This feast was instituted by Pope St. Pius V in thanksgiving for the great naval victory over the Turks at the battle of Lepanto on this day in the year 1570, a favor due to the recitation of the Rosary. This victory saved Europe from being overrun by the forces of Islam.

Lepanto, perhaps the most complete victory ever gained over the Ottoman Empire, on October 7, 1571, is commemorated by the invocation "Help of Christians," inserted in the Litany of Loretto. At Belgrade the Turks were defeated on the Feast of Our Lady ad Nives in 1716. A second victory gained that year on the Octave of the Assumption determined Pope Clement XI to command the Feast of the Rosary to be celebrated by the universal Church. Leo XIII added the invocation "Queen of the most Holy Rosary, pray for us," to the Litany of Loretto. The Feast is in reality a great festival of thanksgiving for the signal and countless benefits bestowed on Christendom through the Rosary of our blessed Queen.

In modern times successive popes have urged the faithful to pray the Rosary. It is a form of contemplative prayer, mental and vocal prayer, which brings down God’s blessing on the Church. It is a biblically inspired prayer which is centered on meditation on the salvific mysteries of Christ in union with Mary, who was so closely associated with her Son in his redeeming activity.

Are the Ten Commandments still
law for Christians?
Many Christians give a negative answer to
this question. They believe that the Ten
Commandments, like the ceremonial laws,
were abolished at the Cross. They apply the
New Testament passages that speak of the
ceremonial laws being done away at the
Cross to the moral law of Ten
Commandments. They reason that, because
Moses gave all these laws to the Jews, they
were intended only for the nation Israel
before the death of Jesus. Now we follow
the teachings of Jesus and not the
requirements that were specifically intended
for Jews only.
Some dispensationalists go a step further.
They reason that before the Cross salvation
was by obedience to law. Since then it has
been by grace alone.(1) We are living in the
dispensation of grace, while the Jews were
living in the dispensation of law. Thus God
used a different means of saving humanity
before the Cross than He uses for us today.
(2) If we try to live by the laws of the Old
Testament, we become legalists and cannot
be saved by grace.
Some interpreters take the view that,
although the Ten Commandments were
done away at the Cross, nine of them were
reinstituted by Christ and His apostles. They
think it possible to discover all the
commandments restated in the New
Testament except the fourth, the Sabbath
command.(3) People who reason this way
reveal their true motive for arguing that the
Ten Commandments were abolished at the
Cross. They are not opposed to nine of those
commands, but they are opposed to the
Sabbath. Because they can find nine of the
Ten Commandments restated in the New
Testament, they have no burden to oppose
them. But since they think the Sabbath
command is not repeated in the New
Testament, they oppose it strenuously. Their
dispensationalist theology provides a very
handy method of doing away with the
weekly seventh-day Sabbath.
Opposition to keeping God's law is called
antinomianism (anti = against; nomos =
law). The idea that salvation by grace alone
rules out the importance of obeying the law
of God fails to recognize the principle that
Christ's gift of salvation is designed to bring
us into accord with God's will. Of course, it is
not true that salvation is by law keeping. We
receive saving grace from God when, by
faith, we accept Jesus Christ as Savior and
Lord (Eph. 2:8, 9). But such faith always
results in conformity to the will of God as
expressed in His law (verse 10). Paul wrote
that Christ died "so that the just requirement
of the law might be fulfilled in us, who walk
not according to the flesh but according to
the Spirit" (Rom. 8:4).(4) If we are not
obeying the law of God, we cannot claim
that its righteousness is fulfilled in us.
Legalism is not obedience to God's law; it is
the attempt to obey His law without first
having received the gift of His grace.
Legalism is the attempt to save oneself by
law keeping, instead of allowing Christ to
save by crediting His righteousness to us
and bestowing His righteousness upon us
by the gift of the Holy Spirit. Once having
received Christ's divine saving presence in
the life, it is inevitable that the believer will
want to follow all of Christ's commands.
Grace is the means; obedience is the result.
Obedience to the law of God is the sure
consequence of the genuine new birth
experience.

what was done away at the Cross and what
still applies for Christian believers today

DELTA State Governor, Dr Emmanuel
Uduaghan, has disclosed that the state
University Teaching Hospital, Oghara,
would start kidney transplant latest in
February just as he acknowledged the
tremendous increase in medical tourism
to the state.
Governor Uduaghan who stated this
Tuesday, October 1, during a Radio/
Television Phone-in-Programme at the
Delta Broadcasting Service, Asaba, said
that the state government was presently
benefiting from its partnership with the
University of Texas Teaching Hospital,
Dallas with some of its doctors and nurses
undergoing training on renal issues and
treatment in Dallas.
He said: “Hopefully by February next year,
the Renal Unit of the state University
Teaching Hospital, will start kidney
transplant in Oghara, in conjunction with
the Texas University Teaching Hospital.”
He said that there has been an increased
medical tourism to the state, due to the
ultra-modern facilities at the state
University Teaching Hospital, Oghara.
Dr Uduaghan revealed that as a result of
the pressure on the hospital facilities and
personnel, an additional 300- bed facility
would soon be added to the Teahcing
Hospital, stressing that this would ease
the pressure on the hospital for medical
attention and reduce the waiting time for
beds especially for surgical cases.
He explained that the various health
programmes in the state, especially the
Free Maternal and Rural Health Scheme,
have benefitted both Deltans and non-
Deltans alike, especially the poor and
needy in the state, stating that “the
programme is open to all Nigerians
irrespective of states and tribes in the
spirit of brotherliness and peaceful co-
existence.”

