The military is the only security organisation the can operate within and outside the borders of any country, as Police, Guards, Secrete service and armed forces.

That is why the President is also the Commander in Chief of the Armed forces.

Most President bodyguards are mixed with Military Elite forces and Secrete Service guys.

it should be about strenghtning institutions of governement and not who is superior.
Each agency has an establishing law, and their duties. If the personnels have been compromised, then there should be re organisation.
