No. They generate revenue ad pay themselves trough Airport Charges, Ticket Charges and so on. They are Autonomous and not under IPPIS

Some people quoted here as 200k +, they don’t pay upfront but rather they have some hidden incentives

FAAN does not pay upfront. Rather they pay 200k in January as Child Education allowance and 80k as wardrobe allowance

(NSIWC )salary for their staffs, I guess they are the regulatory body for all salaries. I want to believe they pay bogus pay. The ? is,

An upfront is a payment of fringe benefits made usually at the beginning of the year in lump sum.
