Ibadan Circular Road: Soludo To Flag Off 32.2km Road Infrastructure Component.

Oyo State governor, Seyi Makinde, will on Friday receive the Anambra State governor, Prof. Charles Soludo, to flag off the road infrastructure component of the Ibadan Circular Road project.
The flag-off of the 32.2 kilometre-road infrastructure component of the 110 kilometre-project, named after former Governor Rashidi Ladoja completes the first phase of the important project started by Governor Makinde after previous administrations mulled the idea to no avail.

The 32.2km South-East Wing of the four-section project comprises six bridges and two interchanges, which have all been completed since 2023.

Governor Makinde and his guest will also commission three Junction Improvement Works in the Idi-Ape-Civic Centre-Agodi Gate axis, which were constructed to ease the flow of traffic in the city.

The Makinde administration took the initiative to drive the important but overlooked Ibadan Circular Road Project as part of the government’s commitment to building infrastructure that targets the economy of the state.

Politics / What The Electricity Act 2023 Means For The Electricity Market And Stakeholders by Masterstroke4: 12:20pm On Mar 22
What the Electricity Act 2023 Means for the Electricity Market and Stakeholders in Nigeria.

On 9th June 2023, President Bola Ahmed Tinubu signed the Electricity Act 2023 into law. Notwithstanding all the steps taken by previous governments and administrations, the Nigerian power sector continues to be plagued with a myriad of challenges that ultimately decelerate progress and improvements in power generation, transmission, supply, and distribution.

The most recent attempt prior to this Act, was the Fifth Alteration (No. 33) Bill 2022 (The Electricity Constitutional Amendment), which was signed in the last days of the previous administration and altered the Constitution of the Federal Republic of Nigeria to empower states to enact laws with respect to the generation, transmission, and distribution of electricity in areas covered by the national grid system within their state.

The Electricity Act 2023 repeals the Electric Sector Reform Act, 2005. The primary objective of the Act is to provide a comprehensive legal and institutional framework to guide the operation of a privatized, contract and rule-based competitive electricity market in Nigeria, and to attract private sector investments in the entire power value chain of the Nigerian Electricity Supply Industry (NESI).

Applicability of the Act: The Act applies throughout the country with respect to all aspects and segments of the power sector value chain in Nigeria, but nothing in the Act invalidates any law passed by the House of Assembly of any state with respect to all aspects of generation, transmission, system operation, distribution, supply, and retail of electricity within the state.

What this means is that states still have the liberty to enact laws through their state Houses of Assembly to regulate state electricity market, create power stations for generation of electricity for supply, transmission and distribution to rural unserved and underserved areas.

Creation of Integrated National Electricity Policy and Strategic Implementation Plan: To further guide the overall development of the electric power sector in Nigeria for optimal utilization of resources like coal, natural gas, nuclear substance, and materials, as well as renewable energy sources for the generation, transmission and distribution of electricity, the Act mandates the Federal Government to create an Integrated National Electricity Policy and Strategic Implementation Plan.

This new strategic policy implementation plan is to be initiated through the ministry in charge of power, within one year of the commencement of the Act upon approval of the Federal Executive Council (FEC) and may be reviewed periodically but not later than every five years.

Validity of the pre-privatization and post-privatization of the Nigerian Electricity Supply Industry (NESI): The Act recognizes the validity of the pre-privatization and post-privatization of the Nigerian Electricity Supply Industry (NESI) which resulted in the unbundling of the defunct National Electric Power Authority (NEPA), into 18 distinct Power generation, transmission, and distribution companies, which emerged from the Power Holding Company of Nigeria (PHCN) which was the initial holding company.

The Act also provides for the regulation and supervision of competition in the substantially privatized electricity market, by ensuring that the federal minister in charge of power exercise supervisory powers and functions.

Creation of the Nigerian Electricity Regulatory Commission (NERC): The Act creates the Nigerian Electricity Regulatory Commission (NERC) as the apex regulator of the NESI. It empowers NERC to among other things, license and regulate persons engaged in the generation, transmission, system operation, distribution, supply and trading of electricity, create market rules and grid codes, safety, security, reliability and quality standards, establish consumer rights and obligations regarding the provision of electricity services, monitor the general operation of the electricity markets, and place sanctions as necessary in deserving circumstances.
Any grievance with the decisions or actions of the NERC by any person with respect to the cancellation of a licence, refusal to issue or renew a licence, etc. is subject to a review first by NERC upon an application made to it and it may give a final decision rescinding or varying its earlier decision. Any further grievance with the final decision given by NERC pursuant to its review is subject to an appeal at the Federal High Court. The Act further states that a person shall not institute and maintain a suit against NERC without first initiating and exhausting the internal dispute resolution with NERC.