The authorities of the Nigerian Army have
commenced investigation into the claim in a
recent video purportedly by the Boko
Haram leader, Imam Ibrahim Shekau, that
he was alive contrary to the claim by the
military.
Shekau was reported as having berated the
Nigerian government, the military, the
Unted States, the United Kingdom and
others and claimed that he was alive, hale
and hearty.
The Director of Defence Information, Brig.
Gen. Ibrahim Attahiru, said during a press
conference in Abuja on Friday that the Army
had what he called technical sources that
could be relied upon to verify the video.
He said that efforts meant to verify the
video were ongoing.
“On the issue of whether Shekau is alive or
not, I want to reconfirm here that we
intend to verify the authenticity of that
video.
“We have technical sources who will look at
the video, we also have sources that are
going to feed us back to know whether this
man is alive or otherwise. It is an ongoing
investigation,” he said.
Attahiru also said that the authorities of the
Nigerian Army had reviewed the
operational strategy of tne service in the
ongoing campaign against the Boko Haram
insurgents in the North Eastern part of the
country.
He said that the Chief of Army Staff, Lt. Gen
Azubuike Ihejirika, held a meeting with top
commanders of all Army formations in the
country to ensure a review of the Army’s
strategy in the ongoing campaign against
terrorism in the North East.
He said that the review of the operational
plans was provoked by the need to have
future plans in the fight against the
insurgents in the states under emergency
rule.
He said, “As part of routine review, the Chief
of Army Staff, Lt Gen. Azubuike Ihejirika, has
just concluded a meeting with top military
commanders from all major formations of
the Nigeria Army.
“The purpose of the meeting was to
reappraise the counter terrorism and
counter insurgency efforts in the North East
with a view to making future plans,” he
added.
He said that while the operations of the
Nigerian troops had ensured the disruption
of the activities of the insurgents, the
insurgents had carried out unprovoked
attacks which led to the destruction of lives
and property in Benisheik, Buni-Yadira and
Gujba.
Attahiru stated however that the Nigerian
Army had since commenced an operation
designed to apprehend the insurgents and
destroy their camps several of which
according to him had been neutralised.

An uncompleted lecture hall collapsed at
Niger Delta University, which is owned by
the Bayelsa State government, collapsed on
Friday, but there were no human casualties,
several sources said. “The collapsed building
however injured one construction worker
who is in the danger list at a hospital,” one
source revealed.
Several sources told SaharaReporters that
some 50 people who usually squat in the
uncompleted building were lucky that none
of them got killed in the collapse.
Some sources blamed Governor Seriake
Dickson for retaining quack contractors
who use substandard construction material.
One worker said the site engineer was
notorious for cutting corners with materials
as well as compromising on standardized
building code.
“The motives of the site engineer are
questionable,” said a worker. “He keeps
flouting standard formulae for mixing
concrete. He uses more sand than chippings.
And, in mixing cement and sand, he is
known to compromise quality.”
Another critic said it was no surprise that
the building went down. “Thank God it
happened during the day when most of the
people who sleep in the building at night
were out,” another construction worker told
SaharaReporters.

The Bayelsa branch of the Nigerian Institute
of Architects (NIA) weighed in, ascribing the
collapse to the use of quacks on the project.
The NIA’s chairperson, Stella Rain, led a team
of architectural experts to assess the
building. Ms. Rain stated that the group
intends to conduct a detailed investigation
into the collapsed building.
Professor Humphrey Okonjo, the university’s
vice chancellor, said that the defects in the
building were detected by the university’s
project monitoring unit, but lamented that
the problems could not be fixed due to the
uncooperative attitude of some Bayelsa
government officials.

Muslims (841)
God's plan of salvation includes those who
acknowledge the Creator. Among these, in
the first place, are the Muslims who profess
the faith of Abraham and believe in one
merciful God as mankind's judge on the Last
Day.
A Common Origin (842)
The Church's bond with non-Christian
religions is the common origin and goal of
the human race. "All nations stem from one
stock and all share a common destiny,
namely, God. His providence extends to
all" (Second Vatican Council).
Other Religions (843)
The Church recognizes that in other
religions there is a search for a God. Any
goodness or truth in these religions is a
"preparation for the Gospel" (Second Vatican
Council).
Possible Mistakes in Religious Behavior
(844)
In his religious behavior, man can make
mistakes. "Deceived by the Evil One, men
have exchanged the truth of God for a lie
and served the creature rather than the
Creator. Without God, they are exposed to
ultimate despair" (Second Vatican Council).
The Church as Noah's Ark (845)
The Father wants to reunite all humanity
into his Son's Church. According to St.
Augustine and St. Ambrose, the Church was
prefigured by Noah's ark, which alone saved
the world from the flood.
"Outside the Church There is No
Salvation" (846)
How do we understand this saying from the
Church Fathers? All salvation comes from
Christ through his Body, the Church which is
necessary for salvation because Christ is
present in his Church.
Jesus said, "The man who believes and
accepts Baptism will be saved; the man who
refuses to believe in it will be
condemned" (Mk 16:16). By these words
Jesus also affirmed the necessity of the
Church, because Baptism is its door to the
Church.
Refusing to Enter (847)
Someone who knows the Catholic Church
was founded as necessary by God and
refuses to enter or remain in it, cannot be
saved.
Just Not Knowing (848)
However, those, who through no fault of
their own do not know either the Gospel of
Christ or his Church, can achieve salvation by
seeking God with a sincere heart and by
trying to do God's will (Second Vatican
Council). Although God can lead all people to
salvation, the Church still has the duty to
evangelize all men.

