For the first time in the agitation for a Nigerian president of Igbo extraction, Imo State governor, Chief Rochas Okorocha has kicked against the idea of Igbo Presidency if it was based on zoning, adding that what the country needed was a sound, intelligent and resourceful person with carriage and the wherewithal.
He also said he had concluded plans to reduce working days in the week for civil servants to three as against the present five working days so they could use the free days to look for alternative sources of income to augment what the government pays as salary.
Okorocha while chatting with Journalists in his Spitbat mansion in Owerri said that political power should not be shared on the basis of where one came from but what the person had to offer to the masses as “power given is power abused”.
He was of the opinion that whoever wants to be president of Nigeria should have what it takes irrespective of where the person comes from.
“The idea of Igbo Presidency should be jettisoned. Let the one who has the resources go for it. Let us stop the idea of zoning the presidency. You might have an Igbo Presidency and then you will end up getting nothing.
“It is better to look for a man with a mission, vision, strength and intelligent as well as the resources and not where the person comes from. Political power should not be shared on the basis of where you come from, but on what you have upstairs”, he stated.
According to the governor, “power given to nonentities is a power wasted. We want to have an Igbo President that knows what it takes”.
On the issue of school fees, Okorocha announced that government was reconsidering the introduction of School fees in the state in order to raise money to pay salaries of civil servants.
He stated that a lot of proposals had been inundating his office on daily basis and stressed that government may have no other option than to reintroduce school fees so parents would be back to cater for the education of their children and wards.
Okorocha who expressed happiness over the outcome of the last rerun elections in Okigwe senatorial zone and three local government areas for the state house of Assembly seats urged the National Assembly to review the seat of deputy Senate President which was currently occupied by Senator Ike Ekweremadu who is of PDP extraction.
“I want to urge the National Assembly to rectify this anomaly by installing the senator-elect from Okigwe zone, Benjamin Uwajumogu to reclaim the position of Senate deputy president.
“PDP is not popular once you remove rigging. The party is as flat as anything in the South East. As it stands now APC has recorded her deserved victory in the Senate in the south east and we have three more members in the state house of Assembly”, he said.
“A situation where the president of the country and the leadership of the National Assembly are from different political parties, such scenario potent danger and it forestalls development in the country”, he said.
The governor also announced that his government was contemplating reviewing the salaries of Imo State workers, adding that the 70 per cent salary deduction he had earlier agreed with Labour was still on the high side compared to what other neighboring states pay.

…fundraiser accuses family of fraud The controversial Save Mayowa Campaign has added a new twist after the Founder of Lifestake Foundation, Aramide Kasumu, who was involved in the fundraising, alleged that the family of the ailing Mayowa Ahmed lied that only N30m had been raised while the correct amount was N85m.
The campaign was initiated to raise funds for surgery in a foreign hospital for Mayowa, who is suffering from ovarian cancer, but there have been allegations that the patient’s family was using her condition to defraud members of the public.
Kasumu, in a video posted online on Friday, appeared to have confirmed the allegations when she accused Mayowa’s family members of lying about the amount that had been raised for the patient.
She also accused the family members of attempting to shut out people involved in the fundraising and giving conflicting information about Mayowa’s situation and the hospital they intend to take her for treatment.
“The brother came to the public to say they raised N30m when in actual fact, they raised N85m,” she said in the footage.
“They came and said they had a visa when they didn’t have a visa; they solicited for funds to go to America but now they are saying they are going to Dubai. A lot of things were not adding up and they were not being straightforward. We were saying ‘why are you guys not being straightforward?’ What is our plan?
“And I was like, some things are not adding up here. I need to know what is going on and my concern is: I need to know if they are actually going to get Mayowa treated, that they are not just trying to take advantage of her situation which is my fight because you got me involved.
“People are asking me questions, I cannot answer. I sent Mayowa messages, she wasn’t responding. I called her phones; nobody was explaining anything to me. I said I need answers so that when people ask me, I can answer.”
Kasumu said that the police had taken over the matter to ensure transparency.
