Why would govt cover-up a bomb explosion in Lagos?

When bombs were discovered in a residential area of Lagos how come nobody covered it up?

All the previous bombs were detonated in residential area/places where there were lot of human traffic, why detonate a bomb in a secluded area of Apapa where the casualties will be minimal?