Compulsory installation of meters for distribution of electricity to consumers.
The Act makes it mandatory for electricity distribution licensees to install meters for distribution of electricity to consumers.
There is also a corresponding mandatory obligation on all consumers of electricity to allow the installation of meters in their premises and pay bills chargeable to the electricity distribution licensees.

The Act provides that where a consumer fails to pay bills, the electricity distribution licensee may cut off the consumer’s connection to power after giving notice in the manner prescribed by the NERC.

Establishment of the Power Consumer Assistance Fund: The Act establishes a Power Consumer Assistance Fund (PCAF), which shall be used to subsidize electricity supply to underprivileged power consumers.
This category of underprivileged power consumers shall be determined by the Minister in charge of power in consultation with the NERC.

Creation of the Rural Electrification Agency: The Act creates the Rural Electrification Agency with the objectives of coordinating corporate bodies, private investors using renewable energy sources for rural electrification in the rural, unserved, underserved areas, thereby promoting universal access to affordable and sustainable electricity, and improving the quality of life and economic opportunities of rural, unserved, and underserved communities in Nigeria.

The Electricity Act, 2023 repeals the Electric Power Sector Reform Act, 2005, the Nigerian Electricity Management Services Agency Act, 2015, the Hydroelectric Power Producing Areas Development Commission (Establishment Act, Etc.) and its various amendment Acts
Under the Act, the Federal Government shall support the development and utilization of renewable energy sources for the generation, transmission, system operation and distribution of electricity.
The Transmission Company of Nigeria (TCN) is obliged to incorporate a company to be known as Independent System Operator (ISO) upon a written directive of NERC which is to be licensed by NERC to carry out the market and system operation functions such as generation scheduling, commitment and dispatch, transmission congestion management, administration of wholesale electricity market, etc. which were hitherto being exercised by TCN.

A licence is required for electricity generation (excluding captive generation), transmission, distribution, supply trading and system operation.
The construction, ownership and operation of an undertaking for generating electricity not exceeding 1 megawatt (MW) or an undertaking for distribution for electricity with a capacity not exceeding 100 kilowatts (KW) does not require a licence.

The Act encourages private sector investments in the generation, transmission, distribution, and supply of electricity from renewable sources such as solar, wind or water.

The Act provides for the introduction of tax incentives as are necessary to incentivize, promote and facilitate the generation and consumption of electric power from renewable energy sources.

The Act recognizes the power of federating states to regulate their electricity markets by issuing licenses to private investors to operate mini-grids and power plants within the state. Interstate and international electricity delivery from such mini grids is however prohibited to state as it is within the remit of the Federal Government.

The NERC maintains its status as the apex regulator of electricity sector in Nigeria, and until the federating states pass their own electricity laws, the NERC shall continue to regulate electricity business and markets within the federating states.

The Act creates a Power Consumer Assistance Fund (PCAF), which shall be used to subsidize electricity supply to underprivileged power consumers.

The Act creates the Rural Electrification Agency with the objectives of coordinating the use of renewable energy sources for rural electrification and promoting universal access to affordable and sustainable electricity, which improve the quality of life and economic opportunities.

The Act creates offences and imposes penalties. Offences such as theft of electricity, theft of electric lines and materials, receiving stolen electricity, interference with meters or works of licensees, negligently breaking or damaging, intentionally disrupting power supply, damage to public street lightings, obstruction and impersonation, general contravention of orders and regulations and their penalties are specifically provided for under the Act.
Conclusion

The deficiency in power transmission in Nigeria has been attributed to inadequate power transmission infrastructure. The decentralization of power generation and distribution under the Electricity Act 2023, which gives states the power to develop legislations to create local markets for generation and transmission of power to all areas within their boundaries is anticipated to enhance affordable and sustainable electric power to all areas.
Indeed, with the introduction of a parallel electricity market in the states, customers within the states can decide to remain connected to the national grid or opt for a mini-grid operator licensed by the state within which they reside in.
The shift from fossil-based systems of energy production and consumption to renewable energy sources will create a market for renewable energy and stimulate private sector investments.

