Foursquare Gospel Church has suspended its pastor, Dr. Igbeneghu Boniface, indicted in sex-for-grades, from ministerial works with immediate effect.

Dr Boniface, a lecturer at the University of Lagos, was exposed in a documentary ran by BBC Africa, Monday, Oct. 7.

In a statement obtained by Campus Gist Monday afternoon, the church dissociated itself totally from the act of the said pastor cum lecturer.

The statement which was signed by the church’s national secretary, Rev lkechukwu Ugbaja, said investigation into the act had begun, promising to sanction the pastor if found wanting.

“The attention of the leadership of The Foursquare Gospel Church in Nigeria has been drawn to a video clip trending on social media platforms titled “Sex for grades: Undercover in West Africa Universities - BBC News" wherein a lecturer in University of Lagos named Dr. Boniface Igbeneghu also described as a pastor in Foursquare Gospel Church was allegedly involved in sexual misconduct with some female students of the university.

“The general public is hereby informed that as a holiness and Bible-believing Church, we do not condone such heinous and unscriptural act among our ministers.

“We totally dissociate ourselves from the purported conduct of Dr. Igbeneghu and promise to take appropriate measure as soon as the ongoing investigation is concluded.

“Meanwhile, the pastor in question has been asked to step down from all ministerial assignments.”

President Muhammadu Buhari is currently presiding over an extraordinary Federal Executive Council (FEC) meeting in Abuja.

The meeting which is being held at the Council Chambers of the presidential villa, would deliberate on the 2020 budget proposal.

Igbere TV had reported that Buhari will tomorrow, Tuesday, October 8, 2019 formally present the Appropriation Bill to a combined session of the National Assembly.

The extraordinary FEC meeting is being attended by Vice President Yemi Osinbajo and Secretary to the Government of the Federation (SGF), Boss Mustapha.

Others in attendance are the Chief of Staff to the President, Abba Kyari, acting Head of Civil Service of the Federation, Folasade Yemi-Esan and cabinet ministers.

The ongoing extraordinary FEC meeting was earlier shifted from October 5, recalls Igbere TV.

Miss Tracy MCWary, Founder/CEO Tracy MCWary Foundation (TMF) – organizers of Miss Amnesty Nigeria, has accused embattled Amnesty Nigeria boss, Prof Charles Dokubo, of multimillion naira scam.

TMF is a non-governmental organization in Nigeria that advocates and cater for women, the vulnerable and the less privileged in the society.

Narrating her ordeal in an exclusive interview with Igbere TV, Miss MCWary said her struggle started in the year 2016 when she tried getting the attention of the Presidential Amnesty Office on the need to empower women in the Niger Delta region.

According to her, she began her first programme with the then Special Adviser (SA) to the President on Niger Delta Affairs and Coordinator of the Presidential Amnesty Programme, Brig. Gen. Paul Boroh (Rtd.), who is currently facing trial for allegedly diverting N974 million.

“Paul Boroh asked me to come up with an empowerment initiative for the [Niger Delta] people of which I chose Miss Amnesty Nigeria beauty pageant with his approval”, she said.

Unfortunately for her, Mr Boroh got sacked halfway into the programme, over alleged abuse of office.

After the sack of Boroh few weeks to the 2018 Miss Amnesty, MCWary said she met with the new SA and Coordinator of the Amnesty Scheme, Prof Charles Dokubo, for briefing.

“I told him how far we have gone with the project and how the then SA pledged the support of the Amnesty Office. Already we had spent a whole lot of money on publicity, but Dokubo told me he doesn’t have any money that I should go ahead with the programme when he has money, he will reimburse us. He even promised to attend the event.

“With his assurance, we went ahead with the programme, borrowed funds and executed the 2018 Miss Amnesty Nigeria precisely in April at the Sheraton, Abuja.

“I went back to Prof Dokubo this year in April to remind him of his promise. He asked what I wanted from him, I told him that I needed his approval for the 2019 edition which he actually did and directed me to the Integration Department.

