A legal practitioner, Mr. Deji Enisenyin has filed a lawsuit against President Muhammadu Buhari at the Federal High Court in Abeokuta over what he called continued flagrant violation of the National Health Act, 2014, ACT NO. 8, A 139-172 by the President, the Daily Bells reports.

Joined as defendants in the suit were Attorney General of the Federation, President of the Senate and the National Assembly.

In the suit marked FHC/AB/CS/51/21, the Abeokuta-based lawyer is praying the court to declare that the president is in “serious breach” of Section 46 of the National Health Act, 2014, Act No. 8, A 139-172 by his frequent foreign medical trips.

President has spent about 183 days getting medical help in the UK.

He was again billed to leave for London for another medical check-up on Friday, but the trip was cancelled.

The presidency had said the scheduled trip was a follow-up to the president’s last visit in March.

Femi Adesina, presidential spokesperson, in a statement on Friday, said the trip has been postponed and that a new date will be announced soon.

“The medical follow-up visit of President Muhammadu Buhari to United Kingdom earlier scheduled for today, Friday, June 25, 2021, has been postponed,” he said.

The plaintiff in the originating summons asked the court to determine following questions: In light of Section 46 of the National Health Act, 2014, Act No. 8, A 139-172 which provides:

“Without prejudice to the right of any Nigerian to seek medical check-up, investigation or treatment anywhere within and outside Nigeria, no public officer of the Government of the Federation or any part thereof shall be sponsored for medical check-up, investigation or treatment abroad at public expense except in exceptional cases on the recommendation and referral by the medical board and which recommendation or referral shall be duly approved by the Minister or the Commissioner as the case may be.”

(a) Whether the 1st Defendant is not a Public Officer envisaged by the provisions of section 46 of the National Health Act, 2014, Act No. 8, A 139-172?

(b) Whether by the provisions of section 46 of the National Health Act, 2014, Act No. 8, A 139 - 172, and in the circumstances of this case, the 1st Defendant can embark on medical check-up abroad at public expense?

2. A DECLARATION that by virtue of section 46 of the National Health Act, 2014, Act No. 8, A 139-172, the 1st Defendant cannot embark on a medical trip for check-up outside of Nigeria at public expense without the recommendation of the Medical Board and approval of the Minister of Health.

The Nigerian Communications Commission (NCC) has clarified reports that mobile subscribers will be required to submit the international mobile equipment identity (IMEI) of their phones to it from July 2021.

The IMEI is an identity number used to uniquely identify a mobile phone. The 15-digit IMEI number is an electronic fingerprint transmitted every time a phone is used, which reveals the identity of the mobile handset.

Earlier reports had said the directive is to be implemented within three months, as contained in the revised national identity policy for SIM card registration which was released on May 11, 2021.

In December, the NCC had directed Nigerians to get a national identity number and submit to their network operators.

It recently extended the national identification number (NIN) and subscriber identity module (SIM) integration exercise till June 30.

Reacting to the reports, Ikechukwu Adinde, NCC’s director of public affairs, said at no time did the commission issue a statement regarding the registration of IMEI by subscribers and it has no plans to do so.

“The reports in question have emanated from a section of the Revised National Identity Policy for SIM Card Registration recently launched by President Muhammadu Buhari and which has been uploaded on the Commission’s website,” the statement read.

Nigeria’s foremost brewer, Nigerian Breweries Plc has delivered another first in the manufacturing sector of the Nigerian economy by pioneering solar powered manufacturing with the commissioning of a Solar Plant at the Ibadan Brewery.


The [b]663.6 kilowatts per peak (kWp) solar plant [/b]was formally commissioned on Thursday, May 20,2021 by the Executive Governor of Oyo State, Engineer Oluseyi Makinde.

Speaking during the official commissioning ceremony, Governor Makinde commended the management of Nigerian Breweries Plc for investing in a solar plant which he noted would promote environmental sustainability, stating that his administration would continue to play its part by creating an environment that supports businesses in the state to grow.

Makinde also lauded the commitment of the company towards achieving its very ambitious target of switching to 70% renewable energy usage by 2030 stating that the completion of the Ibadan Solar Power Plant has clearly demonstrated its determination to reach the goal.

“This is another first in Oyo State. When history will be written how NB Plc shifted from electricity to renewable energy, it would be said that Ibadan Plant was the first and as a government ,we are very proud to be part of this story”, he added.