Politics / Federal Government To Deploy 157 Soldiers For Peacekeeping In South Sudan. by Masterstroke4: 10:02pm On Mar 20

The Nigerian Army is set to deploy 157 officers and soldiers for a peacekeeping mission in Abiye, South Sudan.

The Army authority, however, warned them to avoid acts like sexual exploitation and drug trafficking, capable of bringing Nigeria to shame.

Nigerian Army’s Chief of Operation, Major-General Boniface Sinjen, gave the warning while addressing the troops at the graduation ceremony from their pre-deployment training at the Martin Luther Agwai International Leadership and Peacekeeping Centre (MLAILPKC), Jaji, Kaduna state.

The troops, who are of the Nigerian Company 2 to the United Nations Interim Security Force in Abyei (NIGCOY 2 UNISFA), consisted of 15 officers and 142 soldiers.

Maj.-General Sinjen, while reminding the troops constantly to be guided by the rules of engagement while observing human rights and respecting diversity in the operating environment, told them to shun acts such as sexual exploitation, drug trafficking and other mission misconducts capable of tarnishing the image of Nigeria.

The Chief of Operations said the contingent’s graduation demonstrated the commitment and capacity of the Armed Forces of Nigeria to deploy quality peacekeepers as part of its contributions to global peace and security.

He noted: “Nigeria’s National Defence Policy remained the security and stability of Africa with specific emphasis on the West African Sub-Region.

“Hence, Nigeria will continue to seek global peace and security by contributing and participating in Peace Support Operations around the world.”

Earlier, the Commandant of the MLAILPKC, Maj.-Gen. Ademola Adedoja said the unit commenced the 6-week pre-deployment training on 27 January 2024, explaining that, the training was to equip the earmarked unit with the requisite skills and knowledge to function effectively and efficiently in their deployment to Abyei.

Adedoja said as part of the training, the troops were taken through crosscutting issues like sexual exploitation and abuse, conflict-related sexual violence, conduct and discipline as well as protection of civilians, amongst others.

The Commandant said, “As the powerhouse of the West Africa subregion, Nigeria has committed both human and material resources to achieving peace in the subregion.

“This graduation is a testament to the capacity and capability of the MLAILPKC as a United Nations accredited Centre to train quality peacekeepers for deployment to multidimensional Peace Support Operations in fulfilment of her mandate.

“The centre has within the last six weeks been able to train, retrain and refresh the troops on requisite knowledge and expertise to succeed in a Peace Support Operational environment.

“It is my fervent belief that these men are better informed and equipped to perform their roles in Abiyei.”

Politics / Chrome Group Pushes To Finish 1072 MW Alaoji Aba Power Plant; Otti Offer Support by Masterstroke4: 11:58am On Mar 20
Chrome Group Moves To Complete 1072 MW Capacity Alaoji Aba Power Plant, Otti Pledges Support.

The Governor of Abia State, Dr Alex Otti, has assured that all necessary assistance will be given to the Niger Delta Power Holding Company in its efforts to carry massive improvement of its power generating plant at Alaoji, Ugwunagbo Council area of the State ,for the purpose of equally improving the power supply needs of Abia and the country in general.

Governor Otti expressed optimism that the power plant, a combine Circle Gas Turbine CCGT, now in line for a massive upgrade ,if completed will help transform the electricity sector in the country, grow the economy, and foster development across the country.

The Abia Governor who spoke on Tuesday, March 19, when he visited the Power plant, promised that the State Government will support the handling firm, Engineering, Procurement and Construction Contractor EPC , Chrome Group to successfully carry out the project.

He noted that he has already requested the owners of the power plant to ensure that the first set of power that will be generated from the plant will be transmitted and distributed through the Enugu Electricity Distribution Company EEDC to Umuahia the State Capital ,and other parts of Abia that are not covered by Geometric power plant .

” I will like to congratulate Sir Emeka Offor, and the Chrome Group for the wonderful job they are doing here. This is the NDPHC generating power plant Alaoji .