“On getting there, I met Chief Brown who then redirected me to the head of job placement (Margaret Humfrey) for us to collaborate and host the 2019 edition in conjunction with the Presidential Amnesty Office.

“When I met Margaret, she told me that the money the SA approved was too small that I wouldn’t get any fraction once released. She even reminded me of how I hosted the last edition without any support, the debts accrued and on the need to also make some money for myself.

“She then suggested that I increase the budget so we could have enough money for the pageant, extra cash to settle the debts I was owing and some more for myself.

“I went back, worked on something and came up with ‘Amnesty Culinary Talent Competition’ and equally increased the budget as suggested. Everything went on smoothly as planned, we even signed the necessary documents for the execution of the project including an affidavit which I swore to set up restaurants for eight Niger Delta women.

“But I never knew the whole process was a scam until it was time for payment of the money approved for the project. I was approached by madam Margaret who gave me a document(MoU) to sign transferring my project to an unknown company, saying that I cannot proceed to execute the project. I protested and demanded to know why, she said I wasn’t of the Niger Delta region. But I told her I am from Abia State where we also produce oil and I have been to Niger Delta severally executing empowerment projects. I stood my ground so they had no other choice but to pay some money into my NGO’s account.

“I later received a call asking me to come to a particular office for a meeting with an unnamed presidential aide. I went, not knowing that the office is a ‘kidnapping zone’. On my way there, Clinton(my staff) called me that Margaret came to my house with five soldiers in an unmarked van to kidnap me…that they even forced the gate open and ransacked my entire house. I called Margaret asking to know the motive behind the sudden move she said she thought I was running away with government money. I told her that the money is for the people, and I cannot run away with it. I called her boss (Charles Dokubo) to report her to him, only for me to discover that he was even the one giving the instructions asking me to divert funds meant for the project to a private account. He also gave the order for my house to be ransacked and for the project’s money to be seized from me.

“My NGO has a good name, we have a reputation to protect. There is no way we could possibly make away with government money, neither can we transfer such money to an unknown company. ‘What if they don’t execute the project?’ I complained bitterly to Prof Dokubo and he invited me over to his house which I honoured. Getting there, Dokubo threatened to kill me if I don’t transfer the money to his account. I was given a GTB account to immediately transfer the cash, his Chief Security Officer (CSO) slapped me, threatening to write a report against me if I don’t obey his boss’s orders. I was humiliated in Dokubo’s house. My brother and the driver I came with were denied entrance, my phone was seized from me.

“The Amnesty boss threatened to kill me and ‘heaven will not fall, after all I am in his house’. I was about to transfer the funds but had a second thought that my NGO has a core mandate to empower the Niger Delta women and also has a reputation to protect.

“I was allowed to leave but the same account details was sent to me on Monday to transfer the funds. When they saw I was adamant, they sent some policemen to kidnap me. When they came, I called CP Bala Ciroma telling him some men were in my house to kidnap me. These people barged into my house, came straight into my bedroom where I was half-naked breastfeeding my baby. They took me away, my security man and neighbours witnessed everything. We made several calls to some people who helped me and I was able to escape from the kidnappers’ house.

“But days later, they went to higher arm (Force DIG) to forcefully take me and extort money from me, accusing me of defrauding the Amnesty Office. I told them, I am not a scammer, I have been empowering women, I have a lot of children on my scholarship scheme. I run Miss Amnesty Nigeria, a transparent NGO and my forms are free. How possibly can I defraud government? Nothing is stopping me from executing the project I was given funds for.

“…Only for me to see them on AIT executing my project the following morning using the very blueprint and master plan I developed — just the same week I was to organize mine. I was shocked, the project was hurriedly carried out by them without my consent. They impersonated my NGO and managed to get support from MTN, Glo, Airtel, Coca Cola, Unilever, Dangote Group. These companies even went on Facebook writing they partnered with my organization which is not true.

