*How Military destroyed Eastern Security Network camps in Imo* ON FEBRUARY 18, 2021 6:23 PMIN NEWS By Chinonso Alozie, Owerri Hundreds of military operatives yesterday launched heavy attacks on the camps of the Eastern Security Network, ESN, in some parts of the forest Umunna in Orlu and Orsu local government areas of Imo state. Vanguard investigation into the clashes was revealed that the military launched the attacks on hearing that the members of the Eastern Security Network, ESN, had set up a base in the forest from where they would execute their operations. Insider source who would not want his name mentioned explained how the operation started: “The military first visited the camp of the ESN, in Umunna in Orlu local government area and before they get there our men got the information and relocated. Not only that they also visited another camp they did not see anybody. So the military destroyed the camps of the ESN. Nobody was killed in this operation. But our people are living in fears. Residents of the affected areas told Vanguard that the military started with a show of force. Daud Olatunji, Abeokuta Unknown number of herdsmen on Friday night invaded Igbooro, Oja- Odan in the Yewa-North Local Government area of Ogun State, killing three and injuring two villagers. The marauding herdsmen reportedly invaded the village, closed to Eggua in Oja-Odan around 11 pm on Friday, shot indiscriminately, and set ablaze three houses and storehouses in the village. A mother and her child were among the three persons killed in their huts while two persons were said to be in critical conditions after they were shot by the herdsmen. It was also learnt that many people, including children, sustained varying degrees of injuries. The attack came barely 24 hours after five persons were killed in Owode Ketu, Ogun State. Confirming the incident, Baale of Igbooro, Abidemi Akorede, said he had counted three corpses as of the time of speaking with our correspondent on Saturday morning. Akorede said two villagers, a man, and a woman have been rushed to a nearby hospital after they sustained gunshots injuries. The village head said, “Some Fulani herdsmen invaded our village last night. As they arrived, they set ablaze some houses and started shooting sporadically, they macheted a child to death where he hid. “They hacked a mother and her child to death. I have counted three corpses, two have been rushed to the hospital, they are in critical condition after they were shot. “They did not come with their cattle for grazing. *Benin Republic bans Fulani herdsmen from entering country, says BILMPAN* The National President of Bilital Maroobe Pastoralists Association of Nigeria (BILMPAN), Alhaji Ali Muhammad Rimindako, has called on President Muhammadu Buhari to urgently intervene in a law enacted by the Government of Benin Republic to stop Fulani cattle breeders from entering the country, except an official approval is given. He made the call, yesterday, in Birnin Kebbi while delivering his speech at the official launching of a project for assisting families faced with cumulative effects of pastoral lean season, insecurity and COVID-19 pandemic in Kebbi State. He explained that the organisation, established years ago, was aimed at promoting peace and unity in the Africa sub-region. And though four countries were originally involved in its establishment, it has expanded to include about 11 African countries, with Benin Republic being one of them. “The association currently comprises Mali, Niger Republic, Burkina Faso, Nigeria, Senegal, Benin Republic, Mauritania, Ghana, Chad and Cote d’Ivoire,” he said. He explained that it is only Benin Republic that has refused Fulani herdsmen entrance into the country. “So, we are appealing to Kebbi State Governor, Senator Atiku Bagudu to pass this message to President Buhari to intervene, so that the law can be withdrawn for the progress, peace and promotion of the economy in the region,” he said. Rimindako said his organisation was ready to work with security agencies to fish out criminal elements among them across the country. He explained that his association had commenced advocacy and training of members to enable them embrace and restore peace and progress for the desired change in the country. Nearly one year after the Federal
Government increased the country’s
Value Added Tax rate, manufacturers
want the 50 per cent hike in the VAT
rate to be reversed.
The Federal Government had in
February 2020 increased the VAT
rate to 7.5 per cent from five per
cent as part of efforts to boost
revenues.
The Manufacturers Association of
Nigeria, in its newly released MAN
CEOs Confidence Index for the fourth
quarter of 2020, identified the
challenges that confronted the
manufacturing sector in the period
and recommended measures on how
government could address them.
MAN said to address the difficulty in
accessing foreign exchange, the
government should grant
concessional forex allocation at the
official rate to manufactures for
importation of productive inputs that
are not locally available.