In a related development, the Lagos State Police Command has frozen the controversial bank account opened to raise money for Mayowa pending when investigation into allegations of fraud is concluded.
A statement from the Police Public Relations Officer, Dolapo Badmos, on Friday said the state police commissioner, Fatai Owoseni, “directed full investigation into the report that the ‘Save Mayowa Campaign’ is a fraud” and that the report of the investigation will be made public.
The statement said that Kasumu, and two members of Ahmed family – Mr. Iwaloye Seun and Mrs. Zaneen Ahmed – had earlier been invited to the command’s headquarters for questioning.
It said in part, “…subsequently, the command has placed a red alert on the bank account opened in the name of Mayowa as it has been frozen while effort is ongoing to contact the managers of Gofundme online account so as to ensure funds raised through that platform is not fraudulently diverted.
“Investigation will be extended to the Lagos University Teaching Hospital, Idi-Araba, where the patient is currently undergoing treatment.

Only God knows how many unsuspecting patients that one Mr. Akilapa Johnson, a 26-year-old secondary school certificate holder, who never attended medical school for any training, has sent to early graves through his crude method of aborting pregnancies.
Being a paramedic nurse and first aider, he believes he has got the required qualifications to treat patients as well as prescribe and administer drugs.
To him, there is nothing new in the medical profession that he is not capable of doing including getting rid of unwanted pregnancies even at an advanced stage.
For fear of attracting heavy punishment for his numerous acts, he kept saying that Barakat, who is now lying critically ill at the University College Hospital, Ibadan after attendant complications, was his first patient.
Sobbing uncontrollably during his parade at the state police command headquarters, Eleyele, Ibadan by the Oyo State Police Commissioner, Mr. Leye Oyebade, the fake doctor kept asking himself why he had to succumb to alleged pleas by the victim to terminate the five-month old pregnancy.
The CP who advised people in the state to be more careful and stop patronising fake doctors, said, "The long arm of the law caught up with a 26-year old fake doctor, Akilapa Johnson who procured a life threatening abortion for one Barakat, a 23 year old lady who was lured, counselled to abort a five month old pregnancy.
The abortion was carried out in the suspect's one bedroom apartment which served as a 'clinic' located in shanties at Sasa. Shortly after the abortion, the victim developed serious complications which resulted in her being admitted at the UCH where she is lying critically ill.
"Investigations revealed that the fake doctor, an O' level certificate holder, was only trained as a paramedic nurse and a first aider. In spite of his limited knowledge of Medicine, the suspect had consistently treated unsuspecting patients who mistook him for a qualified doctor."
Exhibits allegedly recovered from the suspect include two stethoscopes, two pieces of plaster of Paris bandage, four pairs of hand gloves and syringes. As the suspect clapped his two hands which he later put in his mouth, he shook his head in response to several questions that the South West Voice put to him. He confessed that he was never trained as a doctor before he decided to buy a stethoscope which he hung on his neck to deceive his patients.
He said: "I didn't know it was wrong. When the patient asked me to abort the pregnancy for her, I told her I don't do abortions for people, but she kept on pestering and begging me. At a point, I told her there was no equipment to do it. But, she did not give up. It was then I agreed to do it."
When asked what he used to perform the abortion, the suspect who unsuccessfully racked his brain to recall the name of drugs he administered, said he just gave her some pills. "I'm sure she did not use the pills according to prescription. May be she took many pills at a time. I was in my house when the Police arrested me. I didn't know she developed any complications," he said.
The father of the unborn child, Ikenna who confessed that he impregnated the lady was also arrested and paraded with the fake doctor. The suspect who looked unruffled denied being carried along before the abortion was done.
"She called me on phone that I should see her urgently. When I got there, I saw her bleeding and writhing in pains. I asked her what happened and she told me she had aborted my pregnancy. She begged me to assist her to get home. I declined and thereafter I called her parents.
"On our way home, I dropped her at a hospital and called her parents again. I was aware that she is pregnant because she told me that she could not do her menstrual period. But, I didn't see any symptoms of pregnancy. I didn't tell her to abort because I didn't disown the pregnancy,"he added.