“At the moment, I understand that the plant is not generating any power because of gas related issues, which hopefully, will be sorted out soon.

“Another problem is that the capacity is very low. From what I gathered from the consortium, clearly the capacity can be improved from anywhere between 45 MW to 1,072 MW and that is the essence of the contact that Chrome has here .

“For us ,we will do everything to ensure that such happens .They have given us a timeline that any where between 18 and 24 months the maximum capacity of the plant will be achieved.

“My plea to them is that since we have virtually solved the power needs of Aba ,the first set of power that will be generated here should be transmitted to Umuahia and distributed through the EEDC ,which is equally owned by the Chrome Group” the Governor stated.

Governor Otti said as a step towards assisting the Power project ,the Mayor of Ugwunagbo Council area and the State Commissioner of Works are to liaise and ensure that an access road to the plant is created, adding that with an access road, all materials and equipment which have since been at the Onne port will be easily brought to site.

Chairman of Chrome Group Sir Offor, said that the idea behind the project is to improve the power supply needs of Nigerians ,noting that the power Outfit as a matter of obligation have to carry along the Abia state authorities as a major stake holder.

N30 trillion was printed, shared under Buhari’ – Northern governor reveals

Governor Caleb Mutfwang of Plateau State has blamed the current economic hardship being faced by Nigerians on the last administration led by Muhammadu Buhari.

The governor alleged that Buhari supervised the printing and sharing of about N30 trillion.

Mutfwang stated this during the swearing-in of 22 Special Advisers and heads of government agencies at the Government House in Jos on Monday.

Mutfwang said Buhari left the country’s economy in terrible shape for his successor, President Tinubu.

“We are at a very difficult juncture in the history of this country and I’m an advocate that after the election you forget politics and face governance,” Mutfwang said.

“And even though the Federal Government is being led by a party other than my own, I owe you the duty to tell Nigerians the truth that this government inherited a worse situation than 1999.

“This government inherited an economy where we simply printed money up to the tune of N30tn and shared.

“This government inherited an economy where the crude oil we’re yet to take out of the ground had been sold in advance.

“So, when you’re talking about the fall of the naira, it’s not rocket science. We sold our future under the last administration.

“No wonder you’re hearing of riots today, people intercepting food on the way. We are lucky on the plateau that perhaps we have more food than many other states.

“And I pray that the time will not come on the Plateau that we will see this kind of riot for food, but it means we must roll up our sleeves and get to work.

“And that is why, for us as a government, when we announced one of the positions that talked about food security, people were laughing but it is a serious issue.”

The governor announced plans by his administration to set up a special agro-processing zone in the Barkin Ladi Local Government Area in partnership with the African Development Bank to the tune of $300 million.

He called on the new appointees to brace up for the challenge to enable his administration to reverse the ugly situation for the good of the people.

“And to tell you that some of the appointees, I don’t know them, but because we want to get things done, we’re looking for the right people,” he said.

Politics / Nigeria Military Backs Sunday Igboho’s Plan To Combat Insecurity In South-west. by Masterstroke4: 11:00am On Mar 05
Nigeria Military Backs Sunday Igboho’s Plan To Combat Insecurity In South-West.

The Nigerian Military has expressed support for the vow made by Yoruba Nation activist, Sunday Adeyemo, popularly known as Sunday Igboho, to assist security agents in eradicating killer herdsmen from the forests in the South-West.

Spokesman of the Defence Media Operations, Maj.-Gen. Edward Buba, in a statement at the weekend further emphasized the collective effort required to combat the nation’s security challenges.

He remarked, “I have not seen the video where he made that statement, but one thing I must say is that people and communities are always welcomed. If what he said is to make the situation better, he is welcomed, but if what he is saying is that we should disregard the armed forces of Nigeria, definitely, he is out of line because that is against Nigeria’s constitution.”

In an operational update, Buba shared that in February 2024, the armed forces neutralized 974 terrorists, apprehended 621, and successfully rescued 466 kidnapped hostages. He expressed the military’s unwavering commitment to ending terrorism and insecurity across the country through decisive actions and strategic operations.

“For us, creating a safer environment for citizens translates to eliminating all threats hindering the safety and security of citizens. Troops conducted synchronised strikes between the ground and air forces on terrorist enclaves, killing a significant number of them. It is possible to say with significant certainty that these strikes have had a significant impact on the terrorists adversely,” he stated.

