if fuel finish and engine off steering no dey lock! Shut down engine and locking ignition are different things. Check your Key hole you will see it is marked likely LOCK>OFF>ON>ACC>START.
It requires a very cool head under such pressure to do this delicately and succesfuly without locking his steering. Most cars could have gone into neutral by the way and allow to slowly come to a stop.

A 3-year-old dog, Augus P. Woolley, who is running in the governorship election in a U.S. State of Kansas, has been disqualified, though there is no law prohibiting animals from running for elections in the state.

The dog’s owner, Terran Woolley, used the state’s oversight to file the paperwork that would allow his wire-haired Visla to run for the election but Kansas election officials barred it on Tuesday.

Woolley said after the dog’s disqualification yesterday, “I thought, ‘Hey, why not Angus? He’s a good dog, he’s smart and I think he could provide better leadership than what we’ve had the last seven years in our state.”

The Director of the State’s election, Bryan Caskey, told The Kansas City Star that, “there are several laws that reference that the governor has to be an individual or a person, and so we are relying on that, and if a dog comes in to file for office, we will not allow that.”

Caskey added that he does not “know what would happen if a dog tried to” run. I can’t point you to a law that says anything about the qualifications to run for governor.

“Under Kansas law, there is no law governing the qualifications for governor, not one.
“So there’s seriously nothing on the books that lays out anything, no age, no residency, no experience; nothing.”

The dog’s attempted bid for the office followed the news that at least six teenagers are also running to become the next governor.

Kansas lawmakers are pushing for a bill that would set out clear requirements for gubernatorial candidates, including being a human and at least 18 years old.
Any passed legislation would not impact the 2018 election.

The Nigerian Army says credible information indicates that factional leader of the Boko Haram sect, Abubakar Shekau, now dresses as a woman in an effort to escape from the Theatre of Operation.

Army Spokesman, Brig.-Gen. Sani Usman, who confirmed this in a statement on Tuesday, said Shekau could no longer bear the heat and had abandoned his followers.

“He is running for his dear life. He is desperately trying to escape the theatre, disguised as a woman and dressed in Hijab.

“We reliably gathered that to avoid detection, Abubakar Shekau alternates between blue and black coloured hijabs. He was last seen in a black hijab.

“We, therefore, call on all those remaining Boko Haram terrorists to know that they are following a coward moving about in hijab and disguising as a woman.

“We also request all the remaining Boko Haram members to come out from hiding and lay down their arms and be treated humanely,’’ Usman said.

He said concerted efforts were ongoing to track and apprehend the fugitive terrorist leader.

The army spokesman, therefore, appealed to members of the public, especially the residents of Adamawa, Borno and Yobe to be more vigilant and security conscious.

He also asked them to be on the lookout for Shekau and other terrorists who might disguise as women to escape.

Women cry out their pains, they scream out their frustration and pray out their pains. Men on the other hand always want to appear cool and tough but die within.

Men get depressed and frustrated when things don't go their way, they feel like lesser men in the process.

Nigeria has been ranked second in the world after China in recorded death sentences in 2016.

Africa’s most populous nation handed down a total of 527 death sentences in 2016, three times more than the previous year.

This was disclosed by Amnesty International, a human rights group, in its annual global report on the death penalty released on Tuesday.

“Information provided by the Nigerian Prisons Service to Amnesty International showed that 527 people were sentenced to death in 2016,” the report stated.
“The Nigerian Prisons Service also reported that 33 were granted pardon, 32 death row prisoners were exonerated and 1,979 people were on death row, including five foreign nationals. During the year, a total of 105 death sentences were commuted.”

AI’s report revealed that three people were executed in Nigeria in 2016, the first execution since 2013. The executions were carried out in Benin Prisons in Edo State.

Going by the ranking, Nigeria is only better than China, a country that shrouds its executions in secrecy.
Pakistan, Bangladesh and Egypt are ranked third, fourth and fifth with 360, 245 and 237 death sentences respectively to complete the top five countries in the world with the largest number of death sentences in 2016
The only African countries close in ranking to Nigeria are Egypt and Cameroon which are in the fifth and seventh positions respectively.

Excluding China, states around the world executed 1,032 people in 2016. China executed more than all other countries in the world put together, while the USA reached a historic low in its use of the death penalty in 2016.

In sub-Saharan Africa, fewer executions were recorded but the number of death sentences more than doubled, largely due to a steep rise in Nigeria.

At least 22 executions were carried out in five countries — Botswana, Nigeria, South Sudan, Sudan and Somalia.
In Nigeria, the death penalty is imposed for a vast array of crimes, including armed robbery, murder, mutiny and the latest being kidnapping. Methods of executions include hanging, shooting and stoning.
Some northern states practice sharia law, which imposes capital punishment for adultery, rape and homosexuality among other vices.
The upsurge in death sentences in these parts can be traced to the widespread resurgence of kidnappings and other crimes in the country’s oil-producing south and the ongoing fight against Boko Haram terrorists in the northeast.

Nigeria’s Senate had in May last year agreed to begin a process for the enactment of a law that would prescribe capital punishment for kidnappers across the country.
Several state governments, such as Oyo in 2016 and Lagos, have already introduced such legislation.

