Solomon Kumapayi, the director, Civil Military Affairs, gave the assurance at a sensitization workshop on human rights held at the 1 Division, Nigerian Army Kaduna. According to NAN, Mr Kumapayi who is a brigadier general also said the army was working to ensure full respect for the rights of the civil populace of Nigeria by soldiers in line with global practice. He said that cases of alleged human rights violation by soldiers had reduced in the last few weeks due to a new reorientation of the personnel.At the workshop where a paper tagged, “The Professionally Responsive Soldiers. A worthy Ambassador of Nigeria Army,” was presented, he also said: “We are doing our jobs more professionally and have been responsive to the complaints that we receive. “The Chief of Army Staff, Lt Gen Tukur Buratai has directed us to go round army formations to sensitize our troops on human rights activities, and their conduct whether on operations or out of operation.’’ “The COAS has set-up human rights desk at the army headquarters. So, he directed same to be set-up at formation levels at the divisional headquarters. “It is also to be set-up outside divisional headquarters to allow easy access for civilian populace to reach us." It's quite unfortunate that ASUU has declared indefinite strike, though it is not new again as strike has become a normal festival which must take place in state or federal universities. The last ASUU nationwide strike last half of a year, now government has not yet meet up with there requirements since 2009. Yet, we are still the leaders of tomorrow and in the same country, someone will loot billions of naira and go scot free, it was a very sad morning while I was listening to FM radio news that a man was jail for stealing a bread worth #250. Nigeria education sector has been battered by selfish government officials and leaders, and that has made lecturers contribute the most of all. The colonial masters have forgotten to colonise Nigerians with good character and doings, imagine a lecturer said he will spend five hours lecturing, when it was three hours, students began to complain, he responded saying: "if you are tired, you should leave the class. This is how I was brought up". What a bad manner. Also, some lecturers have been using only a lecture note since 20 years ago, what is now the upgrade in the educational system? When students complain to a lecturer that they didn't understand the course he takes them, the lecturer instructed them to assume. Assume what you don't know? Very bad indeed. The worst of it is that we only do 10-20percent of our practicals, why? Most of the practicals require power, if no power to do practicals then how do we get power to read for examinations. It's unfortunate that most of the equipment in the lab are faulty, but where is the power to operate the working ones? Now in Nigeria, state government now interfere in student union government SUG. Ekiti state university conduct a very peaceful free and fair election early August but surprisingly the results of the election is inconclusive because government, school authority and students have different candidates. In short everything in EKSU is inconclusive. Kogi state university called off 6 month strike not up to a month, despite the fact the academy activities have not yet been stabilised, ASUU declared indefinite strike. Are they to go back home again? In the country where students are leaders of tomorrow. Let alone LAUTECH strike. Are we still confused that students are the leaders of tomorrow. If Nigeria education sector could remain this way, then it is better to cancel the sector, because presently it seems Nigerian students go to school and make friends, go to night club, go to class if he could and then read and pass examination because no one expects you to understand. A medicine best student was awarded with #10,000 cheque, what is really encouraging? How many senators, governors can allow their child to school in EKSU, KSU or LAUTECH? ranked by the 2017 World Happiness
Report, to uncover the reasons why these

Living to 83 on average, the Japanese have
long had one of the highest life
expectancies. Okinawa, often called ‘the
land of immortals’, has been a global centre
for longevity research, as these southern
Japanese islands have more than 400
centenarians. Much credit for this has been
given to the local diet, which includes
plentiful tofu and sweet potato, and a small
amount of fish. Active social circles among
older residents and a strong community
also contribute to lower levels of stress and
a strong sense of belonging.

To reap these benefits, learning the
language as an expat is critical, said Daniele
Gatti, CEO of Velvet Media and long-time
Japan resident. “Japan has an amazing
quality of life if you can get past the
language hurdle to better understand the
mentality” – which is more different from
Western culture than most visitors think, he
added. “Expats willing to move here should
think seriously about putting a major time
allocation into learning the language. It’s
key to integrating deeper in the local
society and living a full and meaningful
life.”

life. “You will see a lot of people going to
gyms or exercising in the public parks,
which are plentiful,” said Bino Chua, a

wellbeing among aging adults.
Health-averse habits are also harder to
maintain in Singapore. “Expats should
know that ‘vices’ are a lot more expensive

The country also has a diet rich in
fermented foods, which are said to lower
cholesterol, boost immunity and inhibit
cancer. “As a whole, Korean food is high in
fibre and nutrient-dense,” Hoheb said.