In his welcome remarks, the Chairman of Nigerian Breweries Plc, Chief (Dr) Kolawole Jamodu (CFR) extoled the governor for his efforts in positioning the state as an investment destination and creating a conducive environment for businesses to thrive which had encouraged the company to site the pilot of its solar power project in Ibadan.

Jamodu expressed his delight at the project completion, describing it as a demonstration of NB’s commitment to environmental sustainability.

The House of Representatives has asked the Nigerian Electricity Regulatory Commission to suspend the plan to review electricity tariff in June.

It also condemned electricity distribution companies for transferring debts incurred by former occupants of building to the new occupants or tenants.

At the plenary on Thursday, the House adopted a motion moved by Aniekan Umanah titled: ‘Call on the Nigerian Electricity Regulatory Commission to Suspend the Proposed Increase in Electricity Tariff’.

Following the adoption of the motion, the House urged the Federal Government to direct NERC to “rescind the decision to further increase electricity tariff proposed for June 2021 in view of the hard times Nigerian masses are currently going through.”

The House further mandated its committees on Power, Poverty Alleviation, and Labour, Employment and Productivity to ensure compliance with the resolution.

Umanah, while moving the motion, noted that the Electric Power Sector Act of 2005 established the NERC with a mandate to license Discos, determine the operating codes and standards, establish customer rights and obligations and set cost-reflective industry tariffs.

The lawmaker also noted that the Act prescribed its funding from 15 per cent of electricity charges paid by customers to the Discos.



He recalled that the NERC, working with the Discos, had increased electricity tariffs five times since 2015, the latest being on January 1, 2021.

Umanah said, “The House is aware that despite those increases, Nigerians have not enjoyed significant improvement in power generation, instead they daily grapple with epileptic services from the Discos and unilateral exploitation in the name of estimated billing arising from non-metering of over 50 per cent of consumers.

Business / NLC To Take Decision On Govs’ N408/litre Petrol Proposal Today by MichaelMega: 7:24am On May 21, 2021
The Nigeria Labour Congress will today (Friday) come up with its position on the recommendation by governors that the price of Premium Motor Spirit, popularly called petrol, be raised from N162/litre to N408.5/litre.

A committee set up by the Nigeria Governor’s Forum had on Wednesday called for immediate removal of petrol subsidy. It recommended a petrol price of between and N380/litre and N408.5/litre.

However, the Abuja Chamber of Commerce and Industry and the Lagos Chamber of Commerce and Industry on Thursday advised the Federal Government to be tactful when removing petrol subsidy. They recommended that it be done gradually.

Also, officials of the Nigerian National Petroleum Corporation told our correspondent that the oil firm was awaiting the Federal Government’s position on the recommendation of the governors before it would adjust petrol price.

NNPC has been the sole importer of petrol into Nigeria for more than three years running.

When contacted by our correspondent on Thursday for the position of the NLC on the latest recommendation of the governors as touching petrol price, the Deputy President, Joe Ajaero, replied, “Congress will come up with a position latest tomorrow (Friday).”

Officials of both the NLC and the Nigeria Union of Petroleum and Natural Gas workers in separate exclusive interviews had last week argued that the continued imports of petrol by the NNPC was at the detriment of Nigeria’s refineries.

The Nigerian Communications Commission has said Nigerians will have to submit the International Mobile Equipment Identity of their phones to it from July.

The regulatory body said this in the commission’s Revised National Identity Policy for SIM Card Registration.

The NCC’s move to start the implementation of the Device Management System (a Centralised Equipment Identity Register) is backed by President Muhammadu Buhari.

A portion of the policy said, “Accordingly, His Excellency, President Muhammadu Buhari, GCFR, has directed that the Device Management System should be implemented within three months.”

The NCC said, “With the aim to curtail the counterfeit mobile phone market, discourage mobile phone theft, enhance National Security, protect consumer interest, increase revenue generation for the government, reduce the rate of kidnapping, mitigate the use of stolen phones for crime, and facilitate blocking or tracing of stolen mobile phones and other smart devices, one of the means to achieve this is through the deployment of Device Management System.

Men of Ogun State Police Command have arrested a 47-year-old woman, Olanshile Nasirudeen, for allegedly stabbing her husband, Jimoh Nasirudeen to death for impregnating another woman.