Kidnapping for ransom, which had declined in recent years, has recently increased as Nigerians face a recession caused by the crash in global oil prices.
The use of death penalty in Nigeria has generated mixed opinions among people in the country. Some people say this form of punishment violates the human right to life and could be wrongly applied on the innocent while others see it as a way to remove hardened criminals from the public without incurring cost of incarceration.
In recent years, there have been protests and calls from reputable organizations, including the Economic Community of West African States (ECOWAS) for the abolition of capital punishment.

In October 2014, former Governor of Delta State, Emmanuel Uduaghan, pardoned three inmates on death row, following the recommendations by the State Advisory Council on Prerogative of Mercy.

Alleged N3.2bn Fraud: Court admits Heritage bank documents against Orji Kalu, others

A federal High Court sitting in Ikoyi, Lagos, presided over by Justice Mohammed Idris, on Wednesday admitted in evidence, a set of documents brought by a Compliance Officer with Heritage Bank Plc, Adeniyi David Tunde, against the former governor of Abia state, Orji Uzor Kalu alongside the state's former finance commissioner, Udeh Udeogu, and Slok Nigeria Limited over allegation of fraud to the tune of N3.2bn fraud.



The Compliance Officer, who is the third witness brought by the Economic and Financial Crimes Commission (EFCC) had revealed to Justice Idris that he got into the employment of Heritage Bank from the now defunct Spring bank, which was acquired by Heritage Bank Plc.


While being led in evidence by counsel to the anti-graft agency, Rotimi Jacobs (SAN), the witness tendered documents which included; account opening packages, statement of account, and schedule of payments.


But moves by the Commission to tender another set of documents which emanated from the dead Citizen Bank, which happened to be another bank acquired by Heritage bank were opposed to by the legal team of the defendants.


The defence team which included Goddy Uche, Solo Akuma, and Chief K. C. Nwofo, all Senior Advocates of Nigeria (SAN), in opposition contended that the documents sought to be tendered by the EFCC were not served on their clients.


The senior lawyers further argued that the said documents were not attached alongside the proof of evidence already before the court.


The defence lawyers who made reference to the provision of section 379(1)(a)(ii) of the Administration of Criminal Justice Act (ACJA), apparently to back up their opposition to the admissibility of the said documents, asked the judge to reject the documents and mark same as 'rejected'.


Responding to the defence opposition to the tendering of the documents, lawyer to the Commission, Jacobs (SAN) insisted that the court should admit the documents, with an addition that what guides the admissibility of documents is the Evidence Act and not the ACJA as argued by the defence team.


In a short ruling, Justice Idris held that going by the provisions of section 379 of the ACJA, it is mandatory for the prosecution to supply the defence all the materials needed to defend themselves.


The court then ordered the anti-graft agency to make available copies of the documents and serve the defendants same.


Justice Idris adjourned the case until April 13, 2017 for continuation of trial.


Kalu alongside his former aide, Udeh Udeogu, and his company, Slok Nigeria Limited, are facing trial before the court on an amended 34 count-charge of alleged N3.2 billion fraud.


In the amended charge marked FHC/L/56C/08, Kalu and other accused persons were alleged to have allegedly diverted about N3.2 billions from Abia State Government's treasury between 2001 and 2005.


They were also alleged to have used the following banks to perpetrate the alleged fraud, Manny Bank, Spring Bank Plc, (now Heritage Bank), the defunct Standard Trust Bank, now United Bank for Africa Plc (UBA) and Fin Land Bank, now First City Monument Bank (FCMB).


The alleged offences according to the EFCC are contrary to sections 17(c) 16, 14(1)(b)17(a) of the Money Laundering (Prohibition) Act 2003, and sections 427 of the same Act.


The former governor was arraigned before Justice Idris alongside his company, Slok Nigeria Ltd., and the state's former Commissioner for Finance, Jones Ude, on a 34 counts that touches on money laundering.


According to the charge, the defendants committed the offence between August 2001 and October 2005.

Specifically, the former governor was accused of using his company to retain in the account of a First Inland Bank, now FCMB the sum of N200 million.


The said amount was alleged to have formed part of funds illegally derived from the coffers of the Abia state government when he held sway.


In another breath, the former governor's company, Slok Nigeria Limited alongside one Emeka Abone who the EFCC said is now at large was alleged to have retained in the company’s account N200 million on behalf of the first accused.


They were alleged to have utilised Manny Bank, Spring Bank Plc, the defunct Standard Trust Bank and Finland Bank, now First City Monument Bank (FCMB) to carryout the alleged crime.


The defendants were equally alleged to have retained about N2.5 billion in different accounts which funds were said to belong to the Abia State Government.


In totality, the defendants were alleged to have diverted over N3.2 billion from the Abia state government’s treasury when Kalu held sway as governor.


The offence according to the EFCC offends the provisions of sections 15(6), 16, and 21 of the Money Laundering (Prohibition) Act, 2005.


The offence equally wrongs the provisions of the Money Laundering Act of 1995 as amended by the amendment Act No. 9 of 2002 and section 477 of the Criminal Code Act, Laws of the Federation, 1990.