The Nigerian Meteorological Agency (NiMet)
has predicted morning thunderstorms over
the Central states of Yola, Abuja, Bida,
Mambilla Plateau, Minna, Southern Kaduna
and South of Jos on Tuesday.
NiMet’s Weather Outlook by its Central
Forecast Office (CFO) on Monday in Abuja
also predicted localised thunderstorms over
the entire region later in the day.

It added that the central region would also
have day and night temperatures in the
range of 22 to 30 and 15 to 23 degrees
Celsius respectively.
The agency predicted that Southern states
would experience morning thunderstorms
over Obudu, Ogoja and Ikom with cloudy
conditions over the inland of the
southwest.
It also predicted intermittent rains and
thunderstorms over the coastal states with
day and night temperatures of 25 to 31 and
19 to 24 degrees Celsius respectively.
According to NiMet, northern states will
experience morning thunderstorm over
Maiduguri, Bauchi, Yelwa and Gombe with
localised thunderstorms over the entire
region in the afternoon and even hours.
“The northern states will also have day and
night temperatures in the ranges of 30 to
35 C and 22 to 24 degrees Celsius
respectively.
“Moisture availability is expected to further
spur formation of weather activities across
the whole country in the next 24 hours,’’
NiMet predicted.

Activist lawyer, Femi Falana, has advised the Presidency to approach the Supreme Court over the refusal of the senate to approve the nomination of Ibrahim Magu as the Acting Chairman of the Economic and Financial Crimes Commission, EFCC. Falana maintained that the senate had no right to sack Magu since it had no power to hire him. In a statement he jointly signed with some activists including Prof. Jibrin Ibrahim, Lanre Suraj, Anwal Rafsanjani and Ezenwa Nwagwu, Falana also urged the Presidency to approach the Supreme Court for the interpretation of the 1999 Constitution regarding the confirmation of non- ambassadorial and non-ministerial nominees. The statement reads in part, “While the dispute over the budget had yet to be resolved, the Senate passed two controversial resolutions. The first resolution directed the Acting President to remove the acting Chairman of the EFCC, Mr. Ibrahim Magu, from office. “In a bid to ensure that the resolution was implemented, the Senate decided to put on hold any appointment which requires the confirmation of the Senate. In this retro series, Naij.com bring to you the story of Emmanuel Nwude who committed the largest fraud in the country by selling a non-existent airport to a Brazilian for $242 million between 1995 and 1998. The rise of internet fraud commonly known as 419 is one phenomenon Nigeria has come to be associated it. Before internet fraud became a global issue, Nwude had committed one of the biggest scams in the world. Specifically, his fraud was the third largest banking scam in the world after the Nick Leeson's trading losses at Barings Bank, and the looting of the Iraqi Central Bank by Qusay Hussein. How was Nwude able to carry out this jaw- dropping scam and convince Nelson Sakaguchi who was the director of the bank to part with so much money for the purchase of an airport? Nwude was a former director of Union Bank of Nigeria and this position made him privy to some links, information and documents that other persons would not be aware of. He impersonated the then governor of the Central Bank of Nigeria, Paul Ogwuma, and connected with Sakaguchi informing him of a mouth- watering deal of Nigeria’s plan to build an airport in Abuja.Nwude, pretending to be the Central Bank of Nigeria governor, told Sakaguchi that he stood of chance of pocketing $10 million commission when the deal passed through. Sakaguchi paid $191 million in cash and the remainder in the form of outstanding interest. Nwude’s accomplices were Emmanuel Ofolue, Nzeribe Okoli, and Obum Osakwe, along with the husband and wife duo, Christian Ikechukwu Anajemba and Amaka Anajemba, with Christian later being assassinated. The criminal gang was able to convince the director of the Brazilian bank to part with the money. How did Sakaguchi find out he was a victim of one of the largest scam in the world? In 1997, the Spanish Banco Santander wanted to take over the Banco Noroeste and a joint board meeting was held in December of that year. Officials of the Spanish bank noted that half of the Brazilian bank’s capital was at Cayman Islands unmonitored. This raised questions as this was two-fifths of Noroeste's total value. Investigation began and was carried out in Brazil, Britain, Nigeria, Switzerland, and the United States. Although the sale of the Bank still went on as the owners of the bank paid $242 million bill, the nak still collapsed in 