THE CHURCH IS CATHOLIC AND SHE IS THE MOTHER OF ALL CHURCHES.
Catholic (Universal) in Means and in
Mission (830-831)
The Church is Catholic (meaning "universal"
in two ways. First, the Church is universal
because Christ is present in her. She receives
from him "the fullness of the means of
salvation." In this fundamental sense, the
Church was Catholic on the day of Pentecost
and will be so until Christ returns.
Second, the Church is Catholic because she
has a mission to the whole world. The new
People of God (while remaining one) must
spread throughout the world. God made
human nature one and now he decrees that
all the scattered people be gathered
together. By its gift of universality, the
church seeks the return of all humanity
under Christ the Head (Second Vatican
Council).
Catholic Even When Local (832-833)
The Church is really present in all legitimately
organized local groups of the faithful united
to their pastors (called "churches" in the
New Testament). These communities might
be small and poor. Yet, in these particular
churches Christ is present and the One, Holy,
Catholic, and Apostolic Church is constituted
(Second Vatican Council).
The diocese (or eparchy) is a community of
faithful headed by a bishop ordained in
apostolic succession. These particular
churches are modeled after the universal
Church. In them the one and unique Catholic
Church exists.
Unity in Rome (834)
Particular Churches are fully Catholic by their
unity with Rome "which presides in
charity" (St. Ignatius of Antioch). "For with
this Church (Rome), by reason of its pre-
eminence, the whole Church must
necessarily be in accord" (St. Irenaeus). "All
Christian Churches have held the great
Church of Rome as their basis and
foundation since, the gates of hell have
never prevailed against her" (St. Maximus
the Confessor).
In a Variety of Cultures (835)
The universal Church is not just a federation
of different particular Churches. The
universal Church is rooted in a variety of
cultures and takes on different external
expressions. The rich variety shows forth
the Catholicity of the undivided Church (Pope
Paul VI).
All are Called (836)
All men are certainly called to this Catholic
unity. The Catholic faithful, others who
believe in Christ, and all mankind belong to
or are ordered to Catholic unity.
Some are Incorporated (837-838)
The fully incorporated are those who accept
all the Church's means of salvation and who,
by profession of faith, the sacraments,
church government, and communion, are
united in the visible structure of the Church.
However, a Church member who does not
persevere in charity is not saved. He is in the
Church's bosom, but "in body" not "in
heart" (Second Vatican Council).
Others who are baptized and are called
"Christian" but who do not profess the
Catholic faith are still joined to the Catholic
Church in many ways. They enjoy a certain,
although imperfect, communion with the
Catholic Church. The unity with the Orthodox
Church is so profound that it lacks little to
attain the fullness to permit a common
celebration of Eucharist (Pope Paul VI).
The Jews - Awaiting an Unknown Messiah
(839-840)
Those who have not heard the Gospel are
related to the People of God in various ways.
The Jewish People were the first to hear the
Word of God, and their faith is already a
response to God's revelation. To them
"belong the sonship, the glory, the
covenants, the giving of the law, the
worship and the promises" (Rom 9:4-5) and
"this call of God is irrevocable" (Rom 11:29).
The People of God of the Old Covenant and
new People of God expect the coming (or
the return) of the Messiah. However, the
People of the New Covenant await the
return of a risen Messiah. The People of the
Old Covenant await the coming of a still
unknown Messiah, because they do not
know or they misunderstand Christ Jesus.

I am a great believer in strong government
and I am one of those that have always
believed that President Olusegun Obasanjo
was one of the best, if not the best, and
most effective leaders that we have ever had
in this country. I say this not because I had
the honour and privilege of serving in his
government but because, when it comes to
his record in public office, the facts and
figures speak for themselves. Not only are
they outstanding but also they are yet to be
matched and since he left office in 2007,
everything has gone to the dogs. Love him
or hate him one thing is clear- not under
Obasanjo’s watch would 7000 innocent
Nigerians be massacred at will in the space
of just two years by a bunch of murderous
and heartless terrorists. He would have
known exactly what to do and how to do it
to put a stop to such callous lawlessness
and anarchy right from the start. Equally
significant is the fact that such was his love
for Nigeria that regardless of the region,
ethnic group or religious faith that the
victims came from, espoused or belonged
to, his response to the terrorists would have
been swift, decisive and utterly ruthless. He
would have had Boko Haram in ”shock and
awe” and the whole world would have
marvelled at it. This is because in Obasanjo
we had a President who not only had balls
but who also had the courage, heart and
guts to match them.
The greatest error that we as a people ever
made and the worst tragedy and misfortune
that has ever befallen us as a nation is the
fact that a meek lamb ended up taking a
throne that was designed and prepared for
a lion. The unfortunate consequences of
that tragic error and misfortune are there
for all to see. The shedding of the blood of
even the youngest, the most innocent and
the most vulnerable in our society by Boko
Haram on a daily basis is an eloquent
testimony to that unsavoury fact.