It called for swift approval of usage
of forex sourced outside the official
market for manufacturers, and
stressed the need to fast-track the
unification of all forex windows in the
country.
The association said the government
should focus more on improving
generation, distribution and efficient
use of available electricity.
On the challenge of low demand of
commodities, MAN said the
government should “focus on prompt
payment of staff salaries, release
funds to pay contractors and
suppliers for completed contracts.”
It said the government should
construct a critical generational
pricing model for the economy that
would recognise changes in inflation,
exchange rate and lending rate in the
determination of wages (minimum
wage).
“Nigeria’s minimum wage of N30,000
(U$78.29) is about the lowest in the
emerging development countries and
does not encourage consumption.
Reverse the Value Added Tax rate to
five per cent from the current 7.5 per
cent,” the association said.
It called for the recapitalisation of the
Bank of Industry and the Bank of
Agriculture to adequately meet the
industry credit need at single digit
interest rate.
“Carry out coordinated reduction in
monetary policy rate and lending
rate; provide credit guarantee for
industrial loans from commercial
banks,” MAN said.
It urged the government to “direct all
regulatory agencies, especially the
Standards Organisations of Nigeria,
the National Agency for Food and
Drugs Administration and Control to
reduce their respective administrative
charges (pre-COVID-19 rates)
payable by manufacturing concerns
by 50 per cent.”
The association stressed the need to
improve on the wait time to clear
container/cargoes clearance at the
ports, and install sound trade
facilitation equipment at the ports

The southeast governors have banned open grazing but i doubt that they can enforce it because the law enforcement agencies are controlled by the federal government, they would need to establish their own security network to enforce it. secondly i don't think any southeast governors would like to annoy Buhari by establishing such a network due to their 2023 ambitions, IPOB/ESN would need to stand on the ban to enforce it. That's the only viable alternative. |

Ad But, his proposition met stiff resistance from Imo State governor, Hope Uzodinma, who argued that though South East governors were desirous of solving the intractable farmers/herders’ clashes, the IPOB leader had no basis to issue ultimatum to the governors. Kanu had warned that if after 14 days the South East Governors failed to heed his appeal, and there is no firm and decisive action by them to ban open grazing in South East, IPOB’s Eastern Security Network, ESN, would step in to commence the enforcement of the 1969 Anti-Grazing Law across the entire region. Ad It will be recalled that Mazi Kanu had on May 15, 2020, made a similar appeal in a letter he wrote to South East and South South Governors, State Houses of Assembly members of South East and South South, informing them of his intention to work with them in establishing a security outfit for the zones before he went ahead towards the end of the year to establish the Eastern Security Network, ESN, to secure forests in the zones. In a statement he personally signed and made available to newsmen through IPOB’s Media and Publicity Secretary, Emma Powerful, yesterday, Kanu urged the South East Governors to emulate the bold step taken by their South West counterparts by banning open grazing. Ad The statement read: “We wish to humbly and most submissively call upon all the governors of the East to, as a matter of urgency, ban all manner of open grazing in the region in compliance with the 1969 statutory law of Nigeria that banned such provocative and primitive practice by Fulani herdsmen. “The bold step taken by Yoruba governors in banning open grazing in their region is commendable and as such MUST be reciprocated and consolidated by a similar pronouncement in the East. Ad “If after 14 days there is no firm and decisive action by Eastern governors to ban open grazing in our land, Eastern Security Network, ESN, will step in to commence the enforcement of this 1969 Anti- Grazing Law across the entire region. Don’t say you were not informed or given prior warning.” Speaking on Nnamdi Kanu’s appeal to South-East governors to ban open grazing or the ESN of IPOB would enforce it, Imo State Commissioner of Information, Mr. Declan Emelumba, said the IPOB leader had no right to issue ultimatum to the governors. Ad His words: ‘’I don’t know the basis he is issuing the ultimatum. Is he the boss of the governors or superior authority? The governors will look at his appeal at their discretion. ‘’The threat aspect is wrong. He has no right to talk of enforcement. The South-East governors will always take decision based on the best interest of the people who elected them.’’ Efforts to get the reaction s of other governors in the South East and South last night proved abortive, as they refused to speak on the issue. Ad Speaking on the issue yesterday, a chieftain of the All Progressives Congress, APC, Chekwas Okorie, stressed that opinion leaders in the region had pressed South-East governors to employ the Benue State model in actualizing it through legal means, just as South-West Amotekun. He said: “It’s not about IPOB calling for it, it is nothing new, it has been suggested before. Opinion leaders in the South-East have suggested the Benue State model in this regard. ‘’But now that it has been re-echoed by IPOB, I think it should be considered. Whatever their constraint is, none of us know. But I expect them to address insecurity in the region. Ad ‘’South-East governors are not proactive on security matters. The reecho by IPOB should be a wakeup call for reconsideration.” Meanwhile, a former member of the House of Representatives, Mr. Peter Umoh, has urged the Federal government to encourage state government to establish cattle ranches to end herders/farmers crisis in the country. Umoh gave the advice weekend, while reacting to the worsening Fulani herders/farmers crisis across the country, especially in the South West and South South geo-political zones. Ad He stressed that ownership of ranch by state governments would address the recurring clashes between farmers and herders more effectively than the strategy of land grabbing from the various states as proposed by President Muhammadu Buhari’s admistration. He expressed worries over the situation and appealed that Nigerians should learn to co-exist peacefully no matter where they found themselves and irrespective of their tongue and tribe. Umoh stressed: “My analysis of the situation currently is that today, it is happening in the South West. Nobody knows when it will explode in the South East, South South or Middle Belt because the Fulanis are everywhere.” Ad “They may not be many but they have their own agenda. So, it is not a South West matter, it should be every Nigerian’s matter. My appeal is that Mr President should by action, show that he is not, as perceived by so many Nigerians that he is closing his eyes against what the Fulanis are doing to other fellow Nigerians. “He should be able to caution his own kinsmen. And the proposed ranching system should not have been the way the President Buhari led administration had taken it; to grab land from various states, no because cattle rearing is business. Let the people who want to do the business buy land and then enclose it so that this normadism will stop. Ad “That is what the President should have done. And I plead not to try to impose it on each state by grabbing their lands. The President can encourage each state of the federation to establish its own ranch. A sexual and reproductive health advocate, Mr ’Sola Fagorusi, shares his harrowing experience in kidnappers’ den with GBENGA ADENIJI Tell us about yourself. I am a Nigerian. I have lived for years in both the northern and southern parts of the country at various times and I have been to 28 states in this country for work- related purposes. I am married to a northerner. I work with Onelife Initiative for Human Development, an organisation with core programming around enterprise (relating to agriculture and food security), sexual and reproductive health and rights; and governance and policies. I also freelance as a development communication consultant. You had a nasty kidnap experience in Ekiti State not long ago. How did it happen? I was heading back to Ibadan, Oyo State, after a midday meeting at Ikole Ekiti, Ekiti State, that day. Rather than connect through Ado-Ekiti, I chose to go through the Esure axis and then linked up through Aramoko Ekiti. I was in company with a colleague and was driving at about 100km per hour when suddenly the window glass got shattered. This was some minutes past 4pm as I had just received a phone call from the office before then. It did not occur to me then that it was a gunshot. The car’s engine went quiet. I saw a young man wielding a machete in front of us and I knew this was trouble in its very dense form. My colleague was already bleeding from a bullet scratch on the head and rightfully urged me to start the engine. I thought otherwise, thankfully, as that might have infuriated our abductors, thinking we were trying to run or get something in the car to protect ourselves against them. Weeks after my rescue, I found out that one of the bullets went straight into the brainbox of the car and there were bullets on the headrest where my colleague sat. That was the first miracle — the bullets did not hit us directly. Do you think you were a target of the kidnappers or would you describe it as a random kidnap case? It was a random kidnap case and it could have been anyone. They just mounted the elevated point on the road and shot. In the second week of my kidnap, they did the same thing. They went on the road and picked two other guys who were just returning from a wedding in Osogbo, Osun State. So, it was clearly not a targeted case. Besides, my profile does not even match that. Those in my lean circles will tell you this convincingly. Would you attribute the way you dressed or the vehicle you were driving on that day to the reason the kidnappers attacked