It doesn't work like that. There are rules to civil service administration. Appointments between now and when the current governor leaves office cannot meet those rules, which will mean their appointments to PS positions is illegal or doesn't follow due process. He can have them removed from office.
We all know the habits of outgoing politician to make a mess for incoming ones from another political party. Why will appointing them to PS position be important one week to the end of the administration? They just want to be retired from civil service with P.S. Pension and Severance packages (whether they are fired or they resign - which most of them will do on their own).
You don't understand how public service is run in Nigeria if you think the civil servants are interested in working as P.S. Its a Retirement Heist
