The OP makes no sense. What is wrong with recruiting more soldiers to combat terrorism, and providing food for them. Most people join terrorism because of hunger and lack of opportunity. If they can be recruited into the army instead and given food cheaply produced and sourced locally, half of our problem will be solved.
