"The Proof" you are asking for is a form of report to the Presidency on how the rice is distributed. That will be an overreach by the President in our constitution. The Governor is constitutionally allowed to give account ONLY to the State House of Assembly. Once the Assembly approves, the Governor is all in the clear.

And who are in the State House of Assembly? The one the Governor bought their electoral form for? Their election is the one the populace don't care about - they simply thumbprint. So why should the President be blamed for a non functional State House of Assembly where the Governor and the speaker are friends.

In an attempt to blame the Presidency, let us do so with facts and not ASSUMPTIONS.

She was just promoted last month to a Major. The army paid every single dime and since she has served more than 8 years already she will have nothing to payback to the army. Why do you think international fees are very high? They use the funds from international students to subsidize education for their citizens. Pls ask around. Even in Nigeria some NigerDelta state govts were paying bursaries of 50 ton100k per session in 2003-2007 I don't know of now

ROTC that you are referring to is called the Reserved Officer Training Corps; it is a way to enlist people into the miliitary. When they provide you scholarship, you MUST serve minimum of 8 years with the US military AFTER graduation. Once you have enlisted, you have paid back the cost of your scholarship, which could even be with your life.

Grant does NOT come with a condition. When a grant is given, you don't have to do anything compulsorily after graduation.