The incident happened on Wednesday in Ijebu-Ode during an argument between the woman and her deceased husband.

Our correspondent gathered that the woman was the fourth wife to the deceased before she reportedly stabbed her husband, a co-butcher, for impregnating another woman.

It was further gathered that the woman worked in the same abattoir with the deceased.

She reportedly got annoyed during an argument over a plan by the deceased to bring in another wife.

The Police Public Relations Officer in the state, DSP Abimbola Oyeyemi, disclosed this in a statement on Thursday.

Oyeyemi said the woman stabbed her husband at the back joint of his left leg, thereby, cutting one of his veins.

He explained that an argument ensued between the couple when the woman reportedly questioned the woman for getting pregnant with her husband.

The PPRO added, “As a result the suspect picked a knife and stabbed the deceased in the back of his left leg, thereby, cutting one of his veins.

The Governor of Cross River State, Prof Benedict Bengioushuye Ayade, on Thursday defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC).

He announced the decision after a closed-door meeting with six APC governors that lasted over an hour at the executive chamber of the Governor’s Office in Calabar.

The governors in attendance were those of Ekiti, Kayode Fayemi; Jigawa, Mohammed Badaru; Yobe, Mai Mala Buni; Kebbi, Abubakar Atiku Bagudu; Imo, Hope Uzodima; and Plateau, Simon Along, as well as the Minister of State for Petroleum, Timipre Sylva.

Speaking during the defection, Ayade said, “We need to join hands with President Buhari in his determination to enhance the fortunes of the country.

“I need all governors to similarly join me and understand my decision to join the APC.

The Nigerian Communications Commission has said foreigners not staying in Nigeria for up to two years do not need a National Identification number to register SIM cards.

The regulatory body said this in its Revised National Identity Policy for SIM Card Registration.

A portion of the document said, “Foreigners validly transiting through Nigeria or are employed in or reside in Nigeria for less than 24 months are exempted from the mandatory use of NIN requirement.

“Persons in this category need to provide justification that they will be residing in Nigeria for less than two years.”

However, NIN is compulsory for foreigners who have legal residency, or those who have lived in Nigeria for two years and above.

“NIN is mandatory for foreigners with legal residency status or those living in Nigeria for two years and above. For those who do not already have a NIN, operators will capture the resident for NIN as part of the enrolment process, upon presentation of resident permit.

“Foreigners with visitor’s visas (with visa less than two years) do not require a NIN. Operators will capture the following on their records; – International passport bio-data page and visa page.

“Foreigners with diplomatic visas (including family diplomatic visas) will also require a NIN for their personal telephone lines if they are staying in Nigeria for two or more years.

Ibrahim Taiwo, Commander of the 81 Division, military Intelligence Brigade of the Nigerian Army, says the military responds to stone attacks with gunshots.


Speaking when he appeared before the judicial panel the Lagos state government set up to probe the shooting incident at the Lekki tollgate, on Saturday, Taiwo said soldiers came under attack immediately they arrived at the scene.

He said the soldiers did not have the intention to disperse the protesters but were on patrol to clear up the Lekki, Eti-Osa corridor.

Taiwo said the soldiers were, however, attacked by hoodlums around the Oriental Hotel, Lekki, and one of them sustained injuries.


He spoke while being cross-examined by Adeyinka Olumide-Fusika, Senior Advocate of Nigeria (SAN) and Adeshina Ogunlana, counsels to #EndSARS protesters.

The Presidency on Sunday night reacted to recent calls by individuals and groups for the restructuring of the country, describing such calls as unwarranted and unpatriotic.


The Senior Special Assistant to the President on Media and Publicity, Garba Shehu, said this in a statement made available to journalists.


The General Overseer of the Redeemed Christian Church of God, Pastor Enoch Adeboye, had on Saturday joined other prominent Nigerians to call on the Federal Government, led by the President, Major General Muhammadu Buhari (retd.), to urgently restructure the country to save it from breakup.


The cleric, who spoke at a symposium alongside the Ooni of Ife, Oba Adeyeye Ogunwusi; former Governor of Cross River State and former presidential aspirant, Donald Duke and a former Minister of Education, Oby Ezekwesili, warned that it was either the country restructured as soon as possible or it broke up. “You don’t have to be a prophet to know that one,” he added.


