The Federal Government has filed terrorism charges against the leader of Aswani International Market in Lagos State, Chief Taoreed Farounbi, alias Baba Alado, and six others.

In the three counts filed before Justice Muslim Hassan of the Federal High Court in Lagos, Farounbi and his co-defendants were accused of conspiring and participating in acts of terrorism, leading to the killing of two men, Debo Olohunyo and Chibuzor Daniel, in the White Sand area of Isheri-Osun, Lagos State on March 19, this year.

The prosecution also alleged that the defendants unleashed mayhem, leading to the destruction of many properties in the area.

The prosecution said the defendants acted contrary to Section 1(2) (a) of the Terrorism Prevention Act 2011 as amended by Terrorism Prevention (Amendment) Act 2013.

Listed as Farounbi’s co-defendants are Alhaji Olusegun Akinde, alias Echo, Ayokunle Fakiyesi, Idowu Akinde, Musiliu Oladejo, Lekan Matthew, and Adeleke Akindeji.

The scheduled arraignment of the defendants was stalled on Monday as the prosecuting counsel for the state, A. K. Alilu, told the judge that save for the sixth defendant, Lekan Matthew, who was in court, the others had not been seen again after they were granted administrative bail.

The defence counsel, M.B. Jimoh-Akogun, assured the court that his clients had not absconded, saying the impression they had was that the case was fixed for December 16.

Following Jimoh-Akogun’s undertaking to accept service of the charge sheet on his clients, Justice Hassan ordered that the charge sheet be served on him, while he made an order remanding Matthew in correctional custody, pending the defendants’ arraignment on January 28, 2021.

World champion Lewis Hamilton has tested positive for coronavirus and will miss this weekend’s Sakhir Grand Prix in Bahrain, Formula One’s governing body FIA announced Tuesday.

"In accordance with COVID-19 protocols and public health authority guidelines in Bahrain he (Hamilton) is now isolating," said an FIA statement.

"The procedures set out by the FIA and Formula 1 will ensure no wider impact on this weekend’s event."

Hamilton who on Sunday won the Bahrain Grand Prix, the first of back-to-back races in the Gulf state, has already secured a record-equalling seventh world championship this season.

"He woke up on Monday morning with mild symptoms and was informed at the same time that a contact prior to arrival in Bahrain had subsequently tested positive," a statement from Hamilton’s Mercedes team said.

"Lewis therefore took a further test and returned a positive result. This has since been confirmed by a retest."

"Lewis is now isolating in accordance with COVID-19 protocols and public health authority guidelines in Bahrain."

"Apart from mild symptoms, he is otherwise fit and well, and the entire team sends him its very best wishes for a swift recovery."

The team added that Hamilton had been tested three times last week and returned a negative result each time as part of the sport’s strict anti-virus protocols, the last of which was on Sunday afternoon at the Bahrain circuit.

"Anyone who receives foreign exchange through these remittances is free to use them as he deems fit without let or hindrance from their banks in any currency of their choice," says CBN.

The Central Bank of Nigeria (CBN) yesterday unveiled a new policy that grants unfettered access to Forex from Diaspora and other money transfer remittances like Western Union and MoneyGram.

The bank also clarified transactions that are eligible under the policy in line with global best practices.

The policy allows beneficiaries of Diaspora remittances through International Money Transfer Operators (IMTOs) to henceforth receive such inflows in the original foreign currency through the designated bank of their choice.

It explained that the new regulation is part of efforts to liberalise, simplify and improve the receipt and administration of Diaspora remittances into Nigeria.

The central bank announced the new policy in a circular titled: “Amendment to Procedures for Receipt of Diaspora Remittances,” dated November 30, 2020, that was signed by its Director, Trade and Exchange Department, Dr. Ozoemena Nnaji.

With the new policy, recipients of remittances may have the option of receiving such funds in foreign currency cash (US Dollars) or into their ordinary domiciliary account.

"These changes are necessary to deepen the foreign exchange market, provide more liquidity and create more transparency in the administration of Diaspora remittances into Nigeria," the apex bank stated.

It explained that the changes would help finance a future stream of investment opportunities for Nigerians in the Diaspora, while also guaranteeing that the recipients of remittances would receive a market- reflective exchange rate for their inflows.

