President Muhammadu Buhari on Thursday congratulated the government and people of Edo State on the successful conclusion of the gubernatorial election and the victory of the All Progressives Congress (APC) candidate, Godwin Obaseki at the polls. In a telephone call to Edo State Governor Adams Oshiomhole, President Buhari commended the well-articulated campaign programme of the APC in the state, the doggedness of the governor, governor-elect and party members in going round the state to reach the people with records of good governance over the years and a promise of continuity. In a statement by the Special Adviser on Media and Publicity, Femi Adesina, the President said that the outcome of the election clearly reflected the mood of the people to sustain the pedigree of responsiveness, forthrightness and diligence that Governor Oshomole brought into the service of his people. ‘‘The victory is good for democracy, for Nigeria and the people of Edo State,’’ he said. President Buhari also said that the victory was well-deserved as the campaign train, which he joined, worked hard to sell its people-centered manifesto. He applauded the conduct of the Independent National Electoral Commission, security agencies, corps members and electorate in ensuring a peaceful election. Governor Ayodele Fayose of Ekiti State has described the postponement of the Edo State governorship election by the Independent National Electoral Commission (INEC) as a very bad signal and beginning of the end for democracy in Nigeria, adding that; “it is obvious that the All Progressives Congress (APC) feared that it can’t win the election and is ready to employ whatever crude means to subvert the wish of the people.” The governor, who said he was alarmed by the APC government of President Muhammadu Buhari’s use of security agencies to arm-twist democratic process said; “I warned Nigerians not to elect Buhari because he lacked capacity mentally, morally and intellectually to superintend over any civilised society, now we are all seeing the results. Our economy is in recession and democracy is also in recession! In a statement on Thursday, signed by his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose said INEC knew that it was not going to conduct the election on Saturday as scheduled but opted to deceive Nigerians. He said; “Apart from the security agencies that they instructed not to provide security for the election, Central Bank of Nigeria (CBN) was under instruction since yesterday (Wednesday) not to release electoral materials to INEC.” “It was just a game by the APC-led federal government to frustrate the people of Edo State from kick-starting the journey of changing the APC one-chance change in Nigeria, but they should realise that the power of the people will always be greater than the power of those in power. “How can you postpone an election less than 48 hours to the scheduled date? What manner of security concern could prevent an election in just one State when elections were held in Northeast States that are confronted by Boko Haram insurgents? “Obviously, this is a sign of what to come in 2019 and Nigerians should not be amazed if in 2019, they tell us that elections cannot be conducted. “This is sad! It is a sad commentary for democracy in Nigeria and I only hope this Buhari’s APC government will not collapse democracy in this country,” the governor said. Rev. Rufus Ositelu, the Primate of Church of the Lord Worldwide, has called on Federal Government to set up National Hall of Shame for convicted officials. A statement in Lagos on Thursday said the Primate made the call during the grand finale of the 80th Tabieorar celebration in Ogere-Remo in Ogun. Ositelu said that photographs of convicted persons with details of their crimes should be publicly displayed for posterity. He said this would serve as deterrent to prospective unpatriotic and corrupt persons. The primate urged President Muhammadu Buhari not to relent in his fight against corruption, stressing that corruption had been the monster that had eaten deep into the fabrics of Nigerian economy. Ositelu said that the government should create special courts to adjudicate on corrupt cases. He said that that all hands must be on deck to fight corruption so that Nigeria could move forward. “Transparency, accountability, good governance and the fear of God should be the watchwords,” he said. The primate said that there should not be abject poverty in a country with abundant human and natural resources. He attributed the poverty in Nigeria to greed and corruption in high places, adding that corruption had led to social deprivation, insecurity, criminality and kidnapping. Ositelu also called on the government to use intelligence information to drive security security forces to forestall criminality. He said that he supported state policing because the federal policing system was grossly inadequate and ill-equipped to cope with the current security challenges. Ositelu stressed the need to return the Chibok girls to their parents, while the Internally Displaced Persons should be properly rehabilitated. According to him, the government should provide good schools, hospitals and other social amenities for the citizenry. He expressed regret that public schools were introducing religious dresses, an action, he described as planting the seed of discord in the psyche of future leaders of the country. Ositelu also condemned the high rate of unemployment in the country, especially among the youths. The primate called on the government to correct the infrastructural deficit currently militating against the growth of the economy. He said that the call for immunity and life pension for legislators was not in the public interest in a country currently battling with corruption among public officials. According to him, part-time legislature will discourage the “infiltration” of the National Assembly by indolent, corrupt and selfish individuals. Ositelu condemned the