You can buy land to resale, not necessarily build. People make a truckload of money flipping lands in Abuja and Lagos ( the 2 biggest Real Estate markets in the country). You can also incorporate a company and hold land and other properties in your company name. Problem solved!

Abuja is Federal Capital Territory. Lagos is like that because it lost her status as the capital. I don't see that happening to Abuja in the next 2000 years.