It said all authorised dealers and the general public should note that beneficiaries shall have unfettered access and utilisation to such foreign currency proceeds, either in cash and/or in their Domiciliary Accounts. There was an initial confusion with the phrase “eligible tansaction” which senior authoritative CBN officials told Flavision last night means minimal clarifications like “source of fund” and “beneficiaries” in line with current global practices.

According to the CBN officials, "anyone who receives foreign exchange through these remittances is free to use them as he deems fit without let or hindrance from their banks in any currency of their choice in line with its circular TED/FEM/FPC/GEN/01/010."

The bank urged strict compliance with the new guidelines.

In a separate circular titled: “Operations of Domiciliary Accounts,” also signed by Nnaji, the central bank clarified that following different interpretations on the operationalisation of domiciliary accounts and to ensure the stability of the foreign exchange market, export proceeds domiciliary accounts would continue to be operated based on existing regulations, which allow its holders use of their funds for business operations only, with any extra funds sold in the Investors & Exporters’ (l&E) Window.

On the other hand, it stated that for ordinary domiciliary accounts, where such accounts are funded by electronic/wire transfer, account holders would be allowed unfettered and unrestricted use of the funds for eligible transactions.

But it said where accounts are funded by cash lodgments existing regulation will continue to apply, explaining that the clarifications were necessary given the vastly improved capabilities of the CBN to monitor transactions, forestall money laundering and prevent the adverse effect of dollarisation in our economy.

"All authorised dealers and the general public are to note that Bank Verification Number would be used to enforce compliance with these regulations. Please be guided accordingly," it stated.

The World Bank recently predicted that inflow of Diaspora remittance to Nigeria would drop by $2 billion in 2020 to $21.7 billion as against the $23.8 billion the country recorded in 2019.

The World Bank in a report had hinged the decline in remittances from Nigerians living abroad on account of the double whammy of the COVID-19 pandemic and the attendant economic crisis that has continued to spread.

Globally, the bank had also anticipated that the amount of money migrant workers send home would decline by 14 per cent by 2021, compared to the pre-COVID-19 levels in 2019.

It stated: "Remittances are helping to address the impact on African households. Nigeria remains the largest recipient of remittances in the region and is the seventh largest recipient among LMICs, with projected remittances to decline to around $21.7 billion, a more than $2 billion drop compared with 2019."

According to the report, remittance flows to low and middle-income countries (LMICs) are also projected to fall by seven per cent to $508 billion in 2020, followed by a further decline of 7.5 per cent, to $470 billion in 2021.

It had stated that the foremost factors driving the decline in remittances included weak economic growth and employment levels in migrant-hosting countries, weak oil prices; and depreciation of the currencies of remittance-source countries against the US dollar.

The Federal Government would treat any fresh demonstration against perceived police brutality or any other issue, particularly if it threatens to disrupt peace and security of any part of the country, as high treason aimed at unconstitutional regime change, highly placed security sources told Flavision last night.

Notice of a fresh protest, of alleged Federal Government’s harassment of promoters of the #EndSARS protests held in October, scheduled for December 5 has been trending in social media for weeks.

This has attracted a firm response from the Inspector-General of Police, Mr. Mohammed Adamu, who warned, shortly before a meeting with the commissioners of police in the 36 state commands and the Federal Capital Territory (FCT) last Friday, that the proposed protest would be resisted by the nation’s security agencies.

The October protests by youths, largely in the southern parts of the country and Abuja, coordinated by seemingly amorphous groups held the country down for about three weeks before a military intervention at Lekki Tollgate on the 20th of the month yielded a takeover of proceedings by the mob, resulting in the death of 22 policemen and the torching of police and other public and private facilities amounting to trillions of Naira.

The protesters had made a five-point demand, including immediate release of all arrested protesters; justice for all deceased victims of police brutality and appropriate compensations for their families; setting up an independent body to oversee the investigation and prosecution of all reported police misconduct within a period of 10 days; carrying out psychological evaluation and retaining of all disbanded SARS operatives before they can be deployed (this should be verified by an independent body); and the government should increase police salary and they should be adequately compensated for protecting the lives and property of the citizens.