you? There’s a chance that they profile vehicles before shooting. In my case, the vehicle’s windows were wound up and I was not really formally dressed. The first thing I did when I saw that the vehicle was no longer moving was to remove my glasses and also raised up my hands. God helped me to be acutely aware of my surroundings. I needed to create a further impression on them that I was possibly a wrong target. Given the rough road terrain, the preference was to use an SUV. In this case, I was driving a 14-year-old car. A car parked at that same spot where I was stopped was a Toyota Corolla. So, my thesis will be that their targets were private vehicles and not commercial vehicles. I however also reckon that after waiting for private vehicles for hours without luck, they will one day switch to commercial vehicles. Was that your first time of visiting Ekiti State? No, it was not. That particular road was one I had used on a number of occasions. I am familiar with the terrain in Ekiti given the support we are currently providing for smallholder cassava farmers in the state. How many days did you spend in the kidnappers’ den and how were you treated? Unfortunately, I spent 21 days with them. I looked on, unable to do anything. A few times, I tried negotiating myself out of the situation without success. They provided food on a daily basis and insisted that we ate. We drank water from the stream and also from the cusps of leaves that were on the ground. DAUD OLATUNJI Some soldiers on Friday invaded some communities in the Yewa-North Local Government Area of Ogun State and forced the victims to recant torture allegation against them. The soldiers, whose identities could not be ascertained as of the time of filing this report, stormed the villages and assembled the residents on Friday evening. The soldiers, numbering about 10, had reportedly escorted some herdsmen to some villages in Ketuland a few weeks ago and flogged them for refusing to allow the herdsmen to graze their cattle on their farmlands. Three traditional rulers in the area wrote a petition against the soldiers and addressed it to the Army, the government and the police in the state. The Army kept mum while the government and the police confirmed they were aware of the incident. On Friday, some soldiers were reported to have returned to one of the villages; Ubeku, in Eseluland, and asked one of the victims to retract the allegation. The activities of the soldiers were secretly recorded by one of the villagers who gave the audio clip to our correspondent. The 3:59 minutes audio revealed that the Army had received the petition over the allegation that its officers from 35 Artillery Brigade, Alamala, Abeokuta, allegedly connived with herdsmen to flog some members of the community for refusing the herdsmen to graze their cattle on their farmlands. One of the soldiers who appeared to have been commissioned to investigate the allegation was heard asking the victim to make a video recording of the retraction. The soldier was heard making frantic efforts to force the victim simply identified as Seye to retract his statement but he insisted that he was flogged. The soldier was heard saying, “…I want you to video him because your name is what we have in the petition. Your name is what we have so you will record him now. He will call his name and say that nobody touched you. “I have to write a report on the investigation. I want to speak with him. Then, you, being the Baale and the youth leader, if that is done I think I am okay with it. “You will say from you who claimed that you were beaten mercilessly because you asked a question; soldiers spit on you. He will call his name as you are recording him and say all these are false. Nobody touched him and whatever he said, nobody forced him to say; he said it out of his freewill in the presence of the Baale and the youth leader and of course members of the community. DOGARA BITRUS Two female police officers were abducted by fleeing Boko Haram fighters in Dikwa town, Borno State, on Friday. The insurgents also killed two soldiers in a gun battle that ensued as men of the Nigerian Army repelled attack on the local government headquarters. According to sources, the insurgents stormed the town around 5:30pm and operated for over four hours before leaving around 9:00pm. “They killed two soldiers and abducted two women police. Six IDPs were also injured in the attack. The Insurgents took away one police van and also burst the tire of the civilian JTF van,” a civilian JTF source disclosed. A displaced person living in the IDP camp in Dikwa said while the attack was going on, the petrified camp residents holed up in their tents. He stated, “We were in our tents in the camp and were hearing shootings from a distance and we knew those gunshots could not be from the army so we did not go out to know how deadly the attack was.” A humanitarian worker in Dikwa while narrating the incident disclosed that the attackers who came on foot were pursued by troops. He said, “When they came into the town on foot, they started shooting sporadically. We all took to our heels.