“The Force DIG (Michael Ogbuzi) went ahead and started harassing me, he is even from the same village with me. He came to me and started harassing me, asking me to sleep with him if I want Amnesty boss (Charles Dokubo) to leave me alone. I politely declined the offer, telling him I am a responsible woman and cannot do it. He detained me for 24 hours, denying my five-month old daughter of breast milk. Her nanny told me she cried all through the night. Force DIG detained me because I refused to sleep with him, I was released the next day on bail. They went ahead and freeze my NGO account. The money there was meant for women empowerment and I could no longer access it.

“As it stands now, I have been running for my life, hiding from the unknown. Prof. Charles Dokubo is threatening me, Force DIG is threatening me. I went to Force Headquarters, Abuja to see the inspector general of police to report the DIG but he (DIG) sent his men to forcefully eject and harass me out.

“I am at lost as to why Prof. Dokubo will be blackmailing me, tarnishing my image, impersonating my NGO.

“I am calling on the EFCC, the ICPC and President Muhammadu Buhari to come to my rescue and to also be aware of the atrocities being committed daily in the Presidential Amnesty Office. Prof Dokubo has no single intention of empowering any Niger Delta person while in office.

“I don’t know why they are stopping me from empowering the Niger Delta women. I want to know why they disallowed me from carrying out my Amnesty Culinary Competition. The one they did was a fake one, I did not give them permission to execute that. The organization is ready and still with the money to execute this project which we will surely do. We have a core mandate and also took an oath to empower eight Niger Delta women and we must set up standard restaurants for them after the project. I just want the right thing to be done.

“I am calling on Abba Kyari (Buhari’s Chief of Staff) to call Prof Charles Dokubo to order. He should tell him to stop threatening my life. Why is he after me, why is he after an NGO? Why is he fighting my organization? Why is the Force DIG stooping so low to harass me using his boys?.

“I am calling on President Muhammadu Buhari to be aware of the atrocities being penetrated in the Presidential Amnesty Office. If Nigerians are aware, this thing will not continue. Abia is an oil producing state, as well as Imo. If you say both states are not of the Niger Delta region then stop taking the oil. Let Prof Dokubo tell me why he is stopping my NGO from empowering the Niger Delta women, including the Igbos who have been totally left out in the Amnesty scheme”, added MCwary.

High-level corruption and looting of funds not new in the Amnesty Office

Prof Charles Dokubo, born in Abonnema, Akuku Toru Local Government Area of Rivers State with his level of education has allegedly turned the Amnesty Program which he heads into a personal company as information on our news desk revealed that about 11 months ago, Dokubo in his usual style of syphoning money using the award of contracts from the Amnesty Program awarded a jaw-dropping amount of N1.6 billion for the purchase of 400 wooden canoes to empower 400 Niger Delta women in coastal fishing.

According to a document exclusively obtained by Igbere TV, the contract was awarded on the 29th of November, 2018 in the sum of N4 million per canoe to a Delta State-based company Innotek Royal Service Limited chaired by Evangelist Samson Fetimi (JP) who surprisingly was also the CEO of Glassfa Intercontinental Limited, a company which also acted as a vendor to the Amnesty Program back in 2016 when Brig. Gen. Paul Boroh (Rtd) was in charge.

Sources within the Amnesty Office are suggesting that the company may have been used as a front to fleece money from the Commission account.

This comes as no surprise as in another letter obtained by Igbere TV dated 8 January, 2019 the infamous company, in turn, requested for a 15 per cent mobilization payment of the award sum amounting to N240 million.

Interestingly, on Tuesday September 24, 2019 during the distribution of the said items to the 400 rural women to be empowered, only 100 canoes were presented with a clear cloud of doubt lingering over the purchase of such wooden items at N4 million per each.

Investigation by Igbere TV revealed that a wooden canoe is sold between N200,000 to N230,000 in the market.

With the level of looting and corruption perpetrated by Prof Dokubo using the Presidential Amnesty office unparalleled, there are calls from many Nigerians for the various anti-graft agencies to quickly swing into action and bring him to book.

President of the Senate, Senator (Dr) Ahmad Lawan said on Wednesday that the Production Sharing Contract Act of 1993 will be reviewed.

