Thonyb: The Oyo State Police Command has arrested three people over the killing of a man whose name has not been revealed.
The trio were caught for possessing body parts of the deceased in Ibadan, the state capital, on Thursday.
Sources told newsmen that the suspects are Taofeeq Kabelohun and Rahmon Muibi, also known as Alubarika, with the third person’s name not yet revealed when this report was written.
It was gathered that the three suspects conspired to kill the man whom they asked to follow them to visit a place around Moniya area in the Akinyele Local Government Area.
They were later arrested by the police after it was discovered that blood was coming out of the booth of their car.
A video, which has been in circulation since Friday, showed that the three suspects are currently at the State Criminal Investigation Department in Iyaganku Ibadan.
In the video obtained by .ng, the trio displayed the head and other parts of the man they killed.
Sources who asked not to be named revealed that Kabelohun was the Mufasir (Deputy Imam) of Orisun Awotan Central Mosque, Awotan in Ido Local Government Area, Ibadan, until his arrest.
Another source within the community revealed that Kabelohun and Muibi had been arrested more than twice for the same offence at Peace Estate and Adaba community along the Apete-Akufo road.
“These people had been arrested more than twice on this same issue, and they are living in our midst, one at Peace Estate and the other at Adaba,” he said.
Another source in the community revealed that the duo were arrested when they were trying to remove body parts from a grave in Ibadan.
“The two have been caught while trying to remove dead body from grave in Ibadan”.
Another revealed that the man they killed came from Sango Otta in Ogun State.
Orisun Awotan Central Mosque removes Kabelohun as Mufasir over murder case
Meanwhile, the Orisun Awotan Central Mosque has removed Kabelohun as the Mufasir of the mosque.
A source within the mosque made this revelation on Sunday.
Our correspondent learnt that the decision was taken during a meeting held in the mosque on Friday and had Chief Imam of the mosque, Alhaji Taiwo Huzain; Chairman, Orisun, Adaba, Akowo and Environs Muslim Community, Barrister Akib Akintola; and other stakeholders of the mosque in attendance.
The mosque, in the communique obtained by .ng on Sunday, indicated that Mallam Abdulhakeem Abdulrasheed had been installed as the new Mufasir of the mosque.
The communique reads, “That Taofik Kabelohun should be removed as the Mufasir of Orisun Awotan Central Mosque. Henceforth, he is no longer the mosque member.
“This is due to his gross misconduct and the recent alleged murder case he is involved in. However, the stakeholders unanimously agreed that Mallam Abdulhakeem Abdulrasheed should be installed as the new Mufasir of the mosque with immediate effect after today’s Jumat service.
“That new committee should be inaugurated that will look into the affairs of the mosque. May Allah (SWT) rectify our affairs. Ma-Aslam”.