Permit me to end this contribution with the
following observations. As crude and
unpleasant as it may sound the question
must be asked – does our President have
any balls? Is he really a man? Does he have
what it takes to fight a war against terror or
is it that there is more to this than meets the
eye? Is there a sinister and diabolical
conspiracy and plan to ensure that elections
do not hold in the northeast and the
northwest in 2015 given the fact that those
areas are very hostile to the suggestion that
Jonathan should return to power that year?
Is this whole thing planned and contrived or
is it a case of chronic incompetence,
ineptitude and weakness? Does Jonathan
believe that it is in his interest for the north
to burn and for northern blood to be spilt?
Is the mindset of those that are pulling the
strings of the view that since the problem
has been (to use the President’s own words
in his last media chat) ”localised” and
”contained in a certain area” the
government can sit back and watch the
locals slaughter themselves whilst they
continue to drink champagne in the Villa
and fantasise about 2015? If that is the case
has it not occurred to them that their fellow
Nigerians live in those areas where the
problem has supposedly been ”localised”
and is the blood of those fellow Nigerians
not red as well? Are they less Nigerian
because of where they were born and who
they are? Are the people that live in the
villages and countryside not as important as
those who live in the towns and cities?
Whatever is really going on here God sees all
and anything that is not of Him will surely
fail. If it is nothing but weakness and
incompetence that has resulted in this
unprecedented carnage the President will
answer before God for violating his solemn
oath to protect the Nigerian people from
enemies within and from enemies without
and if it is a conspiracy to encourage and
create turmoil and chaos in the north just to
ensure that they are excluded from the vote
in 2015, both Jonathan himself and Nigeria
as a whole will reap the consequences. It is
worth noting that that is precisely what
happened in Mali in the elections that took
place before the north was taken over by
the Islamists and it led to a full scale civil
war. Any attempt to exclude any part of this
country from participating in the elections in
2015 under the guise of lack of security or
Boko Haram will result in the same thing
with catastrophic consequences for Nigeria.
Yet as Napolean Bonaparte once said, ”we
must never account to conspiracy what can
easily be explained away by incompetence”.
It is more likely than not that the situation
that is folding in the north-east and the
feeble fight that our government is putting
up against Boko Haram over there is down
to Jonathan’s weakness and nothing more.
So when asked the question is our President
capable of fighting the war against terror
my answer would be that I am afraid that I
doubt it very much. He just doesn’t have it in
him. As the former Prime Minister of the
United Kingdom Tony Blair once said about
John Major, his predecessor in office, he is
just ”weak, weak, and weak’’.

support him should bury their heads in
shame. The blood of all those innocent
people is on his hands because he swore to
an oath before God and the Nigerian people
to protect them from such evil. Instead of
getting on with his job and doing so he has
spent the last few days boasting to the
world about ringing the bell in the New York
Stock Exchange and receiving irrelevant,
illusionary, self-serving and absurd
commendations for absolutely nothing from
President Barack Obama. May God deliver us!

failed to express his condolences to the
families of those that had lost their loved
ones. He made the same omission when he
failed to commiserate with or express his
condolences to the families of the soldiers
that were killed in Borno state whilst
fighting Boko Haram simply because they
ran out of bullets during the course of the
battle.
By way of contrast not only was he quick to
offer his condolences to the government
and people of Kenya for the terrible carnage
that was inflicted on them by Al Shabab last
Friday when 68 people were killed (I guess
that to him Nigerian blood is not as
expensive or as important as foreign blood)
but he was also quick to offer the Kenyan
government military assistance. If President
Uhuru Kenyatta decides to accept his offer
let us hope that our lamb President will give
enough bullets to the soldiers that he will

