There is disquiet in the Lagos State Vehicle Inspection Service, VIS, as the head of the agency, Gbolahan Toriola is removed and redeployed.
Findings revealed that the VIS boss stepped on ‘big’ toes and he was removed from the agency to serve as punishment.
Toriola was redeployed by the Head of Service, Hakeem Muri-Okunola in a circular recently. He was redeployed to the Ministry of Works and Infrastructure, a ministry completely unrelated to transportation.
The VIS is on a special cadre and officers of the agency are not redeployed to other ministries because of their expertise in vehicle services until they attain the position of permanent secretary.
Since his redeployment, VIS officers are fully back on the road and causing traffic nuisance, using the old method to operate.
To the chagrin of all, Toriola was replaced with Akin Fashola who joined the civil service in 2015 as an Assistant Director on grade level 15. He was posted to the VIS in 2017. He was not employed on VIS cadre and is not a cadre officer, according to our findings. Two years later, he has been made the head of the VIS.
Unconfirmed report had it that Fashola is a cousin of the HOS.
PM News’ investigation revealed that after much protest, the HOS further redeployed Toriola from Ministry of Works to the administrative department, Ministry of Transportation.
The VIS, formerly known as Vehicle Inspection Officers, VIO, prior to 2012, was a unit in the ministry of Transportation. The administration of former Governor Babatunde Fashola established a special cadre for the unit and converted it to a department. The conversion was implemented in 2013, with the new name VIS.
This means that officers of the agency cannot be redeployed to other ministries because of the expertise and knowledge about the transportation sector in the state. With the conversion, Toriola because substantive VIS director in 2013 being the most senior officer in the cadre and has gone on several training, including that of the United Nations.
During the administration of the immediate past Governor, Akinwunmi Ambode, VIS officers were taken off the road and asked to embrace technology rather than causing traffic gridlock on the road while trying to check vehicle papers and apprehend offenders.
There was great joy when Ambode ordered them to leave the road and employed the use of technology to carry out their activities. They were off the road for a long time studying to find the right technology to employ to tackle vehicles nuisance in the Lagos metropolis.
It was gathered that trouble started for Toriola when he removed one Animashaun, who is the brother of Gbolahan Animashaun in the Deputy Governor’s office, from being head of Coker-Aguda VIS over alleged sharp practices. Animashaun was redeployed to Oke-Odo.
After the swearing in of Governor Babajide Sanwo-Olu, Animashaun was said to have lobbied the Head of Service for redeployment out of Oke-Odo.
Government sources said the HOS ordered that Animashaun should be brought back to his former posting. Because the order was delayed, he was said to have threatened to take action against the VIS boss.
It was gathered that Animashaun was redeployed back to Coker Aguda as zonal head on his request in order to allow peace to reign.
Sources said other issues, such as GOKADA culminated in his removal. It was learnt that since the operation of GOKADA was contrary to the Lagos Road Traffic law baring them from plying about 475 roads in the metropolis, operators were said to have lobbied the HOS for a stay of the order baring them from plying restricted routes, such as expressways, bridges and others having invested so much in the business.
With insistence by Toriola that allowing them will go against the traffic law, he was said to have incurred the wrath of the HOS who would not want to be challenged.
However, it is on record that the VIS under Toriola introduced the Automatic Number Plate Recognition (ANPR) technology for the verification of prescribed particulars. It is a robust database management system available such as autoreg.com, lagroute.org, where detailed information of the owner can be obtained without necessarily stopping the Vehicle through the integration of the technology of the relevant agencies data bases.
Also, it is also on record that the VIS increased its revenue generation from N175.8 million to N2.24 billion between 2007 and 2018.
At its Ojodu office, there is theintroduction of e-testing for drivers licence applicants, introduction of magnetic optical/ Autovin technology for pre–registration inspection and the introduction of ANPR technology for the enforcement of traffic rules and regulation, among several other achievements.

Giving an account of how it happened, her son said: “My mom is critically unconscious in the hospital after the DPO of a police station in Benin flogged her with his belt.
It all started when my younger sister was driving through the police station this morning and some policemen stopped her and asked for the documents of the car which she presented to them.
After seeing the documents they told her they would seize it till her husband comes to the station because he is wanted. They took her to their station at Ugbor and detained her and her 1-year-old son. .
She immediately called my mom who went there to solicit for her. My mom demanded to know what she had done and the officers directed her to the DPO's office. .
When she got there, she started to beg the man to let her go that she did nothing wrong. The DPO insisted that he won't talk to her and she was still begging when he pulled his belt and floged her till she fell on the floor and started crying for help.
Now she has been rushed to hospital by the same DPO who assaulted her. Two different hospital rejected her until the 3rd one, Samomen's Medical Centre, admitted her and place her on drips.