Lawan spoke while declaring open a public hearing convened by Senate and House of Representatives Joint Committees on Finance on 2020-2022 Medium Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP).

Lawan said the Senate has earlier in the day decided on the need to review the Act to boost revenue for the government, reports Igbere TV.
 
"For long, Nigeria has been shortchanged and of course, we blame ourselves for that.

"Since the price of crude went beyond 20 dollar, Nigerians should have benefitted from that Act by immediately ensuring that we review that Act, where we would have gotten 50 percent of the increase in the price of crude; and we are talking about billions of dollars," Lawan said.

The Senate President said it was an opportunity that "we squandered ourselves. The oil companies would have no business telling us to review our laws."

Lawan said the Senate will on Thursday take the first reading of the bill to amend the Act and promised that the bill will be accorded expeditious consideration.

"We know that the executive will be on our side. We lost about N350bn to fund the 2019 budget, because it is not there. And even the N160 billion proposed in the 2020 budget is at risk. So we have to do everything possible to ensure that what is ours as a country comes to us.

"And we are inviting the executive side of government to work with us on this very important Act that we are about to amend.

"We expect that before the budget is passed, this Act would have been amended and signed into law by the President... because we have to fund the 2020 budget properly," Lawan said.

Earlier, the Senate had reached a resolution on the planned amendment after consideration of a motion titled: “Urgent need to review and recover additional revenue accruable to the government of the Federation from the Production Sharing Contracts pursuant to Section 16 of the Deep Offshore and Inland Basin Production Sharing Contract Act.”

The motion was sponsored by Senator Ifeanyi Patrick Ubah (YPP, Anambra South), reports Igbere TV.
 
The Senate also on Wednesday mandated its Committee on Petroleum Resources Upstream to investigate the reasons for the failure to review the provisions of the Production Sharing Contract (PSA).

Presenting the motion, Senator Ubah disclosed that “as a result of the non-review and amendment of the PSC Act, the Federal Government has lost about US$21 billion (about 7 trillion naira) over a period of 20 years.”

Ubah added, “Nigeria having lost trillions of naira due to non-review of the PSA Act stand to gain an additional sum above 30 billion naira monthly (360 billion naira annually) if the Act is reviewed and amended.”

Edo State Governor, Mr Godwin Obaseki has relieved all his Special Assistants (SAs) and Senior Special Assistants (SSAs) of their appoinments with immediate effect.

A statement issued by Secretary to the State Government, Osarodion Ogie obtained by Igbere TV, said the move was in line with government's efforts to reorganize governance in the state.

“This development is in line with efforts to reorganise the governance structure to enhance efficiency in service delivery to Edo people”, he said.

The SSG revealed that the Governor thanked the sacked appointees “for their service and assures of continued cordial relations in the years ahead.”

He stated that the outgoing appointees have been directed to handover all government property and documents in their possession to his office.

“Fresh appointments will be announced within the next 30 days”, the statement added.

The development have, however, been met with mixed reactions on social media, with many saying the move was targeted at those perceived as ‘non-loyalists’ of the Governor.

The over 220 affected appointees, with no specific job description, were nominated by leaders from their different Wards and Local Governments after the 2016 governorship poll.

This is not the first time Obaseki will be sacking his political aides. The Governor had recently sacked some Commissioners in his cabinet, who are perceived to be loyal to his predecessor and party national chairman, Adams Oshiomhole.

Both leaders have been at loggerheads over the controversial inauguration of Edo State Assembly, with the Governor accusing his benefactor of planning to deny him the party's ticket next year.

Commenting on the development, a chieftain of the APC in Edo who craved anonymity, told Igbere TV that those affected were appointees whose leaders had fallen out of favour with the Governor.

“Those SAs and SSAs were nominated by leaders in the various [voting] Wards and Local Government Areas of the state”, he said.

“Same method will be adopted again and again, and only those relevant at that level towards political deliverables will be recruited.

“The only ones that won't find their way back are those whose leaders have fallen out of favour with the government. It's simple arithmetic”, the APC chieftain added.