But Shehu described such calls as “recurring threats to the corporate existence of the country.”


The statement read, “The Presidency responds to the recurring threats to the corporate existence of the country with factions giving specific timelines for the President to do one thing or another or else, in their language, ‘the nation will break up.’


“This is to warn that such unpatriotic outbursts are both unhelpful and unwarranted as this government will not succumb to threats and take any decision out of pressure at a time when the nation’s full attention is needed to deal with the security challenges facing it at a time of the COVID-19 health crisis.

Roughly 17 hours after he announced he had tested positive for the coronavirus, Trump walked slowly from the White House to a waiting helicopter to be taken to Walter Reed National Military Medical Center in Bethesda, Maryland. He wore a mask and business suit and did not speak to reporters.

“I think I’m doing very well, but we’re going to make sure that things work out,” Trump said in a brief video posted to Twitter.

Trump will work in a special suite at the hospital for the next few days as a precautionary measure, White House press secretary Kayleigh McEnany said.

Trump, 74, has a mild fever, according to a source familiar with the matter. White House doctor Sean P. Conley said he is being treated with an experimental drug cocktail and is “fatigued but in good spirits.”


It was the latest setback for the Republican president, who is trailing Democratic rival Joe Biden in opinion polls ahead of the Nov. 3 presidential election.

Trump, who has played down the threat of the coronavirus pandemic from the outset, wrote on Twitter earlier on Friday that he and his wife Melania were going into quarantine after testing positive for the virus, which has killed more than 200,000 Americans and severely damaged the U.S. economy.

An active Twitter user, Trump has posted only the short video since then.

Trump is at high risk because of his age and weight. He has remained in apparent good health during his time in office but is not known to exercise regularly or to follow a healthy diet.


Conley said Trump has received an experimental treatment, Regeneron's REGN.O REGN-COV2. The drug is one of several experimental COVID-19 drugs known as monoclonal antibodies, which are used for treating a wide range of illnesses. U.S. infectious disease chief Dr. Anthony Fauci is among those saying the technology has promise.

US President Donald Trump said Friday he had tested positive for Covid-19 and would quarantine inside the White House during his recovery, cancelling upcoming appearances on the campaign trail ahead of a bitterly fought election.

The White House doctor said both Trump and First Lady Melania — who also tested positive — were well and that Trump would continue his presidential “duties without disruption”.

The two were tested after a close White House aide Hope Hicks had tested positive earlier in the day, with the bombshell news breaking as more restrictions loomed in Europe in an attempt to contain the deadly pandemic.

Hicks was on board Air Force One with the president as he traveled to Cleveland, Ohio for the first presidential debate with his rival, Democrat Joe Biden, on Tuesday.

The president routinely receives tests for Covid-19, though the exact frequency is not clear.

US futures trading saw the Dow slump 1.7 percent on the news and the broader S&P 500 shed 1.6 percent, while the safe-haven yen rose against the dollar.

The statement noted that the curfew would hold from 10.00 pm to 6.00 am on both days.

It also restricted the movement of commercial motorcycle riders, popularly called Okada, from all major roads in the state from 10.pm on Wednesday to 6.00 am on Friday.

The statement titled, ‘Ogun opts for low-key 60th independence anniversary’, said this became expedient as a result of the COVID-19 pandemic and the need to ensure public health, safety, and security.

The Delta State Police Command has declared a former Minister of State for Education, Kenneth Gbagi, wanted over the alleged assault of some workers at his Signatious Hotel.

Gbagi, who is the chairman of the hotel, had allegedly ordered that four of his workers – three women and a man – be stripped naked while their nudes were filmed and the snapshots sent online.

The victims had subsequently demanded N1bn compensation and public apology from him for the act.

The state police command said the declaration was important as it had summoned the former minister over the allegations but he refused to surrender himself upon invitation.

This was contained in a statement titled, ‘Delta State Police Command Declare Kenneth Agbagi Wanted’ signed by the Police Public Relations Officer, DSP Onome Onovwakpoyeya, and made available to our correspondent on Wednesday in Asaba, the state capital.

The statement read in part, “Olorogun Kenneth Gbagi was invited by the Commissioner of Police through the Area Commander Warri and DPO Ebrumede Division on September 25th, 2020 for questioning concerning the alleged dehumanising manner in which he ordered some of his staff be stripped naked and physically assaulted.

