centvin008: The Kaduna State House of Assembly has passed into law a bill seeking to establish a master plan for the state.
The Assembly at its Tuesday plenary sitting passed the executive bill sent to by Governor Nasir El-Rufai into law.
The bill reads: “Any person who encroaches, interferes or in any way obstructs the orderly implementation of the master plan commits an offence and shall be liable on conviction to imprisonment for a term of six months or fine of N250,000 or both.”
Similarly, it said that any officer charged with the responsibility of implementation of the master plan, who falls or collaborate with others to obstruct the master plan shall be liable on conviction to imprisonment for a term of three years or a fine of N1,000,000 or both not exempting administrative disciplinary procedures as contained in the civil service rules.
The bill also stated that the government shall have the right to remove, modify, restructure or reconstruct any existing structure, building or facility in order to bring it into conformity with the master plan and provided that it shall have due regard to provisions of the Land Use Act, 1978 on the payment of compensation in appropriate or deserving cases.
“From the date of commencement of the law, all transactions and Physical developments in the designated planning or urban area of Kaduna metropolis shall be in accordance with the provision of the master plan.
“Kaduna State Urban Planning and Development Agency, KASUPDA or it successors is hereby vested with power, duties and responsibilities to ensure compliance with the master plan in the state.
“Any development carried out prior to coming into force of the law shall not be invalid for non-conformity with the master plan if the owner thereof can establish ownership of the property, obtaining all the necessary governmental consents and development approvals were obtained prior to the said development and been up to date in the payment of all fees, charges and rents on the property.
“Any Magistrate court or such other court that may be constituted for the purpose of this law shall try the offender and impose such punishment and sanctions as presented by this law.
“The master plan shall be reviewed after every decade or within such reasonable periods as the Governor may decide,” the law stated.”
However, the objective of the law includes, to boost sustainable economic development of Kaduna State in it National, regional, state and city perspective. To improve governance in land administration which hinges on reform of physical planning and community participation in planning processes.
Others include, to enhance sustainable use of natural resources, proper solid waste management including air, surface and ground water quality and to secure property, safety from fire, natural disasters, adequate lighting, ventilation as well as ensure safety of pedestrians, bicycle ways and people living with disability.

Nairaland General › Re: What To Do When You Have A Tyre Blowout by Mutuwa(m): 11:27am On Mar 07, 2016 |
joedrae: I got this from another forum:
WHAT TO DO WHEN YOU HAVE A TYRE BLOWOUT
In the event of the unfortunate death of Nigeria's minister of state for labour due to an accident occasioned by a tyre blowout and the fact that in Nigeria now-a-days, we have many untrained drivers, it has become pertinent for me to write this.
There are 6 simple steps to take within a maximum of 2 minutes and you will be safe, these by the grace of God I have been familiar with for decades. They are as follow:
(1) DON'T PANIC in the event of a blowout, calm yourself down fast because your car will start misbehaving and you need to take charge.
(2) Hold FIRMLY to your steering wheel with both hand, NO VIGOROUS TURNING, as you concentrate on the road and your mirrors, in seconds study the movement pattern of the car. Your car will naturally swerve to the direction of the burst tyre.
(3) Gradually take off your foot from the accelerator, DON'T EVER ATTEMPT TO PRESS THE BRAKES, IF YOU DO, YOU HAVE A 95% CHANCE OF A SOMERSAULT. The car will decelerate gradually while you concentrate on the road to avoid collision with any other road user.
(4) Disengage the gears of the car by shifting to neutral (N) as you still maintain a firm grip on the sheering wheel and put your eyes on the road.
(5) After a while depending on your initial speed, your car comes to a speed less than 60km/h when it is now safe to GRADUALLY apply the brakes and navigate to the side walk
(6) Ultimately, it is now safe to put the car to a complete stop and turn off the engine. You have just saved yourself and passengers from untimely death.
NOTE: Of course, everyone in the car will be in a panic mode BUT this is NOT THE TIME TO LISTEN TO THEM, it is TIME TO CONCENTRATE.
Please, don't just read share on your page and copy to other platforms, you may just be about to save a life. I pray thàt God will continue to keep us safe as we use the roads, amen. The three basic things which, not all and sundry can comprehend at the moment a tire bursts. May the Almighty protect us all. |

MonPro: Dear Hausa/fulani friends, the problem i have with hausa/fulanis is that they keep shouting 'our leaders are the problem'. Now that you've identified the problem, what have you done to solve it? Why do you find it easier to go on a killing spree against the Christians and Southerners than to start a revolution against your thieving leaders who engineer you against others in Nigeria.
If Emir Sanusi ot kwankwaso wants all Southerners in Sabon gari dead today, it will happen. Why not channel the same zeal in educating those poor kids roaming the streets in the name of almajirism, who later grow to become killers and bombers. Listen let's stop deceiving ourselves, the only way you can call your rulers to order is when you are in different countries from southerners.
As long as Nigeria exists, your thieving rulers will keep diverting the attention from themselves to innocent southerners and blame them for their inability to better your lots while they train their kids abroad. Some hausa/fulani leaders blame the creation of Niger delta ministry, NDDC, Lagos allocation for their inability to make life better for you their subjects. We've heard the likes of Junaid moh'd, Ciroma and others hammer on this.
Good international borders should make Good neighbors. My hausa/fulani friends please, Let's peacefully call it a day with this nigerian experiment and save lives for the sake of humanity. Thank you. The truth is always the truth, even if its one person practicing it. your points have over the years, kept me thinking same,as a northerner. The thing is,hypocrisy is deeply rooted, that no one will give you a qualified answer. nice observations. |

 * Shamsudeen is my name * From kaduna State (you should know the region) * Best local dish... Tuwon shinkafa with moringa stew. * I grew up amidst major and minor tribes : My likes about the Yoruba's is their zeal for knowledge, and perseverance for entrepreneurship. The Igbos are good business partners with the north from time.I admire their industrious zeal. Recall, that Taiwan started like the Igbo's are doing now ,and Taiwan is leading today, despite all the mockery,on sub standards produced. * The problem of the north is the north itself to be frank. Pre and post civil war attributes of the Hausa man,is that of : Money loving, Power loving,Aggressive,Militant, and Domineering. This is best described in the Hausa adage that: "You cannot win a city in battle, except you engage an insider" The few unfortunate moles amongst us created the northern problem(s) My honest opinions... *solutions in tackling our problems..well that's for another thread. |