2001. The birth of the EFCC In 2002, the then president, Olusegun Obasanjo saw to the establishment of an anti-graft agency, the Economic and Financial Crimes Commission (EFCC). Nwude’s fraud case one of the first to be investigated and in 2004, all members of the gang were arraigned before an Abuja High Court on 86 counts of "fraudulently seeking advance fees" and 15 counts of bribery related to the case . Although they pleaded not guilty, they were warned not to attempt to bribe court officials as it was suspected that money was going round. Nwude has become Nigeria's fraud kingpin after pulling off one of the biggest 'deals' in history In 2005, Amaka confessed to helping Anajemba and was asked to repay $25.5 million and also sentenced to two and a half years in prison. Nwude attempted to bribe Nuhu Ribadu, the then chairman of the EFCC, with $75,000 cash but the latter refused and Nwude was charged with attempted bribery as well as attempt to kidnap a prosecuting witness. Following Sakaguchi's witness, Nwude finally pleaded guilty and was sentenced to five concurrent sentences of five years and was also asked to pay $10 million fine to the federal government.He was released from prison in 2006 and filed a case to reclaim his assets insisting some of them were acquired before the criminal act. He has so far been able to reclaim $167 million. Aftermath A land dispute in the town of Ukpo in the Dunukofia area with Abagana community turned bloody when over 200 men invaded the community killing four policemen and the security guard at the construction site in 2016. The Anambra state government fingered Nwude as the ringleader and he was subsequently arrested and arraigned on 27 charges including murder and terrorism. He is being held at Awka prison as the court case is still on. Deputy Senate President, DSP, Ike
Ekweremadu, has expressed pity for the
people of Kogi state following the on-going
recall process of the Senator representing
Kogi West, Dino Melaye.
The DSP spoke on the floor of the senate on
Tuesday while reacting to an advertorial on
a National daily in which the Attorney
General of the state, Ibrahim Muhammad,
called him out over a comment he made on
the floor of the senate regarding Dino’s
recall.
Recall that Ekweremadu had last week told
his fellow lawmakers that process to recall
Dino was dead on arrival, adding that the
senate would have to certify the recall
process carried out by INEC before he can
be sacked.
Muhammad wrote, “I must put on record
that legal opinion of senator Ekweremadu
on the role of the senate in the recall
process; the senate has no role whatsoever
in the recall exercise than to receive the
certificate under the hand of the chairman
of INEC stating that the provision of section
69 of the constitution has been complied
with, see 68h of the 1999 constitution as
amended.”
However, in reaction to this, Ekweremadu
said the Attorney general did not mention
section 68 (2) of the constitution where it
said the senate would still deliberate on
whether Melaye should be recalled or not.

understand that every page costs about
N700,000. For this alone, they spent about
N2 million and I understand that it is an
about five other papers so we are looking
at about N12 million spent to responding to
my comment.
“I pity the people of Kogi state that hired
this kind of attorney-general and this is
unfortunate that they are paying a public
servant and he is unable to do a simple
work looking at the constitution.
“We must emphasise that 68 (2) is not part
of the amendment since 1999. This has
been the original provision of the
constitution. It has nothing to do with Dino
or whoever. It has been there since 1999
for him not to know about it – I don’t know
where he went to law school anyway.
“If he has been properly educated, I believe
he should have been conversant with the
basic provisions of the constitution. I’m
even his senior at the bar, he ought to
show some respect because that is what
we were taught at the law school, to
respect our senior.
“But for the avoidance of doubt, I want to
believe I have better credentials in the legal
profession and my interest was
constitutional law, I have a doctorate
degree in law and my area is constitutional
law. I have been chairman of the
constitutional review committee in this
national assembly since 2010.
“I expect the attorney-general instead of
displaying his ignorance to call and I
educate him on the correct position of the
law. So, I take exception to this and I believe
that he needs to refund the amount spent
on this to the people of Kogi. I call on the
house of assembly to institute an inquiry on
who paid for this and find a way of
receiving the money back to pay salaries of