Permit me to begin this contribution by
quoting a portion of an essay that I wrote
on September 26, 2011, which was titled
”On Goodluck Jonathan, David and Goliath”.
The portion reads as follows.
”A few days ago from the sacred pulpit of
the hallowed chambers of the National
Christian Centre in Abuja and in the
presence of the entire leadership of the
Christian Association of Nigeria (CAN),
President Goodluck Ebele Jonathan
proclaimed as follows- ”I am not David….I
am not a general…..I am not a lion…..I will
defeat the Goliaths in our land”. These are
deep and instructive words yet I do wonder
whether Mr. President understands the
spiritual and practical implications of what
he is saying.
“If he says that he ”is not a David” how can
he then possibly slay the ”Goliaths in the
land?” If he says that he ”is not a general”
how can he be an effective Commander-in-
Chief who commands the respect and
confidence of his army and his officers? If
he says that he ”is not a lion” how can he
overwhelm the animals in our jungle that
seek to destroy and ravage our land? The
lion is a noble and courageous animal that
defends it’s pride and family and protects
it’s own. That is why it is known as the
”king of the jungle” and that is why our
Lord and Saviour Jesus Christ Himself is
known as the ”Lion of the Tribe of Judah”.
“Every king worth his salt must have the
spirit of the lion and the warrior in him to a
certain extent. It is a fundamental pre-
qualification for good quality and
inspirational leadership and that is what
distinguishes the pretender and the usurper
from a real king. May the spirit and
weakness of Ahab not be our President’s
portion even though his words seem to
have ensnared him. History proves that
weak kings and weak leaders always pull
down and destroy great empires and strong
kingdoms.
“If you have any doubt about that consider
what happened to the Roman Empire under
Nero, Claudius or Caligula. If you still have
any doubts after that then read up on
Russian history or watch an excellent old
film called ”Nicholas and Alexander” about
Tsar Nicholas the 1st, the last Tsar of Russia
and how his strong-willed wife and his
consistent display of weakness shamed and
brought down imperial Russia, destroyed
the 300 year old royal dynasty of the
Romanovs, led directly to the First World War
(which in turn led to the Second World War
and then later the Cold War), caused the
communist revolution, led to the Russian
civil war, resulted in the murder of his whole
family and ended in the establishment and
creation of the most evil and godless empire
that has ever ruled half of the world- the
cold and all-powerful Soviet empire.
“That is what weakness, prevarication,
inconsistency, cowardice, emotional slavery,
inexplicable fear and the celebration of
indecision can do. Worst still you don’t boast
about such qualities because there is
nothing to be proud of in them. Always
remember, whether you are a king or a
subject, that courage is the greatest of all
the virtues. This is wisdom. Would someone
please tell our President”.
Once again please take note that the
contribution that I quoted above was part
of an essay that I wrote on 26th September
2011, almost two years ago to the day.
With the killing of 91 children by Boko
Haram in Damaturu a few days ago, the
slaughter of 40 Nigerian troops by Boko
Haram in Borno state recently, the massacre
of 41 school children in Borno state by Boko
Haram two months ago, the mass murder of
no less than 7000 Nigerians by Boko Haram
in the last 3 years and the raging war that is
going on in the northern eastern part of our
country between Boko Haram and our
military today, those words and that counsel
that was offered two years ago seem even
more relevant today than it was even at that
time.
The carnage that we are witnessing in our
country today has come as a direct result of
the manifestation of weakness at the top.
When a President tells the world that Boko
Haram are his ”siblings” whom he ”cannot
move against”, as he did earlier this year, he
is asking for trouble. When a President
keeps offering Boko Haram amnesty even
when they kept rejecting it and whilst they
were murdering his people, as he has been
doing for the last three years, he is asking
for trouble. When a President installs and
supports a party National Chairman who
describes Boko Haram as ”freedom
fighters”, as he did earlier this year, he is
asking for trouble.

The assistant to the Delta Governor on ICT
was arrested by the police over the multi
billion naira scam rocking the state’s payroll.
An aide to Governor Emmanuel
Uduaghanthe of Delta was arrested in
Asaba, the Delta state capital, on Sunday for
allegedly defrauding the government of
billions of naira through the biometric
update and automation of the state’s payroll.
PREMIUM TIMES reliably learnt that the
governor’s Senior Special Assistant on
Information Technology (IT), Harold Monu,
was picked up by men of the anti-fraud unit
of the Delta State Police Command as he
returned from London, where he had gone
for holiday.

Also reportedly arrested over the matter was
a Personal Assistant to Mr. Monu, whose
name was given as Maha.
Curiously on Tuesday the Secretary to the
State Government, Ovuozourie Macaulay,
personally bailed him from police custody.
In 2009, the state government had
embarked on the automation of its payroll
with biometric capabilities. The exercise,
amongst other things, was meant to
“ensure that only legitimate employees
receive salaries from the State.”
As an assistant on IT to the governor, Mr.
Monu was put in charge of the payroll
automation and biometric system. However,
like a mutating virus, the problem worsened
under his watch.
In 2012 the state discovered over 7,000
ghost workers on its payroll. Also, in July this
year, another 23,000 ghost workers were
discovered across various parastatals. The
state’s wage bill also shot up from N6.5
billion a month to N7.1 billion. The state lost
Over N800 million monthly to ghost
workers.
Although there have been talks of fraud in
the automated payroll system, the strongest
signal that Mr. Monu might be involved in
the scam occurred last February when the
government announced the suspension of
the e-payment model and reverted to a
hands-on system of paying workers in cash
upon physical identification.
The governor told reporters that the state
was forced to adopt this medium of
payment because the automation system
was replete with corruption and had failed
to check ghost workers.
“It is obvious that there are still many ghost
workers in the state, especially among
teachers. From this January, salaries are
going to be paid on the basis of physical
presence of a worker,” Mr Uduaghan had
said.
Contacted on Thursday, Mr. Monu declined
comment on his arrest and the corruption
rocking the state’s payroll.
“Go and meet the commissioner of
information if you want any information,
thank you,” he told PREMIUM TIMES on
telephone.
Cover-up?
Following the bail of Mr. Monu by Mr
Macaulay, activists and high-placed sources
within the Delta state government fear the
matter might be treated as an in-house
matter and subsequently swept under the
carpet.
The Delta State commissioner for
information, Chike Ogeah and the SSG, Mr.
Macaulay, did not answer or return repeated
calls to their telephones. They also did not
respond to text messages sent to them.
The Delta state command of the Nigeria
Police also wouldn’t provide details of Mr.
Monu’s arrest and the ongoing
investigation.
After repeated promises over a period of
more than 24 hours, the command’s Public
Relation Officer, Lucky Uyabeme, told
PREMIUM TIMES investigators in charge of
the case were yet to brief him on the matter.

