Nurtw is a trade union just like nut, ASUU, ssanu etc. No union has power to manage government facilities. In 70s government asked all transport unions to merge to be under trade union. No law empowers nurtw to manage parks.

NURTW is reognized by the law. The argument has been subjected to lots of litigations many times. That's why it's hard for state government to scrap the union easily.
