l think his point is that it is meaningless comparing SA with decades of white rule to other African countries like Ghana, Nigeria, Cameroon, etc where the whites did little except in exploiting their resources for Europe.

The foundation of Southern Africa and West Africa is different and so are the problems. We are not saying black South Africans are dull or useless but that they were mostly illiterates until 1994, same with Nigeria which had mainly illiterates in 1960.