Politics / Discos Under Fire For Rejecting 1,769.91 (MW) Electricity Amid Nigerian Blackout by Masterstroke4: 10:46am On Mar 05
DisCos Under Fire For Rejecting 1,769.91 Megawatts (MW) of Electricity as Nigerians Endure Blackouts.

Nigerians grappling with persistent nationwide power blackouts are facing a new layer of frustration. An analysis of data from the Transmission Company of Nigeria (TCN) reveals that electricity Distribution Companies (DisCos) rejected a staggering 1,769.91 megawatts (MW) of electricity between February 1st and 14th, 2024. This development has sparked outrage and accusations of negligence against the DisCos.

The information, obtained by The Punch newspaper, exposes a potential disconnect between the generation of electricity and its distribution to consumers. While Nigerians experience extended power outages, it appears DisCos are not taking up all the power allocated to them by the TCN.

The reasons behind this rejection remain unclear. The Minister of Power, Alhaji Aliyu Abubakar, has suggested that some DisCos may be deliberately refusing power supply, while vandalism of power lines in certain regions has also been cited as a contributing factor.

Impact on Consumers

The rejection of available electricity by the DisCos has a direct impact on Nigerians. Homes and businesses are left without power, hindering productivity, disrupting daily routines, and causing discomfort, particularly during the current hot season.

Questions and Concerns

This revelation raises several critical questions:

Why are DisCos rejecting available power? Are there financial constraints preventing them from taking up the allocated load? Are there technical limitations within their distribution networks?
What is the government doing to address this situation? The Minister of Power’s statement suggests potential investigations into the DisCos’ actions. However, further details and a clear plan of action are needed.
What can be done to ensure efficient power distribution? Investment in upgrading the national grid and distribution infrastructure is crucial. Additionally, stronger regulatory measures may be necessary to hold DisCos accountable for meeting their distribution obligations.
Looking Ahead

The ongoing issue of rejected electricity highlights the complex challenges within Nigeria’s power sector. It underscores the need for a multi-pronged approach that addresses issues of generation, transmission, and distribution.

The relevant authorities, including the Ministry of Power, the Nigerian Electricity Regulatory Commission (NERC), and the DisCos themselves, must work collaboratively to find solutions. Transparency and accountability are essential in ensuring Nigerians have access to the electricity they desperately need. This situation also emphasizes the urgency of diversifying Nigeria’s energy mix and exploring alternative sources of power generation.

Nigerians are understandably frustrated by the current situation. Until these issues are effectively addressed, the nation’s power woes are likely to persist, hindering economic development and impacting the daily lives of millions of citizens.

Politics / Don’t Pay To Repair Faulty Transformers, Disco Tell Nigerians. by Masterstroke4: 5:47pm On Mar 04
Don’t Pay To Repair Faulty Transformers, DisCo Tell Nigerians.

The Jos Electricity Distribution Company (JED) has advised its customers in Gombe State not to pay anyone to repair faulty electricity transformers in their communities.

The Chief Security Officer, JED, Mr Musa Abdullahi, told the News Agency of Nigeria (NAN) on Monday in Gombe that it was not the responsibility of customers to repair faulty transformers.

Abdullahi said that residents were expected to report to the nearest JED office whenever a transformer was faulty and should not pay any of its officials to repair the transformer.

He said that instances where some members of communities were asked to contribute money to repair or replace faulty transformers was wrong, fraudulent and unacceptable.

The official advised communities in the state to report any of its staff making such illegal demands for necessary punitive action.

“We don’t collect money from communities to fix transformers so no one is expected to pay.

“For any staff to go to communities collecting N5000, N3000 or any amount per households or street is fraudulent and we frown at such.

“If you have a challenge and cannot wait for your transformers to be fixed, you write to the Managing Director through the Regional Manager that you want to support the company willingly.

“Whoever asks you for money, escalate the issue to the regional manager and we will make example of them,” he said.

Abdullahi also appealed to communities in Gombe to support the company’s efforts to protect power installations in the state.

The official further implored residents not to assault JED officials on duty, adding that it was a criminal offence to do such.(NAN)

AFCON Final If You Have Cardiovascular Conditions – Medical Expert Cautions Nigerians.

