillion. This meant that fuel imports accounted for 16.7 percent of Nigeria’s total import in the first six months of 2016. Also, data obtained from the Central Bank of Nigeria, CBN, revealed that the oil sector accounted for 19 percent of total foreign exchange disbursements of $5.85 billion by the CBN in the first quarter of 2016. On the other hand, the CBN noted that in the second quarter of 2016, the oil sector accounted for 23.3 per cent of the $6.09 billion foreign exchange disbursed by the CBN in the second quarter of 2016. Recently, though, the difficulty in accessing foreign exchange and the declining value of the naira had made imported fuel expensive, a development which had led to calls in some quarters for a further hike in the price of the commodity. |

The Federal Government has set aside N567.4 billion ($1.68 billion) for the upgrade and modernisation of the Kano-Kaduna segment of the Lagos-Kano rail line. The contract for the project has been awarded to a Chinese firm, China Civil Engineering Construction Corporation (CCECC). According to a statement endorsed by Yi Er San Ri and Liunian Jiuyue, on behalf of the construction giant at the weekend, the two-lane standard gauge design will travel at a maximum driving speed of 150kilometres per hour (km/hr). In context, the rail line can move as fast as travelling from Lagos to Ibadan in 48 mins. This is expected to be faster than the Kaduna-Abuja rail line. CCECC also signed a contractn worth $3.4 billion for the construction of the Calabar-Port Harcourt Segment 1, which aims to extend the rail line between Calabar and Port Harcourt to Onne Deep Seaport. In 2006, the Chinese firm signed the Nigerian Railway Modernisation Project, to upgrade and modernise transportation between Lagos-Ibadan, Ibadan-Ilorin, Ilorin-Minna, Minna-Abuja, Abuja-Kaduna, and Kaduna to Kano. The contract was signed at $8.3 billion at the time, only for the government to ask for the suspension of the project in 2008. According to CCECC, the government later negotiated for the implementation of the Lagos-Ibadan, and Abuja-Kaduna segments of the project. The names of many dead civil servants are still on Ekiti State’s payroll, Governor Ayo Fayose said at the weekend. He warned that officials in charge would henceforth be held responsible to prevent financial leakages, which, he said, are robbing government of millions of naira. According to the governor, such funds supposed to be channelled to other places for people’s benefit. The governor handed down the warning at the weekend during a meeting with Directors of Finance and Accounts, Directors of Administration, Chief Internal Auditors and others from Ministries, Departments and Agencies (MDAs). The meeting was convened to find solutions to the problems associated with generating wholesome nominal and pay rolls by the MDAs. Fayose added that his administration might stop the central payment of state and local government workers’ salaries. Local governments, he said, would be encouraged to pay their workers at their own levels. Warning against what he called “careless endorsement of documents by civil servants, Fayose frowned at a situation whereby people that had left the service or are dead still had their names on the nominal roll. He said: “Unfortunately, such names are still not removed when the pay roll is being prepared as well. Why should we be spending our scarce resources wastefully? “We are no longer going to tolerate the issue of buck-passing, where someone would claim he is not the one that generates the nominal roll and so does not properly go through before preparing the payroll. “Henceforth too, the nominal and pay rolls must be properly scrutinised by the internal auditors before being signed. The system has adequate checks and balances already in place and if not for collusion by concerned public servants, no sharp practices could take place. “It is advisable that every officer properly goes through any document before signing such, as the person who endorses any document is going to be held responsible in case of any trouble,” he said. |

Former Directors of the Nigerian National Petroleum Corporation have expressed fears that the current pump price of N145 per litre is no longer feasible. They stated this after a one-day meeting they held with the Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, in Abuja. The NNPC in its statement said, “They (the GMDs) noted that the petrol price of N145/litre is not congruent with the liberalisation policy especially with the foreign exchange rate and other price determining components such as crude cost, Nigerian Ports Authority charges, etc remaining uncapped.” The declaration of the NNPC present and past bosses confirmed an exclusive report by SUNDAY PUNCHon August 7, 2016, in which oil marketers revealed that the actual or real cost of petrol was N151.87 when all the pricing components are adequately captured. The marketers had stated that they were struggling to maintain petrol price at N145 per litre because of the stiff competition in the downstream oil sector, but stressed that the practice was not sustainable. The GMDs, however, commended the NNPC for resolving the fuel supply crisis and urged the corporation to come up with measures that will ensure sustenance of seamless supply of petroleum products nationwide. According to the corporation, the GMDs expressed concerns about the declining crude oil production level and its consequences on the environment and the nation’s revenue. They further agreed that if the current situation remains unchecked, it