Tambuwal cannot deliver Sokoto and they dont even have 1m voters, Sule lamido is from jigawa, they only had 1m voters and are the smallest of the 1m+ northern states, Atiku has lost every election against Buhari since 2007 and his state is a small state with 600k, though he is probably the only one who has broad appeal outside the North, katsina is a no go, so it's Kaduna or Kano with 1.6m and 2.1m voters in the last election, which means Markarfi, Kwakanso or Shekarau.