Naijaalive: President Muhammadu Buhari has approved the immediate termination of appointment of Rev. Tor Ujah, as the Executive Secretary, Nigerian Christian Pilgrim Commission (NCPC).
A statement by the Director (Information) at the office of the Secretary to the Government of the Federation, Willie Bassey, said the termination was in line with the provision of Section 4, Sub-Section 3 of the Nigerian Christian Pilgrim Commission Act.
He said that Ujah has been directed to hand over to Mrs. Esther Kwaghe, Director of Administration in the Commission, who is to oversee the Office, pending the appointment of a Substantive Executive Secretary.
In a related development, President Muhammadu Buhari, has directed the Office of the Accountant General of the Federation to work out an appropriate framework for the operation of offshore account maintained by the Nigerian Christian Pilgrim Commission and all other Federal Government Agencies in order to streamline their operations.

Asiwaju Bola Tinubu, national leader of the ruling All Progressives Congress (APC), wanted to be vice president to Atiku Abubakar in the 2007 general elections, Senator Kofoworola Bucknor-Akerele, former deputy-governor of Lagos State, has revealed.
Atiku was vice president from 1999 to 2007, and was the presidential candidate of the Peoples Democratic Party (PDP) in the 2019 general elections.
Speaking in an exclusive interview with Daily Independent at the weekend, Bucknor-Akerele, who was elected as deputy to Tinubu on the platform of the defunct Alliance for Democracy (AD) in 1999, said Tinubu sought her support to hijack the party from the leaders so as to use it for his political ambition.
Speaking further, she said her refusal to support Tinubu in his plans was the genesis of her political travails which eventually culminated in her resignation in December, 2002.
Bucknor-Akerele said: “He (Tinubu) did call me and said to me that he thought we should take over the party from the elders, who were the founders of the party.
“When I asked him why he wanted to do that, he said he needed to take control of the party structure because he wanted to be vice president to Atiku Abubakar in 2007.
“I said but how is that possible since Atiku is not a member of our party? We are in Alliance for Democracy (AD) while Atiku belongs to the PDP? He said I shouldn’t worry about that and should just cooperate with him in his plans.
“As a principled person, I refused and that was the genesis of my trouble with him. I believed that we should face governance and that the founders of the party should continue to run the party.”
Bucknor-Akerele also denied the claim that her relationship with Tinubu got strained because of insubordination.
“Well, I don’t think it is insubordination because, as my principal then, there was nothing he asked me to do that I did not do, at least as far as my duties as the deputy governor were concerned.
“The only thing I didn’t do is to join him in taking over the party from the elders who had supported us and put us as governor and deputy governor.
“He wanted me to join him in taking over the party from the elders and I refused. I believed that was a betrayal of trust which I would not be a party to.”
Also speaking on the crisis in Afenifere, Bucknor-Akerele insisted that the Reuben Fasoranti-led Afenifere cannot work together with the faction led by Senator Ayo Fasanmi because they don’t share the same ideology.
According to her, while the Fasoranti-led Afenifere is protecting and fighting for the interest of the Yoruba, the faction led by Senator Ayo Fasanmi is fighting for Tinubu’s interest.
“First of all, the group led by Ayo Fasanmi is not working for the interest of the Yoruba, as far as I am concerned. They are only after the interest of Bola Tinubu because he is the one who formed them and so they are working for his interest alone.
“So, the question of working together can hardly arise when one group is working for the interest of the Yoruba and the other is working for the interest of one man.
“To me, the Fasanmi faction is not Afenifere; the real Afenifere is the one being led by Pa Reuben Fasoranti.
“Afenifere was formed from Egbe Omo Oduduwa. My late father was the first President of the Egbe Omo Oduduwa and Chief Obafemi Awolowo was the Secretary. Egbe Omo Oduduwa was formed in my father’s house in London.
“They then brought it to Nigeria, and it was at a meeting of the Egbe Omo Oduduwa that Akinloye said, ‘What shall we call this group to make it appeal to the masses? We can’t call it Egbe Omo Oduduwa’.
“He said why don’t we call it Afenifere? And that was how Afenifere began. Afenifere was the precursor of the Action Group (AG).”
Also speaking on her expectations from new ministers who were inaugurated by President Muhammadu Buhari last week, Bucknor-Akerele said she had no expectations because the APC-controlled Federal Government had nothing to offer.
“I have no expectations whatsoever from this government. None at all. This government has nothing to offer, as far as I am concerned. They said next level; next level to where? Into the dungeon? I am sorry, but Nigeria is in a very sorry state. Are we calling ourselves a nation now?
“Look at what is happening! The economy has collapsed, yet they keep on lying to us that the economy is doing well. When they took over in May 2015, Gross Domestic Product was 5.1 percent, but today it is 1.4 percent.
“We know the exchange rate of the naira to the dollar, what it was then and we know how much it is now. It is almost tripled, yet they promised us that they would make one naira equals to the dollar.