A medical expert was reacting to the phenomenon of people collapsing while enjoying sporting activities and during social gatherings, leading to sudden death.

Professor Ranti Familoni, an expert in Medicine and Cardiology from the Olabisi Onabanjo University, Ago Iwoye, Ogun State, has advised Nigerians with “unstable cardiovascular conditions” to stay away from the Sunday African Cup of Nations final between Nigeria and Ivory Coast.

The medical expert was reacting to the phenomenon of people collapsing while enjoying sporting activities and during social gatherings, leading to sudden death.

SaharaReporters few a days ago reported how an All Progressives Congress chieftain, Cairo Ojougboh, a serving National Youth Service Corps member and three others slumped and passed away while watching the Ria vs. South Africa football match on Wednesday.

Speaking in an interview with PUNCH, the medical expert confirmed that these cases of sudden cardiac death, saying it usually occur in people with underlying heart disease, which they may or may not be aware of.

He said, “For many people (when they see someone collapse), their first reaction is to run away. This is wrong. People run away from those who have epileptic attacks, saying the saliva that comes out from the mouth will make others have epilepsy, which is wrong. In running away from them, some have been left to choke from the attack and die. What people call magun during exhausting sexual intercourse might be a sudden cardiac death following exercise. The use of sexual enhancement drugs, particularly in people with underlying heart conditions, should be discouraged.”

On the final AFCON game, he said, “Use your drugs and control your emotions. I have a doctor colleague who stays away from football matches because it is difficult for him to control his emotions. However, the issue is not only for those who already know that they have heart conditions but for the very many who are not aware. Hypertension, for example, is called a silent killer because up to 50 per cent of those who have it are not aware that they have it. There is also a condition called Takotsubo cardiomyopathy in which the individual is unaware but it manifests after a stressful condition, including disappointment and bereavement, and might lead to sudden death.”

When asked who should stay away from Sunday’s match, he said, “Everybody but particularly those with what I call unstable cardiovascular conditions. The match will come and go, but the individual and his life will continue. One good thing that can come out of this unfolding event is for everyone to take time to see their doctor and check their cardiovascular status.

“The first warning is to at the very minimum check your BP. Other things might not be practicable before Sunday. If your heart starts beating too fast or irregularly, it is time to get up and probably seek help.”

Sources who spoke to Vanguard said the outspoken politician slumped when a penalty kick was awarded against Nigeria during the match, which gave the South Africans an equaliser.
He was said to have suffered a heart attack and was confirmed dead at a hospital he was rushed to.

2. Ayuba Abdullahi.
The Deputy Bursar of Kwara State University, also died while watching the match.
Sources close to the deceased, who spoke on condition of anonymity, said Abdullahi went to a viewing centre in the Sango area before he started feeling unease.
One of the sources said, “The deputy bursar watched the Nigeria/South Africa match from the beginning till the end of the extra time, and continued till it was time for penalty kicks.

“He complained that he was feeling dizzy, so he said he needed to go back home and rest, not knowing that his BP had gone up.
“On getting home, he collapsed and was rushed to a private hospital in Sango where he was referred to the University of Ilorin Teaching Hospital but died before he could be attended to.
“He was buried yesterday morning, according to Islamic rites.”

3. Samuel.
The young man who is an NYSC Corp member, also died during the penalty shootouts of the match.

“He died before they could reach the hospital in Numan. May his soul rest in peace.”

Nwoye was said to be the richest Igbo businessman based in Ivory Coast before his death.
Nwoye was on top of the moon, shouting at the top of his voice when Nigerian striker, Victor Osihmen, scored the second goal which was later cancelled by the Video Assistant Referee, VAR.

Reports claim that the shock of seeing the goal cancelled led to his heart attack.
He was immediately rushed to the hospital but all efforts to revive him failed as he was pronounced dead.

An elder sister to the deceased Adetunji Nofisat told the aforementioned publication that Osundiji suddenly breathed out heavily after the cancellation of Nigeria’s second goal, lowered his head and consequently fell to the ground at the viewing centre.

“That was when other people at the viewing centre rushed to him and took him to one of the private hospitals in Olomoore where the doctor on duty pronounced him dead,” she said.