The Federal Government quickly acceded to the demands, disbanding SARS and directed the states to establish judicial inquiries into alleged violations of citizens’ rights with a view to making restitutions through adequate compensation.

But the protests, however, persisted despite the Federal Government’s concessions, forcing its senior officials to suspect that the demonstrations might have political undertones beyond the publicly stated complaints of the brutalization of the citizens by the police.

With the threat of fresh protests from Monday, ostensibly to resist the alleged harassment of the promoters of the October demonstrations, the federal government is said to be unprepared to brook any further challenge to its authority.

The Federal Government thinks that there is more than meets the eye,

a security source said, asking:

What is the fresh protest about when the government has since accepted all their demands and has put in place the machinery for implementing the demands?

He said the Federal Government feels that politics is behind the protest, pointing out that the findings of the security agencies with respect to the funding of the October matches showed substantial political funding.

"We traced some of the funds to some persons of interest; in some cases, some of them apologised, pleading that they did not know that was what the funds would be used for,


he said.

Another security source said there is enough evidence to show that aggrieved political interests are fueling the protest with the intention of forcing the government to its knees.

<blockquote>They are appealing to perceived popular sentiments, playing on the hard times that are not entirely the making of the government,</blockquote>

she explained, adding:

<blockquote>The people who lost out on the political tough, now want to take advantage of the dire economic situation.</blockquote>

She stated pointedly:

<blockquote>The strategy is mob rule, the type that occurred in Mali a few months ago. The mistake they are making, however, is that they fail to realise that we have stronger security institutions here to resist unconstitutional regime change.</blockquote>

The source said the proposed fresh protest would be vigorously resisted and warned that its promoters would be surprised by the force with which any potentially violent match would be put down.

<blockquote>As President Muhammadu Buhari said in one of his concession speeches, the Federal Government’s decision to accept the demands of the protesters should not be mistaken for weakness,</blockquote> she warned.

However, the Feminist Coalition and a couple of other Civil Society Organisations (CSOs) that participated in the earlier matches in October, have beaten a retreat, saying they are not part of the proposed protest.

<blockquote>We are not taking part in the new protest,</blockquote> a member of the Feminist Coalition said last night.

<blockquote>Our initial intervention was to end SARS and seek justice for the victims of its brutal operations,</blockquote> she stated, adding:

<blockquote>Since the federal government has disbanded the rogue squad and is attending to the other demands, we have no further issues to protest.</blockquote>

Another CSO leader said that since the judicial panels are already sitting to unravel the alleged killing of innocent Nigerians by the police squad,

<blockquote>the only rational thing to do is to await the outcome of the inquiries.</blockquote>

The Presidency has blamed the 43 rice farmers killed in Borno over the weekend for not getting military clearance before going to their farms.

Senior Special Assistant to the President on Media and Publicity, Garba Shehu, told BBC on Monday that the farmers should have waited for military clearance before proceeding to the farms.

He explained that though the military was in full control of all parts of Borno, the farmers and residents ought to get clearance before visiting certain areas.

No fewer than 43 rice farmers were killed by Boko Haram in Zabarmari, about 20 kilometres from Maiduguri, at the weekend.

The attack was described by the United Nations as “the most violent attack” targeted at civilians in 2020.

Shehu, however, said the farmers shouldn’t have gone to the farms without clearance.

According to him:
<blockquote>People need to understand what it is like in the Lake Chad area. Much of those areas have been liberated from Boko Haram terrorists but there are a number of spaces that have not been cleared for the return of villagers who have been displaced.</blockquote>

<blockquote>Ideally, all of these places ought to probably be allowed to pass the test of military clearance before settlers or even farmers resume activities on those fields.</blockquote>

When the BBC clarified if he was blaming the farmers for the attack, Shehu said:
<blockquote>Not exactly, but the truth has to be said. Is there any clearance by the military which is in total control of those areas? Did anybody ask to resume activities? I have been told by the military leaders that they have not been so advised.</blockquote>

Give them details of when you registered your domain name, and also when you contracted them to host your site. Of course, give them the information of how (the means with which) you paid them. If you still have a copy of your hosting account setup details which they must have emailed to you when you first signed up with them, send it to them.

Your control panel is like your car's dashboard. You have control, get feedback, or you get confused. It doesn't have to look disorganized. The control panel you use should be capable of handling whatever you throw at it, and it is important that you take it out for a test drive before you buy.