“Kenneth Gbagi personally and severally called and gave the excuse that he has a burial ceremony of his elder sister on Friday 25/9/2020 in which he is a key player, and asked for time to finish with the ceremony on Sunday, thereafter will report at the State Headquarters on Monday, September 28, 2020. These requests were granted on humanitarian ground.

The Nigerian Air Force has named a two-block of 4 x 2 bedroom married officers accommodation at the NAF Base in Abuja after the late first female fighter pilot, Flying Officer Tolulope Arotile.

This is happening a few weeks after a remodeled Pilots’ crew room ’ at the 115 Special Operations Group, Port Harcourt, Rivers State, was named after the pilot who died in a car accident at the NAF Base in Kaduna in July.

Disclosing this during the inauguration of the buildings at NAF Base Asokoro, Abuja, on Wednesday, the Director of Administration, Air Vice Marshal A. Pani, said nine other deceased officers, who died in active service, were also similarly honoured with blocks of buildings named after them.

He said that the buildings were constructed by the Ministry of Defence as part of its 2018 capital project.

Pani stated, “These blocks are, therefore, being named after nine officers and one airman to immortalise them in recognition of their sacrifices.

Organised Labour represented by the Nigeria Labour Congress and Trade Union Congress has given reasons for shelving its planned nationwide strike and protests.


It made this known in a joint communique on Tuesday.


The Communique was titled, ‘Text of the joint communique on the resolution of trade dispute between the Federal and the organised Labour represented by the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) at the State House Banquet Hall on September 27’.


On behalf of organised labour, the communique was signed by NLC President Ayuba Wabba; TUC President Quadri Olaleye; Secretary-General NLC, Emmanuel Ugboaja; Secretary-General TUC Musa Lawal Ozigi; NUPENG President Williams Akporeha; PENGASSAN President Festus Osifo; President NUEE Martin Uzoegwu and President, SSAEAC Chris N. Okonkwo.



According to the labour leaders, they considered the impact of COVID-19 before agreeing to shelve the industrial action.



They also noted that the Federal Government explained to them the state of the economy and the drive behind the recent cost-reflective Electricity Tariff adjustments and deregulation of the downstream sector of the Petroleum Industry.


Part of the communique read, “Recognising the public outcry and protest over the recent Federal Government twin policies on Electricity Tariff Reform and full implementation of deregulation of the downstream sector of the Nigerian Oil and Gas Industry resulting in the planned nationwide industrial action by Organised Labour;



“Bearing in mind the spiral and negative impact of COVID-19 pandemic on world economy,

Ahead of the planned strike action and protest by the Nigeria Labour Congress, NLC and the Trade Union Congress, TUC, from Monday over the recent hike in electricity tariff and fuel price, the Nigeria Police Force has warned that it will enforce the law on the matter.



Despite two court injunctions restraining the unions and their affiliates from proceeding with the strike, the labour unions had on Friday insisted that they would go ahead with the strike and protest from Monday as they had yet to be served the court orders.


The labour unions had said they would only shelve the planned strike if the Federal Government reversed the recent hikes.


The National Industrial Court in Abuja had on Thursday granted an order of interim injunction restraining the unions from disrupting, restraining, picketing or preventing the workers or ordinary Nigerians from accessing their offices to carry out their legitimate duties on September 28, 2020, or any other date.

The Independent Petroleum Marketers Association of Nigeria on Saturday asked its members to ignore the proposed industrial action as it also asked the labour leaders to jettison the planned strike, saying the deregulation of the oil sector was an inevitable decision with more merits for the majority of the people in future.

IPMAN’s spokesperson, Yakubu Suleiman, said in a statement in Abuja, “Members of the Independent Petroleum Marketers Association of Nigeria across the country have therefore been directed to ignore the directive by the NLC.

“The National Executive Council of IPMAN wants to inform the general public that IPMAN will not be part of the strike the NLC is calling, since our association is not part of the NLC.”

Also speaking at a meeting with online publishers in Lagos, the Minister of Information and Culture, Lai Mohammed, said that the government was appealing to the organised labour to shelve the strike because it would “only bring more hardship on ordinary Nigerians.”

He explained that the increase in the price of fuel would benefit Nigerians in the long run.