Attahiru Jega, a former chairperson of the Independent National Electoral Commission (INEC), says some officials within the electoral commission compromised the outcome of the last general election.
Mr Jega, a professor of political science at Bayero University, Kano, explained that the INEC authorities who compromised the outcome of the election were able to carry out the illegal deal because they were nominated for the positions based on political bargains.
The former INEC chairperson disclosed this when he spoke as a guest lecturer at the two-day retreat organised for senators in Akwa Ibom.
Mr Jega spoke on the topic “Electoral Reform and Democratic Consolidation in Nigeria: Review of 2022 Electoral Act (areas for further legislative actions).”
“We have seen, in 2023 elections, the damaging effect of how people in the corridors of power get their client/partisan nominees appointed, without being thoroughly screened, and then they are influenced to compromise the integrity of elections,” Mr Jega said.
Appointment of INEC chair In his recommendation on electoral reforms, the former INEC chair said for a transparent election to be conducted, the president must not be involved in the appointment process of chairman of the electoral commission and resident electoral commissioners.
Mr Jega recommended that a joint committee of the National Assembly should be given the responsibility to shortlist, screen and confirm nominees for the position of INEC chair and resident electoral commissioners.
Screening He also said that the Senate confirmation of the electoral appointees should be strict and not the ‘usual take a bow and go.’
"On second thought, and for obvious reasons, I will recommend a joint committee of the National Assembly be given this responsibility, with criteria, for transparency, non-partisanship and stakeholder engagement for the process. The applicants/nominees for these appointments should be subjected to public scrutiny with regard to knowledge, skills, good character and non-partisanship.
"Guidelines should be provided for submitting petitions against any nominee during this process. In any case, the Senate screening process should be more serious and rigorous. Also, there should no longer be the patronizing “Take a bow and go”.
Mr Jega also recommended that the federal government should make INEC completely independent in such a way that it will be able to hire and fire its officials independently without interference from the government.
“Professionalise lower level administrative appointments, including headship of state offices of INEC. In this regard, the appointment of Resident Electoral Commissioners should be divested from the president and given to the Commission at INEC, with powers to hire and fire.
"Once the appointment of Chairman and National Commissioners is sanitised, infused with public scrutiny for integrity and non-partisanship, then the Commission should be entrusted to hire and fire competent and skilled staff for administrative roles at both the headquarters and state offices of INEC. Thus, there will be clear lines of authority and directives, which would prevent the kind of unwholesome situations we have seen, in which RECs pander more to their partisan political bosses who nominated them into office, and ignore the lawful directives of the Commission.”
Political parties Mr Jega also said registration and monitoring of activities of political parties should be taken away from INEC and entrusted to another federal agency.
“Electoral boundary and constituency delimitation should be reassigned and entrusted to the National Boundary Commission, or such other agency as may be created. Registration and monitoring of the activities of political parties should also be taken away from INEC and entrusted to another federal body/agency.”
The former INEC chair stated that there is a need to review parties and candidates that contest for presidency and governorship elections.
He said, “There is a need to review the manner by which every “Dick and Harry” party/candidate vies for the presidency, and even governorship, making the cost of elections relatively high.
"A legal threshold needs to be provided, which political parties and candidates have to cross, beyond mere registration as a political party, before they can vie for the presidency or even governorship elections. There are models of this in many electoral jurisdictions, that Nigeria can learn from, and adapt to our context.”
NwaIdeato: Three Islamic clerics arrested for allegedly beheading man in Ibadan
Three Islamic clerics have been detained at the Oyo State Criminal Investigation Department for allegedly beheading a middle-aged man in Ibadan, the state capital.
Investigations by The PUNCH revealed that the victim, who was lured to a bush at Moniya in Akinyele Local Government Area of the state, was said to be working for one of the suspected killers.
It was gathered that the victim was lured to the area where he was allegedly killed under the pretext of being awarded a job. His head was reportedly severed.
The suspects were later arrested at Apete in the Ido Local Government Area of the state.
However, many residents expressed shock over the incident.
One of the residents, who did not want her name in print, said, “It was so pathetic. One of the alleged murderers was a popular cleric known for his distinct turban among the Islamic community of Alapata.”
A reliable police source, who confirmed the incident to our correspondent, said the alleged assailants were landlords in his jurisdiction, but the heinous act was said to have been perpetrated in Moniya.
He said, “The case has been transferred to the Criminal Investigation Department, Iyaganku, for further investigation.”