Other suspects paraded by the police include armed robbers, burglars, kidnap gangs and Indian hemp merchants. While parading the kidnap suspects, Oyebade said, "at about 1430 hours of July 15, 2016, one Sakiru Adebayo, a resident of Agbedegbede area of Ile-Ife, Osun State, was kidnapped in his house by a gang of kidnappers who abducted him to an unknown location.
"His abductors layer demanded a ransom of N500,000 as a condition for his release. Through robust intelligence by the operatives of the Command's anti-kinapping squad, the hideout of the gang was located.
"In a well planned and well coordinated operation that lasted some hours, two of the suspects, Oladimeji Olamide and Oke Olufemi were arrested at Ojoo area of Ibadan. A Chinese man has been condemned online after choosing to save his mother from deadly floodwaters instead of his wife.
Gao Fengshou's wife and mother of his children has now left him after the split second decision to put his parent first, The Times reported.
The decorator acted as flooding spread towards his village of Xingtai in the north China province of Hebei on July 20, telling his family to clamber on to the roof.
He then left to see his mother and, when he returned, his wife and family had vanished along with a bundle of cash.
According to The Times, Mr Gao said afterwards there was not time to make a choice between the two women.
He said: "I can’t imagine what went through her mind when I went straight for my mother.
"Abandoning my mother would be reprehensible, but leaving my wife behind would be unacceptable as well. I know she must be so disappointed in me.”
But hordes of people on Chinese social media have slammed his actions, the paper reported.
One wrote: "It’s no wonder she left him. Who would want a husband who you can’t rely on in dangerous circumstances?”

Residents of Halleluyah Quaters in the Ibafo area of Ogun State have been thrown into mourning after some gunmen attacked the community and killed an 85-year-old Islamic cleric, Kareem Olaiya.
During the two hours raid of houses in the community on Monday, a landlord, Scott Odum, was also abducted after his property was looted.
One of his children, who begged the gunmen not to take him away, was hit with the butt of a gun.
Our correspondent, who visited the community on Monday, saw Kareem’s corpse where it was laid in a room, as sympathisers thronged the house.
Family members, who were just learning about the incident, broke down in tears, as cries of sorrow filled the air.
The footprints of the suspected militants were still visible in some of the places where they operated when PUNCH Metro visited.
Although the attack reportedly occurred around 2am, as of 12pm when our correspondent left, no security agent had visited the community.
PUNCH Metro observed some policemen sitting near an armoured tank marked, F-SARS, in front of the Ibafo Police Station, guzzling beer from bottles in three crates.
The policemen dropped the empty bottles in a spot close to the armoured tank.
A resident, Bode, who said four of the gunmen attacked his apartment, explained that they ordered him to lie down as they ransacked his room.
He said, “I was having a vigil with my wife when I observed some movements around the house. I initially thought they were local vigilantes, but immediately I sensed they were militants, I quickly switched off my lights.
“However, they found their way inside the house and threatened to kill me if I made any phone call.
“The second man pointed a gun at me and asked me to lie down; I complied. While they were ransacking my property, one of them saw a logo and said I was a policeman. I told them it had nothing to do with the police. I quickly showed them my ID card to debunk the claim.”
PUNCH Metro learnt that the gunmen, who wore masks, spoke pidgin English.
One of the children of the late Islamic cleric, Abdulganiyu, said his father died from shock after the gunmen fired into the air.
He explained that the kidnappers had targeted Bode’s landlord, whose house was opposite theirs, adding that the landlord had left the community the previous day.
He said, “We were all asleep when we heard sporadic gunshots. Baba (Kareem) woke up from sleep and started panicking. He sat on a chair and soon slumped and died. He was killed by the shock of the sporadic gunshots.”
A relative of the landlord that was kidnapped in the community said the attack caught them unawares.
She said despite carting away money and phones, the gunmen still abducted Odum, an IT expert.
