You claimed he could get a 2009 camry with his budget and I begged to differ telling you there is high possibility of the car being problematic and i even gave you a preice tag from the last time i priced(foreign used). Then you were quick to claim to be a car dealer and I had to let you know the model I drive. This means, I saw the cheap offers from dealers like you and chose to opt in for something better. Most wise nigerians know car dealers who offer such hilarious deals always end up selling problems.

Number 1. It depends on the model of the Camry.
Then secondly, it depends on the total wellbeing of the car.
I won't even advise my worst enemy to buy a second hand used Nigeria Camry for that price, believe me you are buying a problem.

The only thing that won the war for Nigeria was the unconditional help from Britain and USSR. Biafra never had any such help to bluff or broke the blockade of Nigeria with military force. If Biafra had, at least, controlled its airspace, the result would have been different. However the next round of the war will be different and attritional to the root.