Maybe Our Politician will follow his footsteps

Tomorrow would be our 53rd
independence anniversary and a lot of us
would be asking ourselves what really we
would be celebrating. For the last two
anniversaries, official ceremonies were not
even organised. Officialdom has been too
frightened of attacks by insurgents to
celebrate. We all recall that it was indeed
during the 50th Anniversary Celebration that
an explosion occurred just outside Eagle
Square, the venue of the grand celebration.
It was a strong message that what Nigeria
needed at 50 was deep reflection and
introspection of our failures as a Nation
rather than celebrations signalling that we
are still alive. This reality is even more
poignant today.
We live in a country where the military have
been deployed in thirty-one out of our
thirty-six states trying to restore law and
order. Our children are being killed regularly
for daring to go to school. Our universities
have been shut down for months as the
ASUU strike continues.
Our health system has collapsed and a
significant part of savings are used to send
the sick abroad in search of of medical
treatment. A significant part of our
petroleum is stolen and our governments
are no longer able to meet their
responsibilities.
Even more seriously, the incidence of
poverty in our society today affects seventy
per cent of our people who still living below
the poverty line. Daily life a perpetual
struggle for the masses that live without
electricity and potable water.
The key problem affecting the nation is
known to all – hydra-headed corruption. We
have had a series of ruling classes that have
transformed governance into successive
expansion of mega corruption. The scale of
corruption has been so massive that it has
made nonsense of our efforts to practice
the democratic mode of governance.
Essentially, the key narrative of the Fourth
Republic has been about corruption.
Elections themselves are narratives about
corruption.
Indeed, party nominations and elections are
secured through bribes offered to those
who control the party machine, security
agencies and officials of the Electoral
Commission.
The first Speaker of the House of
Representatives, Salisu Buhari, has had to
vacate his office following revelations that
he had forged both his declaration of age
and his degree certificate, purportedly
delivered by the University of Toronto. Since
then, we have had a litany of corruption
which continued to grow culminating in the
fuel subsidy scandal that revealed mega
corruption had moved from the realm of
billions of naira annually to cross the trillion
naira threshold.
The combination of mega corruption and
poor governance has created a situation in
which the state is imploding. The Nigerian
state is no longer able to play its legitimate
role of imposing law and order. Those in
power use security agencies for private
purposes thus privatising state power. As
the efficacy of violence as a tool for
achieving one’s purpose increase, many
who are not in the corridors of power are
also learning how to use it for their own
agendas.
The police exist only to supply privatised
security to the rich and senior government
officials. Many poor people now devote their
energy and inventiveness to kidnap the rich
and get their slice of the pie.
The Nigerian state does not feel the need to
promote the common good and its logic is
essentially limited to the search for and
access to prebendal offices and limiting the
access of the people to power wielders. Our
Constitution defines the purpose of the state
as promoting the welfare and security of the
people. Today, the people’s welfare and
security are at their most compromised in
the country’s history.
As the Nigerian state loses both its capacity
and its pride, it has ceded maritime security
and protection of petroleum pipelines to the
leaders of armed militia. Since then, the theft
of our dear petroleum has grown.
Nigerian politics today is about trying to
substitute those in office rather than trying
to change the nature of the political game.
In this context, it is not surprising that
insurgency has been growing and more and
more social actors are joining the fray of
using the instruments of violence to achieve
their objectives at the cost of thousands of
lives.
If the armed militants of a decade are today
the guardians of state power and resources
then the message is that the potential value
of armed militancy is extremely high and
what is good for the goose becomes good
for the gander. In any case, there is no
functional state apparatus to negotiate
conflicting interests and pressures from the
society so people seek their armed path to
available resources.
Authoritarian ways of resolving conflicting
interests and silencing pressure groups in
Nigeria have failed. The growing insurgency
in the country can have an even more
dangerous impact because it can lead to or
accelerate the process of national
disintegration.
In this context, it is clear that the bulk of our
political class has no capacity or will to
rescue the country from the abyss. I believe
we have reached a stage where concerted
citizen action is required to secure for us
independence from our demons.
The greatest threat to finding a path
towards mending Nigeria is the lack of
inspirational leadership. People are able to
compete for power because they have had
access to state power or those in control of
state power and stolen billions of Naira.
This is the reality that makes people lose
confidence in the future. This problem
creates a situation in which people who are
honest and sincere keep out of the political
fray. This creates a bandwagon effect that
makes every political generation worse than
the previous one.
The political challenge facing the country is
to reverse this trend. Nigeria has a large
number of talented and well-trained people
who can provide good leadership. We must
start the process of identifying such people
in out communities and convincing them to
engage the political process.
As these people would not have amassed
huge war chests composed of billions and
indeed trillions of Naira, we must find ways
of supporting them so that we can begin to
change the nature of the political game. As
we recall the great nationalists that fought
for our independence, lets begin the
process of producing and reproducing a
political class that works for the Nigerian
people.