could lead to the crippling of the corporation and the nation’s oil and gas sector which is the mainstay of the Nigerian economy. The Nigeria Labour Congress, Trade Union Congress, Afenifere, former federal lawmakers, security experts and rights activists, however, warned the President Muhammadu Buhari administration not to contemplate any further increase in the pump price of petroleum products in the country The General Secretary of the NLC, Dr. Peter Ozo-Eson, who stated this in an interview with SUNDAY PUNCH, said Nigerians would not accept further fuel price increment. Ozo-Eson had warned the government earlier this week against increasing the pump price of petroleum products in the country. He said, “We had given a warning before that Nigerians cannot take any further increase, that they shouldn’t do it. “That remains our position, and if they go ahead and do it, it is up to Nigerians to say how they want to respond to it. Former Governor of Gombe State, Senator Danjuma Goje has said it was better to have a bad All Progressives Congress (APC) government in the state than to allow the misrule of the current Peoples Democratic Party (PDP). He said the crisis in the state chapter of the party has robbed it of a number of benefits from the federal government. Reacting to the inauguration of a Caretaker Committee for the state chapter of the party by the national leadership, Goje who is the Chairman, Senate Committee on Appropriation said it was important for the party to remain united and work as one family. “The leadership of the party has decided to do a good job by bringing people from our neighboring state, and I want to ask the leadership in your presence to be neutral, to be objective, to be committed in trying to unite this party, because I am sure whether you belong to any other group, it is better that we have a bad APC Governor than not to have any governor at all. “No matter how bad that governor is, if it is APC (member) it is better, because since it is PDP now… none of our members, no APC man has been giving appointment even as a counselor. So you see, it is very important that we unite, we unite and put our differences behind us and move forward to ensure that we form the next government in Gombe State,” Goje said.m While commending the National Leadership for the prompt intervention, Goje assured the Caretaker Officers that members of the APC in Gombe State, regardless of their political differences will give maximum support and loyalty to the newly inaugurated leadership in the state. Former President, Goodluck Jonathan is responsible for the economic pains Nigerians are currently grappling with, including the high cost of food items in the market, according to President Muhammadu Buhari. Shehu says: “To avoid repeating the past mistakes, Nigerians must come to terms with what went wrong with the past, how bad things were, what was done wrongly, what the past government should have done, before we come to what needs to be done to right those wrongs. “Believe me; episodes from the Jonathan era can fill books, and other possibilities, such as courtroom drama thriller.” The President's spokesperson also criticised the Jonathan administration for its 'paltry' outlay on infrastructure projects. “The current pain is due to the mismanagement of the past. What Nigeria is currently experiencing was inevitable. This government is simply being honest with the people instead of piling up debts and concealing the truth by pretending all was rosy. This government believes that Nigerians deserve to know the truth. “People stole unbelievable amounts of money. The kind of money some of these ex-officials hold is itself a threat to the security of the state. Since it is not money earned, they feel no pain deploying just anyhow to thwart genuine and well-intentioned government efforts. “Sadly, even that which was not stolen was wasted. Government coffers were left empty, with huge debts unpaid and unrecorded (this government is working to quantify the amount owed). Even the current high food prices can be traced to past deceit. “For example, the previous government purchased fertilisers in 2014, worth N65bn and left the bill unpaid. In 2015, the suppliers could not supply fertilisers which resulted in a low harvest, shortages and high food prices “This government had to pay off the debt so that the suppliers could begin to supply fertilisers again. Across Nigeria, a green revolution is occurring as Nigerians are going back to the farms, from rice in Kebbi and Ebonyi to Soya and Sesame in Jigawa and Kano. At the same time, Nigerians are looking inwards to identify commercial opportunities from agri-businesses. “Most of our road contractors had not been paid since 2012; many of them had sent their workers away, adding to the unemployment problem. This government has released capital allocations in the last three months that is more than the whole of 2015. In 2015, Nigeria spent a paltry N19bn on roads, in three months we have spent N74bn and we are already releasing more. In the transport sector in 2015, government spent just N4.2bn; we have spent N26bn, with more to follow. We are starting a concession that will revive our old rail system for freight, whilst we build a new high speed rail system. Moving heavy goods by rail will reduce our transport costs which will reduce food prices and will save our roads from damage from heavy loads. Government will embrace the private sector through PPP, concessions and other collaborations to deliver services and infrastructure efficiently,” Shehu said. |