Addon domains offer the ability to host more than one domain name on your hosting account. They could be family websites, aliases of your main domain, or completely separate business entities. The ability to house these additional domains can maximize the cost effectiveness of your web experience. See to it that your host supports this feature. Being able to host around 999 addon domains and the ability to pack 999 domains on the same hosting account is a standard offer.

Your data is the one thing that's specific to you on the internet. It's value can be incalculable, and losing any portion can be catastrophic. Oddly enough, most web hosts will actually charge you to restore your own lost data, whether or not it was your fault that caused the loss in the first place. This provides an extra income for them to your detriment, but is absolutely unfair from a principled standpoint.

You pay a yearly fee to hold on to your domain name. You should also have the ability to modify and control it as you please. Every web host has a registrar, but not all registrars are equally ethical. Many do not give you the control or the access you need to make such modifications.

Databases are the core of any interactive website. They contain product catalogs, blog entries, customer information, and the list goes on. The more you have available, the more you can do. Permission to have around 50 databases is good. Some web hosts will not even offer you any database if you sign up for their basic account. Beware!

Sub-domains are extensions of your domain. E.g., if your domain name is www.mexabet.com, your sub-domain can take the form of whatever you like, such as sitebuilder.mexabet.com or webdesigning.mexabet.com. Some web hosts do not allow (support) sub-domains. You have to check if you're going to need sub-domains now or later, before choosing a host. Getting the permission to have about 999 sub-domains is a good bargain.

Check how many email addresses a host offers before entering into any contract. Most offer around 2500 email accounts. It all depends on how many your company will be needing. Strangely, some control panels do not give you the ability to create or use email accounts on your additional domains. E.g., if your main hosting account is mexabet.com, and you have an addon domain called mexabet.biz, it would be frustrating for you not to be allowed to create an email account with the addon domain, such as kazey@mexabet.biz. This severely limits use of your domains for any useful purpose, such as business transactions. Be sure to know what you need before you sign up.

A standard host offers around 1000 FTP accounts. Monthly Bandwidth Transfer should be about 3072000 MB. Disk Space allowed has to be around 204800 MB.

Private SSL Certificates are extremely important if you're thinking of running an online store or some type of data exchange. Without one, your customers would not even consider purchasing your goods and services, as all credit card and identifying information they submit will be plainly visible to any intruder who probes deeper. Most certificates are equal in intrinsic value, but most hosts will play on your insecurity to gain a little extra money.

Web hosting is a very competitive business these days, and providers increase the number of features and quota they offer everyday, to stay in the business. So, you have a lot of choice!

So, how am I convinced that those major search engines (which you mentioned) will rank my site high by just submitting to your directory, when the directory itself has not been indexed by them? I hope you will understand the fact that I'm only being pragmatic- nothing personal. I really want to submit my site to your directory, but I didn't see any link to your privacy policy. I also would like to know if it's a free directory or a paid one. What's the pricing? Many people like me don't like to pry into the unknown and register with intent to get a free submission, only to be disappointed by a "little" fee. My humble advice is to keep it transparent. Can you please, enlighten us on these issues I have raised?

Your suggestion is good, but don't you think for him to start learning it the hard way would somehow seem overwhelming to him? Nevertheless, hand-coding, as you advised is always the best. But I'm concerned afroxyz might be confused and as such would still need an editor that can generate the codes for him. That would also give him the opportunity to open the code view and see how the HTML codes of his web page look like.

Yes, Joomla is a good content management sysytem (CMS). You can go to http://www.joomla.org/ to learn more about it. It is open source and if you like it, you're free to download it from their website.

Another powerful CMS is Drupal located at http://drupal.org/. It's also open source and can be downloaded from their site. Check out the two before choosing which one suits your needs more.

Start submitting your website to web directories. Then submit your Blog site to Blog directories. There are just hundreds of them on the web. Directory submission is a great way to drive traffic to your site/Blog. Search engines will only rate your site as important if there are links on other sites pointing to your own website/Blog. By so doing, if anyone searches for any of the keywords which you used for you site's SEO, your site will also come up in the search results. My company even has a free web directory located at http://www.mexabet.biz/ already developed, which we're going to launch in coming months. The launching is being delayed because we haven't finished the ads plugin integration. However, I will post the launch date here, when we're ready.