“They scaled the fence into the house and opened the door after breaking the glass window. They put guns to our heads during the whole operation, so I could not look at them. One of the children, who begged them, was hit with the butt of their gun,” she added.
PUNCH Metro was told that Odum’s wife had been hospitalised for about a week after suffering shock from a previous attack on the neighbourhood.
A resident, who spoke on condition of anonymity, said some landlords mobilised to stop the gunmen from escaping with Odum after the police failed to intervene.
“We expected them to take a particular route out of the community, and we had laid in ambush for them. Unfortunately, they took a different route,” she added.
A community leader wondered why the police refused to come to their aid, saying each time there was an attack, the police always left the community to its fate.

Former President Olusegun Obasanjo on Monday advised President Muhammadu Buhari against releasing funds meant for constituency projects to federal lawmakers.
Mr. Obasanjo said shortly after visiting Mr. Buhari at the Presidential Villa that the current crisis in the House of Representatives confirmed his allegation that there were thieves in the National Assembly. The former president spoke as the rift between the Speaker of the House of Representatives, Yakubu Dogara, and former Chairman of the House Committee on Appropriation, Abdulmumin Jibrin, intensified.
Mr. Jibrin is accusing Mr. Dogara and leaders of the lower legislative chamber of padding the 2016 budget.
But in a telephone interview with PREMIUM TIMES from his Abeokuta home later on Monday, Mr. Obasanjo said on no account should Mr. Buhari release any money in the name of constituency projects to the National Assembly.
The former president said Nigerians should continue to protest the move by federal lawmakers to use the budget to illegally enrich themselves. Since Mr. Buhari is the only person empowered to release money under the law, Mr. Obasanjo advised the president to only make funds available for expenditures that were legally budgeted for.
“That is criminal and they should be held accountable for it,” Mr. Obasanjo said. “There should be a showdown between what is right and what is wrong. After such a showdown, what is right will definitely prevail and the criminals will be put to shame.”
He said the constituency projects, as being canvassed by the lawmakers, were “illegal, criminal and wrapped in corruption”.
“They are the contractors, the jury, the judge and prosecutors,” Mr. Obasanjo said. “They put the projects in the budgets and they do the projects by themselves or through contractors they nominate. Where is integrity? Where is honesty?” the former president asked.
Still carpeting the lawmakers, Mr. Obasanjo said members of the National Assembly were simply trying to hijack the job of the executive arm of government.
“Who supervises the job? Who ascertains that the job has been done? It is not in their place to execute projects. It is illegal,” he said.
Mr. Obasanjo advised lawmakers interested in having projects executed in their constituencies to go to the executive and make their cases. He argued that constituency projects were illegal and that Nigerian lawmakers only use them to steal money.
“They are thieves. I have always held the view that they are thieves, can you all see it now?” he said. He also said once lawmakers perform the functions of the executive, they would not do justice to lawmaking and would not be able to pass budgets the way they should be done.
The former president lamented that the national lawmakers were using the “constituency projects” to crowd out legitimate and genuine capital projects the executive would have used to develop the country.
The former president said during his tenure, he did not release funds for constituency projects. “I explained to them that it was the job of the executive to execute projects to develop the country, while that of lawmakers was to approve the budget.” Mr. Obasanjo was president between 1999 and 2007.
He said he also advised federal lawmakers that if they wanted to be in a position to award contracts or execute projects like those in the executive arm of government, they should go and contest elections as local government chairmen, governors or president.
He warned lawmakers against usurping the functions of the executive out of greed, selfishness, lawlessness and criminality. “They should be lawmakers, not law breakers,” Mr. Obasanjo said.
The former president described the “so-called constituency projects” as a waste of public funds that should not be condoned by any leader. “The question to ask is: assuming they execute the contracts, although we know they don’t, they usually pocket the monies. But assuming they execute the contracts, what becomes of the projects in future when they cease to be in the National Assembly? Who maintains them? When a project is not built by states, local governments or federal governments, they do not have a future,” he said.