MEDIA REPORT ON ELECTION PETITIONS AND THE CREDIBILITY OF INEC
The attention of the Commission has been drawn to a front page report by The Guardian (Nigeria) newspaper in its edition of Wednesday 18th October 2023 entitled "INEC's credibility sinks as 94% contested posts awaits tribunal". The Commission would have ignored the report if it did not emanate from one of our country's flagship newspapers which has over the years established a reputation for the quality of its stories, incisive analysis, factual accuracy, balance and lately the innovative use of infographics.
However, its report under reference contains inaccurate figures, mix up of pre-election and post-election cases, skewed comparative perspective and a headline that suggests that election petitions draw from the action or inaction of INEC.
First, basic fact check on the information regualrly published by the Commission and available on our website would have shown that in 2023, elections were not conducted in 1,280 constituencies, including 782 State Assembly seats. On the contrary, elections were conducted in 1,491 constituencies across the country made up of 1 Presidential, 28 Governorship, 109 Senatorial, 360 House of Representatives and 993 State Assembly constituencies. Similarly, the claim that State Assembly elections were held in only 28 States of the country is made on the lazy assumption that no such elections were held in the eight States of the federation where executive elections are held off-cycle. As every attentive Nigerian knows, the tenure of legislators is tied to the legislative houses which is a fixed term of four years from the date the Assembly is inaugurated unlike the term of office of the executive which begins from the date they take the oath of office.
Secondly, the report blames the pre-election cases arising from the conduct of primary elections by political parties on INEC. These are intra-party cases involving party members in which they join the Commission and seek for reliefs binding on it. As everyone knows, INEC does not conduct primaries for political parties.
Thirdly, in pursuit of their right under the law, many litigants in Nigeria unfortunately file election petitions over the most improbable cases and later withdraw them or they are dismissed by the tribunals. If the report had taken time to analyse the outcome of the cases decided so far by the tribunals, it would have discovered that out of 1,196 petitions, 712 were dismissed and 179 withdrawn. This means that in 891 cases (74.4%), the tribunals found no merit in the petitions and affirmed the result of the elections conducted by INEC. It is surprising how the mere filing of petitions constitute a blot on the integrity of the recent elections conducted by INEC when in fact they constitute an integral part of the democratic process.
Fourthly, the said report analysed the total number of petitions as if they were filed against the outcome of the election in 94% of all the elective positions without considering details of the cases. Multiple petitions were filed by candidates and political parties as petitioners in a single Constituency. For example, in one State in the South South geopolitical zone of the country, eight petitions were filed challenging the Governorship election out of which seven were dismissed and one withdrawn. Therefore, the number of election petitions filed in respect of all elective offices will certainly outnumber the total number of constituencies/elective offices. To spread them across the constituencies and proceed to calculate the percentage is to count some constituencies several times which is methodologically problematic and statistically illogical.
Five, it is pertinent to note that the grounds for challenging the outcome of an election as provided in Section 134 of the Electoral Act, 2022 are not limited to the conduct of election by the Commission. An election may be questioned on the ground that the winner of the election was not qualified to contest the election by virtue of his academic qualifications, age etc. Many of the petitioners did not challenge the conduct of the elections by INEC but the eligibility of candidates or their nomination by political parties. Under the law, INEC has no power to screen candidates. Similarly, only the Courts can disqualify candidates.
Six, a comparative analysis would have addressed the deliberate effort in the report to portray the 2023 General Election as regressive on account of litigation without empirical evidence. Over the last three electoral cycles, the number of election petitions may be rising but not the number of upturned elections. In 2015, 663 cases were filed at the tribunals, 87 (13.1%) were nullified and the Commission ordered to conduct re-run in some polling units or entire constituencies. In 2019, 807 petitions were filed but elections were only re-run in 30 (3.71%) consituencies (3 Senatorial Districts, 13 Federal Constituencies and 14 State Constituencies).
While the 2023 post-election litigations are ongoing, all five petitions filed in respect of the Presidential election were dismissed while three are pending on appeal. As of Monday 16th October 2023, out of 82 Governorship election petitions, 72 (87.8%) were either dismissed or withdrawn by the petitioners. For Senatorial elections, 146 petitions were filed out of which 100 (68.5%) were dismissed or withdrawn. For the House of Representatives, 413 petitions were filed out of which 309 (74.81%) were dismissed or withdrawn while for State Houses of Assembly, 550 petitions were filed out of which 468 (82.4%) were dismissed or withdrawn.
The Commission wishes to restate that it is inappropriate to solely assess the credibility of INEC or the conduct of the 2023 General Election on the number of petitions filed by litigants who, in any case, have the right to do so under the law.
While we wish to restate our continuing partnership with the media, it is prudent to state that the pen should be used to strengthen rather than impugn the integrity of public institutions particularly where basic statistics demand that we should be circumspect.

Although she was rescued, the Iraq authorities found her guilty of crime and sentenced her to death by being beaten for attempting a suicide.

The 2-day retreat organized by the National Institute for Legislative and Democratic Studies (NILDS) has commenced without the Senate President, Godswill Akpabio.
The event started on a controversial note when lawmakers complained of abandonment and neglect by the Senate President, Godswill Akpabio.
Senators, their aides and journalists attending the 2-day retreat for members of the 10th Senate in Ikot Ekpene, the hometown of President of the Senate, Godswill Akpabio were stranded for hours without accommodation on arrival.
The contingent from Abuja had arrived Uyo at about 7:45 pm on Wednesday after which the senators and others with them embarked on roughly another one hour drive out of Uyo, the capital of Akwa Ibom to Ikot-Ekpene.
But upon their arrival, the rooms available were not enough rooms at the Four Points hotel to take everyone in.
Organizers of the retreat, the National Institute for Legislative and Democratic Studies, NILDS were in total disarray trying to clean up the mess of keeping Senators waiting endlessly at the hotel lobby.
NILDS had made accommodation arrangements for only the Senators, and about 12 resource persons at FourPoints hotel , which is also venue of the retreat.
It however did not take time for tempers to start rising between some NILDS officials and some aides especially those from the Office of the President of the Senate about the sloppy handling of the entire trip starting with the flight from Abuja.
The aides were displeased with arrangement by the Democratic Institute that brought them to Ikot Ekpene without rooms for them in the same hotel with their principals.
The situation was worse for the journalists who were invited by the Office of the President of the Senate to join in the trip to Akwa Ibom for the coverage of the retreat.
Many of them were seen stranded on the couch in the hotel lobby for the night.