Another thing is to make sure your website is being crawled by search engine spiders/crawlers or bots (robots). First upload robots.txt to the same directory where your website is, if you haven't done so. If you have done so, make sure the robots.txt is not restricting any crawler from accessing your web pages. A sample of robots.txt is given below:

User-agent: *
Disallow: /

That's it! Just copy the above, open your Notepad and paste it there. Save it as robots.txt . The above script is an invitation to crawlers to do their work. Do not neglect it. More help concerning robots.txt can be found at: http://www.robotstxt.org/robotstxt.html.

Another step, make sure you have the sitemap of your site uploaded to your server. Your sitemap should be in XML format. For more details, visit http://www.sitemaps.org/.

Open an account with Google Accounts and go to Webmaster Tools. It is free and that's the place you can inform Google about your site/Blog. Do not underestimate the interaction between you and google here. Yahoo has a similar one called Site Explorer and it demands you have a Yahoo account to interact with them using Site Explorer. Microsoft Live Search has their own called Webmaster Center, located at http://webmaster.live.com/.  These major search engines use those area to interact more with webmasters, thereby, learning more about their pages.

Last but not the least, start engaging in link exchange program. Exchange links with people who have sites of similar interest. E.g., if you have a site that sells rugs, exchange links with sites that sell other types of home decorations, such as beds, chairs, etc. Your site's visitors would find such links useful. But don't exchange links with sites that compete with yours.

From a professional point of view, I will advise you to stick with Dreamweaver,  no matter how intimidating it might seem in the beginning. Dreamweaver has a wealth of help topics right inside the software. Everything you need to achieve in web designing/application development is explained there in details. Just be patient and read the "Help" topics first. Dreamweaver is challenging but it has proven to be the standard editor, so far.

You can also get additional help by visiting websites that teach how to use Dreamweaver. For example, type "Dreamweaver tutorials" into Google search input box, and you will see that hundreds of web links will appear.

As well, before graduating to Dreamweaver, you can start learning basic HTML by visiting sites that post such tutorials on the web. Search for "basic HTML tutorials" using Google and you would be overwhelmed with the number of links that would come up. You would be ready for Dreamweaver after learning basic HTML from those online sources, as Dreamweaver doesn't teach you such elementary basics. Just a clue, Dreamweaver will not teach you:

But without pulling punches, and with due respect, I disagree with the advice to learn web designing with Microsoft Publisher first. Publisher is not a professional tool for web designing. I have toyed around with it in the past. It has only a graphical interface, but no code view. So you cannot change any code. And the HTML codes generated by Microsoft Publisher are always full of errors, causing compatibility issues with major browsers, including Firefox. If anyone doubts me, let him/her create a sample web page with Publisher and upload it to his/her server and view it using Firefox, Netscape Navigator, Opera, Safari, Flock and of course, Internet Explorer. The web page would look as you designed it in Internet Explorer, but not in others. Any feedback would be appreciated.

Again, FrontPage was launched into the market with a lot of promotions and expectations. People, myself included, thought it would measure up with Dreamweaver. But it fell short of expectation. It developed a lot of bugs that I'm not even sure if Microsoft is still continuing its production. The closest Microsoft has got to Dreamweaver is their launching of Expression Web, which I confess is a good web authoring program. Yet, Dreamweaver is still, without a doubt, the king of them all, and it's worth the time, patience and the trouble to learn it.

You definitely need an FTP client to upload your files to your web server. FileZilla is a free FTP client which you can freely download at http://www.filezilla-project.org/ .

No matter the FTP solution you use, it has to establish a connection to your server. So you have to feed the FTP client your FTP login details. If your domain name is " sunrise.com", your FTP Host will most likely be "ftp.sunrise.com". You definitely have an FTP Username. Check the email your web hosting provider must have sent to you about your account setup for details. Again, you have an FTP Password given to you by your web host. Do you know the starting directory of your website? Maybe, it is "public_html" or something else. All the above-mentioned information, together with the information about the directory (folder) on your local PC containing your web pages are needed in order to make a successful connection to your FTP server.