Is the anointing tangible and transferable;
can we impart it?
Hebrews 6:1-3 “Therefore, leaving the
discussion of the elementary principles of
Christ, let us go on to perfection, not laying
again the foundation of repentance from
dead works and of faith toward God, of the
doctrine of baptisms, of laying on of hands ,
of resurrection of the dead, and of eternal
judgment.”
The laying on of hands has become an
enlarged subject because of its use in the
church today. The Bible considers it part of
the ABC’s of doctrine along with repentance
and baptism.
In the Old Testament It was a symbolic act
accompanying a prayer for a blessing, at
other times it was accompanied the word of
prophecy being spoken or to affirm one into
ministry. There is no Biblical basis for
associating laying on of hands with a
transmission of a mantle or transferring the
anointing from one person to another.
It is found in the book of Acts as the
practice to commission someone into
ministry. The laying on of hands has become
a Pentecostal tradition that is removed from
its original meaning in Scripture. Touching
people on the forehead or chest so they fall
is considered a sign of the power of the
Holy Spirit. But none of this is found in the
Acts of the apostles or taught in the Epistles
that instructed the church.
Paul writes--1Timothy 4:14: “Do not neglect
the gift that is in you, which was given to
you by prophecy with the laying on of the
hands of the eldership.” In other words, God
spoke what he was doing in Timothy and
they approved of him into ministry even
though he was young. What was this gift?
The previous verse tells us V.13-Till I come,
give attention to reading, to exhortation, to
doctrine.”
Paul laying hands on Timothy was not with
the intention to pass on a gift or power or
result in the abnormal behaviour as we see
today ‘It affirmed the gift they saw working
in him which resulted in his appointment to
be a pastor. Timothy came under attack as a
young pastor and Paul had to reaffirm to
him in 2 Timothy 1:6-7 “Therefore I remind
you to stir up the gift of God which is in you
through the laying on of my hands. For God
has not given us a spirit of fear, but of
power and of love and of a sound mind.” In
other words he should not cave under
pressure from others because of his youth,
he was approved by God and through the
apostles.
What does this have to do with what we see
today? Next to nothing. What we see are
people lined up as the anointer comes to lay
hands on people in line or sporadically
wanders through the audience touching
them to pass on what he has.
Yet Paul counseled Timothy in 1 Timothy
5:21-22 :“Do not lay hands on anyone
hastily, nor share in other people's sins;
keep yourself pure.” Timothy was to lay
hands on people as approval for their call
into ministry, but he must make sure.
A power called the “anointing” is being
transferred by the touch of one person to
another, however, the message of the
Christian faith was to be spread by teaching
from one to another. One is subjective and
the other is objective.
Paul instructs timothy ‘And the things that
you have heard from me among many
witnesses, commit these to faithful men,
who will be able to teach others also .’ (2
Timothy 2.2) True spiritual growth comes
through the testing of our faith, by our
consistent reading, understanding and
applying the Word in our lives. NOT by an
impartation or a experience at a special
meeting. Those who promise a quick
transformation from a touch or impartation,
are not delivering the truth that is taught in
the Bible.
Many today are taught to get an impartation
from the anointed preacher. There is no
need when Scripture states we all have the
same standing before God; all believers have
the same Holy Spirit and Christ as our
mediator. We can all receive from Jesus, who
is the one we should all be seeking. Going to
a certain person or meeting to seek an
anointing by impartation is unbiblical. No
other person is to be our mediator to
receive the Holy Spirit. Whenever men
become mediators, Christ’s teachings
diminish and men’s teachings increase. We
are then giving them, not the Lord control
over our lives.
Laying hands on the sick to pray is not the
same as imparting the spirit and watching
them buckle.
A ‘transferable anointing’ is not seen nor
practiced anywhere in Scripture. We also
find that the Apostles did not rush around
laying hands on people to impart an
experience of ‘fire’ or power. They did not
chant words over and over and expect a
immediate response. The impartations done
today that come through certain men are
not the true anointing, who is the Spirit of
God. Only God can give the Spirit; Jesus is the
baptizer of the Holy Spirit, not man. Man
cannot control God- there is no teaching on
how to obtain or release the anointing to
another.
Acts 8 is an interesting passage in which
Philip preaches in Samaria and many people
are saved, but Peter has to come from
Jerusalem to lay hands on the people so that
they might receive the Holy Spirit. When
Simon the Sorcerer sees something spiritual
happened and he offered to pay for the
ability to pass on the Spirit to others. Acts
8:19-20 "Give me this power also, that
anyone on whom I lay hands may receive
the Holy Spirit."
One wonders what would be the difference
of today’s signs and wonders preachers that
claim this ability. Peter said ‘Your money
perish with you because you thought the
gift of God could be purchased with money.
… Repent therefore of this your wickedness
and pray God if perhaps the thought of your
heart may be forgiven you. For I see that you
are poisoned with bitterness and bound by
iniquity.’ (Acts 8.22-23).
Corinthians reads ‘Now He who establishes
us with you in Christ and has anointed us is
God who has also sealed us and given us
the Spirit in our hearts as a guarantee.’ We
have been sealed with the Holy Spirit living
inside us. 1 John 2.27: ‘These things I have
written to you concerning those who try to
deceive you. But the anointing which you
have received from Him abides in you and
you do not need that anyone teach you; but
as the same anointing teaches you
concerning all things and is true and is not a
lie and just as it has taught you, you will
abide in Him.’ The anointing who is the Holy
Spirit is in us, it is He who guides us into the
truth so we can glorify the Lord Jesus (John
1613-15). We certainly are not glorifying the
Lord when we go to men to get the Holy
Spirit, it is a lack of understanding and a lack
of faith.

