A man was arrested Tuesday and will face 76 counts of murder after telling an inquiry that he started a deadly building fire in South Africa last year while trying to get rid of the body of someone he had strangled in the apartment complex on the orders of a drug dealer.

The shocking confession came when the man was testifying at the public inquiry into the causes of the nighttime fire in Johannesburg in August, which was one of South Africa's worst disasters with its death toll of 76.

The 29-year-old man, who wasn't named, said he had killed a man in the basement of the rundown building on the night of the fire by beating him and strangling him, according to South African media reports of the testimony. He said he then poured gasoline on the man's body and set it alight with a match.

He testified that he was a drug user and was told to kill the man by a Tanzanian drug dealer who lived in the building.

Hours later, police said they had arrested the man after his testimony. He is also facing 120 counts of attempted murder and a charge of arson, police said in a statement. He would appear in court in Johannesburg soon, police said, without giving a date.

The inquiry he was testifying at isn't a criminal proceeding and his confession came as a complete surprise. The inquiry is looking into what caused the fire and what safety failures might have resulted in so many people dying, and he testified because he was a resident of the building.

The panel in charge of the inquiry ordered that he not be identified after his testimony and a lawyer leading the questioning of witnesses said that his confession couldn't be used against him because it wasn't a criminal hearing.

South African media referred to him as “Mr. X” when reporting on his claim that he caused the fire that ripped through the dilapidated five-story building in the city's Marshalltown district, killing dozens, including at least 12 children. More than 80 people were injured.

The fire drew the world’s attention to downtown Johannesburg’s long-running problem with “hijacked buildings,” rundown structures that have been taken over by squatters and abandoned by authorities. There are many of them in the old center of the city, officials say, illustrating the decay of parts of South Africa's largest city and one of the African continent's most important economic hubs.

The city of Johannesburg owned the building, but it had been taken over by illegal landlords, who were renting out space to hundreds of poor people desperate for somewhere to live. Many of the building’s occupants were immigrants suspected of being in South Africa illegally.

It also sparked anger in South Africa that authorities should seemingly be so powerless to stop the illegal takeover of such buildings.

In his testimony, Mr. X said that the building was a haven of criminality and was being run by drug dealers. He also claimed there were more bodies in the basement of the building — which he called a "slaughterhouse" — before the fire.

South African police opened a criminal case in the days after the fire five months ago but no one had been arrested until Tuesday.

The South African government has said it will challenge the auctioning of dozens of artefacts belonging to the nation’s anti-apartheid stalwart Nelson Mandela, saying the items are of historical significance and should be preserved in the country.

The 75 items belonging to Mandela – the country’s first democratically elected president who spent 27 years in jail for his anti-apartheid struggle against white minority rule – are to go under the hammer on February 22 in a deal between New York-based auctioneers Guernsey’s and Mandela’s family, mainly his daughter Makaziwe Mandela.

But South Africa’s Ministry of Culture said it has filed an appeal to halt “the unpermitted export” of the objects.

“Former president Nelson Mandela is integral to South Africa’s heritage,” Minister of Sport, Arts and Culture Zizi Kodwa said in a statement.

“It is thus important that we … ensure that his life’s work and experiences remain in the country for generations to come.” Mandela passed away in 2013.

The items include the late leader’s iconic Ray-Ban sunglasses and “Madiba” shirts, personal letters he wrote from prison, as well as a blanket gifted to him by former US President Barack Obama and his wife Michelle.

A champagne cooler that was a present from former President Bill Clinton is also on the list, with bidding on it starting at $24,000. Among the items is also Mandela’s ID “book”, his identification document following his release from prison in the 1990s.

Last month, the North Gauteng High Court in Pretoria gave the go-ahead for the auction after dismissing an interdict by the South African Heritage Resources Agency, which is responsible for the protection of the country’s cultural heritage.


‘Almost unthinkable’


On its website, Guernsey’s says the auction “will be nothing short of remarkable”, and that proceeds will be used for the building of the Mandela Memorial Garden in Qunu, the village where he is buried.

“To imagine actually owning an artefact touched by this great leader is almost unthinkable,” it says.

In an interview with US media published on Thursday, Makaziwe Mandela said her father wanted the former Transkei region where he was born and raised to benefit economically from tourism.

“I want other people in the world to have a piece of Nelson Mandela – and to remind them, especially in the current situation, of compassion, of kindness, of forgiveness,” she told the New York Times.

Reports of the auction have sparked heated debates on social media platforms in South Africa, with many criticising the auctioning of what they consider to be the nation’s cultural heritage.

The planned auction has come as many African countries seek to have treasured African artworks and artefacts that were removed from the continent during colonial years returned to Africa.

South Africa and Morocco are at loggerheads over the presidency of the United Nations' top human rights body ahead of a vote on Wednesday, with the former saying Rabat has committed violations in Western Sahara and has no credibility to lead the body.

For only the second time in the U.N. Human Rights Council's 17-year history, it has been left without a president at the start of the year and it will select one in a secret ballot.

It is a rare public dispute in the African group whose turn it is to lead the 47-member council. It normally strives to take decisions as a bloc.

Diplomats say the result is too close to call for the annual presidency - a prestigious but mostly symbolic post that can help turbo-charge the political careers of ambassadors.

Morocco claims sovereignty over Western Sahara, where the Algeria-backed Polisario Front is seeking independence. It has denied allegations of rights abuses against its opponents there.

As part of a broader strategy, Morocco has been courting countries, including African neighbours, to build up support for its policies for the former Spanish territory.

But it has not won over South Africa which helped to organise an event to promote self-determination for the Sahrawi people in Geneva last year.

South Africa's ambassador Mxolisi Nkosi told Reuters that its record of overcoming apartheid and its reputation as a bridge-builder made it a strong candidate.

In contrast, he said Morocco was the "antithesis of what the council stands for".

"For a country with all these challenges to aspire to be the face of Human Rights Council and, God forbid if they get elected, this will shatter whatever shred of legitimacy this council ever had."


Morocco's candidate ambassador Omar Zniber said Rabat had received African Union backing months ago as the sole candidate and that it was a law-abiding country that had made significant progress on human rights. He dismissed criticism of its Western Sahara policies as "lies and propaganda".

The council meets several times a year in Geneva. It is the only intergovernmental global body to protect human rights worldwide and can increase scrutiny of countries' human rights records and authorise probes.