This is not the first time Mr. Obasanjo had descended heavily on Nigerian lawmakers. In 2012, the former president lashed out at the National Assembly and state Houses of Assembly, describing them as institutions filled with “rogues and armed robbers”.
Mr. Obasanjo spoke at an event in Lagos attended by two former Heads of State, Yakubu Gowon and Ernest Shonekan.
He again lambasted the country’s lawmakers at the Fourth Annual Conference of the Academy for Entrepreneurial Studies, attended by former Lagos State Governor, Babatunde Fashola and retired Chief Justice Nigeria, Muhammadu Uwais.
At that event, Mr. Obasanjo referred to the legislature as among the the nation’s most corrupt and inefficient institutions. “Integrity is necessary for all systems and institutions to be strong,” the former president had said. “Today, rogues, armed robbers are in the state houses of assembly and the national assembly. What sort of laws will they make?”
Mr. Obasanjo again took lawmakers to the cleaners sometime in 2014 at a book launch in honour of a former Chairman of the Independent Corrupt Practices and other Related Offences Commission, Mustapha Akanbi.
At the event, the former president said the National Assembly was populated by corrupt persons. “Apart from shrouding the remunerations of the National Assembly in opaqueness and without transparency, they indulge in extorting money from departments, contractors and ministries in two ways,” he said.
“They do so during visits to their projects and programmes and in the process of budget approval, when they raise budgets for ministries and departments, who agree to give it back to them in contracts that they do not execute. They do similar things during their inquiries.”
In January this year, the former president wrote Senate President Bukola Saraki and Speaker Dogara accusing the federal lawmakers of corruption, impunity, greed and of repeatedly breaking the nation’s laws.
In a letter dated January 13, Mr. Obasanjo specifically accused the lawmakers of fixing and earning salaries and allowances far above what the Revenue Mobilisation Allocation and Fiscal Commission approved for them.
He also alleged that most of the 109 senators and 369 members of the House of Representatives were receiving constituency allowances without maintaining constituency offices as required by law. In the letter, exclusively published by PREMIUM TIMES, the former president said on a few occasions, both in and out of office as president, he had agonised over the massive corruption and lawlessness at the National Assembly and other arms and tiers of government.
He said the practices in the National Assembly “which detracts from “distinguishness” and “honourability” because it is shrouded in opaqueness and absolute lack of transparency and could not be regarded as normal, good and decent practice in a democracy that is supposed to be exemplary.”

There are indications that the police have begun probing the allegations of budget padding levelled against the Speaker, House of Representatives, Yakubu Dogara and other principal officers by a former House Committee Chairman on Appropriation, Adbdulmumin Jibrin.
It was learnt on Monday that the police leadership had directed detectives to probe the allegations by Jibrin that the Speaker colluded with his deputy, Yusuf Lasun, the Chief Whip, Alhassan Doguwa, and the Minority Whip, Leo Ogor, to earmark N40bn to themselves in the 2016 National Assembly budget.
Jibrin, an All Progressives Congress lawmaker from Kano State, who was sacked by the House leadership last week, claimed that he was being victimised by the Speaker because he objected to a request from Dogara that he (Jibrin) should allocate projects worth N40bn to him in the 2016 budget.
Findings indicated on Monday that Jibrin might be summoned before the end of the week to provide evidence on the allegations in his petition to investigators, who it was learnt, would also invite all the people mentioned by the petitioner.
A source said, “The allegations made by the former House committee chairman on appropriations are weighty and cannot be ignored or swept under the carpet because it borders on corruption and an attempt to defraud the nation.
“So, the police have set in motion machinery to investigate the allegations, ascertain the veracity of the allegations, and get to the bottom of the corruption as stated by the petitioner.”
But the Force Public Relations Officer, Donald Awunah, said he had not been briefed about the investigation into the petition.
“I am not aware of the petition or the investigation into it and I have not been briefed about it either. The fact is that when someone writes a petition, it goes to the Force Criminal Investigation Department where it would be investigated, but I have not been briefed about it, but I will find out and let you know,” he said. http://punchng.com/police-probe-jibrins-allegations-dogara-others/