4. That a vote of no confidence be passed
the NBTE and further calls for the immediate
establishment of a National Polytechnics
Commission (NPC) to proactively cater for the
needs of the sector;


5. That the Nigerian political class and other
interest groups should exercise restraint on
their utterances and activities in the
interest of peace, unity and security of the
nation;


6. That the Federal Government should
desist from abuse of TETfund laws;


7. That stakeholders in the education sector
such as parents, students, religious leaders,
the press, members of States and
National assemblies to rise to their
responsibilities of rescuing the (polytechnic)
education sector from imminent collapse;


8. That the position of ASUP on the need to
appoint the rectors from within the

9. That in view of the continued insincerity
of Government to honour the agreement
reached with ASUP, NEC resolves that the
union will resume the suspended strike with
effect from 4th October, 2013. NEC sincerely
appreciates the good people of Nigeria and
all other stakeholders in the education
sector for their sustained support in its
struggles to save the polytechnic education
from total collapse in Nigeria.

The lecturers stated their position in a
communiqué released on Saturday.
The Academic Staff Union of Polytechnics,
ASUP, announced on Saturday that it has
resolved to resume its suspended
nationwide strike from next week, following
failure of the federal government to fulfil its
agreement with the union.
The union had been on several weeks of
strike, but suspended it on July 17 following
the intervention of federal lawmakers in its
negotiation with the federal government.
The National Publicity Secretary of the union,
Chirman Clement, in a statement on Saturday
said the union took the decision at her 75th
National Executive Council (NEC) meeting
held at the Federal Polytechnic Bida, Niger
State and resolved to resume the suspended
strike on October 4.
“In view of the continued insincerity of
Government to honour the agreement
reached with ASUP, NEC resolves that the
union will resume the suspended strike with
effect from 4th October, 2013.
The lecturers also lamented the decaying
standard of polytechnic education and
solicited the assistance of the National
Assembly, parents, and other notable groups
to assist in revamping polytechnic education
in Nigeria.
They passed a vote of no confidence on the
National Board for Technical Education,
NBTE, and called for the immediate
establishment of a National Polytechnics
Commission (NPC) to proactively cater for the
needs of the sector.

COMMUNIQUE OF THE 75TH NATIONAL
EXECUTIVE COUNCIL (NEC) OF THE ACADEMIC
STAFF UNION OF POLYTECHNICS (ASUP) HELD
AT FEDERAL POLYTECHNIC, BIDA NIGER STATE,
FROM 24 – 28TH SEPTEMBER,
2013 PREAMBLE:
The National Executive Council (NEC) of the
Academic Staff Union of Polytechnics (ASUP)
met for her 75th NEC Meeting at the
Federal Polytechnic Bida, Niger State where
the following national issues were observed,
discussed, and resolutions on them were
reached:
OBSRVATIONS:
1. The frustrating inertia of the Federal
Government to convincingly fulfill any of the
promises and agreements reached with the
union before the suspension of the strike
on 17th July, 2013 on CONTISS 15 Migration
for Lower cadres, Needs Assessment of
Polytechnics, release of Whitepaper of
visitation to Federal polytechnics,
discrimination between polytechnics and
university graduates in job placement
and career progression and the constitution
of Governing Councils to Federal
polytechnics earlier omitted.


2. The anti-labour stance of the National
Assembly as exemplified by the recently
proposed removal of minimum wage from
the exclusive legislative list of the
constitution to the concurrent list; as well as
the proposed legislation against declaration
of Industrial Strike by unions in the tertiary
sector;


3. The growing tension in the nation’s polity
as a result of the volatile comments and
activities of politicians and interest groups;


4. Government’s abuse of the laws
establishing TETfund;


5. The culpable lack of commitment of the
National Board for Technical Education
(NBTE) to meeting the needs and demands
of polytechnic education in
Nigeria.


6. Appointment of rectors/provosts from
within polytechnic/monotechnics sector

RESOLUTIONS: In the light of the above, NEC
resolves;
1. That Government should without delay
address all the outstanding standing issues
including the NEEDS Assessments of the
polytechnics and the corresponding
funding, constitution of the Governing
Councils of the remaining Federal
polytechnics, CONITSS 15 Migration of
the Lower Cadres, the removal of disparity
between HND and Degree certificates,
establishment of the National Polytechnics
Commission (NPC), release of the Whitepaper
of the visitation panels to polytechnics;


2. That the National Assembly should rescind
from its current anti-labour posture in the
interest of industrial peace and
our desperate move to rescue the
endangered soul of the tertiary institutions
in the country;


3. That the National Assembly should
expedite action on the review of the
Polytechnic Act;

Some unknown gunmen today raided
Zangang township in Attakar Chiefdom of
Kaura local government area in the troubled
Southern Kaduna area. The attackers
suspected to be Fulani herdsmen have killed
11 persons in the early morning raid.
A military officer in the area who did not
want to be named confirmed the attacks, he
added that some villagers were also injured,
and several are still missing.