culture of constituency projects by the legislators, which he said, usurped powers of the executive arm of government. The primate said he welcomed elimination of wastages in government through merging of government agencies with overlap functions, especially the merging of EFCC and ICPC. Ositelu called for far reaching reforms in the judiciary to bring corrupt judges and their accomplices to book in order to restore the dignity and credibility of the judiciary. After 11 months in office as Chairman, Lagos Board of Internal Revenue and Chief Executive, Lagos Internal Revenue Service (LIRS), Mr. Olufolarin Ogunsanwo, has been sacked from office. An internal memo communicating Ogunsanwo's departure from the revenue-collection agency dressed up his exit "retirement." Dated 26 August and signed by J. Aina, Board Secretary, the memo told staff that Ogunsanwo was proceeding on retirement from 25 August and had handed over to Mrs. Akintola Bolaji, Director, Tax Audit. The memo, however, was not offering the staff information that they did not have. It has become clear to them since early July that Ogunsanwo, who boasted on appointment that he would double the state's internally generated revenue, was not going to be in the seat for much longer. Sources in the LIRS said Ogunsanwo could not account for about N4. 2 billion was belonging to the agency. This was said to have earned him a query from Governor Akinwunmi Ambode, who was not impressed with Ogunsanwo's response. He was told to proceed on compulsory leave pending the conclusion of investigations into the sun unaccounted for. During the investigation, Ogunsanwo, disclosed sources, refunded the sum of N1.2 billion. His decision to cooperate with the investigators, explained sources, was a major reason the government spared him the embarrassment of being exposed. Ogunsanwo succeeded Mr. Tunde Fowler, who was appointed Chairman, Federal Inland Revenue Service (FIRS). The Federal Executive Council (FEC) yesterday approved a comprehensive reform of Nigeria’s tertiary education system, scrapping the award of the Higher National Diploma (HND) by the nation’s polytechnics. In effect, the award of the HND will be limited to only the students currently admitted for the programmes. Also, all the programmes currently being run by the polytechnics, which are not technology-based, and which are about 70 per cent, will be scrapped. Under the new rule, the polytechnics will now become campuses of the proximate universities with the Vice Chancellors of those universities appointing provosts for the polytechnics, subject to the ratification of the Universities Councils. The polytechnics will now be limited to award of the National Diploma (ND) while those desirous of further education will be awarded the Bachelor of Technology (B. Tech) by the proximate university. To kick-start the new policy, the nation’s two most prominent polytechnics – Yaba College of Technology and Kaduna Polytechnic – will henceforth be known as City University of Technology, Yaba and City University of Technology, Kaduna. And to give legal teeth to these approvals, the FEC approved the submission of two Executive bills to the National Assembly for enactment into law. With education being on the concurrent list, the states may wish to consolidate their tertiary institutions. But if they do not wish to follow the federal example, their programmes will continue to be regulated by the relevant agencies of the Federal Ministry of Education. The first bill will concretise the setting up of the two city universities while the second will approve the preparation and consolidation of all federal polytechnics and colleges of education as campuses of proximate universities. The Ministry of Justice will do the preparation and submission of the two bills to the National Assembly. Minister of Education, Mall. Adamu, told journalists after the weekly meeting of the council that under the reform measures, her ministry would, however, continue to licence private polytechnics and colleges of education for the award of qualification at ND and National Certificate in Education (NCE) levels. She said: “There will be no more award of HND. After we have exhausted the current students under the programme, there will be no more award of HND. This means that there will be no fresh admission for HND programmes. And in addition, any programme that is not technical will be out of the polytechnics. About 70 per cent of polytechnic graduates are in the non-technical courses. It is going to be a rigorous implementation programme.” A ministerial committee to ensure the smooth implementation of all that is required for the take-off of the reform initiatives is to begin work immediately. Mall. Adamu said: “The HND certificate will remain a legal tender in Nigeria and holders of such certificate will continue to be recognised as the equivalent of first degree holders without discriminatory remunerations and limit to progression in the work place. The NCE certificate will be retained as the minimum teaching qualification at the basic level of education. Any higher qualifications by these private or state-owned polytechnics will be only affiliation with a university. So, HND is no longer in existence, but existing HND will be respected and considered legal tender.” The council also approved the Federal Government’s formal take-over of the Waziri Umaru Polytechnic, Birnin Kebbi, which will be the College of Technology campus of the Othman Dan Fodio University, Sokoto, as well as the Hussein Adamu Polytechnic, Kazaure, Bauchi, which will be a College of Technology of the proximate university in the state. Also, the Alvan Ikoku College of Education, Owerri, Imo State, has been taken over as a campus of the Federal University of Technology, Owerri. A state that had never had any federal institution, like Bayelsa, is to have a College of Technology as a campus of the College of Technology of the University of Port Harcourt