President Muhammadu Buhari has finally departed Nigeria for South Africa on a three-day state visit. The president jetted off through the presidential wing of the Nnamdi Azikiwe International Airport, Abuja.

Buhari’s spokesman, Garba Shehu in a statement obtained by Igbere TV had said the visit was at the instance of President Cyril Ramaphosa to discuss the welfare of Nigerians, and enhance the relations between both countries.

Mr Shehu said during his visit, Buhari will hold a town hall meeting with Nigerians in South Africa to reassure them of government’s commitment in protecting their lives and property amidst xenophobic scare.

The President is accompanied on the visit by Governors of Ebonyi State, Dave Umahi; his Kano State counterpart, Abdullahi Ganduje; and Simon Lalong of Plateau State.

This comes less than 24 hours after the nation’s Independence Day Anniversary, which saw Nigeria clock 59 after it regained freedom from her colonial masters.

Our State House correspondent reports that today’s FEC meeting started around 11.a.m. at the Council chambers of the Presidential Villa, Abuja.

At the meeting were the Vice President Prof Yemi Osinbajo, Secretary to the Government of the Federation (SGF), Boss Mustapha, and Acting Head of Service of the Federation, Dr (Mrs) Folasade Yemi-Esan.

President Muhammadu Buhari has formally announced the removal of the National Social Investment Programme (N-SIP) from the Office of his deputy, Prof Yemi Osinbajo.

Buhari made the announcement in his 2019 Independence Day broadcast which was aired on the Nigerian Television Authority (NTA) by 7am on Tuesday and monitored by Igbere TV.

“Our ongoing N500bn Special Intervention Programme continues to target vulnerable groups, through the home-grown School Feeding Programme, Government Economic Empowerment Programme, N-Power, Job Creation Programme, loans for traders and artisans, Conditional Cash Transfers to the poorest families and social housing scheme”, he said.

“To institutionalise these impactful programmes, we created the Ministry for Humanitarian Affairs, Disaster Management and Social Development which shall consolidate and build on our achievements to date. To the beneficiaries of these programmes, I want to reassure you that our commitment to social inclusion will only increase”, added Buhari.

EFCC Arrests 6 Suspected Internet Fraudster in Abuja

Operatives of the Advanced Fee Fraud Section of the Abuja Zonal office of the Economic and Financial Crimes Commission, EFCC on Monday September 30, 2019 raided the residences of suspected internet fraudsters at Flats 1 and 3, Life Camp Extension Estate, Abuja.

The operations which was carried out following information regarding the alleged criminal activities of the suspects, led to the arrest of the following: Raphel Chibuzor, Oyewumi Adewale, Onyeogheni Isioma Progress, Ayo Abiodun Richard, Oloyede Faith Damilare and Ibrahim Yusuf Waziri.

Some of the items recovered from the suspects include mobile phones, laptop computers, a Toyota Highlander SUV and Toyota Corolla car.
They will be charged to court as soon as investigations are concluded.

Mr Femi Falana, SAN, counsel to Omoyele Sowore, pro-democracy activist and RevolutionNow convener, has accused The Nation newspaper of falsehood and cheap blackmail, Igbere TV reports.

In a statement obtained by Igbere TV on Monday, Falana also said that there was no plan to report Justice Taiwo Taiwo to the National Judiciary Commission (NJC) for granting his client (Sowore) bail.

The Nation had reported that the State Security Service (SSS) had concluded plans to report the Federal High Court justice to the NJC for granting bail to Mr Sowore, who has been charged for allegedly conspiring to commit treason.

“Sowore’s bail is likely to bring trouble for that judge. A report has been prepared to report him to NJC in view of the fact that, as far as this country, it is known that a person charged treasonable felony has no bail option. So, the security and intelligence community in the country is shocked by the judgement. And there is a consensus that the judgement should not only be appealed, but that the NJC should be petitioned about the conduct and abuse of power by the judge”, the newspaper had reported.