Bobloco: Former Secretary to the Government of the Federation (SGF), Babachir David Lawal, is insisting that Peter Obi, candidate of Labour Party in the 2023 Presidential election, defeated President Bola Tinubu of the All Progressives Congress (APC).
Lawal had raised dust when he said the candidate who came third according to the results declared by the Independent National Electoral Commission (INEC) won the election.
Felix Morka, National Publicity Secretary of the APC, had asked Lawal to refrain from peddling falsehood.
Morka, who described Lawal as a burden to himself, said the former SGF was in need of counselling.
In a lengthy statement on Wednesday, the former SGF, who at a time was the APC National Vice Chairman, North East, said some key allies of President Bola Tinubu’s administration had reached out to him for peace.
The statement was titled: “Political Discourse: The APC reaction and its castigation of my person”.
While describing APC as a self-centered party, Lawal said, “The thief knows who stole the item”.
“I woke up this morning to a very pathetic social media trending write-up apparently, a response to my article on the current political discourse by one Felix allegedly of the APC. I suspect he was assigned this role because it is in the nature of sycophants and people consigned to second class status to be assigned roles that their masters are wary of taking on.
“Usually, the dirty, unsavoury jobs are contracted out to such. In the bible, a certain Felix ( after which this Felix was probably named), was a freed slave who had a reputation of cruelty as the ruler of Judea in order to please his master, the emperor Claudius (of whose mother Felix was a slave).

We wanted a party that will embrace all Nigerians. It was this that informed the principle that both the National Chairman and Secretary will not be of the same religion, tribe or region.
“All that is now left for the party is a change of name, but even this may not take long since it already has the Kadmul Islam as its National Chairman, and a Muslim as National Secretary. The Deputy National Chairman North (who acts in the absence of the Chairman), National Organizing Secretary, National Legal Adviser, and three National Vice Chairmen and more, are Muslims. Good for them.
“And talking of electoral value, both the National Chairman and the National Secretary just dramatically lost in the May election. I suspect Mallam Felix didn’t do well in his own constituency either. Mark my words, all critical decisions will be taken behind his back during the afternoon prayers sessions which he will be unable to attend.
“As to the substance of the response itself, I find it deliberately obtuse, skirting around the real issues raised in my press statement. It was empty of substance and logic; a true product of a sycophantic mind that has no capacity to understand the subtle nuances underlying a message delivered to a discerning audience.
“Mallam Felix, your masters got the message loud and clear because some of them have reached out to me for dialogue on the issues raised. But in line with your lower status in the scheme of things you are not aware that all the issues I raised were designed in a manner to deliver a message to a discomfited government that is populated by longstanding friends of mine who appear to have abandoned common sense and patriotism for unbridled personal goals and filthy lucre. And they got the message; which you cannot. In this discourse, you are a remote outsider, so shut up.”

The body of the late Centus Nweze, a former justice of the Supreme Court of Nigeria, has arrived in Enugu for a valedictory court session in his honour. Nweze died in July,2023.
The valedictory court session held at the High Court Complex, Enugu and was attended by members of the Bar and Bench.
Nweze, who was born on 25th September, 1958 was appointed as a justice of the Supreme Court on the 29th of October, 2014. He served in the apex court for almost a decade, until his death.
During his time on the bench, Nweze was known for his erudite judgments and contributions to the development of jurisprudence in Nigeria. He was also a prominent advocate for the promotion of human rights and access to justice.
The valedictory court session is seen as an opportunity to honour the late justice for his contributions to the legal profession and the justice system in Nigeria.