But reacting, Sowore’s lawyer, Mr Femi Falana accused The Nation newspaper of designing the report to blackmail and intimidate the Judges of the Federal High Court with respect to the trial of Mr. Sowore.

He argued that the Court possess the power to grant bail to a person charged with capital offence, insisting, however, that Sowore was not charged with one as his “offence” does not fall under the category.

He, therefore, urged the public to disregard the report, adding that Justice Taiwo of the Federal High Court has not been accused of any act of judicial misconduct in ordering the release of Sowore from DSS custody, neither does the NJC posses the power to sanction him (Taiwo).

“In The Nation newspaper edition of Saturday, September 28, 2019, one Mr. Akintunde 1 reported that the State Security Service (SSS) had conluded plans to report Justice Taiwo Taiwo of the federal high court to the National Judicial Council for granting bail to Mr. Omoyele Sowore who has been charged with a purported capital offence. The Nation claimed that according to an unnamed government source “Sowore’s bail is likely to bring trouble for that judge. A report has been prepared to report him to NJC in view of the fact that, as far as this country, it is known that a person charged treasonable felony has no bail option. So, the security and intelligence community in the country is shocked by the judgement. And there is a consensus that the judgement should not only be appealed, but that the NJC should be petitioned about the conduct and abuse of power by the judge.”

“I have since confirmed that the fictitious report is a figment of the fecund imagination of the writer, Mr Akuntunde 1. Hence, the report and the quotes therein were not credited to any named official of the SSS but to some anonymous sources. However, in a desperate bid to divert public attention from the contemptuous conduct of the SSS the federal government has hurriedly pressurised the federal high court to assign the case for the arraignment of Mr. Sowore. From the information at our disposal the report was designed by The Nation to blackmail and intimidate the Judges of the federal high with respect to the trial of Mr. Sowore.

“I wish to state without any fear of contradiction, that the federal high court is competent to admit a person charged with a capital offence to bail by virtue of section 161 of the Administration of Criminal Justice Act, 2015. But in this case, Mr. Sowore has not been charged with a capital offence. Therefore, contrary to the highly misleading position of SSS and The Nation newspaper, treasonable felony is not a capital offence under section 41 of the Criminal Code. Even under the most brutal dictatorial regimes in Nigeria our courts did not hesitate to uphold the fundamental right of the victims of repression to personal liberty including those who were charged with treasonable felony.

“Having regards to the facts and circumstances of this case, the SSS cannot complain against the handling of the case by Justice Taiwo who did not even entertain our application to quash the order for Mr. Sowore's detention for 45 days. We had wanted to show that Mr. Sowore did not engage in any terrorist activity to warrant his incarceration. But the order for the 45-day detention of Mr. Sowore was allowed to expire by effluxion of time. Since Mr. Sowore was eventually not charged with terrorism it means that the order to detain him for 45 days was obtained by fraud and misrepresentation of facts on the part of the SSS.

“In urging Nigerians to disregard the dubious report it ought to be pointed out that Justice Taiwo has not been accused of any act of judicial misconduct in ordering the conditional release of Mr. Sowore from unlawful custody. After all, it was the SSS counsel, Mr. Godwin Agbadua who withrew his fresh ex parte motion for an order to further detain Mr. Sowore for 20 days. Consequently, Justice Taiwo granted our application for Mr. Sowore's release but made it conditional as his Lordship took judicial notice of the 3-count charge of insulting President Buhari, money laundering and treasonable felony pending against him in the court. To that extent, the National Judicial Council has no power to sanction a judicial officer for exercising his/her discretion judicially and judicially in an application for the bail of a citizen. In other words, since the NJC is not an appellate court it cannot review the order for the conditional release of Mr. Sowore from illegal custody.

“Finally, instead of joining the global campaign for the release of Mr. Sowore from illegal custody as ordered by the federal high court Mr. Akintunde 1 of The Nation newspaper has colluded with the forces of reaction to intimidate the Judiciary. But it is a mission that is bound to fail as no dictator has ever suceeded in cowing the courts and the Nigerian people to submission.”
